WHAT IF THERE IS ANOTHER MONICA?

USAF officials are worried that two more Monica Lewinsky events
could empty U.S. missile stocks.  However, the USAF made it
official - no new cruise missiles will be bought to replace the
90 ALCM AGM-86B missiles fired at Iraq.

Instead, the USAF plans to spend $53 million converting 92 of
the final inventory of 130 nuclear tipped AGM-86B missiles into
conventional weapons.  The extra 92 missiles will leave the USAF
with about 200 conventional cruise missiles or enough for two
more "Desert Fox" like attacks.

JUST IN TIME FOR A GORE SCANDAL

The replacement for the USAF AGM-86B is currently being funded.
87 stealthy "JASSM" missiles are scheduled for USAF delivery in
2001 enough for one Monica scale event.

SAR PREDATOR OVER IRAQ
Kuwait City - Kuwait
The USAF has moved synthetic aperture radar (SAR) equipped UAVs
(unmanned aerial vehicles) to the middle east.  The SAR equipped
Predators are flying reconnaissance missions over Iraq at night
and during bad weather.

The USAF goal is to track Iraqi mobile air defenses using the
advanced, imaging, radar.  SAR equipped F-15E Strike Eagles
already roam the night skies of Iraq.  U.S. Predator SAR radars
are reported to be sensitive enough to determine the difference
between two calibers of artillery.

COSTIND WINS AWARD
Beijing - China
COSTIND has won a domestic victory over the rival Central
Military Command (CMC) of the Chinese Army.  The new boys'n
green from COSTIND beat out the old soldiers from Central
Command, winning the favor of Prime Minister Zhu Rongji.
COSTIND has been awarded complete administrative control of
Aviation Industries of China (AVIC).

AVIC controls 100 large and medium sized businesses, including
China's state airlines, 30 research institutes and 7 state
funded labs.  AVIC employees over 500,000 Chinese aerospace
workers and manufactures bombers, fighters, engines, electronics
and missiles.

Chinese officials claim the move is to remove military ownership
of aerospace firms.  COSTIND, however, is a Chinese military
unit.  The new powers for COSTIND makes them the most powerful
Chinese Army unit outside the Communist Party State Council.

BUSINESS & MARXISM DO MIX
AVIC HQ - Beijing China
COSTIND has already announced their first western-like business
move...  A major down-size.  COSTIND plans to cut 150,000 jobs
over the next 3 years in a communist/corporate restructuring of
AVIC.

QUOTA SYSTEM
Capitol Hill Washington D.C.
Lockheed/Martin has more lobbyists on Capitol hill these days
than the White House.  Lockheed has put big investment in the
Russian Proton rocket to launch a number of LM satellites into
geosyncronous orbit (GEO).  Russia, however, is over-booked as
per the U.S. satellite export quotas.

Under the restrictions, Russia has 16 GEO launch permits through
the year 2000.  Russia currently has 9 remaining.    LM is
covering the Hill like a swarm of ants, hoping to find enough
support to lift the quota against Russia GEO launches so they
will not loose money backing the Proton.

LORAL DEPENDS ON RUSSIAN ROCKETS
State Dept. - Washington D.C.
Loral has a "GO" from the State Dept. to launch more satellites
for GLOBALSTAR on Russian Proton rockets.  The Globalstar system
of low earth orbit satellites (LEO) are not covered by the GEO
satellite export quota.  The first Proton launch is scheduled
this spring.

Loral lost Globalstar 12 satellites in July 1998 on a failed
Zenit launch.  Loral had to purchase U.S. built DELTA rockets to
put replacement Globalstar satellites into orbit because of the
satellite export restrictions.  The Delta launches have no
security restrictions but cost more and are (generally) more
reliable than their Russian or Chinese counter-parts.

RUSSIAN HERO OF THE STATE REWARDED
Baikonur Cosmodrome - Kazakhastan
On December 30, 1998, a Russian Proton rocket successfully
launched three Glonass navigation satellites into orbit.
However, one of the Glonass satellites appeared to fail and
communications with the spacecraft was lost.

Russian Air Force officer Col. Oleg Bondar devised a way to
re-store communications with the lost satellite and saved the
spacecraft.  Col. Bondar was given an official reward for saving
the Glonass satellite...  his back pay for 1998.
