The Army has decided to allow other religions to practice their beliefs on US bases, including the adherents of Wicca, or witchcraft. A handbook for Army chaplains also includes the Church of Satan among groups allowed to worship. "An Army that sponsors satanic rituals is unworthy of representing the United States of America," said Paul Weyrich, president of the Free Congress Foundation, a right wing group. The Military Pagan Network (MPN) hit back by saying that the Constitution specifically rules out discrimination based on religion. Any comments by the editor will be identified The National Religious Partnership for the Environment (NRPE), a formal agreement among the nation's four largest religious organizations: U.S. Catholic Conference National Council of the Churches of Christ Coalition on the Environment and Jewish Life Evangelical Environmental Network has been in the process of mailing "education and action kits" to 67,300 religious congregations, reaching 100 million church-goers across America. Paul Gorman, Executive Director of the Partnership, says: "...how people of faith engage the environmental crisis will have much to do with the future well-being of the planet, and in all likelihood, with the future of religious life as well." Gorman's comment may prove to be the understatement of the century. The objectives of the NRPE are nothing less than the transformation of social order into a global society organized around the notion that the earth itself is the giver of life, and that all the worldís religions are evolving into a state of enlightenment that recognizes Gaia as the true source of life and spirituality, and is the only relevant object of worship. To fully appreciate the scope and significance of the NRPE, we need to examine its origin, its development and the philosophy behind it and some of the program organizers such as James Parks Morton, James Lovelock, Robert Muller, Al Gore, Timothy Wirth, and many others. The Temple of Understanding, housed at the Cathedral of St. John the Divine, was founded in 1960 by Juliet Hollister and a prestigious group of "Founding Friends" including: H.H. the XIV Dalai Lama, Jawaharlal Nehru, H.H. Pope John XXIII, Eleanor Roosevelt, Anwar el-Sadat, Dr. Albert Schweitzer, U. N. Secretary- General U Thant, and others. The Temple developed a series of "Spiritual Summit Conferences" that met in Calcutta (1968), Geneva (1970), Harvard and Princeton Universities (1974) and at the Cathedral of St. John the Divine in New York City (1984). It also convened a conference on Mount Sinai in October 1984 to "thrash out an inter-religious consensus," for which Dr. Robert Muller, Assistant UN Secretary-General, and author of New Genesis, was asked to draft a "Declaration of the Unity of World Religions." Much work has been done by the Temple to create committees around the globe to advance this unification of all religions. One of these is the "North American Interfaith Network" which held international conferences in Wichita in 1987 and in Seattle in 1990. The UN Global Committee of Parliamentarians on Population and Development was created in 1982 with funding support from the UN Population fund, and a special trust fund established by the UN Development Program "to provide information on global survival issues to parliamentarians, spiritual leaders and the media, and to fund network meetings at the national, regional and global levels." It is significant that 12 individuals listed as Directors or Advisors of the Temple of Understanding are also members of the Global Forum Council, including the Very Reverend James Parks Morton, former Dean of the Cathedral of St. John the Divine, President of the Temple of Understanding, and co-chair of the Global Forum Council. The featured speaker at the 1988 Forum in Oxford England was James Lovelock, author of The Ages of Gaia. He told the audience: "On Earth, she (Gaia) is the source of life everlasting and is alive now; she gave birth to humankind and we are a part of her." Lovelockís Gaia hypothesis first appeared in 1979 and evolved into Gaia: A New Look at Life on Earth, published by Oxford Press in 1982. The Gaia hypothesis contends that the earth itself is a living organism, the source of all life, and which has the capacity to regulate, or "heal" herself under "natural" conditions, but humans have developed technology that overwhelms Gaia's capacity to "heal" herself, she is therefore doomed to destruction unless we stop our technological assault. Lovelock told the Forum that global warming, caused by human activity may be likened to a fever in a human. [ed. note: unproved, real scientific research has yet to prove global warming is a fact. How has corporate America shafted us this month? Let us count the ways. One, they profit off our misery and the misery of our parents and grandparents. Earlier this month, the District Attorney in San Jose, California charged a nursing home company with six felony counts of elder abuse. The lead prosecutor in the case, Randy Hey, a 25-year veteran, says he can't remember the last time he criminally investigated a corporation for a crime. But then came the nursing home, Guardian Postacute Services Inc. Hey was told of a patient at a Guardian nursing home in Los Gatos. A feeding tube was inserted into the patient, but the tube was not properly cleaned, and she was eventually rushed to an area hospital. "At the hospital, the doctors could smell the area where the bandage was covering the tube," Hey said. "They pulled it off and there were maggots everywhere." "At that point, Guardian came to me and told me they were going to lose their federal funding if they were convicted of elder abuse," Hey said. Hey figured this might be an isolated incident. "I did not want to be in a position for being responsible to shut down 16 facilities. So, we looked to see what else was out there. We found over 60 Department of Health violations statewide, with the majority being in our county. And we expanded the investigation and found five other problems, which resulted in five additional felony counts. As a result of the publicity, we have received much more information and we are investigating a substantial number of new cases." The company pled not guilty on all counts. A lawyer for the company told us that the facts of the case "don't support a criminal violation." We hope they do. Two, they invade our privacy Earlier this week in Minneapolis, Minnesota Attorney General Mike Hatch filed a lawsuit against U.S. Bank for allegedly releasing customers' private banking information to Member Works, a telemarketing company, in exchange for a fee of $4 million plus commissions. Hatch charged that U.S. Bank, a unit of U.S. Bancorp, violated the federal law and state privacy laws by providing the telemarketing vendor with such private information as Social Security numbers, account balances, transactions and credit limits. Hatch alleged that U.S. Bank provided Member Works with its customers' name, address, telephone numbers of the primary and secondary customer, gender, marital status, homeownership status, occupation, checking account number, credit card number, Social Security number, birth date, account open date, average account balance, account frequency information, credit limit, credit insurance status, year to date finance charges, automated transactions authorized, credit card type and brand, number of credit cards, cash advance amount, behavior score, bankruptcy score, date of last payment, amount of last payment, date of last statement, and statement balance. How about the size of our underwear? Did they get that too? Member Works used the U.S. Bank customer data to sell memberships in a health program that allowed members to get discounts on dental and health care visits. Three, they destroy the planet and then set up corporate front groups inside the beltway bubble to lie to us. For the past couple of years now, the Global Climate Coalition (GCC), a corporate front group made up of 200 corporate thugs -- polluters like Exxon, General Motors, Ford, Texaco -- has worked to pull the wool over our eyes on global warming. These 200 predators are the companies spewing carbon monoxide into the atmosphere and turning the atmosphere into one giant greenhouse. Ozone Action's John Passacantando says that the polluters could end the threat of global warming if they simply embrace currently available technology to make the economy work more efficiently. With sea levels projected to rise one to three feet as a result of the global warming, there goes Miami Beach and a good part of Florida. Talk about corporate crime. A friend of ours likes to quote his Rabbi to the effect: "In regard to cruelties committed in the name of a free society -- some are guilty, while all are responsible." We've modified that a bit. -Caveat Lector- The point I attemtped to make so badly the first time is, when the convention was finished and the Constitution for the united States had been created, it was ratified in a two step process. The first step was an election by electors in each of the states for the purpose of choosing electors to vote the Constitution up or down. It was a one time special election to choose those whose only duty was to make thios one vote then go home. The legislatures had no connection to either vote. The electors went to the polls and voted for men who stated either they would vote for or against the proposed constitution. People chose which elector to vote for by their stance on the new proposed constitution. The other thing I wanted to comment on was that the Constitution for the united States of America didn't create any "Federal Government". If you read it at face value all the Constitution did was create three equal departments of a federal system. These three (triumvirate) operate in an agreement (international private law) with the states. The states operate viz the triumvirate under the doctrine of interposition. The triumvirate operate viz the states under the doctrine of supression. The states gave up some of their sovereignty granted under their constitutions to the triumvirate but retained all other granted powers. Both levels of government where granted their charters from the people who remain the true sovereign under this system. The Texas Constitution Article 1 Section 2 says that the people may alter or abolish their government by any means that they deem necessary. The people of Texas are the true sovereigns. It is as stated in Chisholm vs Georgia. The People are Sovereigns without subjects. I have read a lot of new stuff on this subject but the interpretations put to them are new. If you go the a good law library and check out the Scottish Law section look for a discussion of International Private Law. It is explained in Scottish Law much plainer than elsewhere. Look up the Doctrine of Interposition from a variety of sources and you should find a discussion of our federal system going back to the beginning before the constitution was written but being discussed. -Caveat Lector- FBI Investigates PC E-Mail Virus Macintosh, Unix Systems Seem Safe By BRUCE MEYERSON .c The Associated Press NEW YORK (June 11) - The FBI on Friday tried to trace the source of a file-destroying software bug that has hit tens of thousands of computers, while software companies posted new virus-killing programs on their Web sites. The Worm.Explore.Zip bug disguises itself as a friendly piece of e-mail, similar to the recent Melissa virus, which infected hundreds of thousands of machines. However, there were signs Friday that it may not be spreading as fast as Melissa. Computer security experts were still trying to assess the outbreak, which even infiltrated computer systems at technology leaders such as Compaq Computer and Motorola, as well as major companies including ATT, Boeing and General Electric. First detected early this week, Worm.Explore.Zip fools people by masquerading as a message from a friend or acquaintance. It contains an attached file that, when opened, unleashes a malicious program that can wipe out the contents of documents, spreadsheets, graphic presentations and other important files created by Microsoft programs. But thanks to the run-ins with the Melissa and Chernobyl viruses earlier this spring, computer systems managers reacted more quickly when word of Worm.Explore.Zip began to spread. ``We continue to get direct reports, but they're not increasing at the rate it might have, so we're encouraged by that,'' said Mark Zajicek, a member of the Computer Emergency Response Team at the Software Engineering Institute at Carnegie Mellon University in Pittsburgh. Zajicek warned, however, that computer users still need to be cautious about any e-mail with an attachment. ``It's too early to tell how far it's already spread and difficult to tell how far it will spread in the coming days and weeks,'' he said. The FBI issued a warning on its Web site. ``Users should exercise caution when reading their e-mail for the next few days and bring unusual messages to the attention of their system administrator,'' said Michael A. Vatis, director of the FBI's National Infrastructure Protection Center. ``The transmission of a virus can be a criminal matter, and the FBI is investigating.'' Worm.Explore.Zip is the third major bug to sweep across the Internet since late March, when the Melissa virus overwhelmed systems with floods of e-mail. A more damaging virus named Chernobyl struck in late April, but did most of its harm overseas. The new bug is only known to attack computers using Microsoft operating systems Windows 95, Windows 98, and Windows NT. Rival operating systems such as Macintosh and Unix apparently are not vulnerable. The bug also contaminates a computer's e-mail program and sends a copy of itself as a reply to any incoming e-mail. That aspect of the Worm.Explore.Zip makes the bug particularly threatening for companies with large computer networks where workers regularly zip e-mails back and forth. ``Once the virus has started within an organization, it embeds itself into the system,'' said Jan Kaminski, president of FastLane Technologies, a maker of computer network software in Halifax, Nova Scotia. ``There's nothing you can do until you actually remove some files from the machine.'' Software companies said the bug was first detected in Israel earlier this week and has reached at least 12 countries. Early warnings helped ATT, Compaq and GE contain the damage Thursday when their computer systems were infected, while Microsoft said it shut down its corporate e-mail system for two hours as a precaution. At Boeing, the company shut down an e-mail system that links 160,000 computers. ``We're hopeful we got things shut down fast enough so it will minimize the loss of any documents,'' said spokesman Dave Suffia. At Lucent Technologies, which makes telecommunications equipment, strange messages began appearing on computers on Thursday morning, said spokesman John Skalko, who inadvertently activated Worm.Explore.Zip on his computer. ``That was enough. I lost all my (Microsoft Word) files,'' said Skalko, estimating that 150 documents were destroyed. At least 20 to 30 other computers were stricken by the virus before Lucent technicians shut down the e-mail system and inoculated it. ``I think we nipped it in the bud,'' said Skalko. Worm.Explore.Zip arrives with a friendly message: ``Hi (Recipient Name)! I received your e-mail and I shall send you a reply ASAP. Till then, take a look at the attached zipped docs.'' The message is harmless unless a person opens the ``zipped docs,'' a term referring to a compressed file sent with the e-mail. By opening that file, a person unknowingly activates the bug. Russia, NATO Tension Reported By CANDICE HUGHES .c The Associated Press PRISTINA, Yugoslavia (AP) - Streaming into Kosovo's capital, almost unopposed by retreating Serbs, NATO peacekeepers came face-to-face today with the Russian troops who beat them to the city. A U.S. official said the two sides were running ``a coordinated occupation,'' but some reports described tense moments between NATO troops and the small Russian force. Amid more confusion in Moscow over who decided Friday to send the Russian column, U.S. and Russian negotiators worked feverishly to design a formal job for Russia in the Kosovo peacekeeping force. But there was no immediate result and no sign the column was planning to leave, as Russia's foreign minister had promised. President Clinton was to talk by telephone Sunday with Russian President Boris Yeltsin. The first meeting between British and Russian forces at Pristina's airport was ``cordial,'' said Gen. Henry Shelton, chairman of the Joint Chiefs of Staff. ``It's a coordinated occupation right now and the final details are going to be worked out,'' Shelton told reporters in Washington, adding that there would be 800 NATO troops in the area by nightfall. The Russian forces are believed to number 200-300. A British pool reporter described a tense encounter at the airport when Russian forces, supported by Serbs, initially tried to bar British forces from the airport. American Apache helicopters buzzed overhead and British Challenger I tanks were ordered forward in a show of strength, but Serbs blocking the entrance refused to back down. Many Serbs believe NATO forces will be unwilling or unable to save them from revenge attacks by ethnic Albanians, and see Russian troops as their protectors. The impasse at the airport wasn't resolved, the report said, until negotiations were convened between the Russian commander, his Serb counterpart and British Brigadier Adrian Freer, commander of the British 5th Airborne brigade. A British Foreign Ministry spokesman, reached for comment in London, said the description of the situation ``does not tally with anything we are getting through from Pristina.'' According to the ministry's information, ``relations between British and Russian troops were cordial at worst, and in fact very good,'' said the spokesman, speaking on customary condition of anonymity. Another British pool report said three hours of talks between Freer and a one-star Russian general had failed to produce an agreement on use of the airport, which Russia and NATO were to divide. Freer admitted that the overall control of the airport was probably in the hands of the Russians, the report said. It was unclear how the airport would operate. The situation at the airport remained tense late Saturday. Evans said Russian armored personnel carriers buzzed a group of reporters gathered in the pouring rain on the runway, awaiting a news conference by Lt. Gen. Sir Michael Jackson, overall commander of the Kosovo Peace Force who arrived late Saturday. Earlier, a thunderstorm and heavy hail greeted the British column as it reached Pristina's city limits after an orderly 11-hour march north from the Macedonian border. The NATO march through the rugged mountain passes from the Macedonian border toward Pristina proceeded slowly, but the tempo accelerated once reaching flat ground. The convoy moved cautiously for fear of mines or Serb snipers, but there were no incidents. French tanks, however, were stopped by a minefield along the Yugoslav-Macedonian border. A French mine-clearing team was dispatched to the area, while 1,200 French infantry were preparing to leap-frog over the minefield to fan out into the province. Some Americans and about 200 Germans crossed the border, too, and the Italians were to enter Kosovo later Saturday. A larger contingent of the expected 8,500 Germans were to march into Kosovo from Albania on Sunday, and U.S. Marines were to move in as early as Sunday. The Americans who crossed into Kosovo included liaison and de-mining personnel. There were no specific figures, although the Pentagon said it was fewer than 100 people. U.S. Apache attack helicopters escorted larger Puma and Chinook helicopters carrying jeeps and other equipment to outposts. As the British convoy reached Urosevac, a key town about midway between the border and Pristina, about 100 ethnic Albanian villagers, waving and chanting ``NATO! NATO!'' briefly blocked the road before troops gently asked them to move aside. The legislation making the ``Hinomaru'' - a scarlet disc on a white background - the national flag and the ``Kimigayo'' song the national anthem now moves to Parliament for consideration. The vote followed a dispute between the Education Ministry, which has pushed schools to display the flag and sing the anthem, and pacifist teachers and other groups opposed to the symbols. The conflict peaked earlier this year when a high school principal in Hiroshima, a hotbed of opposition to the flag and anthem, committed suicide while caught in an emotional debate over whether to use the Hinomaru and Kimigayo at an upcoming graduation ceremony. The flag and anthem have been defacto national symbols for decades, but postwar governments have shied away from giving them legal status because many people consider them emblems of Japanese militarism that led to World War II. Many schools have refused to fly the flag and sing the anthem. After the suicide in Hiroshima, the government moved to clear up the ambiguity. ``It is important to establish clearly in a written law a custom that has been long accepted by the people,'' Education Minister Akito Arima said after Friday's Cabinet decision. In a concession to opponents, however, the legislation does not include a requirement that Japanese pay respect to the flag and anthem - leaving it unclear how the symbols will be used in the future. Government officials have said in the past that the bill would still not require schools to use them. See EcoNews Service response to SOHO, posted on IUFO on separate post. No satisfactory answer had yet emerged for the 7 day (June 1 to 7) delay in public reporting of the CME solar explosion. BBC was the first to report it, not US media, which are usually space-oriented. The entity with the most to gain in any suppression of the June 1 solar event is in fact NASA, as a solar explosion of this magnitude would rasie reasonable doubts as to the wisdom of continuing the Cassini Earth flyby after its June 24 Venus flyby. Certainly SOHO provided us no satisfactory answers to these issues when they wrote us, and the fellow that wrote us was directly involved in initial monitoring of the June 1 CME (see correspondence in SOHO post). Our experience is that manipulation of the media on space issues does occur in the United States in particular, and we stand by our story. Thankfully, a growing number of US media outlets are contacting us for details. But your uncharacteristic reaction does not help ferret out the truth. The continuing risk for Cassini remains, however, and you yourself summed up some of the unknowables: Because I don't design spacecraft for a living, I don't know how vulnerable Cassini might be to a coronal mass ejection from the Sun. I do know that deep-space probes are carefully designed with just that type of disturbance in mind. SOHO, which is outside the Earth's protective magnetic field, has weathered countless such events without a hitch, as have the Voyager probes from the 1970s, the recent Venus orbiter that mapped the surface of that planet, and innumerable other bits of NASA hardware flying around the solar system. The concerns for the Cassini flyby after its June 24 Venus flyby are multiple and remain, especially during the period of high solar event risk through January 2001. Our understanding is that more advanced, safer solar power packs were available in the design phase, and were overruled in favour of the plutonium RTG's, for reasons which remain obscure, and which are not justified by the environmental risks involved. Moreover, you may not be aware that the Cassini Earth flyby (Aug. 18) is scheduled just a week after the Aug. 11 Solar Eclipse, the last of this century. This timing adds immeasurably to Cassini's risk. Eight anti-plutonium demonstrators marched with signs among the lunchtime crowd. It was not delivered through public or diplomatic channels, but by a fry cook from a Chinese restaurant in Little Rock, who had no serious education and no foreign policy experience. This man placed a strategic memo in front of the president at a time of International crisis, resulting in a reply that changed a long established element of foreign policy. Only in Bill Clinton's America. The messenger was Yah Lin "Charlie Trie," Chinese gangster, Little Rock chef,DNC fund raiser, and current criminal defendant. To Trie, the president of the United States is "Lao Ke" or "Old Clinton." According to the Los Angeles Times, "When they meet, the two men embrace like lost brothers." Trie belongs to a secret Chinese criminal society: he is a member of the "Four Seas" Triad gang. William Triplett and Edward Timperlake authors of "Year of the Rat" uncovered this unsavory fact in private conversations with senior Taiwanese officials. They did not take the charge lightly and confirmed Trie's Triad connection after conferring with informed persons in Taiwan and other credible media sources who for understandable reasons [Triad "soldiers" are extremely creative killers] remain unnamed. Trie was born in Taichung, Taiwan, on August 15, 1949; he emigrated to the United States, settling in Little Rock to work with his sister Dailin Outlaw; he worked his way up from busboy to cook to co-owner, with his sister, of the Fu Lin Chinese Restaurant. His Taiwan background tells us more. He grew up in a military housing environment known on Taiwan for producing individuals with a somewhat casual attitude toward the law. He was one of what the Asia Times called "children of mainlanders who had followed the Nationalist Government's retreat to Taiwan in 1949 and had begun [criminal Triad activity] by engaging in street fights and the collection of protection money." Apparently allowed to lie low in Little Rock, Trie became of service when the permanent campaign began to accelerate Clinton's political fortunes in Arkansas. He began to befriend the young and obviously ambitious politician as soon as he arrived in Little Rock. The friendship grew, it seems they traveled together to Taiwan while Clinton was governor. By the time Bill Clinton took the oath of office as president, he was perfectly positioned to help his friend Charlie, and vice versa. As tool for the PRC and the Triads, Trie had the advantage of not having to face the question of "where he came from." He had been in Little Rock since sometime in the late 1970's, and had known the Clintons for almost as long. His relationship with them was not something that, on its face, cried out for explanation. Thus, Trie was the perfect Triad/PRC messenger and "agent in place," ready to be reactivated without suspicion. As the Canadian study of Triad behavior points out, "Once a Triad, always a Triad." At some point around 1992, Trie acquired a business partner-Ng Lapseng, the Triad connected tycoon from Macau. Trie and Ng went into the real estate business. They had no success in the U.S. real estate market, but they didn't really need it; Ng had and has plenty of successful businesses in Macau. This fact becomes important when we turn to Trie's mysterious donation to the Clinton Legal Defense Trust on March 21, 1996. Their U. An Agency that put Ambassadors overseas to present the interests of the United States of America. Prior to July 4th, of 1776, Benjamin Franklin had been in London for near twenty years. He had originally applied to be a collector for the excise, imposts and duties, imposed under the Navigation Acts, the Townsend Acts of 1760. When he had first hand witnessed the outrage of Americans over these new impositions imposed by the Parliament under the Seal of the Britannic Majesty, , he dropped his petition and went off to London to lobby for the Colonial interests. The United States, an artificial creation, was dominated by the American Stockholders of the Virginia company. George Washington, and Alexander Hamilton among others, had the need to protect their domestic investments, but also their overseas trade, especially to China. The Kings Navy controlled the seas. Only under his protection could you trade from your American Ports. Alexander Hamilton received a stipends from his Britannic Majesty during his tenure under the Administration of George Washington. Alexander Hamilton represented Londons Interest in America for the Virginia Company. The Title of Nobility Amendment was the recognized supreme law of the Land. King George III, was so incensed over this slap at his treaty of 1783, and 1794, that he sent troops to land upon our Shores here in Maryland, and successfully burned all the public records in Washington City. The records burned were the State resolutions acknowledging the Thirteenth Amendment. So to insure the absolute domination of the United States over its creators, the States, the Lincoln Administration embarked upon the foolish slaughter and maiming of over one million Americans. Under the Tariff Act of 1828, the United States imposed high imposts upon the goods the Southern State bought from overseas. This was an artificial increase imposed by a Congress of the United States to protect a special class, the burgeoning industrialist of the northern states. John C. Calhoun, stood up to Andrew Jackson, and stated, that the States were Sovereign and Independent and not at the mercy of a Corrupted Congress of the United States. Andrew Jackson, a staunch militarist, surrounded South Carolina with 100,000 thousand Federalized Troops in 1833, and dared John C. Calhoun to leave the Union under the Constitution. The Result of this standoff, was the first of many dramatic compromises between the National Government in Washington City, and its Superiors, the States. This First Compromise, reduced the Tariff of Abominations over the next ten years starting in 1833.. Andrew Jackson forced the closure of the Kings Bank in 1836. He knew that certain hands of ownership led back to John C. Marshall who owned 4000 shares of Stock in the Kings Bank.. He demanded that all debt to the United States be paid in specie. This ruined the script of the Bank of the United States. Loans were called in to be redeemed in gold and silver, which had been lent in script. The Panic of 1837, was the direct cause of the

A VERY BRIEF HISTORY OF TRIADS

The commonly accepted myth about triads is that they began as a resistance
movement to the Manchu emperors. The Manchu were from a country north of
China (Manchuria) and were seen as foreign rulers, who took China's northern
capital (Peking) by force, and established their dynasty in 1674.
In the thirteen year of rule of the second Manchu emperor (Kiang Hsi), a
monastery of fighting monks ("Siu Lam") were recruited by the emperor to
defeat a rebellion in Fukien. These monasteries received some imperial power
as a reward. Due to court jealousies, these Fukien Buddhist monks were then
themselves seen as a threat, and an army was sent to suppress them. Eighteen
monks escaped, but only 5 survived further, who are thought to have founded
5 monasteries, and five secret societies, dedicated to overthrowing the
Manchu (also known as the Ching) dynasty, and restoring the previous Chinese
Ming dynasty, which was seen as a golden age for China. Their motto became
"Crush the Ch'ing, establish the Ming".
The family name of the Ming emperors was "Hung", and their colour was red,
so both Hung and red are associated with Chinese secret societies. The
societies called themselves the "Hung Mun". Secret codes were developed, to
frustrate the emperor's spies. However, this secrecy, and the martial arts
training, eventually led to the associations being used for criminal
purposes, instead of political ones. During this period many Hung Mun were
seen as protectors of the people against a repressive and sometimes vicious
regime of the emperor.
These secret societies played roles in several rebellions against the
Manchus, notably the White Lotus Society rebellion in Szechuan, Hupeh and
Shansi in the mid-1790's; the "Cudgels" uprising in Kwangsi province, 1847
to 1850; and Hung Hsiu Chuan's Kwangsi-based rebellion 1851-1865. Hung
called himself Christ's brother, and rebellion (called T'ai Ping) was
crushed with the aid of the Western powers. The Boxer Rebellion in Peking in
1896-1900, involved the White Lotus Society, as well as other triads called
the "Big Swords" and the "Red Fists". Sun Yat Sen, the founder of Republican
China, was allied with the Hsing Chung triad society, in his 1906 rebellion.
Meanwhile, the Western powers and Japan virtually raped China, enforcing
opium drug sales by war, stealing gold and heritage antiques, and demanding
huge recompensation for any affront.
The Manchus (the Ch'ing) were overthrown in 1911, but there were no Mings
left to restore.
Sun Yat Sen's successor was warlord Yuan Shik Kai, who worked with the
triads in corruption. The Nationalist government set up in 1927 in Nanking
was headed by a known killer and criminal member of the Shang Hai Green
Gang, Chiang Kai Shek. The triads took over the government of southern
China, and fought the Communists, later under Mao Tse Tung, for total
control. The Western powers used this "Green Tang" organized crime group to
suppress any labour unrest, and to kill off communists.
When the Japanese invaded most major Chinese cities in World War Two, the
Triads offered to work for them instead. In Hong Kong, the Triads ran
criminal enterprises for the Japanese. The Japanese united the gangs under
an association called the "Hing Ah Kee Kwan" (Asia Flourishing
Organization). The gangsters were used to help police the residents of Hong
Kong, and to suppress any anti-Japanese activity. The gangs were paid
through a Japanese front company, called Lee Yuen Company.
Following World War Two, the target of the West and the Triads became
Communists again, and Chiang Kai Shek's nationalist government campaigned to
increase Triad membership. In Southern China, this campaign was under
Nationalist army lieutenant general, Kot Siu Wong, who had his headquarters
at number 14, Po Wah Road, Canton. This is where the name of the "14 K"
triad is thought to have originated. It was estimated that in 1947, there
were 300,000 Triad members in Hong Kong alone.
When Mao Tse Tung's communists were victorious by 1949, these Triad
nationalists were dispersed to Hong Kong, Macao, Thailand, San Francisco,
Vancouver, and Perth Australia. [The remnants of Chiang Kai Shek's KMT
(Kuomintang) south China army was forced into the Burmese

-Caveat Lector- Asian Street Gangs and Organized Crime in Focus A Rising Threat From the Far East On February 9th of this year, two young men of a criminal bent burst through the doors of the Chinatown Community Center at 250 W. 22nd Street and threatened the directors, Mark Lee and Houlin Li, with physical harm unless they immediately agreed to cancel a neighborhood festival which they deemed objectionable. The two offenders identified as members of the Hip Sing and On Leong organizations were arrested later that day by Chicago Police assigned to the 21st District, and charged with acts of intimidation. Seventeen other men were picked up for similar offenses at the Chinese New Year celebration in this secular, highly insulated community where close-mouthed secrecy prevails. Behind the pleasing facade of Asian restaurants, bakeries, herbal medicine drug stores, and gift shops pandering to suburbanites and tourists, investigators have been tracking a major heroin trafficking operation involving the importation of multiple kilos of heroin brought into the neighborhood for resale on the street. These incidents underscore the ever-evolving, ever changing face of organized crime in Chicago - the rise of Asian street gangs. The Chicago Police Departments Asian Task Force, formed in October 1989, has been disbanded in favor of an International Enterprise Crime Task Force, headquartered out of 219 S. Dearborn and under the auspices of the FBI and the Illinois State Police The tide of foreign nationals pouring into this city from Southeast Asia, the Caribbean, Mexico, and South America have forced law enforcementofficially to divert thinly stretched resources across the board to counter each new threat. Skilled investigators like Pat McCarthy of the Chicago Police Department are constantly on the trail of Asian gangbangers, but their task is never an easy one because of the mobility of the criminals they deal with. Very often a gangbanger from another city will arrive in Chicago, complete a specific job, and slip away in the night without leaving behind a clue as to their identity. This is particularly true in the growing Vietnamese community. Asian crime is difficult to investigate, even harder to prosecute because of the reluctance of the victims to approach the police. The vast majority of the people the gangs target are Asian, and because of long standing mistrust and suspicion directed against the police and the government - attitudes that took shape overseas in the face of brutal political oppression - it is often hard to gauge the extent of the local problem. Immigrant Belizians, Hmong, ethnic Chinese, and Vietnamese have organized street gangs that in some ways, constitute a greater danger to the public safety than Larry Hoovers army of drug runners who peddle dime bags in the projects. The Belizians, it was pointed out by Detective John Sebeck of the Chicago Police Department at a recent gang crimes seminar sponsored by the National Gang Crime Research Center at Chicago State University, shoot first and ask questions later. The Chinese gangs in Chicago have evolved out of two old and historic community organizations - the Hip Sing are active in the Uptown community along the lakefront. The On Leong, a Tong sharing the same name as the On Leong Merchants Association, are a South Side group. The first American-based Tong - the literal translation means meeting hall, is an extension of the merchant associations that were first organized in 1847 in San Francisco as a means of preserving cultural identity and providing a social outlet. Not every member of a Tong is criminally inclined. Not every Tong however, has peaked the interest of federal and local law enforcement as the On Leong right here in Chicago. In the early 1990s, the On Leong Merchants Association was the focus of a federal racketeering trial that exposed the links between the Chicago outfit and a multi-million-dollar gambling ring headquartered along 22nd Street. On Leong traces its Chicago roots to the 19th century where it existed as a social and benevolent organization to indoctrinate Chinese immigrants to the American way of life. During the 1991 federal racketeering trial of 11 Chinese businessmen accused of running a gambling game from inside the On Leong casino- a continuing enterprise that netted $2 million dollars between 1974 and a police raid in April 1986 - prosecutors secured conviction on tax conspiracy charges against Wilson Moy, often described as the unofficial mayor of the Chinatown community. Former mob attorney and federal informant Robert Cooley testified during the trial that Moy and another man gave him $100,000 to pass on to former First Ward Alderman Fred Roti and Pat Marcy, the mobbed-up secretary of the First Ward Democratic Organization in order to influence the outcome of the 1981 William Chin murder case in the Cook County Circuit Court. The jury failed to reach a verdict on this

I have seen some of my most stalwart friends flinch before the accusation that they--in asking, let us say, for a single-payer health care system--were calling for "big government." So insistent has been the press and the political leadership of the country--in both parties--that "big government" is a plague to be avoided, that otherwise courageous people on the left have retreated before the attack. It's an issue, therefore, that deserves some examination. When Bill Clinton, in his 1996 campaign, announced happily that "the era of big government is over," he was suggesting that the United States had gone through an unfortunate phase that was now ended. He was repeating the myth that there once was a golden past where the "free market" reigned and the nation followed Jefferson's dictum: "that government is best which governs least." Big government has been with the world for at least 500 years, and became very big in this country (Jefferson never followed his own pronouncement, as he doubled the territory of the government with the Louisiana Purchase). It was the rise of the modern nation state in the sixteenth century that introduced big government to centralize the tax system and thus raise enough money to subsidize the new worldwide trading organizations, like the Dutch East India Company and the British East India Company. Both of these companies were granted government charters in about 1600, giving them monopoly rights to maraud around the world, trading goods and human beings, bringing wealth back to the home country. The new nation states now had to raise armies and navies to protect the shipping trade (especially the slave trade) of these powerful companies, to invade other parts of the world, to forcibly take land, for trading and settling, from indigenous people. The state would use its power to drive out foreign competitors, to put down rebellions at home and abroad. "Big government" was needed for the benefit of the mercantile and land-owning classes. Adam Smith, considered the apostle of the "free market," understood very well how capitalism could not survive a truly free market, if government was not big enough to protect it. He wrote, in the middle of the eighteenth century: "Laws and governments may be considered in this and indeed in every case, a combination of the rich to oppress the poor, and preserve to themselves the inequality of the goods, which would otherwise be soon destroyed by the attacks of the poor, who if not hindered by the government would soon reduce the others to an equality with themselves by open violence." The American colonists, having fought and won the war for independence from England, faced the question of what kind of government to establish. In 1786, three years after the treaty of peace was signed, there was a rebellion of farmers in western Massachusetts, led by Captain Daniel Shays, a veteran of the war. The uprising was crushed, but it put a scare into those leaders who were to become our Founding Fathers. After Shays's Rebellion, General Henry Knox warned his former commander, George Washington, about the rebels: "They see the weakness of government; they feel at once their own poverty, compared to the opulent, and their own force, and they are determined to make use of the latter in order to remedy the former. Their creed is that the property of the U.S. has been protected from the confiscations of Britain by the joint exertions of all, and therefore should be the common property of all." The Constitutional Convention in Philadelphia for 1787 was called to deal with this problem, to set up "big government," to protect the interests of merchants, slaveholders, land speculators, establish law and order, and avert future rebellions like that of Shays. When the debate took place in the various states over ratification of the Constitution, the Federalist Papers appeared in the New York press to support ratification. Federalist Paper 10, written by James Madison, made clear why a strong central government was needed: to curb the potential demand of a "majority faction" for "an equal division of property, or for any other improper or wicked object." And so the Constitution set up big government, big enough to protect slaveholders against slave rebellion, to catch run-away slaves if they went from one state to another, to pay off bondholders, to pass tariffs on behalf of manufacturers, to tax poor farmers to pay for armies that would then attack the farmers if they resisted payment, as was done in the Whiskey Rebellion in Pennsylvania in 1794. This excellent month I'm called upon for two celebrations--one for the distinguished career of Robert Heilbroner, the most interesting, innovative, and influential of liberal economists, and the other for The Progressive magazine, now ninety years young. I here venture the same theme for both. It is this: Most economists commit what I, in a professionally cautious way, call innocent fraud. It is innocent because most who employ it are without conscious guilt. It is fraud because it is quietly in the service of special interest. Let's begin with capitalism, a word that has gone largely out of fashion. The approved reference now is to the market system. This shift minimizes--indeed, deletes--the role of wealth in the economic and social system. And it sheds the adverse connotation going back to Marx. Instead of the owners of capital or their attendants in control, we have the admirably impersonal role of market forces. It would be hard to think of a change in terminology more in the interest of those to whom money accords power. They have now a functional anonymity. But most of the people who use the new designation--economists, in particular--are innocent as to the effect. They see nothing wrong with their bland, descriptive terminology. They pay no attention to the important question: Whether money--wealth--accords a special power. (It does.) Thus the term innocent fraud. The fraud also conceals a major change in the role of money in the modern economy. Money, we once agreed, gave the owner, the capitalist, the controlling power in the enterprise. So it still does in small businesses. But in all large firms the decisive power now lies with a bureaucracy that controls, but does not own, the requisite capital. This bureaucracy is what the business schools teach their students to navigate, and it is where their graduates go. But bureaucratic motivation and power are outside the central subject of economics. We have corporate management, but we do not study its internal dynamics or explain why certain behaviors are rewarded with money and power. These omissions are another manifestation of fraud. Perhaps it is not entirely innocent. It evades the often unpleasant facts of bureaucratic structure, internal competition, personal advancement, and much else. This innocent or not-so-innocent fraud masks an important factor in the distribution of income: At the highest levels of the corporate bureaucracy, compensation is set by those who receive it. This inescapable fact fits badly into accepted economic theory, so it is put aside. In the textbooks, there is no bureaucratic aspiration, no reward for bureaucratic achievement, no bureaucratic enhancement by merger and acquisition, and no personally established compensation. Bypassing all of this is not a wholly innocent fraud. A more comprehensive fraud dominates scholarly economic and political thought. That is the presumption of a market economy separate from the state. Most economists concede a stabilizing role to the state, even those who urgently seek an escape from reality by assigning a masterful and benign role to Alan Greenspan and the central bank. And all but the most doctrinaire accept the need for regulation and legal restraint by the state. But few economists take note of the cooptation by private enterprise of what are commonly deemed to be functions of the state. This is hidden by the everyday reference to the public and private sectors, one of our clearest examples of innocent fraud. Take the common outcry about corporate welfare. Here the private firm, as it is called, receives a public subsidy for its product or service. But what is called corporate welfare is a minor detail. Far more important is the full-fledged takeover by private industry of public decision-making and government spending. The clearest case is the weapons industry. Given the industry's command of the Congress and the Pentagon, the defense firms create the demand for weaponry, prescribe the technological development of our defense system, and supply the needed funds--the defense budget. There is no novelty here. This is the military-industrial complex, a characterization that goes safely back to Dwight D. Eisenhower. Any notion of a separation between the public and a private sector--between industry and government--is here plainly ludicrous. Nonetheless, the absorption of public functions by the arms industry is ignored in all everyday and most scholarly economic and political expression. And what is so ignored is in some measure sanctioned. I hesitate here to speak of innocent

VERMONT COURT RULING IS ANOTHER DEFEAT FOR VOUCHERS Public taxpayer money may not used to subsidize tuition for students attending religious schools, the Vermont Supreme Court ruled Friday. The decision in the case of CHITTENDEN TOWN SCHOOL DISTRICT v. VERMONT DEPARTMENT OF EDUCATION was unanimous, although the justices may have left the door open for some voucher aid to sectarian schools if controls are in place to guarantee that tax dollars are not used for religious instructions. Writing for the majority, Justice John Dooley opined, "We focus on the Vermont Constitution and conclude that a school district violates (the State constitution) when it reimburses tuition for a sectarian school ... in the absence of adequate safeguards against the use of such funds for religious worship." The case stems from a move made in 1995 by the school board of Chittenden, Vermont, to subsidize tuition of students to attend Catholic Mount St. Joseph Academy in neighboring Rutland. The town of Chittenden does not have its own public high school, and as in the case of Maine, pays for students to attend public or private schools in other communities. The Vermont Department of Education stopped its portion of financial assistance to the school district, though, when the board approved vouchers for 15 local students to attend the parochial school. The town filed suit in Superior Court, and in 1997 a judge ruled against the use of vouchers in that case. Justice Denise Johnson wrote that while she agreed with the high court's decision, she found that any form of subsidy to sectarian schools -- even with controls -- would run afoul of the state constitution. "While I agree with the result reached by the majority," she opined, "I believe that the majority asks and answers the wrong question, causing it to delve into a lengthy and unnecessary analysis of the distinction (or lack thereof) between religious education and religious worship." Johnson added that citizens cannot be compelled to support or subsidize any place of worship, and that Mount St. Joseph school is such a place. Attorney William Meub who represented the Chittenden School Board said that the court's verdict "is throwing the ball back to the Legislature, and legislative bodies like school boards," which would presumably design ways of restricting how public funds would be spent by religious schools. "And if you can find a way, folks, to solve that problem, then you can money to sectarian schools, and we will evaluate it on a case-by-case basis." Associated Press noted that the court decision "gave no opinion on how the state should come up with a tuition scheme that would comply" with the constitution. Vermont Attorney General William Sorrell said that the ruling "leaves an awful lot of unanswered questions," adding that the court "goes out of its way to list a number of issues on which it's expressing no opinion, and making no decision." Bob Chase, President of the National Education Association (NEA) hailed the ruling, saying "America's children won an important victory today. Now let's get back to the job of improving public education instead of siphoning off scarce public resources for the benefit of a privileged few." NEA was one of the sponsors of the suit. The Vermont decision comes following rulings by appellate and state courts. On May 27, 1999, the First Circuit Court of Appeals ruled that voucher subsidies to religious schools violate the U.S. Constitution's First Amendment separation of church and state; that decision is binding in Maine, New Hampshire, Massachusetts, Rhode Island and Puerto Rico. Napoleon's refusal to enlist the aid of Robert Fulton--inventor of the steamship--when planning an invasion of Britain probably affected posterity more than any other 19th century decision. In an age of constant innovation and change, strategists have learned to become more flexible and embrace all the possibilities, ranging from nuclear weapons to beam weapons, psychic warfare and every general's dream: control of the weather over enemy territory. As we come closer by days and weeks to the 21st century, the nightmare of meteorological warfare looms on the horizon. = No Rain on the Plains of Spain It happened in the least likely setting: the region surrounding the Spanish province of Soria. On September 4, 1995, Felix Lopez, a resident of the town of Almazul, looked up to the sky--filled with dark gray rain clouds--and was surprised to see a small passenger plane taking a daring dive into one of the dark cloud banks. According to the witness, the small aircraft buzzed around the clouds for a couple of hours, causing them to break up and vanish. Later that same afternoon, when rain-bearing clouds gathered again, Lopez heard the sound of the plane's engines. The return of the "rain pirates" prompted L¢pez to phone the local government, but no action was taken. For over a decade, farmers and growers in this semi-arid area have expressed a belief that small private aircraft have been engaged in concerted "cloudbusting" activities over Soria in an effort to turn Spain into a desert. The provincial government expressed its concern to author Javier Sierra that vigilante groups of angry farmers may try to shoot down innocent air traffic (reminiscent of the rancher frenzy during the "black helicopter" frenzy in the U.S. during the 1970's). "A third of the province is under alarm," commented one spokesman. More disturbing is the fact that civilian air authorities have been unable to find the flight routes or the identity of these "rain pirates". Military radar facilities were enlisted to track the flyers as they engaged in their activities without much success, either. Conspiracy theorists were quick to point out that the troubles began the year of Spain's accession to the European Community in 1985. The "ghost planes" or rain pirates made their appearance shortly after and the country announced that it would have to curtail its grain production so as not to compete with other European grain growers. The crisis grew to such proportions that an organization known as the Moncayo Small Aircraft Association (AVIMON, in Spanish) was formed to publicly denounce the rain pirates. "Whenever a storm was on the way," stated organization leader Ernesto Garc¡a during an interview with Javier Sierra, "we'd always see low-flying aircraft and the storm would dissipate immediately afterward. We began to feel that something was going on, but of course, to say that an airplane was stealing rain from you by means of some chemical agent was a sure invitation to laughter." The problem was not circumscribed to northern Spain: drought-stricken Andaluc¡a was reportedly visited by the rain pirates and their untraceable aircraft. The authorities, however, firmly refused to believe in the existence of any "cloudbusting" substances and careful checks of local airports and military bases did not reveal the existence of any unusual aircraft or flight plans. However, one C ndido Navarro allegedly photographed the small aircraft and the strange contrails left in their wake which supposedly contained the cloudbusting reagent. -Caveat Lector- * Preparations for Martial Law From: Tim May Newsgroups: comp.software.year-2000, misc.survivalism Subject: Martial Law rumors, and one gun store owner I was in looking at assault rifles today at one of my local gun stores (looking at an FAL parts gun, comparing it the HK91 parts/clone gun I bought a week ago). I got to talking to the owner, and Y2K came up. His store is in an area with several DOD installations and he has many customers who are either active military or retired military. And some CIA spooks. I once met one of the CIA spooks in the storewe had been jawboning about which of the 50 BMG rifles was best, the Barrett or one of the several others, for ultra-long-range sniping. Then the store owner casually mentioned that "Fred" had been in the CIA. Out on a medical disability, and living in the Monterey area. (The area is in the Monterey-Pacific Grove-Carmel area. The DOD installations include: The Naval Postgraduate School, the Fort Ord base (now being closed), the Defense Language Institute, and some Navy undersea warfare think tanks. Also, some CIA-affiliated think tanks (suspected: Monterey Institute for International Studies). CIA spooks visit the area, and his store, for various reasons. I surmise that he supplies some of the folks down at Camp Roberts and Camp Hunter Liggett. Viewers of some Tom Clancy movies will recognize this is where snipers and special forces get training.) Here's the bombshell: He told me that "more than one" of his best longterm customers, with affiliations to these aforementioned groups, have told him of a plan for a "quick response" imposition of martial law. "72 hours." The date he heard from some of them was December 1st. To disburse the troops and have martial law in place in 72 hours. By December 4th, in other words. The idea for the timing, presumably, being that it will be clear by then just how many nations, companies, and agencies are not going to be ready. And enough time for the soldiers to integrate with the rail and utility distributions, perhaps for ration coupon books to be printed and available by January 1st, etc. All those things the Naval War College seminars were running scenarios about. (Links between Naval Postgraduate School and Naval War College? Presumably. Whether they are significant links is for researchers out there to look into. Would be interesting to see if NPS folks were at the NWC seminars, and vice versa. And I'm not saying Monterey and the NPS is somehow the epicenter of martial law planning for Y2K...the actual centers are presumably in or near Washington, D.C. But links are still interesting.) He didn't say his sources _knew_ that martial law was going to be implemented, but that the sources had seen plans for possible implementation. Now this could just be the usual rumor mill process. But to lend some plausibility to this tidbit, this area is a hotbed of certain kinds of counterinsurgency warfare (Fort Ord had been a major center of this, now moved up to Washington State somewhere--Fort Lewis, I think. But many of the staffers remained or retired in the Monterey-Carmel-Pebble Beach area, and they hear things. And the think tanks are where such plans are often formulated and "gamed." Monterey, perhaps not coincidentally, was one of the sights for that recent "urban assault" exercise which got so much attention a couple of months ago. (Soldiers rolling down the city streets in Bradley Fighting Vehicles, being mock-fought by urban guerillas who looked suspicially like militia members defending their communtiies. Coincidence? The planners are here. The exercise was here.) This guy, owning one of the main gun stores in the whole area, comes into contact with a lot of them. Take it as you will. By the way, this guy had some experiences to tell of past civil disturbances. He was a young gun store clerk in Stockton, CA when the 1967 Watts riots in L.A. erupted. Pockets of rioting had also appeared in other cities, including Stockton, in the Central Valley. (Stockton now has a serious gang problem, and many murders each year.) The local cops lent him a Thompson submachine gun! My, how things have changed. He knew how to use one, for various reasons. He never had to use it, but he slept in the store with that Thompson nearby. A couple of years later, in some other riots, the cops lent him a BAR. (It used to be common, by the way, for police departments to have one or more old Thompsons sitting in storage lockers, for special uses. Now, of course, they are likely to be AR-15-pattern rifles or carbines, or H K MP5s. The usual S.W.A.T. gear. And they no longer lend these things out to gun store owners!) Fast forwarding to today, he anticipates there could be serious riots, even without Y2K bugs being as bad as some expect. "These clowns are just itching to live out their fantasyland lives." US Suspects Some of Smallpox Weapon NEW YORK (AP) - Government officials say Russia, Iraq and North Korea are probably concealing the deadly smallpox virus for military use, The New York Times reports in Sunday editions. A secret federal intelligence assessment was completed late last year. It was based on evidence that includes disclosures by a senior Soviet defector, blood samples from the North Korean soldiers that show smallpox vaccinations and the fairly recent manufacture of smallpox vaccine by Iraq, according to the report. Officials told the Times that the assessment was an important factor in President Clinton's recent decision to reverse course and forgo destruction of American stockpiles of the virus. Besides the United States, only Russia retains openly declared stocks of the virus. The intelligence assessment concludes that Russia is most likely hiding additional stocks of the virus at military sites, the Times said. Although the United States has about 56,000 troops stationed near Iraq and North Korea and is periodically bombing Iraq, the officials told the newspaper there are appears to be no imminent military threat involving the virus. The virus that causes smallpox is known as variola. It ravaged the globe, killing millions and crippling man survivors. Victims had high fever, nausea and a pronounced rash. The United States unilaterally renounced germ warfare in 1969 and lobbied for a 1972 international treaty banning such arms that more than 100 countries, including the Soviet Union, signed. Korea Heightens Attack Alert By SANG-HUN CHOE .c The Associated Press SEOUL, South Korea (AP) - Communist North Korea sent patrol boats across a disputed sea border Saturday after threatening to attack South Korean warships in contested waters of the Yellow Sea. The American-led U.N. Command, which oversees the fragile truce between the two bitter rivals, urged North Korea Saturday - for a third time this week - to hold a border military meeting to end the standoff. ``It's everyone's interest to reduce tensions,'' said command spokesman Col. Carl Kropf. The North has rejected two previous appeals. The armed standoff in the Cold War's last flashpoint entered its fifth day Saturday, with the two Koreas hardening their stances after their ships nearly opened fire Friday. North Korea warned South Korea that it must withdraw its warships from the area, a rich fishing ground, or face military strikes. South Korea canceled weekend leaves for soldiers and massed more destroyers, frigates and even landing ships near the area and put its 650,000 military on heightened alert. Three to six North Korean patrol boats returned and sailed in and out of the disputed area Saturday in choppy waters off the west cost. The Defense Ministry released video footage of South Korean ships moving in sudden, threatening spurts near the intruders. ``We are engaged in the standoff with a resolve to defend our sovereignty and territory,'' President Kim Dae-jung was quoted as saying by his office. ``Our ships are ready to butt the North Korean intruders again and do whatever is needed to repel them,'' said Col. Hwang Dong-kyu, a spokesman for the South's Joint Chiefs of Staff. ``But for now, we are closely watching and weighing various options.'' Friday, navy ships from both sides trained their guns at each other and nearly opened fire when South Korean ships rammed and briefly repelled four North Korean patrol boats. A spokesman for North Korea's military responded later in a statement, saying that if South Korean ships ``continue reckless provocations despite our repeated warnings, they will meet with our strong self-defense strikes.'' ``There is a limit to patience,'' said the statement carried by the official Korean Central News Agency. The disputed waters lie south of a U.N.-imposed sea border, midway between the North Korean mainland and five South Korean islands, 60 miles northwest of Seoul. North Korea has contested the sea border since the late 1970s, sending fishing boats and naval ships into the zone 20 to 30 times a year. But when challenged by South Korean patrol boats, they usually have withdrawn quickly. North Korean warships have been sailing in and out of the area since Tuesday, escorting a fleet of fishing vessels. This time, however, they refused to leave for up to 18 hours, creating a tense standoff with South Korean warships. The two Koreas, divided into the communist North and the capitalist South in 1945, remain technically at war, with no peace treaty signed at the end of the 1950-53 Korean War. The armistice, signed by the U.N. Command and North Korea, never outlined the border in the Yellow Sea off the western coast. The U.N. Command unilaterally demarcated the maritime frontier in 1953 and created a buffer zone south of it to avoid armed clashes. -Caveat Lector- EU Nations To Pick New Parliament By ROBERT WIELAARD .c The Associated Press BRUSSELS, Belgium (AP) - Ending a campaign pushed to the background by the Kosovo conflict, elections for a new European Parliament conclude Sunday with voters in 11 European Union nations casting ballots. Almost 300 million Europeans are eligible to vote for the 626-member assembly, which has had a hard time shedding its image as a gravy train although it enjoys ever more clout. Over the years, it has been given the right to amend EU laws in many areas, reject treaties with non-EU nations and vote down the EU budget. Pauline Green, the British leader of the assembly's socialist faction, said during the campaign that Europeans ``know about the European Parliament, know about these elections and I very much hope that will translate'' into a solid turnout. That has not happened so far. Voting began Thursday in Britain, the Netherlands and Denmark. On Friday, the Irish voted. No significant turnout was reported in these nations. On Sunday, voters in Belgium, France, Germany, Greece, Italy, Spain, Sweden, Luxembourg, Portugal, Finland and Austria take their turn. The results from all 15 countries will be tallied after the last polls close, with final results expected Monday. Europeans vote for candidates from their home country, one reason why the elections remain a barometer of how political parties stand at home, rather than in Strasbourg, France, or Brussels, the cities where the European Parliament meets. The Socialist, Christian Democrat and liberal factions will likely remain the largest groups. The assembly, which has long had a reputation of being a toothless talk shop, sought to shed that image earlier this year by engineering the ouster of the European Commission, the powerful executive branch of the union, after revelations of nepotism and corruption. The new commission is expected to be led by Romano Prodi, a former Italian prime minister who has pledged to institute reforms. The number of seats at stake in each country ranges from 6 for Luxembourg to 99 for Germany. For the first time, British candidates will win seats based on proportional representation instead of winner take all. In Germany, the elections are the first major test for Chancellor Gerhard Schroeder's socialist-green alliance that came to power last fall. In France, Belgium, Austria and Italy, right-wing candidates are expected to hold their ground. Most candidates have pledged to clean up the EU head office and stress job creation, crime-fighting and protecting the environment. At the last session, the assembly resisted efforts to curb its own pay and expenses. It meets in an immense, $1.2 billion glass-and-chrome complex in Brussels where each member has a private toilet and shower, and will soon occupy equally opulent quarters in Strasbourg. The first on record comes, as so often with the Bible and Lives of the Saints, in the form of a cure. One Stephen Hill, aged 25, had barely spoken since he was four. He stuttered so badly that he was unable to speak. Fear of embarrassment paralyzed him before women. His feet were size "seven," a word he would stumble over so badly that he bought size eights. His life was lonely and miserable until Tony Blair, Britain's thrusting New Labor Prime Minister, on television. Hill recorded Blair's speeches and parliamentary appearances and replayed them often over three months. "His confident approach gave me hope," Mr. Hill said in The Daily Telegraph. "I practised it in the mirror, imagining I was the Prime Minister ordering a cheeseburger or a pair of shoes. It took a lot of time and humiliation, but the results were staggering." That Mr. Hill should choose a man agreed to be one of the most awkward and dull speakers makes his recovery all the more miraculous. (I'm advising the Vatican's canonization division to keep an eye on all this.) In the years ahead, as Tony denudes the National Health Service, more and more people will simply pray to him and suffer no more. When his government sells off schools to private companies and cuts teacher salaries, students starved of knowledge will turn to Tony, as Mr. Hill did in a mirror, and be enlightened. Miracles surround the man. They dog his every action and word. He saved children from drowning in Africa. Miraculously, the photographers captured the whole thing. (Vatican, buy those pictures for the files.) Tony saves whole countries - Ireland one day, Yugoslavia the next. Britain contributed about ten per cent of the firepower over Yugoslavia. Tony miraculously wins one hundred per cent of the credit. Not for the war's real achievements: putting half the country out of work, destroying about twenty hospitals, thirty health centers, a dozen railroad lines, the state oil company reserves and its entire car manufacturing ability - as well as giving Slobodan Milosevic cover to expel Kosovo's Albanians. Not for the next achievement: pitting Nato and Russian troops (with two separate commands, the policy that backfired for the ill-conceived Multi-National Force in Lebanon in the early 1980s) against each other in Kosovo. No doubt the KLA will expect Nato troops to shoot at Serbs and Russians for them, just as the 100,000 or so Serbs left in Kosovo will ask the Russians to protect them from the KLA. Tony himself speaks, in a saintly way, of "a new moral cause." That is, putting the world to rights with the American air force and the British press. For London's journalists, this is a "defining moment" of adulation that the courts of Joseph Stalin and Kim Il Sung rarely achieved. "Mr. Blair turns out to be rather well suited to fronting a war," columnist Anne McElvoy rhapsodizes in The Independent [sic]. "It brings out the stubborn, zealous and unbending streak which he developed in leading his own party." Be assured, however, that with Clinton and Madeleine in charge, the MADness will be continuing. Propelled on by American militarism and the "might makes right" mindset that goes back to the days when the American Indians were massacred and Mexico dismembered, soon into the 21st century we will be living in a world where far more nations have arsenals of mass destruction -- biological and chemical as well as nuclear. And that's where all of our attentions should really be focused -- certainly not on Bill and Monica, nor for that matter on Kosovo where today's outcome could have been had at far less cost, with far fewer deaths, with much less destruction, and with far less risk. Cold War's End Leaves Danger of Nuclear War Russia's disintegration threatens our security more by inadvertence than by design. By ROBERT SCHEER [LATimes, 4/13/99] Back in the days of the Bush administration, Gen. Lee Butler, commander of the Strategic Air Command, would once a month go through a practice phone conversation with the White House concerning the end of the world. "Gen. Butler, what is your recommendation?" the Bush stand-in would ask upon receiving an alert from NORAD that the Soviets had launched a nuclear strike against the United States. Butler had to answer fast, because, in a real attack, the president would have had only 12 minutes to decide whether to launch thousands of nuclear missiles in retaliation. "Use them or lose them" would be the refrain running through Butler's brain, well-versed in elegant nuclear deterrence theories of ladders of escalation. "I had to say the words recommending the death warrant of tens of millions of people, of civilization--20,000 weapons on both sides exploding within 12 hours--knowing the planet can't withstand that." It still can't. Butler, a 33-year military veteran who rose to be director of strategic plans and policy for the Joint Chiefs of Staff, is retired now, and the Soviet Union is but a memory. Yet what haunts him, and what occasioned his rare willingness to be interviewed, is that the Cold War's end has increased, not decreased, the prospect of accidental nuclear war. Twenty-thousand nuclear weapons left over from the Cold War still stand poised for launching, and the MAD doctrine that guided them is very much in force. Neither the U.S. nor Russia has abandoned nuclear war fighting as the cornerstone of their respective national defense policies. "We still target them with nuclear weapons on hair-trigger alert," Butler observed. "The world truly has been transformed, but what has not been transformed is our thinking about it." Bro Barr ought to read the AF Times: this was settled at Lackland
AFB in about 1986/87 (or so) when an airman got her right recognised
to take off her holydays (like some take the other pagan holidays
{Christmas, i.e., as practiced}) ... but of course, Bro Barr is a
politician and the whole 'witch' thing began as a socio-political
thing way back when anyway (but they didn't call it "religious
cleansing / simplification"). I read a while back about the Salem-
era issue dealt, in part, with women who inherited property from
departed husbands, fathers, et al; once accused and found not
innocent, the property was auctioned. Hmmm.

Witch Hunt: Barr on a Rampage

NOT long ago, Rep. Bob Barr, R-Ga., led the right-wing assault on
President Clinton's sex life. (Barr's claim to purity sagged a bit
when smut king Larry Flynt alleged that he had indulged in adultery
and had helped his first wife get an abortion.)
What's Barr doing now, after the impeachment flopped?

The Georgian learned that some soldiers at Fort Hood, Texas, and other
military bases practice Wicca, the druidic nature religion, whose
members call themselves pagans or witches.
Barr demanded that the Pentagon ban the heathens. He called for "an
end to the taxpayer-supported practice of witchcraft on military
bases."
"What's next?" he asked. "Will armored divisions be forced to travel
with sacrificial animals for satanic rituals? Will Rastafarians demand
the inclusion of ritualistic marijuana cigarettes in their rations?"
(Barr's press release is posted on his Internet Web site, near one
demanding that America allow its covert agents to commit
assassinations.)
Naturally, Barr's witch hunt sparked widely varied reactions.
Fundamentalists held a rally, gave the congressman a standing ovation,
and called him "Brother Barr." But Rep. Chet Edwards, D-Texas, whose
district contains Fort Hood, commented:
"It would be terrible policy to require each installation commander to
define what is a religion and decide which religions can be practiced
by American citizens."
Exactly. If the Pentagon pays military chaplains of Catholic, Jewish
and other faiths, at least it must allow worship by Moonies,
Scientologists, Satanists, Jehovah's Witnesses, Hare Krishnas,

soldiers that Religion A is approved and Religion B is forbidden.
Actually, Wicca is recognized by the IRS, and Barr's own state has
given it tax-exempt status since 1981.
As usual, Barr has made himself outlandish. The best comment on this
fracas was by columnist Tom Teepen, who urged the "good witches" to
try to "get close enough to Barr one day to kiss him and turn him into
a prince."
