  Coming back to Washington after a month abroad 
  is like returning to a land which has changed beyond comprehension in so 
  short a time. It is okay once again to poke fun at POTUS, the president of 
  the United States. Talk show hosts like Bill Maher are no longer in danger 
  of their contracts being annulled for openly expressing their thoughts, 
  and veterans of the small screen like Phil Donahue need no longer worry 
  too much about what they say about the war in Iraq lest they are pulled 
  off the air as in February this year. Driving home to the capital from New 
  Yorks JFK airport, there was the news on the car radio that the 
  department of homeland security was scrapping a discredited system of 
  registering, fingerprinting, photographing and investigating Muslim men 
  and boys in the United States of America, known by its pompous-sounding 
  official name: the national security entry exit registration system, or 
  NEERS.
  Then there were reports that as many as 140 of 
  the 660 detainees who have been held at the US prison camp in Guantanamo 
  Bay, Cuba, would be released, perhaps as early as Christmas. These reports 
  followed an equally unexpected decision by the US Sup- reme Court to hear 
  cases on whether the Guantanamo detainees, who have been in legal limbo 
  since January 2002, are eligible to challenge their incarceration through 
  the American legal system.
  Last weekend, George W. Bush withdrew tariffs on 
  steel imported into America in the face of threats by the European Union 
  of imposing retaliatory duties of up to $ 2.2 billion on US products, 
  including oranges from Florida. Floridas votes in the electoral college 
  may once again decide whether Bush will stay in the White House when his 
  first presidential term expires in a year. Japan had added muscle to the 
  EU threat by announcing its own plans for sanctions of $ 458 million for 
  the first time in the history of US-Japan trade.
  But more striking than any of these 
  administrative climbdowns, which have either been formalized or are in the 
  pipeline, has been the state of political discourse in Americas 
  television studios. In a month, conservative panelists and experts on 
  talk-shows have become like balloons which have been pricked. Gone is 
  their arrogance, their righteousness and their impatience, which often 
  translated on TV screens into efforts to silence everyone else with a 
  differing point of view. This unexpected, but welcome, sense of humility 
  is not confined to those who routinely go on TV. When officials of the 
  Bush administration appear in public, it is not difficult to see that for 
  the first time since January 2001, many of them are on the defensive.
  The change is not because of Iraq alone. Nor is 
  it a consequence of the pitfalls that lie ahead in the area of the 
  economy. It has come about from a realization that after nearly three 
  years of untiring efforts to wreck international institutions, impose 
  Washingtons ways and will on the rest of the world and replace ideals and 
  principles with a one-point agenda of expediency, the Bush administration 
  finds itself in a cul-de-sac. This has been brought about by a 
  combination of policies pursued by the White House, ranging from the 
  environment and protectionism to defence and ill-conceived efforts to 
  export democracy. Larry Summers, the president of Harvard University, who 
  was Bill Clintons treasury secretary, put it succinctly the other day 
  when he spoke at the London School of Economics. The US, Summers said, is 
  at the zenith of its power but at the nadir of its influence.
  However brave a front they may put up, many 
  members of the Bush administration are reading the writing on the wall. 
  Look at the resignations that are plaguing the administration, 
  notwithstanding the promise of another four-year term in an election, 
  which is yet to throw up a credible rival to the president from the ranks 
  of the Democratic party. In the crucial area of public relations, there 
  have been three high-profile departures from the administration: Ari 
  Fleischer, the White House spokesman; Charlotte Beers, the former 
  advertising executive, who was in charge of improving Americas image 
  among Muslims worldwide; and Victoria Clarke, the Pentagon spokeswoman, 
  whose boss, the defence secretary, Donald

Jean-Claude Trichet is the Governor of the Banque de France and a Member of 
the Governing Council of the European Central Bank. He is Alternate Governor for 
the International Monetary Fund and Member of the Board of the Bank for 
International Settlements. 
Born in Lyons, he is an "Ingénieur Civil des Mines", a graduate of the 
Institut d'Etudes Politiques de Paris and holds a Master's in economics. He 
worked in the competitive sector in 1966-1968, attended the École Nationale 
d'Administration in 1969 and was appointed "Inspecteur des Finances" in 1971. 
He was then assigned to various posts at the Ministry of Finance in the 
General Inspectorate of Finance and later in the Treasury Department, where in 
1976, he became the Secretary General of the Interministerial Committee for 
Improving Industrial Structures. 
Jean-Claude Trichet was made an adviser to the cabinet of the Minister for 
Economic Affairs (René Monory) in 1978, and then an adviser to the President of 
the Republic (Valery-Giscard d'Estaing) in the same year. In this capacity, he 
worked on issues relating to energy, industry, research and microeconomics from 
1978 to 1981. He subsequently became Deputy Head of Bilateral Affairs at the 
Treasury Department from 1981 to 1984, Head of International Affairs at the 
Treasury and was Chairman of the Paris Club (sovereign debt 
rescheduling) from 1985 to 1993. In 1986, he directed the private office 
of the Minister for Economic Affairs, Finance and Privatization (Edouard 
Balladur), and in 1987 he became Head of the Treasury. In the same year, he was 
appointed to be the Censor of the General Council of the Banque de France and 
deputy governor of the IMF and the World Bank. He was the Chairman of 
the European Monetary Committee from 1992 until his appointment as the 
Governor of the Banque de France in 1993. He has been the chairman of the 
Monetary Policy Council of the Banque de France since 1994, member of the board 
of the European Monetary Institute from 1994 to 1998 and member of the 
Governing Council of the European Central Bank since 1998. At the end of his 
first term of governor he has been reappointed governor of Banque de France. In 
June 2003, Jean-Claude Trichet becomes President of the Group of Ten (G10) 
Governors.

Introduction
We live in a 
global economy dominated, as it was in the 1920's, by international finance capital. 
According to one estimate, before 1970, trade accounted for 90% of all 
international transactions and capital flows for only 10%. Today, despite a vast 
increase in global trade, that ratio has been reversed. Ninety per cent of 
transactions now are accounted for 
by financial flows not directly related to trade in goods and services. Most of 
these flows take the form of highly volatile stocks and bonds, investment and 
short-term loans. By 1992, financial assets from the advanced OECD nations 
totaled USD 35 trillion -twice the economic output of the OECD. McKinsey and 
Company believed that the total financial stock would reach USD 53 trillion by 
the year 2000- "triple the economic output of the OECD 
economies".
These changes to 
the global economy -the shift from the dominance of industrial capital to 
finance capital- did not come about 
"naturally" or spontaneously. They are the result of 
deliberate policy-making- driven first by the City of London and the British 
government, and later by Wall St. and the US government. Both governments 
use the IMF as an agent for implementation of effectively deflationary policies, 
whose ultimate purpose is not to reduce poverty - but always to protect the 
value of creditor assets.
In the 1920's 
similar deflationary economic policies were applied to justify the dismissal of 
public servants, to suppress wages and maintain unemployment. The most important 
of these policies was the stabilisation of currencies, fixed 
in terms of gold, to guarantee debt service to foreign 
bondholders. Much the same happens today. Instead of the gold standard we have 
currencies pegged to the dollar, or even outright "dollarisation". Currencies 
are once again stabilised to guarantee debt service to foreign 
bondholders and other creditors. The IMF, agent of all international 
creditors public and private, intervenes in the market and imposes a range of 
policies (SAPs) whose real purpose is to defend the value of the assets of 
international creditors and lenders.
Central to our 
planned global economy dominated by finance capital, is the powerful lever of 
debt. Debt acts as the key mechanism for the transfer of wealth from weak to strong; from debtor nations to 
international creditors; from taxpayers and wage earners to the holders of paper 
claims; from productive to financial activity. Without the leverage of debt, IMF 
policy makers would not be able to impose policy changes necessary to ensure 
such transfers.
Debt as a constant 
threat to economic stability and human rights
As the year 2000 drew 
to a close, the world of international finance held its breath, concerned that 
Argentina would default on its short-term debt, thereby precipitating what the 
Financial Times called "a general loss of confidence". Argentina's predicament 
is serious, despite her government's widely acknowledged achievement of 
fulfilling creditors' conditions. Social tensions are rising, and workers in 
Argentina called a general strike at the end of 2000, to protest the impact of 
the debts on the economy, in particular the deflationary austerity conditions 
set by foreign creditors. Argentina's currency is artificially inflated to equal 
the value of the US dollar - thereby maintaining the value of creditor assets, 
while impoverishing Argentineans.
At about the same time 
Argentina was teetering on the brink of default, in another part of the 
international financial forest, 3,000 employees of the Thai Petrochemical 
Industry (TPI) disrupted a meeting in Bangkok. Foreign creditors were due to 
have obtained 75% of the equity in TPI and effective

  Starting today, a guardian angel will be used in television, radio, 
  print, outdoor and Internet ads and public service announcements to 
  emphasize the importance of preparing for potential terrorist attacks to 
  the nation's 37 million Hispanics.
  Homeland Security Secretary Tom Ridge unveiled the national 
  Spanish-language campaign Monday at Florida International University, the 
  first stop on his two-day visit to Miami.
  ''It is essential that everyone gets the message, because with 
  terrorism there are often no second chances,'' Ridge said.
  The program, called Listo, which means ''ready,'' is the second 
  phase of a campaign launched in February by Homeland Security aimed at 
  educating the public about terrorism preparedness.
  The program prompted some derision for recommending that citizens keep 
  duct tape and plastic sheeting in the event of a terrorist attack.
  The Listo public service announcements make the same 
  recommendation but with a touch of spirituality. The campaign's spokesman 
  is a guardian angel who recites popular Hispanic sayings to caution 
  against apathy.
  The grandfather-like angel has white wings. In print ads, he also wears 
  a lilac guayabera, a shirt popular among Cubans.
  ''Just like any good guardian angel, we want this one to be 
  everywhere,'' Ridge said.
  In the Roman Catholic faith, guardian angels are believed to be 
  assigned to every individual.
  In the United States, many Hispanics are devout Catholics.
  ''A guardian angel is a sign of the providence of God; these are 
  spiritual beings that he puts in our lives to protect us,'' said the Rev. 
  José Luis Menendez, of Corpus Christi Catholic Church in Miami.
  ''A guardian angel is more religious than cultural, but our culture is 
  very Catholic,'' Menendez said.
  TARGET AUDIENCE
  Elevación, the Washington D.C-based ad agency that designed the public 
  service announcements on a pro bono basis, said the ads are not meant to 
  be explicitly religious, but to appeal to Hispanics.
  ''These are the ads that best tested with our target audience,'' said 
  Pablo Izquierdo, senior vice president of the bicultural advertising 
  agency.
  One public-service television commercial shows an elderly guardian 
  angel and a younger female angel at night standing on a hill top 
  overlooking city lights.
  ''They're not prepared; they can't see the danger,'' the older guardian 
  angel says to the young one, who responds with a popular Hispanic saying: 
  Ojos que no ven, corazón que no siente or ``Eyes that don't see; 
  heart that can't feel anything.''
  The older guardian angel responds with a caution about being too 
  complacent: ``Camarón que se duerme, se lo lleva la corriente'' or 
  ``The shrimp that falls asleep, the current drags away.''
  HURRICANE WATCH
  For South Floridians used to hurricanes, the preparedness plan is much 
  like readying for hurricane season: put together an emergency kit, which 
  should include three days' supply of food and water, duct tape and plastic 
  sheeting. Develop a family communication plan to determine how you will 
  reach each other, and pay attention to news and advisories.
  Spanish-language television networks and radio stations will decide for 
  themselves when to air the ads, sponsored by the Department of Homeland 
  Security and the Advertising Council.
  Eladio José Armesto, who publishes the 30,000 circulation, free weekly 
  El Nuevo Patria, said he would consider running the print ads.
  ''Our editorial board would have to look at it and decide whether it 
  fits our position, but it might not. We call the Patriot Act the 
  anti-Patriot Act,'' said Armesto.
  ``But we would consider it just like we those for muscular dystrophy

  OS ANGELES, Dec. 9 — Child welfare officials in Los 
  Angeles County do not believe that Michael Jackson molested the 
  12-year-old boy who claims that Mr. Jackson abused him while he was a 
  sleep-over guest at the Neverland ranch, a leaked internal memorandum 
  shows.
  The Santa Barbara County Sheriff's Department booked Mr. Jackson on 
  charges of child molestation on Nov. 20, but the county district attorney 
  has yet to file formal charges in the case.
  The memorandum, which came from the desk of an administrator at the Los 
  Angles County Department of Children and Family Services, said that a 
  joint investigation conducted in mid-February by the agency and the Los 
  Angeles Police Department turned up no proof of molestation.
  "As per the sexual abuse allegations, the mother stated that her 
  children are never left alone with the entertainer," the memorandum said. 
  "She further stated that her son has slept in the same room as the 
  entertainer but they did not share a bed. The entertainer would sleep on 
  the floor."
  Neil Zanville, a spokesman for the Department of Children and Family 
  Services, confirmed that the memorandum was authentic but said he could 
  not comment on its contents.
  The children's department investigation began after the boy, a cancer 
  patient, appeared in a television documentary holding hands with Mr. 
  Jackson and saying he often slept in the entertainer's bed. 
  Mr. Jackson said in the film, "The most loving thing to do is to share 
  your bed with someone," and an official from the boy's school who saw it 
  telephoned an abuse hot line, according to the memorandum.
  The boy's mother said that the news media had taken their relationship 
  out of context and that Mr. Jackson was like a father to her children, the 
  memorandum said.
  Furthermore, it said the boy, his brother and sister all denied that 
  anything improper happened when they stayed at the ranch.
  The sister, then 16, told investigators that "she had accompanied her 
  brothers on sleepovers at the entertainer's home and had never seen 
  anything sexually inappropriate between her brothers and the 
  entertainer."
  The memorandum, first made public by The Smoking Gun Web site 
  (www.thesmokinggun.com) does not say if the authorities tried to interview 
  Mr. Jackson.
  A spokesman for the Los Angeles Police said the department was trying 
  to determine its involvement in the case and had no comment.
  Prosecutors in Santa Barbara, who are expected to officially charge Mr. 
  Jackson with multiple counts of child abuse next week, said they were 
  aware of the Los Angeles investigation and did not expect it to hamper 
  their case.
  "The report and its contents, along with the totality of the 
  investigation and the timing under which the statements were given, were 
  provided to the judge at the time the search and arrest warrants were 
  issued," Tom Sneddon, the Santa Barbara County district attorney, and 
  Sheriff Jim Anderson said in a joint statement.
  "Given what we know, we do not consider the D.C.F.S. statement a 
  significant factor," they said.
  The strength of Mr. Sneddon's case has recently been called into 
  question; he has twice delayed officially charging Mr. Jackson. He has 
  also apologized for his flippant behavior at a news conference announcing 
  the arrest warrant and has set up a tip line to field calls from people

President Bush and the European Union are on a head-on collision course over Washingtons plan to introduce the largest surveillance system ever used on civilian populations. The American Civil Liberties Union has called it a surveillance monster that will not make anyone safer. 

It could have a serious effect on tourism to America. It could see airlines that co-operate with the system facing huge penalties from the European Union. But those airlines who refuse to bow to Washingtons demands will be denied landing rights at all US airports. 

Last week, as President Bush flew to and from Baghdad on Air Force One in a slick publicity stunt for footage to enhance his coming election video, he broke some of the very laws he now wants to enforce. 

Air Force One did not identify itself as it sneaked out of Andrews Air Force Base. The President did not say he was on board. Or where he was going. 

In doing so, he broke the spirit  if not the proposed law  of the Computer Assisted Passenger Pre-Screening System, CAPPS-II. 
This is the updated version of a system introduced in 1996 after TWA flight 800 went down over Long Island Sound, killing 250. 
Before it was learned that the tragedy was noting to do with terrorism, the Clinton Administration had rushed through CAPPS-I. 

It was supposed to single out potential terrorists by vetting them before they boarded flights. Fliers who bought one-way tickets, checked in without tickets or paid in cash for flights were flagged as potential threats. 

But now, prompted by Bush, Homeland Security wants to introduce in the New Year, CAPPS-II, that goes far beyond the original scheme. 

Each airline bringing a passenger to the United States must supply Homeland Security with the name, address, date of birth, home and office telephone number and occupation of each traveller. 

There will be no exceptions. Even babies must be logged. Details of a childs school must be provided. 

The information will be fed into state-of-the-art computers at Homeland Securitys Transportation Division. 

Each detail will be checked with data-mining software to cross-reference that information with computerised records already stored. 

These would contain details of previous flights a passenger has made  along with where and how long he or she stayed in the United States. Any change in marital status will be noted. 

The data will then be processed by more computers to determine the level of security risk to the United States any passenger poses. 
This information will be supplemented by a passengers on board food preference, who he travelled with in the past, who he is currently flying with. Details of how, where and when a ticket was purchased, by credit card or cash, will be stored for years. 

For this to work, a huge amount of private information will be needed on each person. But of the 39 separate items of information that the US wants on each traveller, only 19 are permitted to be disclosed under European Union privacy laws, said Paris based airline industry analyst, Peter Densor. 

Colin Wallace, a former British intelligence surveillance operative, said that CAPPS-II is a further step to what the state does in the name of protecting the individual. There is something sinister in what Homeland Security is proposing. The results of such surveillance can reshape, reform, or at least control, the thinking and behaviour of any individual. Such surveillance is liberated from any legal or moral obligations. 

The fact is that the US has nothing like the data-protection legislation which exists in Europe and it is very likely that intimate information on private citizens would be sold on from company to company, predicted Peter Somer, adviser to Britains Trade and Industry Department. 

Kevin Warwick, professor of Cybernetics at Englands University of Reading, says that what CAPPS-II will do is to further ensure that surveillance will eventually totally control us. There are already far too many government bodies who are privy to our secrets. They are the watchers. We are the watched. 

A major problem with CAPPS-II  which will trigger confrontation with Washington  is that the European Community want it to have as minimum an independent appeals procedure. 

A spokesman for the EU said: If the systems indicate you are a high-risk passenger due to fault information held on computer, or the checks didnt source enough information on you, then you could end up on a no-fly list forever. 

The supporters of CAPPS-II  led by Israel  say that civil liberties have to be traded for security. 

But Richard Tomlinson, a former MI6 officer said, that argument is knocked on the head by identity theft. For a few hundred dollars a false ID can be obtained. It is relatively easy for a determined terrorist to create a safe passenger profile with easily available documents; credit cards and driving

After reading Robert Jay Liftons recent piece
(American Apocalypse, the Nation, 12/8/03) I have
decided not to renew my long-running subscription to
the Nation. In it Lifton continually asserts that the
US was attacked on September 11, 2001 by Osama bin
Laden and Al Qaeda. Meanwhile, it takes only about
fifteen minutes to scientifically confirm that the
official story of 9/11/01 could not possibly be true.
For example, the cutting charges that helped topple
World Trade Center 7 are easily seen in the Naudet
brothers documentary 911. In addition, both of the
Twin towers fell as quickly as they would have in a
free fall from gravity. This is impossible. The laws
of physics are violated if we accept that the
buildings fell as quickly as they would in a free fall
while simultaneously pulverizing all of the concrete,
discharging material hundreds of feet away from the
buildings and leaving heat sources which were detected
weeks after the implosions. In addition, neither
tower was troubled very much with the enormous amount
of friction involved when an upper floor falls on the
one immediately below. (For example, if floor 97
collides with floor 96 the friction of the lower
floors concrete, steel trusses, desks, chairs and
people, etc. would slow the collapse down.) Without
energy inputs, neither the North nor South towers
could have collapsed as quickly they did solely from
the potential kinetic energy from gravity that they
each had available to them.

The more one examines the events of 9/11/01 the more
scientifically impossible and logically implausible
they become. Meanwhile, the Bush regime has used 911
to shred the Bill of Rights (via the USA PATRIOT Act),
invade two sovereign nations illegally (i.e.,
Afghanistan and Iraq), install a concentration camp
(i.e., Guantanamo Bay) and to lay innumerable
foundations of a domestic police state. With
neoconservatives now writing articles in mainstream
publications which suggest that the US will be soon be
attacked as it was on 9/11/01, and that when it
happens Bush will declare martial law, the Nation
Magazines frequent support for the Empires
propaganda on 911 is inconsistent with my progressive
ideals.

  WASHINGTON - Mortgage giant Freddie Mac has agreed to pay a $125 
  million civil fine to settle federal regulators' allegations of management 
  misconduct and directors' complacency, blamed for the company's $5 billion 
  understatement of earnings that led to the ouster of four top executives. 
  
  The Office of Federal Housing Enterprise Oversight, which supervises 
  government-sponsored Freddie Mac and its larger rival Fannie Mae, also 
  released Wednesday a critical report citing "a pattern of inappropriate 
  conduct and improper management of earnings" at the company and even "a 
  disdain for appropriate disclosure standards" among former executives. 

  The second-largest U.S. buyer of home mortgages "disregarded accounting 
  rules, internal controls, disclosure standards, and ultimately, the public 
  trust in pursuit of steady earnings growth," the agency's report found. 
  
  Helping fuel the accounting breaches was the compensation of top 
  executives, which was partly based on annual targets for earnings per 
  share, the report said. A series of recommendations made in the report 
  includes a requirement that Freddie Mac reward its executives on the basis 
  of long-term goals rather than short-term earnings. 
  And, it said, management was able to push the accounting envelope 
  unchecked because the company's board of directors "was complacent and 
  failed to exercise adequate oversight." 
  Freddie Mac, a publicly traded corporation with $40 billion revenue a 
  year, has acknowledged understating its earnings by $5 billion for 
  2000-2002 to smooth out volatility in profits and uphold its image on Wall 
  Street as a steady performer. In addition, the company last month admitted 
  inflating 2001 earnings by nearly $1 billion and said it may not be able 
  to complete its accounting for 2003 until next June. 
  The company on Sunday named Richard Syron, a Wall Street veteran and 
  former Federal Reserve official, as its new chairman and chief executive. 
  The board of directors in June forced out Freddie Mac's then-chairman and 
  CEO, Leland Brendsel, along with the company's president and chief 
  financial officer. In August, the federal regulators ordered the ouster of 
  Brendsel's replacement, Gregory Parseghian, who they said had played a 
  role in some of the company's questionable financial transactions. 
  The company did not admit to or deny wrongdoing in the settlement, 
  involving the first such fine in the agency's 10-year history. McLean, 
  Va.-based Freddie Mac also said it did not consent to any part of the 
  agency's report. 
  The agreement with the regulators still leaves to be resolved a 
  criminal investigation by the Justice Department and a civil inquiry by 
  the Securities and Exchange Commission. 
  The $125 million fine will be paid out of the company's revenues, 
  thereby potentially affecting its bottom line. The restatement by company 
  auditors of Freddie Mac's 2000-2002 earnings, a massive project first 
  announced in January and completed last month, cost the company $100 
  million. A company spokesman said Wednesday it was not known whether 
  Freddie Mac would try to recoup such costs through changes in its 
  operations. 
  Under the settlement, Freddie Mac also agreed to strengthen its 
  internal controls and accounting practices and to improve its disclosure 
  of information to the investing public - steps the company already had 
  undertaken after its accounting and management turmoil came to light in 
  early June. 
  "This settlement and the resulting reforms represent an important step 
  toward the goal of restoring the full confidence of our investors and the 
  public," said Freddie Mac chairman Shaun O'Malley said in a statement. 
  "The reforms to be implemented as part of today's settlement build upon 
  and enhance the company's ongoing remediation program to address its 
  accounting and disclosure weaknesses." 
  Armando Falcon, director of the Office of Federal Housing Enterprise 
  Oversight, said a government-sponsored company such as Freddie Mac - 
  created by Congress to pump money into the home-mortgage market - "lives 
  on a public trust that should never be violated."

AN ALTERNATIVE , SUSTAINABLE, NEW BASIS FOR MODERN TECHNOLOGY.

Introduction:

 This webpage is an altered version of, and an addition to, the basic report
on implosion, by Callum Coats (author of Living Energies and the
Eco-technology series books) and is intended to advance on his initial
undertaking. Many thanks are due to Mr. Coats, in respect to the enormous
work that he has already done. He has been the true pioneer, and, has single
handedly brought Viktor Schauberger's theories into a new light and true
public awareness. I have taken great liberty by modifying the original
proposal by Callum Coats ( [EMAIL PROTECTED] ), and hopefully, by
thrusting Frank Germano  Martin Dorantes into the mix, we can force large
corporations, governments, and big business to take a serious look at
Schauberger's amazing implosion devices.

In June of 2001 the proposal to do a report on Viktor Schauberger and
Implosion technology was begun by Callum Coats; A number of planned steps
are being made for the development of Implosion technology. Doing this
report is one of those first steps, coupled to practical research and
development undertakings in the United States, Austria and Australia. This
report contains sufficient information to start with research and
development and with the re-building of some devices designed and made by
Viktor Schauberger, which applied Implosion technology aided by diamagnetism
and anti-gravity. Frank Germano and Martin Dorantes, founding members of
International Turbine And Power, LLC, will lead in the investigation and
implementation of this technology, and explore the potential of large-scale
commercial utilization of the devices. Several units have been designed and
the necessary funding for this project is currently being located.

Individuals and groups of people are actively pursuing this area of interest
world wide. Study and experimentation has continued after Schauberger's
death, especially during the last 20 years. A substantial amount of
information exist in his own writing, in books, articles, reports and
historical accounts, including what took place during and after the Second
World War. The motivation for this report is my focus on getting this
Implosion technology and some of Viktor Schauberger's other inventions
established and applied in our society. The many life threatening
environmental deadlocks of our present time, are a legacy of the type of
technology we currently employ, using fossil and nuclear fuels.

Finding scientific, practical, and sustainable solutions has now become a
matter of survival, for us and for many plant and animal species, in the
short term. Another motivation is my determination to help break the
stalemate situation which has held this Implosion technology from being
developed for over half a century, in spite of today's environmental crises.
The development of scientific knowledge cannot be halted indefinitely, but
for a relative short period of time. Making a report, assimilating all the
available information, and networking, is the first step towards that goal.

The objective of this report: It is the objective of this report to, 1.)
provide extensive information on Implosion technology and on the inventor,
Viktor Schauberger, and his numerous designs and devices. 2.) To establish
networking and associated activities. 3.) To stimulate further research and

Basis of understanding: To do justice to implosion itself, it must be
described within its full context. That context is living water. In my
view, this can logically not be otherwise! In order to understand Implosion
technology and to successfully apply it, an understanding of the principles
and mechanisms involved is required. These are displayed by all aspects of
living water, with all of it's features and characteristics, and by it's
inherent qualities and potentials. Holistic thinking is required to
understand what Implosion technology is, what is involved and how it works.
Thinking in processes, rather than in fixed concepts, wherein the totality
in which any natural phenomenon occurs, is understood and accounted for. Our
more familiar linear way of thinking nowadays, thinking in terms of cause
and effect, does not suffice! The existence of implosion and the nature of

  by the Bush Administration Gets Buried Alive.

  Remember Valerie Plame? Ms. Plame was the CIA 
  undercover operative who was outed by the White House in effort to punish 
  her husband former Ambassador Joseph Wilson, who had publicly stated in a 
  July 6, 2003 op-ed in the New York Times, that despite President 
  Bush’s statements to the contrary, Iraq had not attempted to purchase 
  yellow cake uranium from Niger. The existence of that uranium, you may 
  recall, was presented to the public as "evidence" that Iraq had nuclear 
  weapons which, in turn, was used to justify our unilateral attack on 
  Iraq.
  Ms. Plame, however, had nothing to do with any of 
  that. Ms. Plame was an operative under deep cover -- the CIA had created 
  an entire company just so that Ms. Plame could claim that she worked 
  there. Yet once Joseph Wilson broke his silence and announced that the 
  White House was lying, Karl Rove decided that Wilson needed to be punished 
  and that his wife was "fair game." Two top government officials called at 
  least six Washington journalists and disclosed the identity and occupation 
  of Wilson’s wife. But only the ever-ready apologist for the Republican 
  Party, Robert Novak, took the bait. On July 14, 2003, Novak wrote a piece 
  outing Ms. Plame as an operative. 
  Neither Karl Rove -- or whomever among the Bush 
  senior staff leaked it -- nor Novak gave a moment’s consideration to the 
  lives that they may have jeopardized by outing Ms. Plame. Never mind that 
  anyone in another country who had so much as met Ms. Plame might now be 
  suspected of spying. No thought was given to the fact that others, who 
  were in fact spies, might be outed through their connection to Ms. Plame, 
  and no thought was given to the fact that actual lives could be lost as a 
  result of this odious act. Never mind that outing an undercover CIA 
  operative is a federal crime.
  A very serious matter, yet you would never know that 
  from the White House’s response. When the revelation first hit the press 
  in July, the White House first refused to comment and later, had White 
  House press secretary Scott McClellan claim -- without so much as a 
  question asked of White House staff -- "that is not the way this White 
  House operates," and that "no one was certainly given any authority to do 
  any of that nature, and I’ve seen no evidence to suggest there’s any truth 
  to it." It’s hard to find evidence you are doing your very best to 
  ignore.
  Finally, in October the CIA referred the matter to 
  the Department of Justice for investigation, and Attorney General John 
  Ashcroft’s Justice Department, despite the obvious conflict of interest, 
  refused to appoint a special prosecutor. 
  President Bush’s response: "And if there is a leak 
  out of my administration, I want to know who it is. And if the person has 
  violated the law, the person will be taken care of." Apparently, it never 
  crossed the President’s mind to simply ask his staff who the leaker was 
  (or leakers were).
  The Justice Department launched its allegedly 
  official probe on September 26th, but neglected to direct the White House 
  to preserve critical evidence until the evening of September 29th. Then, 
  when the White House Counsel asked if he could wait until the next day to 
  inform the staff of the need to preserve documents, the Justice Department 
  allowed it. Simply, if the leaker(s) had not been smart enough to get rid 
  of the evidence between July 6th and September 29th, the White House 
  Counsel’s office wanted to be sure that there was at least one last chance 
  to do so before destroying evidence would constitute criminal obstruction 
  of justice.
  Since September 29th? Nothing, not a word. Nothing 
  from the White House and nothing from the Department of Justice. The 
  President never asked his staff to investigate the matter and never called 
  for the leaker to come forward. The White House is, however, 
  "cooperating."
  The Department of Justice investigation appears to be 
  at a standstill. Sure, the

A close read of President Bush's November addresses at the National Endowment for Democracy in Washington and at the Whitehall Palace in London leads a traditionalist almost to despair.

George Bush did not write this democratist drivel. This is the kind of messianic rhetoric he probably never heard before he became president. Who is putting these words in his mouth? For if George Bush truly intends to lead a "global democratic revolution," and convert not only Iraq but the whole Middle East to democracy, he has ceased to be a conservative and we are headed for endless conflicts, disappointments, disillusionment and tragedy.

At London, he called a "commitment to the global expansion of democracy" both "the alternative to instability and to hatred and terror" and "the third pillar of our security." But before he wagers our security on a crusade for democracy, Bush should ask the hard questions no one seems to have asked before he invaded Iraq.

Where in the Constitution is he empowered to go around the world destabilizing governments? Can he truly believe that by hectoring such autocracies as Egypt, Saudi Arabia and Pakistan, America is more secure? Who comes to power if Mubarak goes in Cairo, the Saudi monarchy falls or Musharaff is ousted in Pakistan? If memory serves, the last wave of popular revolutions in the region gave us Nasser, Khadafi, Saddam and the Ayatollah.

With $200 billion sunk into democratizing Iraq and Afghanistan, how many more wars does Bush think Americans will support before they decide to throw the interventionist Republicans out?

Where did he get the idea we are insecure because the Islamic world is not democratic? The Islamic world has never been democratic. Yet, before we intervened massively there, our last threat came from Barbary pirates. Lest we forget, Muhammad Atta and his comrades did not plot their atrocities in the Sunni Triangle, but in Hamburg and Delray Beach.

Surveys show that Islamic people bear a deep resentment of U.S. dominance of their region and our one-sided support for Israel. Interventionism is not America's solution, it is America's problem.

It was our earlier intervention in the Gulf War and our huge footprint on the sacred soil of Saudi Arabia that lead directly to 9-11. They were over here because we were over there.

If one-man, one-vote comes to Pakistan, what do we do if that nuclear nation supports a return of the Taliban? What do we do if the Iraqi regime that takes power after free elections tells us to pack up and get out, and declares the liberation of Kuwait and its return to the embrace of the motherland to be as vital to Baghdad as the return of Taiwan is to Beijing?

Freedom, the president said, "must be chosen and defended by those who choose it." Exactly. Why not then let these Islamic peoples choose it on their own timetable and defend it themselves?

It is "cultural condescension," says Bush, "to assume the Middle East cannot be converted to democracy. ... Perhaps the most helpful change we can make is to change in our own thinking."

But if 22 of 22 Arab states are non-democratic, this would seem to suggest that this soil is not particularly conducive to growing the kind of democracies we raise in upper New England. This may be mulish thinking to the progressives at NED, but it may also be common sense.

What support is there in history for the view that as we meddle in the affairs of foreign nations, we advance our security? How would we have responded in the 19th century if Britain had declared a policy of destabilizing the American Union until Andrew Jackson abolished slavery?

The neocons have made democracy a god, but why is George W. Bush falling down and worshiping their golden calf?

The last time we heard rhetoric like Bush's at NED and Whitehall Castle was the last time we were bogged down in a war. LBJ declared that America's goal was far loftier than saving South Vietnam. We were going to build a "Great Society on the Mekong."

Like Woodrow Wilson, Bush has been converted to the belief that democracy is the cure for mankind's ills. But our Founding Fathers did not even believe in democracy. They thought they were creating a republic  a republic that would be secure by remaining free of the wars of the blood-soaked continent their fathers had left behind. How wrong they were.

Zerhouni promises comprehensive look at lucrative consulting

The National Institutes of Health (NIH), stung by recent 
allegations of financial wrongdoing on the part of some present and 
former senior officials, plans to announce today (December 10) a 
major review of how the agency handles conflict-of-interest matters 
when top agency employees receive lucrative consulting contracts 
from private companies. 
NIH Director Elias A. Zerhouni will announce the creation of a 
“blue ribbon panel” of advisory committee members and outside 
experts “to review how NIH addresses outside consulting activity in 
order to identify systemic solutions for improvement,” NIH spokesman 
John Burklow told The Scientist. 
Zerhouni will also order an “immediate review” of every outside 
consulting relationship that NIH employees have established during 
the past 5 years “to confirm that all rules and regulations are 
being followed and that the activities are in the best interest of 
the public,” Burklow said.
“It is clear that we will need to consider changes after a 
thoughtful analysis of the issues,” Burklow said. “We are vigorously 
investigating the allegations because openness and review are our 
best allies.”
The Los Angeles Times on Sunday (December 7) reported that several high-level NIH scientists 
and officials had received more than $2.5 million in fees and stock 
options from drug companies for consulting outside of their 
government work over the past 10 years. 
Stephen I. Katz, director of the National Institute of Arthritis 
and Musculoskeletal and Skin Diseases (NIAMS), collected between 
$476,369 and $616,365 during the past decade in fees from drugmaker 
Schering AG and six other companies, the Times reported. During this 
time, NIAMS conducted clinical trials involving one of the company's 
drugs and pledged $1.7 million in small business research grants to 
another. Five other present and former senior NIH officials 
reportedly received up to $2.2 million in company fees and stock 
options during the time period.
Janet Austin, Katz's spokeswoman, did not respond to a request 
for comment yesterday. But Katz and other officials told the Los 
Angeles Times that NIH officials had approved their consulting 
agreements in advance and that they had recused themselves from any 
decision making involving the companies.
Arthur L. Caplan, director of the University of Pennsylvania's 
Center for Bioethics, said he was surprised that this type of 
outside consulting was even permitted by the federal government. 
“It's a big problem. If you work for the federal or a state 
government and are making decisions about funding for key government 
expenditures, you don't want to be seen as being beholden to or 
being able to be influenced by outside funding arrangements,” he 
told The Scientist. 
“If you are going to distribute money from grants and if you are 
going to be turned to for independent evidence about different drugs 
or research ideas, which is what NIH's role is, then they've got to 
be a lot more careful about generating conflicts of interest,” he 
said.
On Monday (December 8), Rep. Billy Tauzin (R-La.), chairman of 
the House Energy and Commerce Committee, and Rep. James Greenwood 
(R-Pa.), chairman of the Subcommittee on Oversight and 
Investigations, asked Zerhouni to supply by January 8, 2004, all 
documents relating to the payments reported by the Times.
“The receipt of outside payments, even though approved, raises 
concerns about whether the integrity of NIH clinical research has 
been affected and whether the honor system used by NIH to enforce 
recusals signed by NIH scientists and other conflict of interest 
rules has been violated,” the congressmen wrote

I am beginning to despise reading. I have lost count of the number of
times I have read some passage in a politically-oriented book, and
then been uncontrollably motivated to hurl said book against a wall or
across the room in fury. My library looks like someone took a weed-
whacker to it; all the dust-jackets have taken a fearsome beating.

The book currently on my desk has begun to retain a damaged
appearance. Sidney Blumenthal's The Clinton Wars is a meticulously
researched and foot-noted tour de force through the last ten years of
the brainless savagery of American politics. The retelling of the
contrived scandals clarioned by a media establishment which abandoned
any pretense of journalistic integrity, pushed by a cabal of House
members and right-wing activists whose worshipped altar was the desire
for raw power, and the sad and sorry tale of the impeachment itself,
is a difficult but necessary review of a truly pathetic time in our
history. Blumenthal manages to bring his readers back to that tar pit,
and keep them enthralled, with an excellent and deft literary touch.

Since I have read most of the other books on the scandal-gasm and
impeachment, there was not much through the middle of this book that
brought me up short, though Blumenthal does present interviews and
perspectives of players on both sides of that aisle which are not
present in the other histories (It was amusing to read Congressional
impeachment warrior James Rogan speak of being On the wrong side of
history regarding the trial in the Senate). No, the book began to
take its obligatory pounding when I reached page 656, and the second
part of the chapter entitled The Twenty-First Century.

The astounding level of blunt ignorance within the American populace
about the events surrounding the attacks of September 11 cannot be
easily quantified. In a nation with thousands of newspapers, thousands
of radio stations, and a ceaseless data stream from CNN, MSNBC, CNBC,
Fox, NBC, ABC, CBS and PBS, some 70% of the population believed as
late as a month ago that Saddam Hussein was centrally involved in and
personally responsible for the attacks which destroyed the Towers and
struck the Pentagon. Beyond that, what most people know about the
single most important event in American history does not go much
beyond evildoers who hate our freedom.

That is, simply, incredible. It is also not an accident. This
ignorance has a great deal to do with the stunning mediocrity of the
television news media, that empty well where most Americans go to
become informed. This ignorance also, and far more importantly, has a
great deal to do with the Clinton-era actions of a large number of
conservatives, many of whom are in positions of power today, many of
whom are now making careers out of September 11.

The two great myths that have settled across the nation, beyond the
Hussein-9/11 connection, are that Clinton did not do enough during his
tenure to stop the spread of radical terrorist organizations like al
Qaeda, and that the attacks themselves could not have been anticipated
or stopped. Blumenthal's insider perspective on these matters bursts
the myths entirely, and reveals a level of complicity regarding the
attacks within the journalistic

The Bush Administration has authorized a major escalation of the
Special Forces covert war in Iraq. In interviews over the past month,
American officials and former officials said that the main target was
a hard- core group of Baathists who are believed to be behind much of
the underground insurgency against the soldiers of the United States
and its allies. A new Special Forces group, designated Task Force 121,
has been assembled from Army Delta Force members, Navy seals, and
C.I.A. paramilitary operatives, with many additional personnel ordered
to report by January. Its highest priority is the neutralization of
the Baathist insurgents, by capture or assassination.

The revitalized Special Forces mission is a policy victory for
Secretary of Defense Donald Rumsfeld, who has struggled for two years
to get the military leadership to accept the strategy of what he calls
'Manhunts'-a phrase that he has used both publicly and in internal
Pentagon communications. Rumsfeld has had to change much of the
Pentagon's leadership to get his way. 'Knocking off two regimes allows
us to do extraordinary things,' a Pentagon adviser told me, referring
to Afghanistan and Iraq.

One step the Pentagon took was to seek active and secret help in the
war against the Iraqi insurgency from Israel, America's closest ally
in the Middle East. According to American and Israeli military and
intelligence officials, Israeli commandos and intelligence units have
been working closely with their American counterparts at the Special
Forces training base at Fort Bragg, North Carolina, and in Israel to
help them prepare for operations in Iraq. Israeli commandos are
expected to serve as ad-hoc advisers- again, in secret-when full-field
operations begin. (Neither the Pentagon nor Israeli diplomats would
comment. 'No one wants to talk about this,' an Israeli official told
me. 'It's incendiary. Both governments have decided at the highest
level that it is in their interests to keep a low profile on U.S.-
Israeli covperation' on Iraq.) The critical issue, American and
Israeli officials agree, is intelligence. There is much debate about
whether targeting a large number of individuals is a practical-or
politically effective-way to bring about stability in Iraq, especially
given the frequent failure of American forces to obtain consistent and
reliable information there.

Americans in the field are trying to solve that problem by developing
a new source of information: they plan to assemble teams drawn from
the upper ranks of the old Iraqi intelligence services and train them
to penetrate the insurgency. The idea is for the infiltrators to
provide information about individual insurgents for the Americans to
act on. A former C.I.A. station chief described the strategy in simple
terms: 'U.S. shooters and Iraqi intelligence.' He added, 'There are
Iraqis in the intelligence business who have a better idea, and we're
tapping into them. We have to resuscitate Iraqi intelligence, holding
our nose, and have Delta and agency shooters break down doors and take
them'-the insurgents-'out.'

A former intelligence official said that getting inside the Baathist
leadership could be compared to 'fighting your way into a coconut-you
bang away and bang away until you find a soft spot, and then you can
clean it out.' An American who has advised the civilian authority in
Baghdad said, 'The only way we can win is to go unconventional. We're

(TIME.com) -- In conversation, Bush exudes both a folksy confidence and an eagerness to charm. In a recent 90-minute talk with managing editor Walter Isaacson, he discussed how his family affected his career. 

TIME: You once said that to understand people you have to look at their family. 

Bush: You look at his family and where he was raised. 

TIME: So let's start with your grandfather Prescott Bush. He was a patrician Connecticut banker and Senator, part of the old-line Yankee Wasp establishment. 

Bush: He was big, a very dignified person. When we went to dinner at his house, we wore a tie. I never wore a tie, only to church, barely. My dad would talk about my grandfather's lesson- before you enter public service you go out and make some money and take care of your family. But my grandfather believed money wasn't how you measured your life. If you had money it came with an obligation to serve. He once said that the most important thing a person could do was public service. 

TIME: Your father seemed torn between being a scion of this New England gentry and being the Texan that he cast himself as. 

Bush: Someone once said of my dad that he got to Texas a little too late in life, he was already well bred. That wasn't the case with me! 

TIME: But isn't there some of that old-line establishment blood left in you? 

Bush: Not really. I'm not inhibited by class lines. I can meet and get comfortable with anyone. In fact, I really never noticed that social elite structure. 

TIME: Never? 

Bush: Well, I became aware, I guess, of some of this structure. But I didn't spend much time thinking about it. My grandparents were not- they lived that life in Hobe Sound and Greenwich- but they were humble people. 

TIME: Humble? 

Bush: I found them to be humble. 

TIME: When did you decide to distance yourself from this background? 

Bush: I don't know if it was a conscious decision. It's a world apart. Greenwich to Midland. I often say of the difference between me and Dad is that he went to Greenwich Country Day and I went to San Jacinto Junior High. In Midland there was no class structure. 

TIME: But you sure shared a lot of the same upbringing: Andover, Yale, even Skull and Bones. Did you have any qualms, say, about joining an elite secret club like Bones? 

Bush: No qualms at all. I was honored. I was fairly nonchalant. I didn't view it as a great heritage thing. I didn't take it all that seriously. 

TIME: Demystify it a bit for those who might think it's a cross between a Masonic Lodge and the Trilateral Commission. Did your father show up for your initiation, like your grandfather showed up for his? 

Bush: Without revealing all the great secrets? I got a few of my old club mates who could demystify it right off the bat. My dad didn't tap me. Someone a year ahead of me tapped me. There was an entry celebration. I can't remember whether my dad showed up or not. I don't think so. 

TIME: What was the most important thing about your family legacy? 

Bush: The unconditional love I got from my family liberated me. It gave me a sense of security. We were all at a church in Maine recently and the preacher asked whether anyone in the congregation had a perfect family, and the only hand that went up without hesitation was Dad's. It helped Jeb and me not be afraid of defeat. 

TIME: Your family legacy surely also pushed you into politics? 

Bush: Yes, my heritage is part of who I am, and that certainly included politics. But my dad didn't take me in the backyard and hit a tackling dummy to make me a great tackler, and he also didn't do things to try to make me a politician. 

TIME: When did you decide you wanted to go into politics? 

Bush: I've been searching my mind for that because people keep questioning that. Up to age 18 never much. I was never a member of the Young Republican Club on campus. I was apolitical. My interest in politics was the result of carrying signs for Dad. I love campaigns. My decision to run came from being concerned about what was happening. In 1978, I was concerned about things like the natural-gas regulation, so I ran for Congress. I ran for Governor because I was concerned about what was happening to education. It took sparks like that to get me to run, not just that it was expected of me. 

TIME: But surely it was also because it was bred into your bones? 

Bush: I don't know. That's an

The article is a account of a mason coming to grips with what the "roots" of the organization truly are. He is thinking beyond the beer/bourbon and business/social aspects of the fellowship. And as one can see "denial" is more than a river in Egypt. Most Masons are Christians and it comes as a shock to them that they(Masons) are mystics and purveyors of ritual magic and a secret society tradition that goes beyond their "official" history. The porch brethern are not supposed to think for themselves, they are there for show and believe that the output of Masons is nothing byt good. The organization was used for the final implementation of our  "modern" educational training/programing system, among other things.

 The absence of public unity was a primary concern when America entered the war on April 6, 1917. In Washington, unwavering public support was considered to be crucial to the entire wartime effort. On April 13, 1917, Wilson created the Committee on Public Information (CPI) to promote the war domestically while publicizing American war aims abroad. Under the leadership of a muckraking journalist named George Creel, the CPI recruited heavily from business, media, academia, and the art world. The CPI blended advertising techniques with a sophisticated understanding of human psychology, and its efforts represent the first time that a modern government disseminated propaganda on such a large scale. It is fascinating that this phenomenon, often linked with totalitarian regimes, emerged in a democratic state.
 Although George Creel was an outspoken critic of censorship at the hands of public servants, the CPI took immediate steps to limit damaging information. Invoking the threat of German propaganda, the CPI implemented "voluntary guidelines" for the news media and helped to pass the Espionage Act of 1917 and the Sedition Act of 1918. The CPI did not have explicit enforcement power, but it nevertheless "enjoyed censorship power which was tantamount to direct legal force." Like modern reporters who participate in Pentagon press pools, journalists grudgingly complied with the official guidelines in order to stay connected to the information loop. Radical newspapers, such as the socialist Appeal to Reason, were almost completely extinguished by wartime limitations on dissent. The CPI was not a censor in the strictest sense, but "it came as close to performing that function as any government agency in the US has ever done."
 Censorship was only one element of the CPI's efforts. With all the sophistication of a modern advertising agency, the CPI examined the different ways that information flowed to the population and flooded these channels with pro-war material. The CPI's domestic division was composed of 19 sub-divisions, and each focused on a particular type of propaganda. A comprehensive survey is beyond the scope of this paper, but the use of newspapers, academics, artists, and filmmakers will be discussed.
 One of the most important elements of the CPI was the Division of News, which distributed more than 6,000 press releases and acted as the primary conduit for war-related information. According to Creel, on any given week, more than 20,000 newspaper columns were filled with material gleaned from CPI handouts. Realizing that many Americans glided right past the front page and headed straight for the features section, the CPI also created the Division of Syndicated Features and recruited the help of leading novelists, short story writers, and essayists. These popular American writers presented the official line in an easily digestible form, and their work was said to have reached twelve million people every month.
 The Division of Civic and Educational Cooperation relied heavily on scholars who churned out pamphlets with titles such as The German Whisper, German War Practices, and Conquest and Kultur. The academic rigor of many of these pieces was questionable, but more respectable thinkers, such as John Dewey and Walter Lippmann, also voiced their support for the war. Even in the face of this trend, however, a few scholars refused to fall in line. Randolph Bourne had been one John Dewey's star students, and he felt betrayed by his mentor's collaboration with the war effort. In one of several eloquent wartime essays, Bourne savagely attacked his colleagues for self-consciously guiding the country into the conflict. "[T]he German intellectuals went to war to save their culture from barbarization," wrote Bourne. "And the French went to war to save their beautiful France!... Are not our intellectuals equally fatuous when they tell us that our war of all wars is stainless and thrillingly achieving for good?"
 The CPI did not limit its promotional efforts to the written word. The Division of Pictorial Publicity "had at its disposal many of the most talented advertising illustrators and cartoonists of the time," and these artists worked closely with publicity experts in the Advertising Division.
