GOVERNMENT CRUMBLING BEFORE BARAK'S EYES: Several more blows were dealt to
the sickly Barak coalition this past week. Barak narrowly survived a
no-confidence motion Monday. The vote came on the last day of the
Knesset's summer session. The vote was 50 for and 50 against, with 8
abstentions and 12 absences. A majority of 61 votes are needed to pass.
Foreign Minister David Levy resigned Wednesday. Earlier Monday, Barak's
candidate for president, former Prime Minister Shimon Peres, lost in a
stunning parliamentary vote upset to a little-known opposition lawmaker.
The victory of Iranian-born Moshe Katsav of the opposition Likud Party
spelled a humiliating blow to Barak.

At Sunday's weekly cabinet meeting, Barak announced that after the
collapse of the Camp David talks, his government would now concentrate on
educational, health and welfare issues. The Likud scoffed at the new
government agenda, saying: "More than one year after he was elected, Prime
Minister Barak has just remembered that the State of Israel has social
problems, which Barak completely ignored despite the fact that he was
elected to solve them."

KATSAV ELECTED NEW ISRAELI PRESIDENT: Mild-mannered Persian Jewish
immigrant Moshe Katsav was sworn in Tuesday evening as Israel's eight
President and pledged to avoid getting involved in political infighting
during his seven-year term. Born in Iran, Katsav, 55, immigrated in 1951
and started out in a tent camp before taking up residence in Kiryat
Malachi, a development town in the south, where he became the youngest
Israeli mayor ever at age 24. Katsav, who has a bachelor's degree from
Hebrew University, was first elected to the Knesset in 1977. He has served
as labor, transportation, and tourism minister, and was a deputy prime
minister under Binyamin Netanyahu's government from 1996-1999. He is
respected by Israel's large Sephardic community as an observant Jew, and
has developed ties to the Israeli Arab community as well. For the first
time, a member of a party other than Labor has won the Presidency. For the
first time, a man of sfardi origin has won the Presidency. For the first
time a religious Jew has won the Presidency.

Shimon Peres lost the election. Peres is, in the words of one Israeli
columnist, "the greatest Prime Minister never elected." Indeed, Peres
never won a vote in his life. So, perhaps it is fitting that Peres, who
has been implicated in every major Israeli scandal over the past 20 years,
from Irangate, to Pollard, to the Rabin assassination, should lose yet
again. One more loss to end his illustrious career.

ARUTZ-7 correspondent Yedidya Atlas reports, based on sources close to
both the Clinton Administration and to Hilary Clinton's Senatorial
campaign in New York State, that the Clintons were "shocked and dismayed"
by the news of Peres' loss. Both Mr. and Mrs. Clinton had been relying on
a President Peres to promote their respective agendas, say the sources,
including the American plan for the division of Jerusalem and improving
Hilary's lagging support among Jewish New York voters.

CLINTON'S TRICKS BACKFIRE: In attempting to 'appease' Israel, US President
Clinton recently stated that he wanted to move the US Embassy to Jerusalem
[see TNS, 29 July 2000/26 Tammuz 5760]. However, this past week, his
statements had serious repercussions around the globe. The head of the
Arab League called Clinton's remarks "strange." The editors of the CHICAGO
TRIBUNE referred to the President's suggestion as "reckless" (CHICAGO
TRIBUNE, 1 August 2000). On Monday Egypt indicated that moving the embassy
would have "negative effects" on the peace process. Lebanon's
Iranian-backed Hizb'Allah leader Sheikh Hassan Nasrallah threatened Sunday
to destroy the US embassy in Israel and kill its diplomats if the mission
was moved to Jerusalem from Tel Aviv.

It was only last June (2000) that Clinton, for the third time, ordered a
six-month delay in moving the US embassy to Jerusalem. In a memorandum to
the secretary of state, Clinton said the delay was necessary "to protect
the national security interests of the United States."

IMRA note: "President Clinton, in a carefully orchestrated move designed
to help Prime Minister Barak's image in Israel, made a statement about
Jerusalem that should actually HARM Barak if people would ignore the
headlines and instead note what Clinton actually said and Barak's follow
up. Clinton said he would LIKE to move the embassy to Jerusalem but gave
no indication he would take this step BEFORE an agreement was signed
between Israel and the Palestinians. It should be kept in mind that the
embassy would be located in WESTERN Jerusalem. Such statements have been
part of American rhetoric for many years. Barak followed up by suggesting
that Clinton may actually do something about moving the embassy by the day
CLINTON LEAVES OFFICE! Curiously, the Arab world, rather than laugh at
Clinton's statement [does anyone actually think that an action taken in
the last moment of an administration will not be subject to review the
next morning by the new president?],  their strong response helps Barak
appear to have actually "earned" something from Clinton in return for the
many concessions he made in Camp David.

THE MOSLEM CLAIM TO JERUSALEM IS FALSE: by Dr. Manfred R. Lehmann, a
writer for the ALGEMEINER JOURNAL. Originally published in the ALGEMEINER
JOURNAL, 19 August 1994.

The Moslem "claim" to Jerusalem is based on what is written in the Koran,
which although Jerusalem is not mentioned even once, nevertheless talks
(in Sura 17:1) of the "Furthest Mosque": "Glory be unto Allah who did take
his servant for a journey at night from the Sacred Mosque to the Furthest
Mosque." But is there any foundation to the Moslem argument that this
"Furthest Mosque" (Al-Masujidi al-Aqtza) refers to what is today called
the Aksa Mosque in Jerusalem? The answer is, none whatsoever.

In the days of Mohammed, who died in 632 of the Common Era, Jerusalem was
a Christian city within the Byzantine Empire. Jerusalem was captured by
Khalif Omar only in 638, six years after Mohammed's death. Throughout all
this time there were only churches in Jerusalem, and a church stood on the
Temple Mount, called the Church of Saint Mary of Justinian, built in the
Byzantine architectural style.

The Aksa Mosque was built 20 years after the Dome of the Rock, which was
built in 691-692 by Khalif Abd El Malik. The name "Omar Mosque" is
therefore false. In or around 711, or about 80 years after Mohammed died,
Malik's son, Abd El-Wahd - who ruled from 705-715 - reconstructed the
Christian- Byzantine Church of St. Mary and converted it into a mosque. He
left the structure as it was, a typical Byzantine basilica structure with
a row of pillars on either side of the rectangular "ship" in the center.
All he added was an onion-like dome on top of the building to make it look
like a mosque. He then named it "El-Aksa," so it would sound like the one
mentioned in the Koran.

Therefore it is crystal clear that Mohammed could never have had this
mosque in mind when he compiled the Koran, since it did not exist for
another three generations after his death. Rather, as many scholars long
ago established, it is logical that Mohammed intended the mosque in Mecca
as the "Sacred Mosque," and the mosque in Medina as the "Furthest Mosque."
So much for the Moslem claim based on the Aksa Mosque.

With this understood, it is no wonder that Mohammed issued a strict
prohibition against facing Jerusalem in prayer, a practice that had been
tolerated only for some months in order to lure Jews to convert to Islam.
When that effort failed, Mohammed put an abrupt stop to it on 12 February
624. Jerusalem simply never held any sanctity for the Moslems themselves,
but only for the Jews in their domain.

LEBANESE ARMY TO TAKE OVER IN SOUTH: A Lebanese security force is expected
to be dispatched to south Lebanon soon, perhaps by Sunday evening,
following UNIFIL's (United Nations International Force In Lebanon) major
deployment Saturday throughout the region and along the border with
Israel. Lebanese Interior Minister Michel Murr said the 1,000-member
detachment of Lebanese Army troops, police, and state security officials
would be ready to deploy in south Lebanon as soon as the UNIFIL deployment
is complete, possibly tonight. This follows intensive diplomatic pressure
on the Lebanese government to fulfill its obligations under UN Security
Council Resolution 425 after Israel withdrew from Lebanon in full
compliance with the resolution. IDF (Israel Defense Force) sources said
they hope the planned deployment of the combined Lebanese Army/Police
detachment would help restore law and order in south Lebanon and bring an
end to rock-hurling demonstrations by protesters on the Lebanese side of
the border. Most of the disturbances have been concentrated around the
former Fatma crossing point just north of Metulla,  where protesters
gather on a daily basis and throw rocks, bottles, metal bars, and other
objects, including firecrackers, at IDF troops and installations on the
Israeli side. Seven IDF soldiers and several Thai workers, who had been
tending fields and orchards in the Metulla area, have been injured by
these objects. Nearly 250 complaints have been lodged with the UN by
Israel over the incidents.

SECRET MEETING ON 'REFUGEES' REVEALED: A disclosure of a secret meeting in
London last week was made by Jordanian political sources. The meeting was
attended by politicians, scholars, and officials from Jordan, Lebanon, the
PLO, Syria, Canada, the United Kingdom, the European Commission, and
Switzerland. The discussion primarily focused on the issue of Palestinian
refugees, the scenarios of a future solution to their question, and the
numbers of refugees expected to return home.

PREPARATIONS FOR WAR CONTINUE: A local army chief, Colonel Yehuda Shaked,
has written to settlers previously barred from keeping guns, asking them
to resubmit applications.

The following brief SOS was sent by the Director of Security on a small
settlement: "I don't know what they're saying on the news but you should
know that the army has for weeks been asking us to ready ourselves for all
out war, in which, if it brakes out, the army units will be transferred
from our area to the borders and we the yeshuvim will basically be left to
protect ourselves for at least 48 hours (and probably more) until the
reserves start becoming organized. They are trying not to cause panic so
the notices change back and forth from "everything is OK" to calls to
civilians for training and readying all emergency and medical teams in the
yeshuvim. The motto we have heard from the army is "any yeshuv that is
ready will survive - any yeshuv that is not ready will not!"

EASTERN JERUSALEM ARABS WANT TO STAY UNDER ISRAELI AUTHORITY: Arabs of
eastern Jerusalem have begun paying up all their debts to the Jerusalem
Municipality, including all the taxes and fees, in the hope that this will
strengthen their links to the Jerusalem [Jewish] Municipality. Many of
them are also bringing their Interior Ministry documents up-to-date so
that, if a Palestinian state is established, they will be able to claim
Israeli citizenship and demand to remain in Israel rather than be annexed
to "Palestine." Among those doing the above are also Arab residents of
villages on Jerusalem's periphery. Among these is Wallaja village on the
outskirts of Beit Lechem (Bethlehem). Jerusalem Arabs fear a political
arrangement that will transfer them to the jurisdiction of the Palestinian
Authority (PA/PLO). In private conversations with Israeli politicians,
senior Palestinian officials admit that if a referendum were to be
conducted among the Jerusalem Arabs asking them whether they would rather
be annexed by the PA/PLO or remain under Israeli jurisdiction, the
overwhelming majority would vote to remain under Israel.

RABBIS TO CONSIDER SYNAGOGUE ON TEMPLE MOUNT: Israel's top rabbis will for
the first time give a formal hearing to a potentially explosive proposal
to construct a synagogue on the Temple Mount in Jerusalem, next to Islamic
holy sites, a council official said Friday. However, the plan has little
chance because of religious constraints in Judaism, rabbinical officials
said. At its monthly meeting Monday, the Chief Rabbinical Council will
discuss the synagogue proposal, made by the chief rabbi of Haifa. But
Shaika Rosenfeld, spokesman for Israel's chief rabbi, Israel Meir Lau,
said the council was unlikely to approve the proposal. Last month, the
council reaffirmed a long-standing religious ban against Jews setting foot
on the Temple Mount at all, Rosenfeld said. Most rabbinical authorities
forbid Jews to enter, though some rabbis disagree.

EITAN HABER EMPLOYED BY LOCKHEED MARTIN - WROTE COLUMN URGING ISRAEL TO
DROP PHALCON DEAL: Readers of YEDIOTH AHRONOTH recently noticed a new
addition to the newspaper's team of editorial writers: Eitan Haber, who
served as head of the Prime Minister's Office under the late Yitzhak
Rabin. Though these editorials are signed by their authors, the views they
express are nevertheless associated with the newspaper as a whole. But
Haber is different from the other writers in that he is not only a
journalist, but also a businessman. Haber owns A.B.T. Inc., a Ramat
Gan-based company involved in international trade. Six years after he
founded the company, Haber is now the local representative of the
prominent South Korean firm Samsung, as well as of 32 other companies. In
addition, Haber recently signed a special contract with American defense
systems giant Lockheed Martin. The company's representative in Israel
claims Haber was retained as a special political consultant. Lockheed
Martin is now manufacturing 50 F-16 fighter jets for the Israel Air Force
and expects Israel to purchase at least 60 additional planes. Despite his
private dealings with Lockheed Martin, however, Haber felt free to write a
Yedioth Ahronoth editorial on the recent crisis over Israel's intended
Phalcon deal with China. In his editorial, Haber recommended that the deal
be dropped in order to avoid a clash with the United States - a
recommendation that seems entirely in keeping with his own business
interests. Haber's reaction: "There is no conflict of interests between my
writing and my other pursuits. I wrote an article challenging the American
defense industry. Besides, I refuse to disclose any details about my work."

THIS WEEK IN JEWISH HISTORY:

1st 388: The synagogue located on the Euphrates in Callinicum was looted
and burned by Church officials. 'St.' Ambrose defended the action. He
reprimanded Theodosius the Great for ordering the local Bishop to pay
restitution, even though expropriation was illegal under Roman law. 'St.'
Ambrose offered to burn the synagogue in Milan on his own.

1919: Hungary limits the number of Jews in commerce, law, medicine, and
banking. The new definition of a Jew was someone who converted after
August 1, 1919.

2nd 1943: Led by a small group of prisoners using primitive weapons and
pistols, inmates at Treblinka attacked the guards and burned down the
barracks. Between 300 and 500 prisoners escaped although most of them were
either captured or turned over by Polish peasants. Though the revolt did
not stop all activities, the German government decided to liquidate the
camp, which it did in October.

3rd-16th 1937: The 20th Zionist Congress under Weizmann and Ben Gurion
decided to accept the partition plan in light of the Peel Report.

4th 1944: Anne Frank was arrested with her parents and sister. Anne, 15
years old, was sent to Bergen Belsen where she died in March 1945.
