America intends to depose Saddam Hussein by giving armed support to Iraqi
opposition forces across the country, The Observer has learnt.
President George W. Bush has ordered the CIA and his senior military
commanders to draw up detailed plans for a military operation that could
begin within months.
The plan, opposed by Tony Blair and other European Union leaders, threatens
to blow apart the increasingly shaky international consensus behind the
US-led 'war on terrorism'.

investigator from the Durham Police Department. "Ma'am, we've gotten a report
that you have anti-American material," the male agent said, according to
Brown. Could they come in to have a look around?

wartime or peacetime," notes Alex Charns, a Durham attorney who specializes
in civil rights. Such speech is all the more protected, he points out, when
it's displayed within a person's home....

"If a trained police officer doesn't know the difference between political

says. "If the Secret Service has nothing better to do than check on political
posters, that's a bad sign."

Keep Your Eye on the Target

Mr.  Speaker:

We have been told on numerous occasions to expect a long and protracted
war.  This is not necessary if one can identify the target- the enemy- and
then stay focused on that target.  It's impossible to keep one's eye on a
target and hit it if one does not precisely understand it and identify
it.  In pursuing any military undertaking, it's the responsibility of
Congress to know exactly why it appropriates the funding.  Today, unlike
any time in our history, the enemy and its location remain vague and
pervasive.  In the undeclared wars of Vietnam and Korea, the enemy was
known and clearly defined, even though our policies were confused and
contradictory.  Today our policies relating to the growth of terrorism are
also confused and contradictory; however, the precise enemy and its
location are not known by anyone.  Until the enemy is defined and
understood, it cannot be accurately targeted or vanquished.

The terrorist enemy is no more an entity than the "mob"or some
international criminal gang.  It certainly is not a country, nor is it the
Afghan people.  The Taliban is obviously a strong sympathizer with bin
Laden and his henchmen, but how much more so than the government of Saudi
Arabia or even Pakistan?  Probably not much.

Mounting concern over human cost of war in Afghanistan

QUETTA: Doctors and relief workers are voicing growing concerns that the
psychological impact of the war in Afghanistan is not being addressed as the
human cost mounts. There are no accurate figures on how many civilians have
been killed, wounded or maimed in Afghanistan since the US unleashed its
military might on October 7, but it undoubtedly runs into the hundreds,
perhaps thousands. Millions more Afghans have been displaced, watched family
members die or their homes destroyed. Outside of Afghanistan, the most
visible sign of the human impact can be seen in this southwestern Pakistani
city, close to the
border where the war-wounded and others who have run for their lives are
found.

Doctors at the city's main hospital, the Sandeman Provincial, treat new
cases every day and are now running out of a lack of supplies, particularly
the metal plates used to repair limbs crushed by falling walls. They
estimate they have seen at least 60 seriously injured people in the weeks
since the US started bombing. Quetta's other hospitals have treated similar
numbers, as has the basic medical facility at Chaman, on the border with
Afghanistan. Psychiatrists have also had to cope with a massive rise in
patient numbers. "A large number have post traumatic stress disorder," Dr.
Ghulam Rasool, consultant psychiatrist at the Bolam Medical College said.

Rasool is one of just five psychiatrists in Quetta and is seeing at least
100 patients a day, more than 60 percent of whom are traumatised Afghans.
And that, he says, is just the tip of the iceberg.....

"Several meetings took place this year, under the arbitration of Francesc
Vendrell, personal representative of UN secretary general Kofi Annan, to
discuss the situation in Afghanistan," says the book. "Representatives of the
U.S. government and Russia, and the six countries that border with
Afghanistan were present at these meetings," it says. "Sometimes,
representatives of the Taliban also sat around the table." These meetings,
also called "6+2" because of the number of states (six neighbours plus U.S.
and Russia) involved, have been confirmed by Naif Naik, former Pakistani
Minister for Foreign Affairs. In a French television news programme two weeks
ago, Naik said during a "6+2" meeting in Berlin in July, the discussions
turned around "the formation of a government of national unity. If the
Taliban had accepted this coalition, they would have immediately received
international economic aid." "And the pipe lines from Kazakhstan and
Uzbekistan would have come," he added. Naik also claimed that Tom Simons, the
U.S. representative at these meetings, openly threatened the Taliban and
Pakistan. "Simons said, 'either the Taliban behave as they ought to, or
Pakistan convinces them to do so, or we will use another option'. The words
Simons used were 'a military operation'," Naik claimed.

THE SPORES - Terror Anthrax Linked to Type Made by U.S. By WILLIAM J. BROAD

The dry powder used in the anthrax attacks is virtually indistinguishable in
critical technical respects from that produced by the United States military
before it shut down its biowarfare program, according to federal scientists
and a report prepared for a military contractor. The preliminary analysis of
the powder shows that it has the same extraordinarily high concentration of
deadly spores as the anthrax produced in the American weapons program. While
it is still possible that the anthrax could have a foreign source, the
concentration is higher than any stock publicly known to be produced by other
governments.
