Vatican Bank Top 10 Money Laundering Destination
According to one global source, the Vatican is the main destination
for over $55 billion in illegal Italian money laundering and the
number 8 destination worldwide for laundered money, ranked well
ahead of such offshore havens as the Bahamas, Switzerland, and
Liechtenstein.
In a recent report by the London Telegraph and the Inside Fraud
Bulletin, the Vatican was named as a top cut out country along
with the offshore banking centers of Nauru, Macao, and Mauritius.
A cut out country is one whose banking secrecy makes it is all
but impossible to trace laundered funds back to their source.
The Vatican Bank is desperately resisting a legal action for an
accounting of stolen World War II assets in a San Francisco
Federal court (Alperin v. Vatican Bank) filed by Serb and Jewish
Holocaust survivors. Contrary to the above reports, a declaration
filed under penalty of perjury by the Vatican Banks attorney,
Franzo Grande Stevens, states in part that the Vatican Banks
fundamental purpose is to promote pious acts and that its
depositors are essentially limited to Vatican state employees,
members of the Holy See, religious orders, and persons who
deposit money destined, at least in part, for works of piety.
Stevens also declared to the court that the Pope controls the
Vatican Bank and that bank records are not retained after ten
years.
It seems that the Vatican Bank, a major illegal money laundering
operation, is hiding behind the benign image of John Paul II. Given
the Vatican Banks alleged involvement with Nazi loot and current
links to organized crime, a reckoning cannot be far off. The
accumulating evidence points to a more piratical than pietical

THE United States accounts for 46.3pc of the world's underworld
cash, according
to John Walker, a researcher in fraud. That compares with 5.3pc for
Italy, 5.2pc
for Russia, and 4.6pc for China. The UK is down at number nine,
generating
2.4pc of the world's illegal cash.
The money is also invested or laundered mainly in the US where
18.9pc goes.
After that comes the Cayman Islands with 4.9pc, Russia 4.2pc,
Italy 3.7pc and
China 3.3pc. The UK is not in the top 10. But the most attractive
sites for
holding offshore cash, according to Inside Fraud Bulletin, are
Liechtenstein,
Luxembourg, Britain and the United States.
Top-scoring cut-out countries, which make it hard to trace the ill-
gotten
gains back to the getter, are Mauritius, Vatican City, Macao and
Nauru, followed
by Luxembourg and South Africa. After that come Britain's islands:
Isle of Man,
Jersey, Guernsey and Sark.
The world total of laundered crime money is guesstimated by Mr
Walker to be
pounds 1,000 billion. The bulletin, quoting the table, notes,
however, that
statistics on money laundering are unreliable. Little wonder, when
there are
laws in the Cayman Islands making it a criminal offence to impinge
upon
corporate or banking secrecy.
It is worse still in Russia where the criminals do not just get
themselves a
bank account, they own more than 50 banks - that makes hiding
the money a lot
easier.
Criminal gangs and terrorist groups are expert in laundering
funds, the
magazine comments. There are even British websites that can
provide a bogus name
complete with fake passport and ID card.

The Model State Emergency Health Powers Act, according to the Boston Globe, would give public health officials and states governors the power to arrest, transport, quarantine, drug, and vaccinate anyone suspected of carrying a potentially infectious disease. The model legislation, issued on Halloween, is certainly no treat. The Globe reported that author s Lawrence O. Gostin, a professor at Georgetown University Law Center and Director of the Center fo r Law and the Publics Health, and James G. Hodge of John Hopkins University worked to balance the need to control disease with protecting individuals civil rights, before the newspaper promptly, and suspiciously, remove d the article from its website. The Globe report provided conflicting statements concerning the right people had to appea l states decisions to quarantine or isolate people against their will. As cited in the 40-page off icial document, the law is said to give state public health authorities virtually absolute dictatorial powers, with little chance of legal recourse for interned individuals. The bills definition of a public health emergency is highly subjective. Under the law, one case of smallpox in a public school could trigger authorities to urge a governor to declare a state of e mergency. Once declared , the U.S. Constitution, Bill of Rights, and most cherished civil liberties will be immediately sus pended in addition to states declaring ownership of private properties. Under the Mandatory Medical Examinations section (502) of the law, persons refusing to submit to medical examinations and/or testings are liable for misdemeanors and forced isolation. If public he alth authorities suspec t individuals may have been exposed to broadly defined infectious diseases, or otherwise pose a ris k to public health, officials may issue detainment orders. In the case of an urban attack, or even one suspected, thousand s of people could possibly be marshaled into isolation camps, according to the law. In this case, physicians, assisted by police, will be required to perform state medical examinations and tests. Under the law, infectious diseases are very broadly defined. An infectious disease may, or may no t, be transmissible from person to person, animal to person, or insect to person. Isolation regulations in the law provide The State with power to commandeer private properties wher ein individuals deemed infected, or exposed, might be housed under quarantine. Section 504 of the Act details vaccination and treatment protocols. Following these mandates, publi c health authorities may compel people to be inoculated and/or drugged with any medicaments selecte d by The State. Individ uals refusing to be vaccinated or treated would be liable for a misdemeanor, subject to police arre st, isolation or quarantine. The model legislation exempts The State, its political subdivisions, including the Governor, publ ic health authorities, the police, or other State officials, from liabilities associated with the d eath or injury to perso ns, or damage to property, as a result of complying with, or attempting to comply with, the Act. Furthermore, Section 807 repeals existing state laws that are in conflict with the Act. Under this part, for instance, previous laws granting medical, religious, or philosophical exemptio ns to vaccination would be repealed. Said to have been under development for more than a year, with provisions taken from legislation al ready passed in California and Colorado, critics suspect the motives behind these draconian polic ies may be less than pu re. Miller. Copyright 1996. Your comments are welcome. The general public is essentially unaware of the true number of people (mostly children) who have been permanently damaged or killed by vaccines. In fact, most parents would be surprised to learn that the government has a computer database filled with several thousand names of disabled and dead babies, children who were healthy and alive just prior to receiving the vaccines.(39) Of course, the medical establishment and federal government don't readily disclose this information because they know it may frighten parents into seeking other ways to protect their children. In other words, parents just might think this issue through on their own and decide to reject the shots. Federal Admission of Vaccine Risks: In 1986, Congress officially acknowledged the reality of vaccine-caused injuries and death by creating and passing The National Childhood Vaccine Injury Act (Public Law 99-660). The safety reform portion of this law requires doctors to provide parents with information about the benefits and risks of childhood vaccines prior to vaccination, and to report vaccine reactions to federal health officials. Doctors are required by law to report suspected cases of vaccine damage. To simplify and centralize this legal requisite, federal health officials established the Vaccine Adverse Event Reporting System (VAERS) -- operated by the Centers for Disease Control and Prevention (CDC), and the Food and Drug Administration (FDA).(40) Ideally, doctors would abide by this federal law and report adverse events following the administration of a vaccine. However, the FDA recently acknowledged that 90 percent of doctors do not report vaccine reactions.(41) They are choosing to subvert this law by claiming the adverse event was, in their opinion, not related to the shot. [Numerous examples of this may be found on pages 96-98]. In fact, every year about 12,000 reports of adverse reactions to vaccines are made to the FDA (data accessible only through the Freedom of Information Act). These figures include hospitalizations, irreversible brain damage, and hundreds of deaths. (42) Considering that these numbers represent just 10 percent, the true figures during this period could be as high as 120,000 adverse events annually. Maybe it doesn't matter that doctors won't report vaccine reactions, because the federal government won't investigate them.(43) Government officials claim VAERS was designed to document suspected cases of vaccine damage. No attempt is being made to confirm or deny the reports. Parents are not being interviewed, and the vaccines that preceded the severe reactions are not being recalled. Instead, new waves of unsuspecting parents and innocent children are being subjected to the damaging shots.(44) Who Pays for Compensation? In order to pay for vaccine injuries and deaths, a surtax is levied on mandated vaccines. When parents elect to have their children vaccinated, a portion of the money they spend on each vaccine goes into a congressional fund to compensate them if their child is hurt or killed by the shot. This insurance fee ranges from several dollars per dose (for the DPT and MMR vaccines) to several cents per dose for some of the others.(45) The compensation portion of the law awards up to $250,000 if the individual dies, or millions of dollars to cover lifelong medical bills, pain, and suffering in the case of a living (but brain damaged) child. By August 31, 1997, more than $802 million had already been paid out for hundreds of injuries and deaths caused by mandated vaccines. Thousands of cases are still pending.(46) The government's estimated future liability for pre-1988 vaccine damage exceeds $1.7 billion, with complete settlement of claims not expected until 1998.(47) For the majority of claimants, there is no money available. Also, Vaccine Injury Compensation Claims do not include private settlements, or the many families that become dependent on public assistance for medical and living expenses because of vaccine injuries.(48) Therefore, taxpayers subsidize vaccine manufacturers and the federal government by paying for their vaccine-liability expenses. How Are Vaccines Made? Vaccine production is a disgusting procedure. To begin, one must first acquire the disease germ -- a toxic bacterium or a live virus. To make a live vaccine, the live virus must be attenuated, or weakened for human use. This is accomplished by serial passage -- passing the virus through animal tissue several times to reduce its potency. For example, measles virus is passed through chick embryos, polio virus through monkey kidneys, and the rubella virus through human diploid cells -- the dissected organs of an aborted fetus!(49-51)

Tuesday, November 20, 2001 (Key West, Florida, USA) I HAVE been receiving many messages over the last weeks from friends and correspondents urging me to forego my curiosity about the crash of United Airlines flight 93. Becoming a conspiracy theorist, they say, that my will damage my integrity as a historian. Possibly so, and possibly not. Inspired by the files posted on the website www.flight93crash.com which we have partly mirrored on our own website, American heavyweight journalists have seemingly at last begun to do their duty and investigate what really happened to United Flight 93. -- the fourth airliner which crashed into the field in Pennsylvanbika on Sept. 11, 2001. It is proper to comment on what, to me, makes this story important in the wider scheme of things. In my view, in a warlike situation -- because this is still not legally a war -- a government has a right to take certain hard decisions; but it should think long and hard before deceiving its own people about them. The truth will always out. The United States people, and with it the world, have been invited to accept the justification offered by Washington and the Pentagon for their attacks on the people of Afghanistan, who have done no demonstrable harm to the United States, because of the occasional verbal assurances offered by the President, George W Bush, that he has proof that the Saudi fugitive Osama bin Laden, whom the Afghanistan people are (or were) housing, was the mastermind behind both the criminal attacks on the World Trade Center and the pre-emptive strike, delivered by equally criminal means, against the Pentagon. The only evidence we have seen however suggests that none of the perpetrators (the alleged hijackers) was an Afghan citizen or associated with Bin Laden. Despite the flabby and diminishing protests of America's allies, the Bush regime has offered no proof other than to hint that they have it from secretly intercepted conversations of Bin Laden associates. Why are they still secret, those intercepts? It is by now no secret that the United States government regularly eavesdrops and records, world-wide, the conversations of criminals and others who are so foolish as to conduct them by cellphones, or indeed by any telephone communication partially transmitted by microwave links. In the short run such assurances may please, and fob-off, a namby- pamby politician like Tony Blair and his touchy-feely wife Cherie. But in the long run they will not satisfied current, or for that matter future, historians with a harder-nosed attitude towards proof and the rules of evidence. Blair's own colleagues are scathing about his gullibility. His own government, posting the current Bin Laden dossier on its No. 10 Downing-street website, is careful to put at its head a formal and shameful disclaimer, reading: This document does not purport to provide a prosecutable case against Usama Bin Laden in a court of law. Intelligence often cannot be used evidentially, due both to the strict rules of admissibility and to the need to protect the safety of sources. But on the basis of all the information available HMG [Her Majesty's Government] is confident of its conclusions as expressed in this document. It thus appears that tens, if not hundreds, of thousands of citizens of Afghanistan, a country upon whom the United States and Britain have not formally declared war, are being killed by the most brutal means including cluster-bombs and the giant daisy-cutter vacuum-blast bombs, although we have only the President's word for any involvement of their country in the atrocities of Sept. 11, 2001. YES, the president's word: That is why, until they produce better evidence, the word of the present Washington government matters. By Roger Schlafly, PhD The use of vaccines to prevent and eradicate diseases like smallpox is supposedly one of the great successes of modern medicine. The Philippine Islands provide us with the most striking information on record that with much vaccination there is also much smallpox. Since the taking of the islands by the U.S., every attention had been paid to the perfecting of sanitation. But not content with this, their Public Health Service has seen to the thorough systematic vaccination of the population, adding thereto a considerable amount of serum inoculation. An American paper published in 1922 reported The Philippines have experienced three smallpox epidemics since the U.S. took over the Islands, the first in 1905-06, the second in 1907-08, and the third and worst of all in 1918-19. Before 1905 (with no general vaccination) the case-mortality was about 10%. In the 1905-06 epidemic, with vaccination well started, the case-mortality ranged from 25-50%. During the epidemic of 1918-19, with the Philippines supposedly almost universally immunized against smallpox by vaccination, the case-mortality averaged over 65%! These figures can be verified by reference to the Report of the Philippine Health Service. The statements are accompanied by, The mortality is hardly explainable. To anyone but a Philippine Medical Health Commissioner, it is plainly the result of vaccination. The highest percentage of mortality, 65.3%, was in Manila, the most thoroughly vaccinated place in the Islands; the lowest percentage of mortality, 11.4%, was in Mindanao, where, owing to religious prejudices of the inhabitants, vaccination had not been practiced as much as in most other parts of the Islands. Vaccination had been forced on Mindanao since 1918 in the face of this direct proof that their people were safer without it, and with the result of a smallpox mortality increase to above 25% in 1920. In view of the fact that sanitary engineers had probably done more in Manila to clean up the city and make it healthier than in any other part of the islands, vaccination actually brought on the smallpox epidemic in spite of the sanitary measures taken to promote health. It is certain that over ten million vaccinations for smallpox were performed in the Philippines from 1905 to 1917. In England and Wales, free vaccination was provided for smallpox in 1840, made compulsory in 1853, and in 1867 orders were given to prosecute evaders, therefore, few escaped vaccination. Deaths from smallpox in England and Wales during 1857-59 was recorded at 14,244; in 1863-65, 20,059; and 1870-72, 44,840. Between the 1st and 2nd epidemic, there was only a 7% increase in population with an increase of smallpox deaths by 40.8%. During the 2nd and 3rd epidemic a 9% increase of population with an increase of smallpox deaths of 123% with an ever-multiplying number of vaccinations! Deaths per year from cancer in England and Wales between 1857-72 also began to rapidly increase. These figures can be verified by reference to the Report of the Philippine Health Service. The statements are accompanied by, The mortality is hardly explainable. To anyone but a Philippine Medical Health Commissioner, it is plainly the result of vaccination. The highest percentage of mortality, 65.3%, was in Manila, the most thoroughly vaccinated place in the Islands; the lowest percentage of mortality, 11.4%, was in Mindanao, where, owing to religious prejudices of the inhabitants, vaccination had not been practiced as much as in most other parts of the Islands. Vaccination had been forced on Mindanao since 1918 in the face of this direct proof that their people were safer without it, and with the result of a smallpox mortality increase to above 25% in 1920. In view of the fact that sanitary engineers had probably done more in Manila to clean up the city and make it healthier than in any other part of the islands, vaccination actually brought on the smallpox epidemic in spite of the sanitary measures taken to promote health. In the meantime, a radical change had swept through Europe and the yet
more-civilized Islamic world. At the time of Aaron ben Samuel, the Jews
were in control of virtually all commerce and banking throughout the
Mediterranean, Northern Europe and eastward as far as Pakistan. This was
the Golden Age of the Diaspora, when Jews had become privileged in
virtually every court as doctors, advisors, financiers, navigators,
mapmakers, scribes (lawyers), alchemists and astrologers. Then suddenly,
with the start of the Crusades, the Jews were set upon, cast down and

The First Crusade, in 1095, was under the military leadership of Godfrey

Sion, co-founded the Knights Templar, an order of warrior-monks drawn
from the ranks of the nobility, for the purpose of protecting pilgrims
to the Holy Land.
Conventional history tends to skirt the issue of why the Crusades. The
"calls for help" from the Byzantine Empire to fight the Turks have been
perhaps overstated. The fortress of Constantinople contained a vast
hoard of wealth dating back to Alexander the Great. The Byzantines could
well-afford to hire on the Franks as mercenaries. The Church needed to
transfer the Frankish Knights' loyalty from the French king to the Pope,
and a Crusade provided the opportunity. While the main Turkish force was
arrayed against Byzantium, the Crusaders struck at the exposed Turkish
flank -- Jerusalem! There only remained the question of how the Knights
would be paid. King Baldwin was appointed Prince of Jerusalem by the
Holy See, the Knights Templar became his de-facto government, and they
immediately set about fortifying their newly-created kingdom with modern
castles built for them by the Masons. Within ten years, the Knights and
an affiliated organization, the Hospitallers, were to amass a vast
fortune in land, castles and merchant fleets, as well as a banking
monopoly that was protected by a special Papal dispensation allowing the
Knights to engage in usury.
This is the key to understanding the Crusades: the rise in importance of
merchant-banking. We must remember that, at the time,
intelligence-gathering was an important function of the traveling
merchant class, later called the merchant adventurers, and that the
eleventh-century bankers and caravan masters formed the nexus of what
was to evolve into our modern intelligence and banking apparatus. The
two functions are inextricable from one another. By either providing or
withholding information, they could influence political affairs. And by
the setting of rates of exchange, the merchant bankers could either
drain a city of its capital, or direct wealth and commerce its way. And

Bush initially blocked U.S. secret service investigations on terrorism, while it bargained with the Taliban the delivery of Osama bin Laden in exchange for political recognition and economic aid, two French intelligence analysts claim. In the book Bin Laden, la verite interdite (Bin Laden, the forbidden truth), that appeared in Paris on Wednesday, the authors, Jean-Charles Brisard and Guillaume Dasquie, reveal that the Federal Bureau of Investigation's deputy director John O'Neill resigned in July in protest over the obstruction. Brisard claim O'Neill told them that the main obstacles to investigate Islamic terrorism were U.S. oil corporate interests and the role played by Saudi Arabia in it. The two claim the U.S. government's main objective in Afghanistan was to consolidate the position of the Taliban regime to obtain access to the oil and gas reserves in Central Asia. They affirm that until August, the U.S. government saw the Taliban regime as a source of stability in Central Asia that would enable the construction of an oil pipeline across Central Asia, from the rich oilfields in Turkmenistan, Uzbekistan, and Kazakhstan, through Afghanistan and Pakistan, to the Indian Ocean. Until now, says the book, the oil and gas reserves of Central Asia have been controlled by Russia. The Bush government wanted to change all that. But, confronted with Taliban's refusal to accept U.S. conditions, this rationale of energy security changed into a military one, the authors claim. At one moment during the negotiations, the U.S. representatives told the Taliban, 'either you accept our offer of a carpet of gold, or we bury you under a carpet of bombs', Brisard said in an interview in Paris. According to the book, the government of Bush began to negotiate with the Taliban immediately after coming into power in February. U.S. and Taliban diplomatic representatives met several times in Washington, Berlin and Islamabad. To polish their image in the United States, the Taliban even employed a U.S. expert onpublic relations, Laila Helms. The authors claim that Helms is also an expert in the works of U.S. secret services, for her uncle, Richard Helms, is a former director of the Central Intelligence Agency (CIA). The last meeting between U.S. and Taliban representatives took place in August, five weeks before the attacks on New York and Washington, the analysts maintain. On that occasion, Christina Rocca, in charge of Central Asian affairs for the U.S. government, met the Taliban ambassador to Pakistan in Islamabad. Brisard and Dasquie have long experience in intelligence analysis. Brisard was until the late 1990s director of economic analysis and strategy for Vivendi, a French company. He also worked for French secret services, and wrote for them in 1997 a report on the now famous Al Qaeda network, headed by bin Laden. Dasquie is an investigative journalist and publisher of Intelligence Online, a respected newsletter on diplomacy, economic analysis and strategy, available through the Internet. Brisard and Dasquie draw a portrait of closest aides to President Bush, linking them to oil business. Bush's family has a strong oil background. So are some of his top aides. From the U.S. Vice President Dick Cheney, through the director of the National Security Council Condoleeza Rice, to the Ministers of Commerce and Energy, Donald Evans and Stanley Abraham, all have for long worked for U.S. oil companies. Cheney was until the end of last year president of Halliburton, a company that provides services for oil industry; Rice was between 1991 and 2000 manager for Chevron; Evans and Abraham worked for Tom Brown, another oil giant. Besides the secret negotiations held between Washington and Kabul and the importance of the oil industry, the book takes issue with the role played by Saudi Arabia in fostering Islamic fundamentalism, in the personality of bin Laden, and with the networks that the Saudi dissident built to finance his activities. Brisard and Dasquie contend the U.S. government's claim that it had been prosecuting bin Laden since 1998. Actually, Dasquie says, the first state to officially prosecute bin Laden was Libya, on the charges of terrorism.
