The Connecticut Elections

Bill Curry for Governor

Gov. John Rowland of Connecticut is seeking a third term as chief executive in a 
contest
against Bill Curry, a Democrat who formerly served as state comptroller. In general, 
third
terms are not a good idea, and Mr. Rowland's administration has begun to suffer from 
the
kind of cronyism and questionable practices that typify a governor who has been in 
power
too long. Connecticut's race, with a two-term governor versus a former state 
comptroller, is
strangely similar to New York's. The big difference is that Connecticut voters are not 
being
forced to choose between an unsatisfactory incumbent and an even less promising
opponent. Bill Curry is a good candidate with fresh ideas and strong credentials as a
political reformer.

Mr. Curry, who ran a close second in a four-way race that elevated Mr. Rowland to the
governorship eight years ago, won our endorsement at the time for his record as
comptroller and his ideas about how to deal with sprawl, transportation and the 
economy.
Those qualities are needed even more now that Connecticut faces a growing budget 
deficit
and tougher times, especially in urban areas. This year, Mr. Curry has focused on 
helping
the state's middle class, promising to make cities more livable and taxes more 
equitable.

One of the most serious arguments against Governor Rowland is his refusal to provide 
any
real explanation for the loss of almost $200 million in state funds in what amounted 
to an
unsecured loan to Enron from the state's trash authority. Shortly after the loan, 
Enron made
an $80,000 contribution, since returned, to the Republican Governors Association, 
which Mr.
Rowland now heads. Mr. Rowland fired two top aides whose names have surfaced as part
of the investigation, but he has denied any connection or any advance knowledge of the
loan. It is hard to imagine that he heard nothing about this deal. But not knowing how 
his
co-chief of staff was handing out so much state money is also no way to run a state
government. We endorse Bill Curry for governor of Connecticut.
