John Bolton, the U.S. undersecretary of state for arms control, told the first U.N. conference to curb small arms trafficking that he opposed a mandatory review of what individual countries had done, which he said would only serve only to institutionalize and bureaucratize this process. Nor would the administration of President Bush support restrictions on arms trade to rebel groups, which could be defending themselves against a genocidal government, Bolton told the opening day of the conference. A draft action plan that would end the two-week conference calls on countries to regulate arms brokers and ensure that manufacturers mark all small weapons so their movements can be traced. The United Nations maintains illegal trade in small arms is a billion-dollar-a-year business and directly or indirectly responsible for more than 1,000 deaths a day. The document, which had already been watered down in preliminary meetings, is politically rather than legally binding, meaning it cannot be enforced under international law. But Bolton said too many provisions would impinge on legal sales. We do not support measures that would constrain legal trade and legal manufacturing of small arms and light weapons.. The vast majority of arms transfers in the world are routine and not problematic. U.S. WARY OF WEAPONS BANS As one of the world's largest suppliers of arms, the United States backs all sort of legal trade and Bolton fiercely guarded the rights of citizens to own guns. Small arms and light weapons, in our understanding are strictly military arms -- automatic rifles, machine guns, shoulder-fired missiles and rocket systems, light mortars -- that are contributing to continued violence and suffering in regions of conflict around the world, Bolton said. We separate these military arms from firearms such as hunting rifles and pistols, he said. It is the illicit trade in military small arms and light weapons that we are gathered here to address and that should properly concern us. But he added that Washington also opposed a suggestion in the draft document that national governments seriously consider banning unrestricted sales and ownership of small arms specifically designed for military purposes. Bolton found a proposal to crack down on government sales to rebel groups and other private organizations both conceptually and practically flawed. Such sales should be up to individual governments, he said. Perhaps most important, this proposal would preclude assistance to an oppressed non-state group defending itself from a genocidal government, he said. The United Nations defines the meeting's focus as revolvers and self-loading pistols, rifles, sub-machine guns, assault rifles, light machine-guns, heavy machine-guns, mortars, hand grenades, grenade launchers, portable anti-aircraft and anti-tank guns and portable missile launchers. Human rights groups accuse the Bush administration of being more concerned about its ties to the National Rifle Association than the consequences of arms proliferation. The NRA has warned against any global gun control and urged members to demonstrate in New York. It denied the update was a reaction to the $6.4 million awarded last month to the family of Donald Schell by a U.S. jury which decided Paxil was largely to blame for the behavior of Schell, who shot dead his wife, daughter and nine- month-old granddaughter and then killed himself after he was prescribed the drug. GSK reaffirmed it would appeal against this verdict. GSK said that the revised label -- issued two weeks ago -- for Seroxat and other SSRIs referred to the risk of suicide and recommended that patients should be closely monitored during the first few weeks or more of treatment as they may not get better immediately. ``The possibility of suicide is inherent in depression and may persist until significant therapeutic effect is achieved, and it is general clinical experience with all antidepressant therapies that the risk of suicide may increase in the early stages of recovery,'' the new label says. Last month David Healey, director of the department of psychosocial medicine in Bangor, North Wales, said his studies showed that SSRIs can cause even healthy volunteers to suffer dangerous reactions. Instead the Government has told law enforcement officers, including Customs officials and police, to target resources on 'hard drugs', such as heroin and cocaine. Under the new strategy - part of the most radical shift in drugs policy for a generation - large-scale cannabis seizures and prosecutions will now take place only as a by-product of investigations into Class A drugs. Last week with the blessing of Home Secretary David Blunkett, police in Brixton, south London, abandoned their policy of prosecuting people found with small amounts of the drug. The relaxation comes as the law on possession of cannabis faces its most serious legal challenge. The civil rights group Liberty will argue in court tomorrow that it is incompatible with the new Human Rights Act. The campaign to legalise cannabis gained further momentum yesterday as Clive Bates, director of the government-funded anti-smoking group Ash, argued for the legalisation of the drug. The decision to give up hunting cannabis traffickers was taken by the Cabinet Office Committee, Concerted Inter-Agency Drugs Action (Cida). It consists of the heads of MI6, MI5, the Customs and Excise investigation branch, the National Criminal Intelligence Service, the police National Crime Squad, and the Association of Chief Police Officers, plus the permanent under-secretaries of the Home Office, Foreign Office and Ministry of Defence. 'It's not that we plan to stop seizing cannabis when we come across it,' one senior Customs source said last night. 'However, the need to focus on Class A drugs means cannabis seizures will now take place as a by-product, not as an end in themselves.' Customs sources say the shift is seen as an 'inevitable consequence' of the Government's drug strategy, which sets agencies the target of reducing Class A drug consumption by half by 2008. 'Overall, the Government strategy is about reducing harm,' one chief police officer said. 'That has to mean placing a priority in reducing the supply of Class A drugs.' He said regional drug distributors often 'blurred the boundaries' betweendrugs, so that inquiries into cocaine and heroin dealers might also yield finds of cannabis. The focus on hard drugs was partly triggered by the first figures for UK consumption of cocaine and heroin, which show Britons are now consuming twice as much cocaine as the previous official estimates for the whole of Western Europe. The figures, from a Home Office research project, show that last year British hard drug users took 28,000-36,000kg of heroin and 35,000-41,000 kg of cocaine. Cannabis was in effect decriminalised in Brixton last week, when police said they would no longer prosecute people caught with the drug but give them a verbal telling-off. Flash: Loyalists back out of talks, Good Friday Agreement The loyalist paramilitary 'Ulster Freedom Fighters' announced today that it was withdrawing support for the Good Friday Agreement which its representatives signed in 1998. The UFF, also knoown as the UDA, said: We can no longer remain silent in our criticism of an agreement which our membership have continuously voiced their opposition to and which the vast majority of the loyalist community have grown to despise. Meanwhile the PUP, which represents the loyalist UVF, said it has withdrawn from the talks. The two loyalist organisations have claimed to be maintaining their ceasefires, although murders of Catholics and random sectarian attacks have continued since 1994. Loyalist violence has escalated again in recent weeks with two murders and scores of pipe, petrol and blast bomb attacks. The moves by the UVF and UDA are the latest blows to the peace process following the resignation as First Minister of Ulster Unionist leader David Trimble. Talks have continued, but they are understood to remain deadlocked over unionist demands for IRA decommissioning and nationalist demands for the full implementation of the Good Friday Agreement. The talks near Birmingham in the British midlands are expected to end this week before the loyalist marching season in the North of Ireland reaches its climax on Thursday, when tens of thousands will celebrate an ancient battle victory over Catholics. Gains for nationalists in recent elections have raised fears among Protestants that unionists may soon be in a minority in the Six Counties. In a statement, the UDA said it found it intolerable that Sinn Fein had gained concession after concession, yet there is still a growing erosion of our culture and heritage. This has to stop, we cannot allow this to go any further. There can be no more concessions to nationalism while the fabric of our loyalist community is torn asunder. But the UDA's position is well known by nationalists in North Belfast, who have come under nightly attack by UDA murder gangs. Two leading UDA figures have already been returned to jail for continuing their terror campaign. Others released early under the terms of the Good Friday Agreement may now follow. Meanwhile, the Progressive Unionist Party, which speaks for the rival Ulster Volunteer Force, held an executive meeting in Belfast at which it announced it was pulling out of the current phase of the peace process talks. PUP leader David Ervine denied today that his party had withdrawn over a fit of pique because his small party was sent home. But they were clearly angry after returning from talks last night, giving journalists the thumbs down as they drove away. Mr Ervine accused Sinn Fein President Gerry Adams of playing with words. We are advocating withdrawal from this phase of the process because at the round table session yesterday Sinn Fein would not give us an answer to what it meant by the `causes of conflict' in 2001, he said. That is a perfectly legitimate question but Gerry Adams was singularly refusing to answer it and until we get that question answered, we have no way of knowing where republicans are coming from and what is possible. -Caveat Lector- AN ISRAELI IN PALESTINE Jeff Halper [EMAIL PROTECTED] July 10, 2001 At 7:30 this morning (Monday), as I was about to travel with other members of the Israeli Committee Against House Demolitions to the besieged town of Beit Umar, near Hebron, where tons of produce cannot be transported to market and are rotting while the inhabitants face severe hunger, I got a call that six bulldozers accompanied by hundreds of soldiers were entering the Shuafat refugee camp to the north of Jerusalem. The ICAHD members proceeded to Beit Umar (a report on that later), while Arik Aschermann of Rabbis for Human Rights, Liat Taub, a student and ICHAD staff member, Gadi Wolf, a conscientious objector who just served time in jail, and I headed for Shuafat, On the way I had that sinking feeling of powerlessness mixed with outrage that always accompanied me to events like this - an equal mixture of responsibility, anger at the injustice, the fundamental unfairness of it all, and helplessness in the face of an unmoving, uncaring, cruel and supremely self-righteous system of oppression. On the way we all worked our cell phones, Arik calling the press, me calling the embassies and consulates (both the American and European consulates are very responsive and forthcoming), Liat and Gadi calling our lists of activists to join us, keeping in touch with our Palestinian partners as well. Meit Margalit, a Jerusalem City Council from the Meretz party who has been a steadfast ally, and Salim Shawamreh, our Palestinian partner who lived in Shuafat before building a home of his own in nearby Anata, which was demolished three times, waited for us. We passed through the familiar and profoundly banal streets of West Jerusalem, with people all around going about their normal lives, passing the thousands of apartments built for Israelis in East Jerusalem (50,000 more or less, so that the 200,000 Israelis living in East Jerusalem today outnumber the Palestinian population), neat stone-faced apartment blocks framed with trees, shrubbery and lawns, served by wide streets and sidewalks. Once past the neighborhood/settlement of French Hill, however, the landscape changes, though we remain within the city of Jerusalem as defined by Israel in 1967. The hillsides become barren, strewn with shells of old cars and garbage. The houses are small, scattered and made of unattractive cement blocks. No trees, no lawns, no sidewalks, certainly no parks - just narrow, dusty, pot-holed streets with no street lights. People, kids walking on the shoulders, competing for space with mini-vans and old cars. The Third World just a hundred meters down the road, and in the same city. And then the soldiers. As we approached the main entrance to the camp, we saw hundreds of soldiers, Borders Police and regular police (Uzi Landau, our Minister of Internal Security and one of the Likud's Rejectionist Front on peace, said Sunday in the Ma'ariv newspaper that he will provide all the police the Jerusalem municipality needs to demolish houses.) Some were mounted on horseback, others in the dozens of military jeeps that blocked all the entrances to the camp and patrolled its maze of alleyways. We parked and walked in - careful to stay in touch with Salim, who sent some people to escort us, uncertain how Israelis would be received at such a time. We were received well. Walking with our hosts I was struck by how normal life was continuing. Kids played in the street, men worked in the garages along the roads, women went about their business. Just a few minutes away houses were being demolished, the camp was completely overrun by soldiers, yet people had developed a way to continue their lives no matter what. Sumud, steadfast, is the Arabic name for it. We walked through the crowded camp of some 25,000 people, finally coming out on the top of a hill overlooking the periphery of the camp and, across the wadi, the narrow valley, the Jerusalem settlement of Pisgav Ze'ev looming over Shuafat from the opposite hill. Juxtaposed in this way, the injustice virtually hit you in the face. Here was a crowded camp, layers of jerry-built concrete homes separated by the narrowest of alleyways, leading down a slope where the raw sewage of the camp flowed to the houses where the bulldozers had already started their demolition work (you could hear the hack-hack-hack of the pneumatic drills collapsing the concrete roofs), and then, just a couple hundred meters away, the massive modern housing project of Pisgat Ze'ev (Ze'ev's Summit, named after the Likud's founding father Ze'ev Jabotinsky) with its manicured lawns and trees. And separating these two world: the stream of sewage down below (Pisgat Ze'ev has its own closed sewage system, thank you), and the security road where the army patrols at night, guarding the residents of Pisgat Ze'ev from their neighbors. Doctors believe they have discovered a way of fertilising an egg with cells from any part of the body rather than sperm and have successfully used the method with mice. The Australian research, which complements efforts to allow women to reprogramme donated eggs with their own genetic recipe, was intended to aid couples to have a baby that is their own genetic offspring even when the man has no sperm or even sperm-making cells. But fertility expert Lord Winston, of Hammersmith Hospital, warned that care had to be exercised over these developments. These are extraordinarily interesting experiments, he said. But the issue of increasing importance with all these kinds of developments is whether genes are used correctly after fertilisation. One of the team from Monash University in Melbourne, Dr Orly Lacham-Kaplan, admitted that, in theory, the technique could allow a lesbian couple to have a baby, with one woman contributing an egg and her partner fertilising it with a cell. However, there could be a problem in combining the genes of two women because certain aspects of development are controlled by male genes and vice versa. Dr Lacham-Kaplan added: But we have no proof yet that it is or is not a problem. Her team has fertilised a normal mouse egg by using a cell taken from the body of a male, an artificial gamete. Unlike sperm, the body cell has two sets of chromosomes, so to overcome this hurdle researchers employed cellular machinery used by unfertilised eggs to eject a spare set of chromosomes when it encounters sperm. During normal fertilisation, two sets of chromosomes in an egg are separated and one is ejected in a package that biologists call the polar body, leaving a single set to combine with another from the sperm. Following fertilisation of the mouse egg, Dr Lacham-Kaplan's team used chemicals to persuade the egg to carry out the normal fertilisation stages - releasing its spare set of chromosomes into a polar body. But this time, the body cell also expelled its spare set into a second polar body. The team thus had two polar bodies and a fertilised egg, with one set of chromosomes from the mother and the second from the adult cell. This was similar to an embryo derived from fertilisation by sperm, said Dr Lacham-Kaplan. The embryos have gone on to develop relatively normally in the lab and the Melbourne team is now set to transfer them into the wombs of surrogate mice. Once the animals have given birth, their offsprings' behaviour, genetics and ability to reproduce future generations healthily will be tested. Only then, said Dr Lacham-Kaplan, we may be able to examine the technique in the human. A similar proposal to allow homosexual men to have their own children created a stir. It was suggested that a male egg would be created by removing DNA from an egg donated by a woman and swopping it with that from sperm. Appellant Schlund, an ex-United States Marine, was solicited by the United States Drug Enforcement Agency (DEA) to participate in various activities of an illegal nature. He refused. He was then set up by the DEA with fabricated evidence and arrested and charged as being an alleged drug manufacturer in Cave Creek, Arizona. The conspiracy by the DEA to fabricate the evidence was a planned scheme designed to enable them to create a reasonable suspicion and probable cause for creating an investigation task force to place Appellant Schlund under surveillance, to invade his privacy, due process, remoe Schlund as a witness to corruption in the DEA, and other constitutional protection and those of whom he comes in contact with. Also, to discredit him as a political witness and utilize electronic surveillance for information gathering concerning all those of whom he comes in contact with, including, but not limited to, the attorney-client privilege, physician-patient privilege, clergyman-penitent privilege, privacy of voting privilege, privacy of association, privacy of speech, etc. The gross intrusions were also made of his body, personal residence, papers, affects and things. He asserts in his verified Complaint (Complaint) and many affidavits filed in the case that during one or more of the episodes of intrusion, subcutaneous body implants of a CIA design were used by the DEA (Electronic Implants) and separately various forms of electronic vibration, sounds, magnetic fields, radio waves, and other unknown forms of torture have been imposed upon him through electronic force resulting in torturing of him as a form of retaliation and violation of his civil rights, causing him extensive losses and damages, personally and in his commercial activities. 3. Petitioner Lang asserted a single declaratory relief cause of action, asserting the Government does not have the right to use sophisticated surveillance telecommunications activities and other integrated devices and methodologies to violate his rights to privacy and association with Schlund or other members of the public. Or to harass, torture, or otherwise violate his or other third parties of whom he associates, or violate protective privileges also set forth above. Lang asserted the course of intervention for a declaratory judgment is necessary to prevent violations under color of authority or retaliate against him for his association with Petitioner Schlund (Appendix Nos. 3-5). 4. Petitioner Schlund's Criminal Acquittal. Despite the fact the DEA violated their oath of office while acting under color of law for the purpose of fabricating evidence, perjured testimony, and other illegal acts outside the course and scope of their authority, and in violation of Petitioner Schlund's rights (Appendix No. 5), Petitioner set the matter for a jury trial. It was established at the trial that the Government used an alleged informant who lied to induce Schlund by means of illegal entrapment to come to the location of a laboratory under false pretenses. The laboratory was set up by the Government to suck Schlund into the entrapment posture to remove Schlund as a witness against the DEA to conceal massive corruption in the DEA. Petitioner Schlund did go to the location, where he was recorded by electronic surveillance cameras and other telecommunications related devices and methodology, showing Schlund performing various activities at the Government's (DEA) directions at the property located in Arizona (Appendix No. 5). Petitioner Schlund then left the residence where the so-called laboratory was located and was followed by the Government surveillance agents who then arrested him without a warrant and alleged on probable cause they believed he was operating an illicit methamphetamine laboratory (Appendix Nos. 3 and 5). 5. Later, on January 3, 1979, Petitioner Schlund after a jury trial, was acquitted in the United States District Court, Phoenix, Arizona of all charges of conspiracy, etc. related to the trumped up drug

Mere possession of a large amount of cash or a drug dog barking at your luggage is sufficient probable cause for police to legally seize everything you are carrying under America's new civil forfeiture laws. In Albuquerque, N.M., in February 2000, DEA agents detained Sam Thach, who was traveling on Amtrak from Fullerton, Calif., to Boston, and seized $147,000 in cash he was carrying. Thach had no drugs. His crime? He had bought a one-way ticket for cash and didn't give Amtrak his phone number. (1) The DEA seized $640,000 from Jennifer Leigh Ames while she was traveling on Amtrak on April 5, 2001. Agents say she looked nervous and had refused permission to search her luggage. (1) Former Newark, N.J., policeman Carlos Hernandez discovered police searching his Amtrak sleeper cabin and demanding to search his luggage on July 22, 1999. Hernandez's crime? He's Hispanic and paid for his $694 ticket in cash. (2) At Houston's Hobby Airport, police stopped 49-year-old Ethel Hylton and seized her luggage because a drug dog had scratched it. Agents searched her bags and strip-searched her but found no drugs. They did find $39,110 in cash from an insurance settlement and her life savings, accumulated through over 20 years of work as a hotel housekeeper and hospital janitor. M s. Hylton completely documented where she had gotten the money and was never charged with a crime. But the police kept her money anyway. Destitute, she had no way to fight them. These outrageous seizures are completely legal and have been upheld by the highest courts in the land, including the U.S. Supreme Court. The DEA's Web site claims, Property is seized by the DEA only when it is determined to be a tool for, or the proceeds of, illegal activities such as drug trafficking, organized crime, or money laundering. But the above examples show the reality. Under civil asset forfeiture, your property - not you - is charged with a crime. Hence the bizarre title of civil forfeiture cases: United States vs. one 1998 Mercedes Benz, California vs. 1711 Main Street, and so forth. Once your property is charged with a crime, it can be seized and kept by police, even if you are never convicted of anything. An appeals court in Florida even ruled that police can personally receive bounties of 25 percent of the value of anything they seize from you, such as your car, bank accounts or home. There are now more than 400 federal offenses and thousands of state and local offenses for which your cash, car, bank accounts and home can be seized - including shoplifting, hiring an illegal alien such as a maid (California), playing a car stereo too loud (New York), transporting illegal fireworks, gambling, having illegal drugs on your property, and merely discussing violating any law (conspiracy), such as underpaying your taxes. More than $1 billion in property is now seized without trial each year from innocent Americans, according to the national forfeiture defense organization FEAR (Forfeiture Endangers American Rights) (3). Seizures range from the pocket cash of poor street people ... to the cars of men accused of soliciting prostitutes ... to multimillion-dollar apartment buildings. Once police seize your property, the burden of proof is on you to prove your property's innocence. Any suspected illegal actions of your relatives, guests, friends and employees on or even near your property are sufficient grounds to seize it. In Montgomery, Ala., police seized the home of 69-year-old Gussie Mae Gantt after videotaping police informants buying drugs in her yard. Ms. Gantt had previously called the police, complaining about drug-dealing in her neighborhood, and had posted no-trespassing signs. The drug dealers wouldn't stop - so police set up a drug deal and confiscated her home. Easy Money for the Government Once your home, car, and bank accounts are seized under civil asset forfeiture laws, you can pretty much forget about ever getting them back. It's you versus the police and courts, who divide up the proceeds from your property according to formulas such as 80 percent for police, 20 percent for the court. If you want to fight seizure of your property, expect to spend at least $15,000 just to hire a competent asset defense attorney. Also expect the police to introduce hearsay evidence and to go through trial after trial, because the normal constitutional protections afforded criminal suspects don't apply to civil forfeiture of your property. The article describes the biomarkers as compounds, but to us they sound like miniature electronic devices. [Perhaps one of you can enlighten us. -- Ed.] It hardly matters what they are, as the thought of long-distance tracking of people made possible by what they eat scares us to death -- so watch out for what gets served at Microsoft picnics! The visor on her helmet drops down, and the uniform that monitors her vital signs administers the drugs necessary to keep her safe and enable her to complete her mission. All we can think of is that human doctors make plenty of mistakes on their own. Imagine a smart uniform that shoots a soldier full of drugs based on what the sensors tell its tiny computer brain, computers being flawless, as we all know, and probably running on software by -- NO! We won't even go there... These things do not make us feel better. And knowing the military, we think enable her to complete her mission is much more important than the keep her safe part. All that could be immensely helpful in a campaign to be mayor of New York, except that this candidate is Bernhard Goetz. The so-called Subway Gunman -- who shot four teen-agers on a grimy train in an incident so controversial it still sparks heated debate 17 years later -- is running for mayor. Goetz, seen by some as a frightened New Yorker fending off assailants and by others as a vengeful vigilante, has a petition drive to get on the ballot, a detailed position platform and a bernieformayor.com website. But he said in an interview that being mayor really isn't his goal, perhaps a reasonable sentiment given his chances. I don't want to be mayor. You have to put up with a lot of stupidity, he said. The plan, he said, would be to appoint Mayor Rudolph Giuliani, who is barred by law from a third term, to keep running New York City. He said Giuliani, under whose watch the city's murder rate has dropped to levels not seen since the early 1960s, is the city's best mayor in decades. Goetz rose to fame, or sunk to notoriety as he puts it, when, three days before Christmas 1984, he shot four youths he said were trying to rob him on a downtown Manhattan subway. The youths, all of whom had arrest records and three of whom were carrying screwdrivers, said they were panhandling. In the huge public debate that ensued, supporters said he was the crime victim who finally fought back. Critics said he was a racist who took justice into his own hands. Goetz is white, the youths black. Goetz was acquitted of attempted murder but served eight months in jail for illegal gun possession. On the city's streets, people still turn and stare as they recognize the tall, thin Goetz from countless newspaper photographs, his eyes like those of a skittish deer in car headlights. He lives alone in the same building as he did then, speaks softly with an edgy, nervous energy and still works as a self-employed electronics technician. I have all kinds of people in the street stopping me, telling me I should have killed all four of those guys, he said. And I've had people on the street screaming I'm a fascist. In a city as large as New York, you're guaranteed to have lots and lots of people who have stupid opinions, he said. I think a lot of people in New York have their heads up their rear, he said in the interview in a New York diner. Goetz said he's gotten some responses to his web-based solicitation for campaign volunteers and crank letters from only one person. He's also attracted the attention of morning radio talk show host Howard Stern, who recently aired what he proposed as good campaign jingles for the subway shooter. He's the best candidate we've got, went one of the jingles. Let's give Bernie another shot. It may not be a popular sentiment. His day has come and gone, declared former Mayor Ed Koch, who was mayor in 1984 and condemned the incident as vigilantism. Ron Kuby, attorney for Darrell Cabey, the youth left permanently wounded by the shooting, joked that Goetz would be the perfect successor to Giuliani. If there's one man who can carry on the legacy of racism and intolerance and just plain explosiveness, it's Bernie Goetz, said Kuby, who misses few opportunities to criticize the mayor on the radio talk show he co-hosts with Guardian Angels founder Curtis Sliwa. Cabey won a $43 million civil settlement against Goetz in 1997. Kuby said the Cabey family has been unable to collect any of the money; Goetz claims they haven't tried. Goetz faces a battle against the six major candidates -- Public Advocate Mark Green, Comptroller Alan Hevesi, City Council Speaker Peter Vallone, Bronx Borough President Fernando Ferrer, all Democrats, and Republicans financial mogul Michael Bloomberg and former Congressman Herman Badillo. And he faces a battle against his past. But he voices no remorse and calls his critics stupid people. The victim does not have the choice of picking the color of his assailant, he said. I shot them. They were not shot because they were black. They were shot because they were in the process of doing a robbery. But though the topic makes his voice take on a slightly steely tone, Goetz can make light of the incident that has guaranteed him a lifetime of notoriety. Sitting in a diner near a noisy milkshake blender that kept interrupting his interview responses, Goetz raised a finger and pointed an imaginary gun at the diner counterman. Parthenogenesis
Parthenogenesis is the process in which eggs are activated and develop in the
absence of a paternal genetic contribution. Parthenogenesis can be natural or
artificial. Artificial parthenogenesis involves activation of the egg by chemical
or physical means. Because the universal trigger for activation may be a Ca+2 flux,
treatments that cause such a response can. usually induce artificial
parthenogenesis. However, this only results in a partial egg activation. DNA and
protein synthesis are not stimulated to normal levels, and cell division does not
occur in A23187-activated eggs, because they lack a sperm centriole and aster. The
so-called double method for inducing artificial parthenogenesis in sea urchins
involves an initial treatment with butyric acid (which probably activates the Ca+2
flux), followed by addition of hypertonic seawater (to induce egg asters and cell
division), and can lead to complete development of parthenogenic larvae. Likewise,
although pricking a frog egg with a clean needle (thereby eliciting only a Ca+2
flux) leads to partial activation, using a bloody needle yields embryos that
develop to the tadpole stage, because the needle contains MTOCs from disrupted
blood cells.
Some animals including some flatworms, rotifers, insects, amphibians, and reptiles
reproduce by natural parthenogenesis. Natural parthenogenesis is the normal
development of an animal without a paternal genetic contribution. These animals
must overcome two important problems that are normally solved by sperm entry.
First, alternate triggers must be developed to initiate their activation program.
The methods used for this purpose are varied but usually involve physical
perturbations of the egg. In parthenogenetic wasps, for example, activation is
caused by a mechanical stimulus received by the egg as it passes out of the female
reproductive tract. The development of parthenogenetic beetles is initiated by
bacterial symbionts that enter the egg while it is in the reproductive tract. Some
parthenogenetic salamanders exhibit an unusual method of activation. They copulate
with a male of another salamander species, and the nonspecific sperm enter and
activate the egg of the parthenogenetic species. The sperm nucleus subsequently
degenerates in the egg cytoplasm and does not contribute genetic material to the
embryo. Second, parthenogenetic organisms must develop a means of attaining the
diploid chromosome number in the absence of pronuclear fusion. This problem is
usually solved by imposing an extra round of DNA synthesis and chromosome
duplication either before meiosis or during the early cleavage of the zygote.
Natural parthenogenesis has not been demonstrated in mammals. Mammals may not have
evolved parthenogenesis because, unlike most other animals, genetic contributions
from both the sperm and egg are required for development.

Two of them, Alan Dershowitz, author of Supreme Injustice and Vincent Bugliosi, author of The Betrayal of America, tell ABCNEWS' Charlie Gibson what they think about the Court's handling of the historic case. The following is an uncorrected, unedited transcipt of Charles Gibson's interview with Alan Dershowitz and Vincent Bugliosi on ABCNEWS' Good Morning America. ABCNEWS' CHARLES GIBSON: As everyone knows, the Supreme Court's term recently ended, and it is a term that will always be remembered for one case, and really one case only, Bush vs. Gore, the case that decided the American presidency. Two new books compare that decision, in their words, to a hijacking and a betrayal. Alan Dershowitz, author of Supreme Injustice is joining us here in New York this morning. And Vincent Bugliosi, author of The Betrayal of America. And they both do join us now. I'm trying to think as I looked at these books of a punch you guys pulled. I don't think there was one anywhere. You say the court cheated the country, stole the election. You compare them to white collar criminals. You call them the felonious five, The majority in this case and you say some acted for personal gain. That's strong stuff, so back it up. ALAN M. DERSHOWITZ, AUTHOR SUPREME INJUSTICE: First of all, it is an obligation of lawyers to tell the truth. And many lawyers around the country are saying what Vince and I are saying. We just published it. We've had the guts to put it down and prove it. On this show, the morning after the election, I promised your viewers, that I would not let go of this because to me this was most outrageous and disappointing decision and in Supreme Injustice I went through 500 opinions of these justices and I proved conclusively that if the shoe had been on the other foot, if Gore had been ahead by a few hundred votes and Bush needed the recount, these five justices would have ruled the other way. That's the most serious accusation you can make against justices. It violates their oath of office to administer justice with regard to person. And I prove it by documentary evidence in this Supreme Injustice. GIBSON: You say either way they were going to give this to Bush. Whether Gore had been ahead or whether Bush had been ahead. DERSHOWITZ: The constant was Bush wins. The variable was the law. And that's what I prove in Supreme Injustice. VINCENT BUGLIOSI, AUTHOR THE BETRAYAL OF AMERICA: Well Charlie, a preferatory remark. I will stake my prosecutorial reputation on the fact that within the pages of this book, The Betrayal of America, which is out in trade paperback now. And incidentally, next Sunday night number four on the New York--on the New York Times best seller list. GIBSON: OK, we mentioned the book. BUGLIOSI: I prove beyond all reasonable doubt that these five justices deliberately set out to hand the election to George Bush. In the process they committed one of the biggest and most serious crimes in American history. And because of what they did in a fair and just world, they belong behind bars as much as any white collar criminal who ever lived. I'll just give you some of the evidence. How do you defend these people when they themselves in so many words confessed to the crime? Molly Ivans and Gerry Spence were powerful forwards to the book. Spence is considered to be the leading defense attorney in the country. How would Spence defend these people when they themselves, by necessary implication, confessed to the crime? If you give me 30 seconds, I'll explain how. They confessed to the crime by saying that their ruling, that different standards to count votes in Florida violated equal protection clause only applied, they said, to Bush v. Gore, not to other cases. But if their ruling set forth a valid legal principle good enough for Bush v. Gore, why wouldn't it be good enough for other cases? This is the first time, let me finish GIBSON: Right. Yeah. BUGLIOSI: this is the first time in the two hundred and ten year history of the court that the court limited its ruling to the case before it saying that it did not constitute legal precedent for any other case. And this fact alone clearly and unequivocally shows that these five justices were up to no good. That they knew their ruling was bogus and fraudulent, because let me tell you Charlie, if their ruling was based on the law there is no reason under the moon why they would have said that it did not apply to other cases. GIBSON: But someone--someone had to bring this to an end. We were on the cusp of Constitutional crises in this country. DERSHOWITZ: I don't believe that. I don't believe that. His brother, Eugene, 80, is undergoing competency hearings and could face a similar sentence. Burmesch said he grew marijuana to help pay for the costs of raising his developmentally disabled son. The Burmesch brothers are just one example of America's surprising new breed of drug dealers: * In New York, Eli Gottesman, 74, who was once named Rabbi of the Year by his colleagues, is facing charges that he smuggled cocaine and marijuana into a federal prison. If convicted, he faces 20 years in prison. * Continuing the Torah'd crime wave, Yitzchal Fried, a 52-year-old Orthodox rabbi, was arrested in February 2000 for selling seven ounces of marijuana to a police informant in Brooklyn. And the United Nations estimates that the international black market in drugs is worth $500 billion annually. By doing this the CIA planned on stopping him from ever becoming president of the United States of America. The following is how the CIA framed Ted kennedy for the death of Mary Joe Kopechne at Chappaquiddick. I no longer remember all of the details because of the constant electronic torture of me which is still being used against me to limit my freedom of speech and damage my memory and ability to write using electronic torture and sleep deprivation. The following is what I still can remember while I'm being kept disabled and in a electronically drugged state. Ted Kennedy and the other couple were at the cabin and Ted Kennedy and Mary Jo Kopechne were getting ready to leave. The CIA had drugged one of the bottles that they were drinking from. I do not remember all the details but I do remember that the bottle had a drug put into it which would result in Ted Kennedy and Mary Joe Kopechne becoming unconscious after drinking from drinks poured from the bottle. I remember that just before they left they all drank a drink that had been poured from the bottle. I believe it was a toast. Ted Kennedy and the May Joe Kopechne left and started back with Ted driving. On the road on the way back was barricades and a detour sign that the CIA had put into place directing Ted down the road they needed him on to conduct their planed murder of Mary Joe. The CIA had positioned one car ahead of Ted's car and another car was behind him. As soon as Ted entered the detour the CIA moved the barricades to block off where he had turned down so no else could come down the road until after they had taken over Ted and his car. Ted was monitored the entire time by the CIA. Mary Joe had passed out from the drug and Ted was starting to pass out. The CIA car in front of Ted's car slowed down so they could use their car to stop Ted's car from crashing as Ted passed out. This worked fine and they were able to stop Ted's car. After they got the car stopped they took Mary Joe and placed her in the back seat and took Ted to the other car. Then two CIA operatives replaced Ted and Mary Joe with the man in the driver seat and a women operative replacing Mary Joe in the front seat. Then all three cars proceeded to the bridge and as they drove they called back by radio and the gave the orders in code to remove the barricades. The constable for that area was one of the CIA operatives in charge of the operation. I still see him on TV saying how Ted got away with murder. This constable was the person that set up the car to go off the bridge which resulted in the death of Mary Joe. He first prepared everything to make it look like Ted and her were having an affair and that was why they turned down that road. They were not having an affair. When they got to the bridge they set up the car to send it off the bridge with Mary Joe still in the car. The drug they had used was a special drug that would not show up in the autopsy report because she would never be tested for that drug. They had also planned on her stomach being full of water after the crash. After rigging the gas pedal and steering and sending the car off the bridge the car would not sink and floated nose down in the water and was starting to float away. They got a rope on the car and held it in place and one of them had to swim out to the car and open the door to get it to sink It took the CIA 20 to 30 minutes to make the car sink where they needed it to rest on the bottom. They then prepared Ted Kennedy for the water. They put a injury on him but I do not remember in detail what the injury was but it was to make it look like that he was in the crash and was driving the car that killed Mary Joe. They then took Ted Kennedy's body out into the water on the side

JOHNSON WASHINGTON -- Judging from news reports and the portrayal of villains in our popular entertainment, Americans are bedeviled by fantasies about terrorism. They seem to believe that terrorism is the greatest threat to the United States and that it is becoming more widespread and lethal. They are likely to think that the United States is the most popular target of terrorists. And they almost certainly have the impression that extremist Islamic groups cause most terrorism. None of these beliefs are based in fact. While many crimes are committed against Americans abroad (as at home), politically inspired terrorism, as opposed to more ordinary criminality motivated by simple greed, is not as common as most people may think. At first glance, things do seem to be getting worse. International terrorist incidents, as reported by the State Department, increased to 423 in 2000 from 392 in 1999. Recently, Americans were shaken by Filipino rebels' kidnapping of Americans and the possible beheading of one hostage. But the overall terrorist trend is down. According to the Central Intelligence Agency, deaths from international terrorism fell to 2,527 in the decade of the 1990's, from 4,833 in the 80's. Nor are the United States and its policies the primary target. Terrorist activity in 2000 was heavily concentrated in just two countries - Colombia, which had 186 incidents, and India, with 63. The cause was these countries' own political conflicts. While 82 percent of the attacks in Colombia were on oil pipelines managed by American and British companies, these attacks were less about terrorism than about guerrillas' goal of disrupting oil production to undermine the Colombian economy. Generally, the guerrillas shy away from causing casualties in these attacks. No American oil workers in Colombia were killed or injured last year. Other terrorism against American interests is rare. There were three attacks on American diplomatic buildings in 2000, compared with 42 in 1988. No Americans were killed in these incidents, nor have there been any deaths in this sort of attack this year. Of the 423 international terrorist incidents documented in the State Department's report Patterns of Global Terrorism 2000, released in April, only 153 were judged by the department and the C.I.A. to be significant. And only 17 of these involved American citizens or businesses. Eleven incidents involved kidnappings of one or more American citizens, all of whom were eventually released. Seven of those kidnapped worked for American companies in the energy business or providing services to it - Halliburton, Shell, Chevron, Mobil, Noble Drilling and Erickson Air-Crane. Five bombings were on the list. The best known killed 17 American sailors on the destroyer Cole, as it was anchored in a Yemeni port, and wounded 39. A bomb at a McDonald's in France killed a local citizen there. The other explosions - outside the United States embassy in the Philippines, at a Citibank office in Greece, and in the offices of Newmont Mining in Indonesia - caused mostly property damage and no loss of life. In the 17th incident, vandals trashed a McDonald's in South Africa. The greatest risk is clear: if you are drilling for oil in Colombia - or in nations like Ecuador, Nigeria or Indonesia - you should take appropriate precautions; otherwise Americans have little to fear. Although high-profile incidents have fostered the perception that terrorism is becoming more lethal, the numbers say otherwise, and early signs suggest that the decade beginning in 2000 will continue the downward trend. A major reason for the decline is the current reluctance of countries like Iraq, Syria and Libya, which once eagerly backed terrorist groups, to provide safe havens, funding and training. The most violent and least reported source of international terrorism is the undeclared war between Islamists and Hindus over the disputed Kashmir region of India, bordering Pakistan. Although India came in second in terms of the number of terrorist incidents in 2000, with 63, it accounted for almost 50 percent of all resulting deaths, with 187 killed, and injuries, with 337 hurt. Most of the blame lies with radical groups trained in Afghanistan and operating from Pakistan. I am not soft on terrorism; I believe strongly in remaining prepared to confront it. However, when the threat of terrorism is used to justify everything from building a missile defense to violating constitutional rights (as in the case of some Arab-Americans imprisoned without charge), it is time to take a deep breath and reflect on why we are so fearful. Part of the blame can be assigned to 24-hour broadcast news operations too eager to find a dramatic story line in the events of the day and to pundits who repeat myths while ignoring clear empirical data. -Caveat Lector- From: Damian B. Cooper I'm very much inclined to believe that Condit had nothing to do with Chandra Levy's disappearance and probable demise. I believe that someone who knew about Condit's bimboes and who also had a score to settle with Condit (think: Clintonista's) made Chandra Levy disappear knowing full well that Condit would be embarrassed, discredited and ultimately a murder suspect. I tend to agree. I also suspect that Levy maybe had some complicity in her own disappearance, altho I also suspect that she may have been unpleasantly surprised to find out what the organizers of the charade ultimately had in mind for her... I'm also not discounting the ol' green-eyed monster as a possible motive for Levy's disappearance, in which case she probably wasn't an accomplice to her own fate (whatever it may be)...and which makes either Mrs. Condit or the airline stewardess suspects worth considering. The agreement came in a joint statement issued after visiting Japanese trade minister Takeo Hiranuma's meetings with Iranian President Mohammad Khatami and Oil Minister Bijan Namdar Zanganeh. With the statement calling for promoting wider participation by Japanese concerns in Iran's energy development, the two countries also confirmed their support for such involvement in the South Pars gas field, one of the world's largest, and the Ahwaz-Bangestan oil field in western Iran, which are being developed mainly by European concerns, Japanese officials said. The two countries also agreed to begin research toward having Japanese companies participate in ''downstream'' oil businesses such as processing liquefied natural gas, and to launch a program of training some 100 Iranian energy-related experts in Japan, the officials said. On the Azadegan field, one of the world's largest remaining untapped deposits and the biggest in the country, Khatami told Hiranuma during their talks that Iran ''welcomes cooperation by the Japanese government'' for the development plan. Economy, Trade and Industry Minister Hiranuma told Khatami that Japan expects ''the president's help to realize the plan as soon as possible,'' they said. In the talks with the oil minister, Hiranuma addressed U.S. interests by expressing Japan's wish to ''have U.S. concerns take part'' in the consortium should Washington lift its sanctions against Iran. The consortium has launched full-fledged negotiations with the Iranian government over the plan to develop the oil field after submitting a business plan to Iran in late June that includes the participation of the Royal Dutch/Shell Group. Iran gave Japanese firms prime negotiation rights for development of the oil field when Khatami visited Tokyo last November. The Japanese consortium is led by Tokyo-based oil development firm Indonesian Petroleum Ltd. and Japan National Oil Corp. Other members include trading house Tomen Corp. and Japan Petroleum Exploration Co. The Japanese government and the Japanese industry have been anxious to find new oil fields to develop since Japan's Arabian Oil Co. lost its drilling rights in Saudi Arabia's Khafji oil field in February last year. The Azadegan field in southern Iran near the Iraqi border is estimated to yield up to 24 billion barrels of oil. Hiranuma is visiting Iran on the third leg of his four-nation trip to the Middle East, which has already taken him to Saudi Arabia and Kuwait. http://www.sundayherald.com/16870 Revealed: nuclear plant accident after fuel rods collapse By Rob Edwards Environment Editor A SERIOUS accident at a nuclear power station in southern Scotland last week sent 24 fiercely radioactive fuel rods crashing to the floor narrowly avoiding the death of workers at the plant and the release of a radioactive cloud which would have contaminated the entire region. Managers of the Chapelcross nuclear reactors near Annan in Dumfries and Galloway are now anxiously trying to work out how to retrieve the fuel rods, which are still lying where they fell in the early hours of Thursday morning. All normal fuelling operations have been suspended at Chapelcross and at its sister station, Calder Hall, at Sellafield in Cumbria. The nuclear plant is run by state-owned, British Nuclear Fuels (BNFL), and is Scotland's oldest nuclear power station. Home to four 50-megawatt reactors and a secretive military plant which produces radioactive tritium for Trident warheads, it has been generating electricity -- and sometimes plutonium for atomic bombs -- since 1959. Nuclear engineers and regulators had initially feared that the fuel was damaged and would leak radio activity into the air. Howver, it is now thought this has not happened. The worst scenario would have been that the fuel caught fire endangering the lives of the plant's workers. 'This was a cock-up that was potentially very serious indeed because of the risk of a fire,' said the leading independent nuclear engineer, John Large. 'It put the employees at risk and there could have been a local dispersion of radioactivity.' News of the accident, which has not been publicised and is likely to lead to legal action, alarmed politicians and environmentalists . They called for a crackdown by regulators, and argued that it highlighted the dangerous folly of the government's plan to build a new generation of nuclear reactors. 'I get worried,' said Fiona McLeod, the Scottish National Party's shadow deputy environment minister. 'Are they cutting corners? Is there now cause for concern about the safety of Chapelcross?' At about 1.15am on Thursday, engineers were routinely removing irradiated uranium fuel rods by remote control from reactor three, which has been shut down since April 24. They were trying to attach a cylinder containing 24 rods to a crane so that it could be lowered down a shaft into a flask and taken to a cooling pond for storage, when something went badly wrong. The cylinder suddenly came loose and fell two-and-a-half feet onto the shaft door, which was closed. The site's emergency incident plan was put into operation, its manager, Bob Clayton, woken from his bed, and a team of expert engineers assembled. The Nuclear Installations Inspectorate (NII), the government's safety watchdog, was informed at 3.30am. Carbon dioxide was pumped over the fallen fuel to make sure that it didn't overheat or catch fire. The area around the fuel was monitored for radiation, as were outlets from the site, and the situation was kept under close review for the next few hours. 'It was very embarrassing for BNFL, pretty annoying to the NII, but not immediately life-threatening,' concluded one insider. Another pointed out that the accident could have been much worse if the shaft door had been open, because the fuel would have fallen a lot further. Large, who is currently advising the Russian government on the safety of retrieving the Kursk nuclear submarine from the Barents sea, pointed out that it was vital to remove the fallen fuel rods from the shaft door. They were blocking the only route by which fuel could be removed from the reactor, which could become urgent if problems developed, he explained. 'The story is certainly not over yet.' Two months ago Chapelcross suffered another problem during defuelling when a grab-release mechanism failed. In 1999 there were four pollution incidents at the plant, one of which resulted in the contamination of a local burn. In May 1967 radioactivity was released into the environment when fuel caught fire in a reactor and suffered a partial meltdown. Friends of the Earth Scotland claimed that last week's accident illustrated how dangerous the nuclear industry really is . 'This is the latest in a series of recent mishaps at Chapelcross and it is time the regulators cracked down, as they have done at Dounreay and Sellafield,' said the environmental group's chief executive, Kevin Dunion. 'This kind of potential disaster highlights the folly of even considering building a new generation of nuclear power stations. The people of south west Scotland must make it clear they want no further part in this risky business.' BNFL has said that it expects Chapelcross to be shut down before 2010, suggesting privately that a replacement nuclear station could be built there. The indictments of the generals - for the massacres of hundreds of Serb civilians between 1993 and 1995 - is also threatening to lift the lid on one of the murkiest episodes of the Balkan wars: the secret arming of the Croats by the United States. While neither Carla Del Ponte, the chief prosecutor of the Hague tribunal nor Croat Prime Minister Ivica Racan has disclosed the names of those charged, the likely suspects are Ante Gotovina, a commander during the 1995 offensive, and Rahim Ademi, who is of Kosovo Albanian origin. Both men have now retired. Ademi is likely to be charged with responsibility for the killings of dozens of Serbs during a 1993 offensive in central Croatia against the Serb rebels. While the crimes allegedly committed by Ademi predate the period of US military assistance, those allegedly committed by Gotovina fall squarely into it. They came during a time of stunning military successes for the Croats on the battlefields of the Serb occupied Krajina and eastern Slavonia, in which US personnel were heavily implicated. The history of US assistance to the nationalist regime of former President Franjo Tudjman dated back to March 1994 when the Croatian Defence Minister, Joko Susak, approached the Pentagon to ask for help with military training. While the Pentagon turned down the request it directed the Croats to a Virginia-based military consultancy firm, Military Professional Resource Inc (MPRI), staffed by former generals whose main client was the US army. A contract licensed by the Pentagon was signed with the Croatian army. While MPRI denied that its advisers were involved on the ground during the Croatian offensives, UN officials in the Balkans at the time refused to believe it. At the same time that US advisers were training Croat soldiers for Operation Storm - the drive to retake Krajina - in how to conduct large-scale operations, both the American Defense Intelligence Service and the CIA were building up their strength at the US embassy in Zagreb. Part of that operation, said sources at the time, was to provide the intelligence for the Croat assaults. In 1995 The Observer reported claims by United Nations officials that American intelligence and forces were deeply involved in Bosnia and Croatia, and that the US breached the UN arms embargo with flights carrying arms to both the Bosnian and Croat forces. The new indictments have come as as the war crimes tribunal has accelerated its efforts to bring to justice all those it believes responsible for directing atrocities in the wars of the former Yugoslavia. Last week Bosnian Serb Prime Minister Mladen Ivanic led a delegation to The Hague saying his government, which has hitherto refused all co-operation with the tribunal, was 'ready to extradite' the former Bosnian Serb leader Radovan Karadzic and General Ratko Mladic, now the Hague's most wanted fugitives. Ivanic was given short shrift from Del Ponte, who promptly lambasted the Bosnian Serbs, saying: 'At any given time, the authorities of the Bosnian Serb Republic know, or are in a position to know, the whereabouts of our most wanted fugitives.' She added: 'It is a well-known fact that at any time, Ratko Mladic has been enjoying the protection of the Bosnian Serb military.' The potential for embarrassment from the UN war crimes process is not limited to Del Ponte's accusations against the Bosnian Serbs, it also threatens to lay bare the conduct of the international community during a decade of Balkan crises. Already Slobodan Milosevic has threatened to embarrass at his trial international negotiators he says 'rehabilitated him' in secret deals. And the hunt for Karadzic is threatening to expose French complicity in his evasion of arrest. The pressure to deliver him falls not only on the Bosnian Serbs but on the French peacekeepers in whose zone he has moved freely for six years since the war's end. Indeed a last-minute French tip-off to Karadzic is alleged to have stymied an attempt by the British SAS to grab him in 1997. The tribunal regards the capture of Karadzic and Mladic as crucial to the cases it is building, with some officials concerned that a trial of Karazdic and Mladic should precede that of Milosevic. Karadzic is regarded as the crucial bridge connecting the captive Milosevic to three and a half years of bloodshed in Bosnia.

-Caveat Lector- White House drops plans to exempt religious groups from gay, lesbian anti- discrimination laws By LAURA MECKLER, Associated Press WASHINGTON (July 10, 2001 7:55 p.m. EDT) - In a fresh controversy over the Bush administration's faith-based initiative, the White House on Tuesday backed away from a proposed regulation that would have allowed religious groups that receive federal money to discriminate against gays and lesbians. Amid intense criticism, officials abruptly ended a review of a proposed regulation that would have exempted religious groups from state and local anti-discrimination laws. The decision came late Tuesday afternoon, hours after Vice President Dick Cheney and other administration officials said that churches and other religious groups should be allowed to stick to their principles in running secular programs with government money. White House spokesman Dan Bartlett said senior administration officials reviewed the matter over the course of the day and concluded that religious groups do not need overt protections in order to bypass gay-rights hiring laws. Legislation now pending in Congress - and being pushed hard by President Bush - makes it clear that any religious group that gets government money may consider religion in making hiring decisions. The courts have said this includes one's religious practices - and for some religions that could mean rejecting job applicants because they are gay. That's when you get into definitions that will ultimately be decided by the courts, Bartlett said. He added that the administration was not backing off Cheney's statement that a group should be allowed to be faithful to its underlying principles and organizing doctrines even when it accepts government money. The charitable choice law provides adequate protections, Bartlett said, referring to a law used as a model for Bush's initiative to allow religious charities a bigger share in providing federal social services. The issue was raised by an internal report from the Salvation Army, the nation's largest charity, which suggested the White House would put forward the regulation in exchange for support of its initiative pending in Congress. White House officials denied the quid pro quo but said they were considering the regulation, which would allow religious groups to bypass local and state laws that bar discrimination against gays when the groups take federal dollars. Gay rights groups, Democrats and civil rights organizations reacted strongly, and by day's end, it was clear that the issue would mean a new round of controversy for Bush's overall legislation. President Bush regularly talks about seeing into the good hearts of people. Does he think that gay people do not have the same good hearts and moral values as others? How else could he support, in the name of faith, taking a position that values gay people less than others? said a statement from Kirsten Kingdon, executive director of Parents, Families and Friends of Lesbians and Gays. It will just deepen opposition and make many of my colleagues more skeptical, Sen. Joseph Lieberman, D-Conn., said before the White House changed course. Later, Lieberman's spokesman welcomed the change. This is a reassuring signal after a very disturbing signal, and hopefully it means we can now kind of refocus on finding common ground and strengthening rather than weakening civil rights protections, said Dan Gerstein. Some state and local laws bar discrimination in hiring gays and lesbians. Others require employers to offer health insurance and other benefits to the domestic partners of gay employees. Typically, these laws do not apply to religious groups. But it's not clear whether groups lose that exemption once they accept taxpayer dollars. The Bush administration was considering issuing guidance from the Office of Management and Budget banning enforcement of these laws for religious groups that get federal dollars, which often pass through local and state government. The Salvation Army report explicitly linked the regulatory action with the legislation, now pending in the House. It is important that the Army's support for the White House's activities occur simultaneously with efforts to achieve the Army's objectives, said the document. It said White House officials wanted to move the legislation first and use the political momentum of this to push through the regulatory change. And it said White House officials believed a regulation was better than trying to move separate legislation on an exemption, which is more time-consuming and more visible. It added that the Salvation Army, which operates a national network of social services, would enlist more than 100 of its leaders to lobby members of Congress in a prearranged agreement with the White House. Ever since Vermont Sen. Jim Jeffords left the Republican Party and Democrats took control of the Senate, the Bush administration has faced new political competition on Capitol Hill. Yet the White House has been slow to adapt. In a speech yesterday, a tanned president outlined a summer legislative agenda that has little likelihood of getting through Congress in its present form - raising fresh questions about how well the more command-and-control style of corporate governing works in the consummate political city. It's like going along as ATT for years and suddenly finding that you have competition, says Paul Light, director of governmental studies at the Brookings Institution. The Democrats have become a major new presence in the market. When team Bush first took office, Washington was dazzled by the efficiency of this group of former corporate executives. They rolled out their agenda with assembly-line precision, and in less time than it takes to say first president with a master's degree in business administration, George W. Bush pushed through a huge tax cut. Now, however, the corporate model of governing faces a crucial test. Efficiency may have been the watchword for a White House operating in a one-party town, but, in the months ahead, adaptability and compromise could become more important - qualities that don't always come easily to corporate leaders. The CEO in a company is someone who travels in a corporate jet, says John Kessel, a presidential scholar at Ohio State University. He says, 'I want this done,' and it gets done. He is essentially responsible to no one. While a president may have Air Force One to jet about in, his power is limited by politics on the Hill, by public opinion and special-interest groups. In all of those areas, the scene is far different now than when Mr. Bush took office. Not only do Democrats control the Senate's agenda, but moderate House Republicans, many of whom face competitive re-elections, are paying more heed to their constituents than to the conservative behests of the president - especially in environmental and energy policy. The president's job-approval rating, meanwhile, dropped by 4 to 8 percentage points last month. Upsetting White House plans, the Senate recently passed patients'-bill-of-rights legislation that differs from the president's in a key area. For their part, House Republicans have thwarted the president on his energy plan, voting three times to ban drilling - off Florida, in national monuments and in the Great Lakes. The one thing about the corporate style, sometimes it can be a little insensitive, says Rep. Christopher Shays, R-Conn., The administration has a lot more to do on the environment. He calls global warming a national crisis, an issue the White House is asleep on. In his speech yesterday, Bush tried to give legislators a push in the direction he wants to go: toward a patients' rights bill that restricts the right to sue, toward his faith-based initiative, toward his version of education reform. But on all fronts, it's a tough fight for the White House. A recent Gallup poll shows that, even if they don't know all the details, Americans trust Democrats on patients' rights more than Republicans - by a margin of 10 points. The faith-based initiative is proving not only controversial on both sides of the aisle, it's also not a top priority on the Hill. The energy plan has already come under fire, and while education reform enjoys strong bipartisan support, it's being held up over funding. In fact, funding in general looms as another issue where Congress and the White House are in conflict. Democrats warn that the president's big tax cut - combined with shrinking budget surpluses - are endangering programs, while the White House blames both parties for pork-barrel spending. What Democrats have figured out about Bush is that he's vulnerable on environmental policies, he's vulnerable on health and he's vulnerable on the tax cut, says Mr. Light. Suddenly, the White House can't control the marketplace, and it's not doing very well with surprises, he says. Others disagree. Roger Porter, former adviser to Bush Sr., says the president's decision to scale back drilling plans in the Gulf of Mexico shows he's flexible. I would be hard pressed to fault their capacity for adapting, Mr. Porter says. Even so, the White House is planning adjustments to stress the president's compassionate side. Gary Condit invite police to search his Washington apartment. Yesterday, through his lawyer, Abbe Lowell, Condit did just that, and today District of Columbia police said they'd take him up on the offer. Lowell also volunteered to provide a sample of the congressman's DNA, though the usefulness of that at this point seems doubtful, given the lack of physical evidence in Chandra Levy's disappearance. Lowell refuses, however, to agree to the Levy family's demand that his client take a polygraph test. The lie detector is something of a red herring; the science behind polygraphs is dubious and results are seldom admissible in court. We're guessing what the Levy family is really after is to have Condit submit to questioning by their lawyer--and it's not surprising Condit would resist. Appearing on CNN's Larry King Live last night, the Levys' lawyer, Billy Martin, said Condit lied to Chandra's mother, Susan, when she called him on May 1 or 2 (Chandra was last seen April 30): They called Congressman Condit at his office, spoke to Congressman Condit, and a very deep and moving question was asked by Sue Levy as she desperately tried to find her daughter. Congressman Condit, do you know where my daughter is? And more importantly, have you had an affair or were you having an affair with her? Larry, he lied. He misrepresented his relationship. He told her no. On yesterday's Special Report With Brit Hume, Fox News's Rita Cosby, who's been leading the pack in reporting the Condit story, offered this report of an early conversation between Condit and Mrs. Levy: A Levy relative tells Fox News that in a conversation on May 3 or May 4, before Susan Levy even suspected Chandra was missing, Mrs. Levy called Condit, wondering if her daughter was at his apartment or went out of town for a few days. The relative says the answer Mrs. Levy got stunned and alarmed her. She asked, quote, Do you have any idea where she is? Condit responded, No, I don't know where she's at, but I'll put up a $10,000 reward. There is some discrepancy between these two accounts. He is the first person to be charged under Utah's anti-sodomy laws since 1990, and his may be the first consensual sodomy case in more than 15 years. A hearing was scheduled for next week. Derrick Sundquist was 19 when he was charged last year with misdemeanor sodomy. In Utah, a 16-year-old may have consensual sex with a person who is no more than four years older. Sodomy was outlawed in Utah even for married couples until 1977, when the law was changed to apply only to unmarried people. It is punishable by up to six months in jail and a $1,000 fine. If the girl was younger than 16 or Sundquist was older than 20, he could have faced felony charges of sodomy of a child, which are more common and not in dispute, said attorney Brian Barnard, who has filed a brief supporting Sundquist on behalf of the Utah Civil Rights and Liberties Foundation. In recent years, Utah judges have dismissed lawsuits challenging sodomy and fornication laws, saying that because people are seldom prosecuted, plaintiffs are not in imminent danger of going to jail for having sex. Sundquist was charged after the girl told police about the consensual sex in American Fork, 30 miles south of Salt Lake City. His attorney, Laura Cabanilla, has filed a motion to dismiss the charge, arguing the law is an unconstitutional violation of her client's right of free expression. Tuesday, July 10, 2001 11:20 a.m. EDT Roger Clinton's Drunk-driving Alibi Unraveling As recently as last month, former first brother Roger Clinton's attorney Mark Geragos was boasting on national TV that audiotapes of radio dispatches would prove Hermosa Beach, Calif., police set his client up on drunk-driving charges on Feb. 17. But on Monday Geragos told a California judge that the cops stopped talking on the radio that night so no one would hear them plotting against Clinton on police scanners. Instead, he said, police tried to conceal their plot to set up the former first brother by using their personal cell phones. Geragos had already requested and received records for Hermosa cops' official cell phones, according to a report in Tuesday's Daily Breeze, the local California paper covering the case in detail. But apparently those records weren't enough to show evidence of the anti-Clinton plot Geragos imagines - so he asked Superior Court Judge Jesse Rodriguez to order Hermosa Beach PD to turn over records for officers' personal cell phones. According to the Daily Breeze, It's not clear if any officers used their personal cellular phones that night. Three officers used city-issued phones. Needless to say, whatever evidence Clinton's attorney finds in the reams of cell phone records he now wants, it won't include audiotapes of the cops' conversations - recordings he suggested, just two weeks ago, would prove their plot to nail Roger. On June 21, when the Los Angeles lawyer and his client appeared on CNN's Larry King Live, King asked Geragos, Do you think he's going to lick this [DUI charge]? Do I think he's going to lick this? Geragos shot back. Once I got hold of that tape ... where they - and you heard the tape, I just am hard-pressed to see how anybody is going to say ... Say what? Geragos didn't finish the thought. But in May the lawyer was more specific, telling the Daily Breeze that his tapes showed that Hermosa Beach police had engaged in vindictive or retaliatory prosecution of Roger Clinton. So where are these allegedly damning tapes? Why haven't we heard the smoking gun proof of a conspiracy to persecute the former first brother? Turns out, Geragos is refusing to release his recordings. But he told reporters covering Clinton's May drunk-driving hearing that the tapes included the following conversation: There he goes, do you recognize him? Does he have Secret Service protection? No, but his brother sure does. How this snippet even suggests, let alone proves, a police plot to set up Roger Clinton on phony drunk-driving charges is anybody's guess - especially after he failed two breathalizer tests immediately after his 2:30 a.m. arrest. And the tapes, or at least the portion of them Geragos has revealed, would seem to have no bearing whatsoever on the altercation Clinton got into with a local bar bouncer 40 minutes before cops pulled his weaving Ford Expedition over. Staff at Hermosa Beach's Lighthouse Bar had refused to serve Clinton, who responded by allegedly challenging the bouncer to a fight and boasting, I'll kick your ass. I do not remember all the details but I do remember that the bottle had a drug put into it which would result in Ted Kennedy and Mary Joe Kopechne becoming unconscious after drinking from drinks poured from the bottle. I remember that just before they left they all drank a drink that had been poured from the bottle. I believe it was a toast. Ted Kennedy and the May Joe Kopechne left and started back with Ted driving. On the road on the way back was barricades and a detour sign that the CIA had put into place directing Ted down the road they needed him on to conduct their planed murder of Mary Joe. The CIA had positioned one car ahead of Ted's car and another car was behind him. As soon as Ted entered the detour the CIA moved the barricades to block off where he had turned down so no else could come down the road until after they had taken over Ted and his car. Ted was monitored the entire time by the CIA. Mary Joe had passed out from the drug and Ted was starting to pass out. The CIA car in front of Ted's car slowed down so they could use their car to stop Ted's car from crashing as Ted passed out. This worked fine and they were able to stop Ted's car. After they got the car stopped they took Mary Joe and placed her in the back seat and took Ted to the other car. Then two CIA operatives replaced Ted and Mary Joe with the man in the driver seat and a women operative replacing Mary Joe in the front seat. Then all three cars proceeded to the bridge and as they drove they called back by radio and the gave the orders in code to remove the barricades. The constable for that area was one of the CIA operatives in charge of the operation. I still see him on TV saying how Ted got away with murder. This constable was the person that set up the car to go off the bridge which resulted in the death of Mary Joe. He first prepared everything to make it look like Ted and her were having an affair and that was why they turned down that road. They were not having an affair. When they got to the bridge they set up the car to send it off the bridge with Mary Joe still in the car. The drug they had used was a special drug that would not show up in the autopsy report because she would never be tested for that drug. They had also planned on her stomach being full of water after the crash. Never will I have thought how disturbing a story I had purchased on that day. The author did a very comprehensive research to puzzle together the tragic tale of USMC Pvt. Robert Garwood. Even if you can fault the author's way of writing, there's no way you can fault Bobby's story. It can only be summed up in one word, and that is disturbing. For a few days I was glued to his story, some times crying for the touching moments that Bobby spent in prison camps, other times of Bobby's encounter with his father after 14 years in captivity. All this time, however, I became more and more absorbed into this tale, and became increasingly disturbed of the injustice and torment that one can suffer from one's enemy as well as his own country. After reading the book one night, I had dreams in which I was desparate to warn Garwood of his impending doom. This story is THAT powerful. This book may suffer from some technical research errors, such as the acronyms of units involved during the war (MACSOG vs. MACV-SOG), as well as equipment details (.22 silenced Colt Pythons don't exist, it was actually .22 High Standard silenced pistol). [EMAIL PROTECTED] claims he has verified that one of the FEMA Relocation Centers which I refer to as Clinton's Civilian Concentration Camps - will be used to incarcerate innocent civilians - although this is probably just a trial run. Now, they portray her as just this sort of little nobody, a secretary, who happened to be in the car, or maybe Ted was having an affair with her. She came from a group of political secretaries known as the Boiler Room Girls. Some of them are still in top positions in the media and other places. And they were traveling in the political circles, and working for different people. Mary Jo worked for Sen. George Smathers, Bebe Rebozo's financial and personal friend down there, who was actually an enemy of the Kennedy's. There was this famous scene where Smathers attempted to get John Kennedy to kill Castro, to continue the assassination attempts, and Kennedy broke a plate on the table at this dinner. It's kind of famous, it's in most of the Kennedy books, Thousand Days, and other places. And he said, We're not going to have any more of that talk. And, Smathers, you know, was certainly more in the Nixon camp, with Rebozo, and the filthy money, Dade county, Bob Maheu (who went out and got the Mafia assassins involved originally, that helped to kill Kennedy), and that crowd. So, she came from there, and the two secretaries who worked with her at the time, and she roomed with one of them, were also closely involved. Carol Tyler, who she roomed with, disappeared in a plane crash. She had been Bobby Baker's secretary. You remember this big scandal during the Johnson administration, about Bobby Baker and the wheeling and dealing? And Baker had been part of an international gambling ring, between Cuba and the United States, that was called the Syndicate. It wasn't the whole national crime syndicate, but it was a little Havana, Cuba bunch. Lansky's had ties with it, McClaney and others. People that had the arms at Lake Pontchartraine in New Orleans, Cubans that were tied with Oswald, people around the Kennedy assassination. In Torbitt's document, Nomenclature of an Assassination Cabal, that group, Syndicate, is one of the 5 groups named, because it was the main one that funnelled money on Kennedy's head from the mob out of Florida and up through Chicago, and then into Dallas. And remember, Bobby Baker called his place in Ocean City the Carousel Club. His motel up there, you know. So, she didn't come from nowhere. She was also the last person to see the physical evidence in the Robert Kennedy file before it was locked up, down in Los Angeles. She knew quite a deal. Gary Condit was out on the town with another woman, The Post has learned. The woman - who works for ABC News - has told colleagues she had dated the married California Democrat and still remained friends with him, two sources at the network said. The Post is withholding the journalist's identity.
