BARNEY FRANK ATTEMPTS TO ADD TRANSSEXUALS TO VIOLENCE AGAINST WOMEN BILL During the week of June 19, homosexual Representative Barney Frank (D-MA) offered a provision that would have added transsexuals to the list of special populations served under grant programs authorized by H.R. 1248, a bill re-authorizing federal grant funding for programs included in the Violence Against Women Act. According to the National Gay and Lesbian Task Force, this is the "first congressional proposal that explicitly identified transgendered people."
