I get that html snippet (that appears on the tug.org home page) from the
gmane rss feed: http://rss.gmane.org/gmane.comp.tex.ctan.announce
Thankfully, gmane provides a reliable feed for all its lists.
I also noticed that the one on mail-archive went bad

is no longer functional.
Attempts to contact the administrators were not successful.
