WASHINGTON — Senator Joe Lieberman said Monday that the Iranian government has "by its actions" declared war on the United States and we should be prepared to respond with military action, if necessary. "Although no one desires a conflict with Iran, the fact is that the Iranian government, by its actions, has declared war on us. And while I sincerely hope that diplomacy alone can convince the Iranian government to stop these attacks, our diplomatic efforts are only likely to succeed if backed by a credible threat of force," said Lieberman, an independently-elected Democrat.

Rand Beers, president of the National Security Network and former national security adviser to the Kerry-Edwards 2004 campaign, said that Lieberman has a right to raise the issue, but does not believe military threats against Iran are appropriate at this time.

"I worry about the unwillingness of this administration to back any of them up quite honestly," Beers said. "I am not sure the military options we have on the table are either workable or credible."

The Connecticut senator issued a similar warning last month claiming that Iran had provided training and weapons to Iraqi insurgents that were used against American troops. Monday's call came after U.S. military spokesman Brig. Gen. Kevin J. Bergner claimed that Iranian forces helped plan one of the most sophisticated militant assaults of the Iraq war — a January raid in which gunmen posed as U.S. security and launched an attack that killed five U.S. soldiers.

Bergner also accused Iran of using its Lebanese ally, the Shiite mitia Hezbollah, as a "proxy" to arm Shiite militants in Iraq.

The claims were an escalation in U.S. accusations that Iran is fueling Iraq's violence, which the Iranian government has denied. It was also the first time the U.S. military has said Hezbollah has a direct role, which, if true, would bring a dangerous new player into Iraq's conflict.

Bergner said a senior Lebanese Hezbollah operative, Ali Mussa Dakdouk, was captured March 20 in southern Iraq. Dakdouk, a 24-year veteran of Hezbollah, was sent to Lebanon "as a surrogate for the Iranian Quds Force" to finance and arm militant cells to carry out attacks on U.S. and Iraqi troops, he said.

The general also said that Dakdouk was a liaison between the Iranians and a breakaway group led by Shiite cleric Muqtada al- Sadr's former spokesman, Qais al-Khazaali.

Lieberman also said that members of Congress demanding a withdrawal from Iraq should reconsider, given Bergner's revelations.

"The Iranian government wants to push the United States out of Iraq. For Congress to mandate a retreat from Iraq will give the Iranians exactly what they want most. A retreat would not only represent a catastrophic defeat for the United States, but an epic victory for Iran, Hezbollah, and the forces of Islamist terrorism," he said.

BAGHDAD, Iraq -- On Monday the U.S. military accused Iran of a direct role in a militant attack that killed five U.S. troops in Iraq in January.

U.S. military spokesman Brig. Gen. Kevin Bergner said the Quds Force, part of Iran's Republican Guards, was seeking to build an Iraqi version of Hizballah to fight U.S. and Iraqi forces and had brought in [Lebanese] Hizballah operatives to help train and organize militants.

"Our intelligence reveals that the senior leadership in Iran is aware of this activity," Bergner said.

Iran has denied claims that it was backing Iraqi militants, and Hizballah has denied having a role in Iraq.

Iranian Foreign Ministry spokesman Mohammad Ali Hosseini rejected the allegations Monday, saying "American leaders have gotten into the habit of issuing ridiculous and false statements without providing evidence, with political and psychological aims."

But Bergner said an extensive Quds Force program was revealed through [U.S.] interrogations of a Lebanese Hizballah suspect, Ali Mussa Dakdouk, and an Iraqi militant, Qais al-Khazaali, along with documents seized with them. Both men were captured in March in Basra.

In Washington, State Department spokesman Sean McCormack echoed Bergner's charges, saying they were "another data point in what is a troubling picture of Iranian negative involvement in Iraq."
