As usual, I think it depends... and, more important -- since the mission of this list lies more in the realm of the practical application of CSS.you may have better luck with your question on <http://webdesign-l.com/> . <aside> I am a designer rather than a developer. The all important tools on this end are a sheet of paper and a pencil inorder to do rough draft visual, then directly to html/css for a rough on screen layout... usually, nowadays, a layout that strives from scratch to work from one address in desktop, tablet and mobile handsets.
