A star-quality race is shaping up in Pennsylvania's 4th Congressional
District in western Pennsylvania.
It's one of only three open House seats currently held by Democrats that
Republicans have a decent chance of capturing.  The current congressman, Ron
Klink, is leaving to run for the Senate seat held by
Republican Rick Santorum.
The Republican in the race is state Sen. Melissa Hart, one of the most highly
regarded GOP state legislators in the nation, a very intelligent, articulate
and dynamic conservative.
A prominent Democrat considering the race is sports marketing executive Jim
Rooney, grandson of the founder of the Pittsburgh Steelers and son of the
current Steelers CEO.  The Rooney name is well known and well loved in the
area, and Jim Rooney has significant financial resources as well as a host of
wealthy friends.
The district is blue-collar and heavily unionized, and conservative on social
issues.  President Clinton carried it both in 1992 and in 1996 but didn't get
a majority of the vote either time.
