No, their job is to "sell" the public on the need for a military and
march around like they are fulfilling that need. Foresee the future?
Most military at the onset of W.W.II had used their "foreseeing" ability
to prepare for W.W.I. The Internet was conceived and produced for the
purpose of continual communications between computers after W.W.III. The
civilians they hired to do the job did it so well that now it not only
can survive W.W.III, but probably them, as well. Oops!
