Calls for Hearings Over Investigative Failings 
Kennebunkport, Maine--9/11 CitizensWatch, a watchdog group closely monitoring 
the course of the 9/11 investigation is calling upon Congressional leaders of 
both parties to hold immediate hearings on Capitol Hill to take testimony from 
victims family members and other experts regarding the conduct of the official 
9/11 Commission and Administration's continuing efforts to obstruct and 
undermine a complete and transparent investigation of the worst attacks on U.S. 
soil since Pearl Harbor. 
CitizensWatch co-founder, Kyle Hence insists that "in the wake of the 
Commission's request for a deadline extension of at least 60 days, it is 
incumbent upon Congress to exercise oversight and hold hearings to take witness 
from 9/11 victim family members and others regarding how we reached this 
crossroads as Congress moves to approve an extension and additional funding." 
In calls today to Congressmen Christopher Shays (R-CT) and Extension Bill 
sponsor Vito Fossella (R-NY) and Senator Susan Collins (R-ME) CitizensWatch is 
maintaining that it is due to an overly deferrant approach by an official 
Commission reluctant to issue subpoenas and caught in endless 'negotiations' 
with the White House, and a pattern of White House, NORAD and FAA obstruction, 
that Congress is now faced with the decision of whether or not to approve an 
extension request that would postpone the Commission's final report to January 
of 2005. To insure that behavior corrosive to a proper investigation is 
corrected, immediate hearings should be held and the issues addressed. The 
stakes couldn't be higher as the nation's national security is the central 
issue. 
"For the Commission to have any credibility going forward, it must answer its 
critics beginning with the 9/11 Family Steering Committee (www.911independentcommission.org) 
members," says John Judge, Washington D.C. Director of the citizen-led watchdog 
group. "The Commission, the White House and footdragging agencies must be 
brought to account. Holding hearings now is timely and the right thing to 
do to be sure the investigation moves toward answers and accountability as it 
works to create its 'definitive account' of 9/11." 
Hence added "Fully answering outstanding questions will require the testimony 
of key public officials in positions of responsibility at the time of the 
attacks. This must be done in public and under oath. Failing to do so will 
only raise the level of skepticism surrounding the investigation and doubts 
about our safety in a 'business as usual' climate denying responsibility." 
CitizensWatch is also calling upon its members and supporters to lobby their 
representatives on Capitol Hill for the extension and oversight hearings in 
Congressman's Shay's Sub-committee on National Security and Senator Collins'

Gibson to Delete a Scene in 'Passion'

Mr. Foxman also protested Mr. Gibson's remark on the Holocaust. At the very
least it was ignorant, at the very most its insensitive. And you know what? He
doesn't get that either. He doesn't begin to understand the difference between
dying in a famine and people being cremated solely for what they are.

LOS ANGELES, Feb. 3 - Mel Gibson, responding to focus groups as much as to
protests by Jewish critics, has decided to delete a controversial scene about
Jews from his film, The Passion of the Christ, a close associate said today.

A scene in the film, in which the Jewish high priest Caiaphas calls down a kind
of curse on the Jewish people by declaring of the Crucifixion, His blood be on
us and on our children, will not be in the movie's final version, said the
Gibson associate, who spoke on condition of anonymity.

The passage had been included in some versions of the film that were shown
before select groups, mostly of priests and ministers.

It didn't work in the focus screenings, the associate said. Maybe it was
thought to be too hurtful, or taken not in the way it was intended. It has been
used terribly over the years.

Jewish leaders had warned that the passage from Matthew 27:25 was the historic
source for many of the charges of deicide and Jews' collective guilt in the
death of Jesus.

Mr. Gibson's decision to remove the scene could indicate that he was being
responsive to concerns of Jewish groups that the film will fuel anti-Semitism.
Mr. Gibson was the co-writer, director, producer and financier of the $25
million film, which will be released in more than 2,000 theaters on Feb. 25, Ash
Wednesday.

Mr. Gibson also responded to a letter from Abraham Foxman, national director of
the Anti-Defamation League, who had requested a meeting and asked Mr. Gibson to
consider a postscript that would implore your viewers to not let the movie turn
some toward a passion of hatred.

Mr. Gibson did not respond to those requests directly, writing only: I hope and
I pray that you will join me in setting an example for all of our brethren; that
the truest path to follow, the only path, is that of respect and, most
importantly, that of love for each other despite our differences.

Mr. Foxman responded in turn on Monday that your words do not mitigate our
concerns about the potential consequences of your film - to fuel and legitimize
anti-Semitism.

This reporter was shown a two-hour version of the R-rated movie this week. The
film features agonizing passages as Jesus, played by Jim Caviezel, is
mercilessly beaten by Jewish and then Roman guards, and jeered and hounded by a
Jewish mob on his way to his Crucifixion. It is unclear how close this version
is to Mr. Gibson's final film.

In this version, the Roman leader Pontius Pilate is depicted as being reluctant
to harm Jesus, who Pilate's wife warns is holy. Largely to mollify a restive
Jewish mob outside his window, Pilate agrees to a severe lashing and scourging
of Jesus, but the crowd and the high priest demand more.

Pilate says in Latin: Ecce homo - Behold the man - displaying the broken and
bleeding Jesus to the crowd. But the high priest insists, in Aramaic, Crucify
him. Pilate responds, Isn't this enough? The mob roars, No, and only then
does the Roman leader agree to the Crucifixion.

Because passion plays historically preceded outbreaks of anti-Semitic violence
in Europe, the film passage is a particularly sensitive matter with Jewish
groups at a time when anti-Semitism is on the rise in parts of Europe, the
Middle East and Asia.

But Mr. Gibson further raised hackles among Jewish leaders in an exclusive
interview by the writer Peggy Noonan published in the March issue of Reader's
Digest.

Rabbi Marvin Hier, director of the Simon Wiesenthal Center in Los Angeles,
accused Mr. Gibson of insensitivity when he compared Jewish suffering in the
Holocaust to that of millions of others who died in the war.

Ms. Noonan, a former speechwriter for President Ronald Reagan, asked Mr. Gibson
about his father, a conservative Catholic who was quoted in a New York Times
Magazine article last March as denying that Holocaust took place. Mr. Gibson
answered that he loved his father. Ms. Noonan insisted: You're going to have to
go on record. The Holocaust happened, right?

Mr. Gibson responded: I have friends and parents of friends who have numbers on
their arms. The guy who taught me Spanish was a Holocaust survivor. He worked in
a concentration camp in France. Yes of course. Atrocities happened. War is
horrible. The Second World War killed tens of millions of people. Some of them
were Jews in concentration camps. Many people lost their lives. In the Ukraine
several million starved to death between 1932 and 1933. During the last century
20 million people died in the Soviet Union.

 One American soldier was killed and 12 others injured
 in a rocket attack today on an Army base in central
 Iraq, the U.S. military said.

 Another soldier was killed and two others hurt in a
 vehicle accident, when their Humvee overturned near
 the town of Haditha, 175 kilometres (105 miles) west
 of Balad, the military said. It said the condition of
 the two injured soldiers was not known

 The rocket landed inside a logistics support base of
 the 4th Infantry Division in Balad, 80 kilometres (50
 miles) south of the division's headquarters in Tikrit,
 an Army statement said.

 It said two of the injured soldiers were in a serious
 condition. Following the attack, troops detained 16
 people including four women for questioning, it said
 without elaborating.

 Tikrit, the hometown of Saddam Hussein, is part of the
 Sunni Triangle, where most of the anti-U.S. insurgency
 has taken place.

 The deaths raised to 524 the number of U.S. service
 members who have died since the Iraq war began in
 March.

 Unknown attackers threw a grenade at a police patrol
 at 5:30 am, before dawn prayers in the al-Uruba

 On Saturday, more than 5,000 officers were deployed
 across Kirkuk, 255 kilometres (160 miles) north of
 Baghdad, after threats of an attack during the Eid

 Police general Turhan Yussef said 15 police stations
 had been reinforced while vehicles had been dispatched
 to guard mosques across the district.

 Senior coalition officials on Friday said they were
 bracing themselves for a possible increase in violence
 during the three-day Eid festivities.

 A homemade explosive device on Saturday killed three
 US soldiers riding in a convoy southwest of Kirkuk, a

Chutzpaha Yiddish word that the dictionary defines as "unmitigated effrontery or impertinence, gall"is best illustrated by a much-cited anecdote. 

"Chutzpah is when a man kills his mother and his father and then throws himself on the mercy of the court on the grounds that he is an orphan." 

In the last few days in Washington, however, prominent neoconservatives, particularly arch-hawk Richard Perle, are giving new meaning to the word. 

It wasn't enough that Perle, author of a new book titled An End to Evil: How to Win the War on Terrorism, gave the keynote speech last week at a rally at the Washington Convention Center in solidarity for an Iranian rebel group officially listed by the State Department as a "foreign terrorist organization." (A self-described terrorism expert, Perle later pleaded ignorance about the rally's purpose, despite the fact that the Red Cross and the La Leche League had figured out the connection and withdrawn their own association with the event.) 

No, now Perle and his fellow neoconservatives are hailing chief U.S. weapons-of-mass-destruction hunter, David Kay. On resigning from his post last week, Kay charged that the intelligence community, and particularly the CIA, clearly exaggerated the size and scope of Saddam Hussein's alleged WMD programs. "I don't think they existed," he said, insisting that he himself, as well as the intelligence community, "were almost all wrong" about Iraq's alleged WMD stockpiles and reconstitution of Iraq's nuclear-arms program. 

"I have always thought our intelligence in the Gulf has been woefully inadequate," Perle, former chairman of the Pentagon's Defense Policy Board (DPB), confided to The New York Times after Kay disclosed his findings. 

You would think from that remark that Perle had spent the run-up to the Iraq invasion warning Congress and the public that the intelligence community had hyped the WMD threat posed by Saddam Hussein. 

But, if you thought that, of course, you would be dead wrong. No, Perle and his close associatessuch as Center for Security Policy president Frank Gaffney and former CIA director James Woolseysaid quite the opposite: their single-minded message, repeated endlessly in op-ed columns, television interviews and Congressional testimony, was that the intelligence community was consistently underestimating the Iraqi threat in a deliberate effort to undermine the drive to war. 

Their campaign nowand there is an orchestrated campaign underway, make no mistakeis to blame the CIA for exaggerating the Iraqi threat must rank right up there with parenticidal orphans. 

It was Gaffney, a long-time Perle protg who worked under him in Sen. "Scoop" Jackson's office and later at the Pentagon during the Reagan administration, for example, who was raising alarms over Hussein's non-existent "atomic and perhaps even thermonuclear weapons" even before 9/11. 

Hawking The War 

"He (Hussein) has weapons of mass destruction," Perle stated unequivocally as early as November 2001even as his friends in the Pentagon were setting up their Office of Special Plans (OSP), an informal intelligence unit whose job it was to mine raw intelligence to find and disseminate the most threatening possible evidence of Iraq's WMD programs and alleged ties to Al Qaeda that the neoconservatives thought the CIA or even the Pentagon's own Defense Intelligence Agency had not given adequate credence. 

Perle even used his good offices as DPB chairman to ensure that "defectors" handled by his good friend Ahmed Chalabi's Iraqi National Congress (INC)such as Khidir Hamza, a former nuclear scientist who stoked totally unfounded fears that Hussein was reconstituting his nuclear-weapons programwere given the widest possible exposure to policy-makers. Senior intelligence officials have since identified the INC's defectors as the source of a great deal of the mis-, if not dis-information, that skewed its assessments. 

For Perle, Hussein's WMD program was simply a given. "If (Hussein) eludes us and continues to refine, perfect and expand his arsenal of chemical and biological weapons," he testified to Congress in the fall of 2002, "the danger to us, already great, will only grow." The problem, of course, was that the arsenal whose existence was never subject to the slightest doubt by Perle and his friends didn't exist. 

Indeed, just two weeks before his friend Kay acknowledged there were simply no weapons to be found, Perle insisted to an audience at his home base, the American Enterprise Institute, "I don't think that you can draw any conclusion from the fact that stockpiles were not found."

In covering up the trail of lies that led to war, Bush takes his cues from Tony Blair and Lord Hutton 
by Justin Raimondo  

Bush's decision to appoint a commission to examine why government officials averred with certainty that Iraq had "weapons of mass destruction" underscores the political side of globalization, and, as such, is not too surprising. After all, he had a model on the other side of the Atlantic, in British Prime Minister Tony Blair's halfway successful effort to cover up his own manipulations, thanks to Lord Hutton. Emboldened by this example of how to handle a burgeoning scandal, the President announced that a conclave of worthies would be convened  White House staffers compare it to the Warren Commission  to find out how we duped ourselves into going to war. Blair, in a neat trans-Atlantic triple play, took the opportunity to announce that he, too, would be setting up a similar inquiry into the mysterious case of the missing WMD. It's all so open and above-board.

Like hell it is.

Confronted with the inescapable truth that there are no weapons of mass destruction, and, as Bush's arms inspector David Kay put it, "we were almost all wrong," the War Party is trying mightily to slither out of it by saying that, as the pro-war broadsheet, The Australian, put it:

"We may be dealing here with one of the most extraordinary and unbelievable episodes in the history of dictatorships. It may be, as [Kenneth] Pollock suggests, that Hussein purposely contrived to make the world believe he had WMDs, either to bolster his prestige in Arab eyes, or to intimidate his internal enemies. Or, as Kay has suggested, it may be that his own scientists lied to him about what they actually had available."

Unbelievable is surely the word.

I seem to recall that the Iraqi regime submitted a 12,000 page document to the UN that chronicled, in excruciating detail, what we now know to be true: that Saddam had dismantled his WMDs shortly after Gulf War I. The document was immediately dismissed, of course, and anyone who took it seriously was denounced as a dupe, or worse  but the Iraqis, as it turned out, were telling the truth.

So who, I ask you, was lying? 

The idea that the War Party didn't lie us into war, that the whole thing was an "intelligence failure" that can be fixed if only we'll fire George Tenet and "reform" the CIA is not merely wishful thinking: it is the exact opposite of the truth. As Joshua Micah Marshall points out, this is:

"A pearl. Lapidary. As Churchill might have said, hypocrisy wrapped in mendacity, bundled up in ridiculousness. A true gem. Richard Perle tells the Times that the CIA did indeed sell the president a bill of goods. 'The president is a consumer of intelligence, not a producer of it,' Perle told the Times. 'I have long thought our intelligence in the gulf has been woefully inadequate.'

"Right. Perle has long been a staunch critic of the CIA. His argument was that they understated the scope of Saddam's WMD programs, naively discounted his ties to terrorist organizations and had an overly pessimistic vision of post-war Iraq.

"In other words, if the CIA is all wet, Perle is all wet squared. Or probably even cubed. The skeptical voices in the Intelligence Community  the ones who are now vindicated in spades  were the objects of his greatest derision. And his solution was to give even more credence to the unreliable defector testimony which played such a key role in our bamboozlement."

Here's what happened: instead of going through the CIA and normal intelligence channels, the neocons in the Department of Defense and in Vice President Dick Cheney's office set up their own intelligence-gathering operation. Known as the "Office of Special Plans," this shop, headed up by analysts William Luti and Abram Shulsky, and officially presided over by Douglas Feith, Undersecretary of Defense for Policy, bundled up every stray rumor ever featured on Debkafile or headlined in the Telegraph, and delivered it straight up to the President's desk, bypassing and trumping all the caveats and outright denials coming from Langley. 

An inside look at this cloak-and-dagger operation is provided by retired Lt. Colonel Karen Kwiatkowski, who, in the run up to war, worked in the bowels of the Pentagon, observing first-hand how the OSP became the underground redoubt of the neoconservatives. In a remarkable three-part series for The American Conservative, Col. Kwiatkowski detailed how non-neocons were purged, pro-war "talking points" were worked up, and the enemies of the War Party within the administration were openly maligned at staff meetings:

Napoleon III, Emperor of France, saw his opportunity. 

With the United States sundered and convulsed in civil war, he would seize Mexico, impose a Catholic monarchy and block further expansion of the American republic. 

In 1863, a French army marched into Mexico City. In 1864, Maximilian, the brother of Austrian Emperor Franz Joseph, was crowned Emperor of Mexico. The French empire had returned to North America a century after its expulsion in 1763. 

Secretary of State Seward did nothing until the Union armies had defeated the Confederacy. Then, he called in Gen. John Schofield, who had wanted to lead an army of volunteers into Mexico to drive the French out, and instructed him instead to go to Paris. "I want you to get your legs under Napoleon's mahogany and tell him he must get out of Mexico," Seward told Schofield. To impress upon Napoleon that the Union was in earnest, President Johnson, at the urging of Grant and Sherman, sent Gen. Sheridan with 40,000 troops to the Rio Grande. 

Napoleon got the message. The French army headed for the boats, and Maximilian went before a Mexican firing squad. 

Lesson: Nations are unwise to seize upon the temporary weakness of a great power to put military forces inside its sphere of influence. 

Which brings us to this headline in last week's Washington Post: "U.S. May Set Up Bases in Former Soviet Republics." 

The lead graph reads like something out of the London Times in the salad days of Kipling and Queen Victoria: "Secretary of State Colin Powell said Tuesday that the United States might establish military bases in parts of the former Soviet empire, but he sought to reassure Russians that increased U.S. influence in the region does not pose a threat to them." With bases already in Kazakhstan, Uzbekistan and Kyrgyzstan, we apparently intend to build a base in Georgia, birthplace of Stalin. 

Query: What are we doing there? What is the strategic interest in Georgia? Tiblisi is about as far away as one can get. Why are we rubbing Russia's nose in her Cold War defeat by putting U.S. imperial troops into nations that only yesterday were a part of that country? Powell anticipated the question: "Are we pointing a dagger in the soft underbelly of Russia? Of course not. What we're doing is working together against terrorism." 

But after Iraq, where we invaded an oil-rich country on what the world believes were false pretenses and forged evidence that Iraq had weapons of mass destruction, why should Russians not suspect our motives? 

After all, the neoconservatives who beat the drums loudest for war, and cherry-picked the intelligence sent to Bush that got us into war, have been braying for years that we intend to create an American empire and impose our "benevolent global hegemony" on all mankind. 

Why should Russians, Chinese and Iranians not believe America's crusader castles in Central Asia and the Caucasus are not part of a grand scheme for a Pax Americana? 

Have we forgotten our history? When Reagan put Marines into the middle of Lebanon's civil war, 241 perished in the terrorist bombing of their Beirut barracks. Reagan retaliated, but got out. He should never have gone in. Who runs Beirut or rules Lebanon is not our business. 

When we intervened in Somalia's civil war, we got "Blackhawk Down" in Mogadishu and 18 dead Rangers. Again, we pulled out. We should never have gone in. When we planted a U.S. army on Saudi soil after the Gulf War, we got 9-11. Now we have pulled out of there. 

How often must we be taught the lesson? 

Have we considered the consequences of planting military bases in countries afflicted by Islamic fundamentalism and ruled by autocrats who, only 15 years ago, were apparatchiks of Moscow? 

A U.S. imperial presence in Central Asia and the Caucasus resented by Russia, Iran and China and detested by Islamists is less likely to contain terrorism than to invite it. 

Even a cursory reading of U.S. history shows us to be an almost paranoid people about any foreign military presence near our frontiers. The French, British, Spanish and Russians were all bought off or driven out. Moscow's presence in Cuba and meddling in Grenada and Nicaragua in the Cold War were constant causes of American outrage. 

But if we are entitled to our own Monroe Doctrine  i.e., no foreign colonies or bases in our backyard  are not other great nations like China and Russia equally entitled? Why should they not feel as we do, and one day act as we did with Napoleon, and tell us to get out of Central Asia and to get out of the Caucasus? 

But, again, why are we going in? Other than empire, what is the vital interest here?

Anyone got more on this story - I was intrigued by the involvement of the
same postal sorting office as handled the previous anthrax find on 9/11,
2001: unidentified powder found to be leaking out of an envelope at
the Wallingford mail center in Conneticut - Feb 2, 2004].

Also, the day was the most recent 'named day' for more expected planes to
be falling from the sky onto US soil. Just a coincidence ?

David Kay holds a MA and a Ph D in International Affairs from Columbia and is a special advisor for the CIA in searching for Iraq's weapons of mass destruction. On January 28, 2004  during testimony to a Senate inquiry to the Iraqi WMD situation, he quite boldly personally pleaded for an independent body to investigate the failure of US intelligence because -- "we've got enough history to understand that  closed orders and secret societies, whether they be religious or governmental are the groups that have the hardest time reforming themselves in the face of failure without outside input. I must say my personal view and its purely personal, is in this case, it, you will finally determine that it is going to take an outside inquiry both to do it and to give yourself and the American people the confidence that you have done it." 

With two members, GW Bush and JF Kerry of the CIA-connected secret society the Order of Skull  Bones looking as the contenders for the White House. And both of these guys will not talk about their 501/c3 supported secret society. John Forbes Kerry, laughs nervously and says it is secret and he can't talk. George Walker Bush says it is so secret that he can't talk or just lies about the Order and says it doesn't exist. Why? Could it be because of the ties of Bones to the CIA ?  to drug-running?  to playing both sides of the street? to the military-industrial complex and war?  to the occult and sorcery?

Roger Stone, the longtime Republican dirty-tricks operative who led the mob
that shut down the Miami-Dade County recount and helped make George W. Bush
president in 2000, is financing, staffing, and orchestrating the
presidential campaign of Reverend Al Sharpton.

Though Stone and Sharpton have tried to reduce their alliance to a
curiosity, suggesting that all they do is talk occasionally, a Voice
investigation has documented an extraordinary array of connections. Stone
played a pivotal role in putting together Sharpton's pending application for
federal matching funds, getting dollars in critical states from family
members and political allies at odds with everything Sharpton represents.
He's also helped stack the campaign with a half-dozen incongruous top aides
who've worked for him in prior campaigns. He's even boasted about
engineering six-figure loans to Sharpton's National Action Network (NAN) and
allowing Sharpton to use his credit card to cover thousands in NAN
costs-neither of which he could legally do for the campaign. In a
wide-ranging Voice interview Sunday, Stone confirmed his matching-fund and
staffing roles, but refused to comment on the NAN subsidies.

Sharpton denounced the Voice's inquiries as phony liberal paternalism,
insisting that he'd talk to anyone I want and likening his use of Stone to
Bill Clinton's reliance on pollster Dick Morris, saying he was sick of
these racist double standards. He did not dispute that Stone had helped
generate matching contributions and staff the campaign. Asked about the
Stone loans, he conceded that he asked him to help NAN, but attributed the
financial aid to his and Stone's joint fight against the Rockefeller drug
laws, adding: If he did let me use his credit card to cover NAN expenses,
fine. The finances of NAN and the Sharpton campaign have so merged in
recent months that they have shared everything from contractors to
consultants to travel expenses, though Sharpton insists that these
questionable maneuvers have been done in compliance with Federal Election
Commission regulations.

Stone's Miami-based Fairbanks Limited also set up an e-mail service called
Sharpton-at-the-beach, which has issued dozens of releases highlighting
campaign achievements before news of them was posted on the campaign
website. His impact on strategy even included giving Sharpton the ax handle
he wielded at the July NAACP convention, which Sharpton used as a symbol of
former Georgia Democratic governor Lester Maddox, who became famous in the
'60s by chasing blacks from his restaurant with one. Sharpton stirred the
crowd, yelling from the podium: Anytime we can give a party 92 percent of
our vote and have to still beg some people to come talk to us, there is
still an ax-handle mentality among some in the Democratic Party. Sharpton
said he doesn't remember whether Stone gave him the ax handle. Stone
declined to comment, but has boasted to friends that he came up with the
theatrics.

Recruited in 2000 by his friend James Baker, the former secretary of state,
to spearhead the GOP street forces in Miami, Stone is apparently confident
that he can use the Democrat-bashing preacher to damage the party's eventual
nominee, just as Sharpton himself bragged he did in the New York mayoral
campaign of 2001. In his 2002 book, Al on America, Sharpton wrote that he
felt the city's Democratic Party had to be taught a lesson in

WASHINGTON -- A Senate colleague was trying to close a loophole that allowed 
a major insurer to divert millions of federal dollars from the nation's most 
expensive construction project. John Kerry stepped in and blocked the 
legislation.
Over the next two years, the insurer, American International Group, paid 
Kerry's way on a trip to Vermont and donated at least $30,000 to a tax-exempt 
group Kerry used to set up his presidential campaign. Company executives donated 
$18,000 to his Senate and presidential campaigns.
Were the two connected? Kerry says not.
But to some government watchdogs, the tale of the Massachusetts senator's 
2000 intervention, detailed in documents obtained by The Associated Press, is a 
textbook case of the special interest politicking that Kerry rails against on 
the presidential trail.
"The idea that Kerry has not helped or benefited from a specific special 
interest, which he has said, is utterly absurd," said Charles Lewis, head of the 
Center for Public Integrity that just published a book on political donations to 
the presidential candidates.
"Anyone who gets millions of dollars over time, and thousands of dollars from 
specific donors, knows there's a symbiotic relationship. He needs the donors' 
money. The donors need favors. Welcome to Washington. That is how it works."
The documents obtained by AP provide a window into Kerry's involvement in a 
two-decade-old highway and tunnel construction project in his home state of 
Massachusetts. Known as the "Big Dig," it had become infamous for its 
multibillion dollar cost overruns.
Kerry's office confirmed Wednesday that as member of the Senate Commerce 
Committee he persuaded committee chairman John McCain, R-Ariz., to drop a 
provision that would have stripped $150 million from the project and ended the 
insurance funding loophole.
The Massachusetts Democrat actually was angered by the loophole but didn't 
want money stripped from the project because it would hurt his constituents who 
needed the Boston project finished, spokeswoman Stephanie Cutter said.
When the "AIG investment scheme (came) to light, John Kerry called for public 
hearings to investigate the parties involved and the legality of the investment 
practices. However, he firmly believed cutting funding for the Big Dig was not 
the answer," Cutter said.
Instead of McCain's bluntly worded legislation, Kerry asked for a committee 
hearing in May 2000. Kerry thanked McCain at the start of the hearing for 
dropping his legislation and an AIG executive was permitted to testify that he 
believed the company's work for the Big Dig was a good thing even though it was 
criticized by federal auditors.
"From the perspective of public and worker safety and cost control, AIG's 
insurance program has been a success," AIG executive Richard Thomas 
testified.
Asked why Kerry would subsequently accept a trip and money from AIG in 2001 
and 2002 if he was angered by the investment scheme, Cutter replied: "Any 
contributions AIG made to the senator's campaign came years after the 
investigation. Throughout his career, John Kerry has stood up to special 
interests on behalf of average Americans. This case is no different."
The New York-based insurer, one of the world's largest, declined to comment 
on its donations to Kerry, simply stating, "AIG never requested any assistance 
from Senator Kerry concerning the insurance we provided the Big Dig."
The project has become a symbol of government contracting gone awry, known 
for its huge cost overruns that now total several billion dollars, and its 
admissions of mismanagement.
During the 1990s, Sens. Kerry and Edward Kennedy, D-Mass., helped win new 
federal funding for the project as its costs skyrocketed and threatened to 
burden the state's government. In 1998, Kerry was credited with winning $100 
million in new federal funding.
But in 1999, the Transportation Department uncovered a financing scheme in 
which the project had overpaid $129.8 million to AIG for worker compensation and 
liability insurance that wasn't needed, then had allowed the insurer to keep the 
money in a trust and invest it in the market. The government alleged AIG kept 
about half of the profits it made from the investments, providing the other half 
to the project.
Outraged by the revelations, McCain submitted legislation that would have 
stripped $150 million from the Big Dig and banned the practice of allowing an 
insurer to invest and profit from excessive premiums paid with government 
money.
"Any refunds of insurance premiums or reserve amounts, including interest, 
that exceed a project's liabilities shall be immediately returned to the federal 
government," McCain's legislation declared.
But
