Don't Mention The War
The whole country is obsessed by Cherie's silly property scandal, which is rather
unfortunate given that her husband is blindly walking into a nuclear conflict that Ian 
Bell
almost certainly doesn't understand




Trivial as it may seem after a week of comedy-drama chez Blair, I thought I should
probably mention that the United States might be dropping a nuclear bomb or two
sometime soon. Nothing serious, you understand -- neither the Prime Minister's wife nor
the Daily Mail have been informed -- but America's aperitif to war on Iraq runs 
something
like this: if Saddam happens to think of deploying one of the chemical weapons he might
(or might not) happen to possess, the Pentagon promises faithfully to respond with one 
of
the dinky new nukes it is dying, by pure coincidence, to test.

I have struggled to find the United Nations resolution that would sanction this 
behaviour,
much as I have struggled to find the resolution that even justifies the threat, but the
chances are I should know better. While the country is transfixed by faxes, fixers and
fitness trainers, a genuine massacre is being prepared. Will it be just, legal, or 
rational?
Who cares? The important thing is that Cherie is not a superwoman.

America is barking, so to speak, while Britain wags an obedient tail. The logic that 
sent UN
inspectors into Iraq has been turned on its head. As of last week, chief inspector 
Hans Blix
and his boys in blue no longer have to demonstrate that Saddam possesses weapons of
mass destruction. Instead, Saddam has somehow to prove that he owns nothing of the
sort. His 12,000-page personal report card has been appropriated by the Americans -- 
who
have turned the UN into a wholly-owned subsidiary for the purpose -- and the very fact 
that
it contains nothing incriminating is being treated as conclusively incriminating. Why 
trust a
liar just because, at the point of a gun, he tells the truth?

The argument is going by default. In Washington and in London there is a tacit, 
sometimes
explicit, admission that the inspectors will find nothing of consequence in Iraq. 
America has
forced the UN to reverse its own rulings several times and hand over the unedited 
weapons
report. The US is desperately seeking to find a single falsehood in all of those 
thousands of
pages, thus far with no success whatever. But is the Pentagon downhearted? Not with a
new generation of 'bunker-busting' nukes ready for field trials.

This would be baffling enough even if the purpose of America's campaign was clear. It
would be baffling even if North Korea -- a much bigger fish in the stinking pool -- 
was not
simultaneously boasting that its nuclear programme is again up and running. But when 
the
White House cannot even say whether it wants Saddam disarmed or replaced, the farce of
UN inspections begins to resemble an insult to the intelligence. In order to defeat 
the lying
Saddam, it seems, the democracies of the West must tell multiple lies of their own.

Officially, Britain and the US insist they know, as a matter of fact, that Iraq 
possesses
weapons of mass destruction. So why bother with inspections? Why all the machinations
(revealing in themselves) over those 12,000 pages? If the 'allies' claim certain 
knowledge
then they also, by definition, possess evidence. Why not simply produce the evidence? 
The
excuse that by doing so they would compromise intelligence sources wears thin when they
are so quick to distribute -- and leak -- unedited versions of the Iraqi report. 
Deceit, it
appears, is a prerequisite for this war.

That, in itself, is another baffling aspect of America's obsession. If it simply 
declared that
Saddam is a demonstrably vicious blight on the planet who really should have been
extinguished years ago, precious few people would argue much. Some of us might quibble
over international law. Some might fret, not for the first time, over America's 
growing taste
for unilateralism. But only genuine pacifists and Saddam's mouthpieces would claim 
there
was a serious moral problem in ridding the world of one of its worst remaining 
dictators.

Instead, America pretends that there is a link between Iraq and the September 11 
murders.
Instead, the US says it is deeply worried about weapons which in all probability do 
not exist.
Instead, it encourages Iraqi dissidents to prepare -- in a London hotel, even as you 
read
this -- for a change of regime that the Americans will not even admit to desiring. 
What does
the US really want?

Oil provides one obvious answer. Even now, in certain circles, the real criticism of 
Britain's
government turns on the perception that Tony Blair has failed to secure a decent slice 
of
the action if -- or rather when -- Saddam is destroyed. Russia has been bought off; 
France
has been promised a share;

Three-Strikes Law: Only the Poor Need Apply

The FBI estimates that burglary and robbery costs the nation $3.8 billion a year. 
Compare
this to the hundreds of billions of dollars stolen from Americans via corporate and 
white
collar fraud.
In Victor Hugos immortal Les Miserables, Jean Valjean does 19 years in prison for 
stealing
a loaf of bread to feed his starving nephews. After his release, he is re-arrested for
attempting to steal from a cleric and sent to Toulon Prison. When he escapes from that 
hell
hole, and totally rehabilitates himself, he is nevertheless pursued through the sewers 
of
Paris by the fanatical Police Inspector Javert. Californias Three-Strikes Law 
reminds me
of that unrelenting Javert.

In 1994, Polly Klass, age 12, was murdered in California by parolee and repeat 
offender,
the degenerate Richard Allen Davis. In response to this gruesome killing, the 
Legislature
adopted, with a 72 percent voters approval, a draconian three-strikes-youre-out law. 
It
requires a judge to impose a 25- year-to-life sentence for a felony third-strike 
offense
committed after two serious or violent felonies.

According to California state officials, there presently are 7,100 three-strikes 
prisoners
incarcerated under that law. Most triggered their sentences by committing serious 
crimes.
They include 294 convictions for murder, 34 for manslaughter, 1,408 robbery, 241 for 
child
molesters, 136 for rape, and 83 for kidnapping.

However, there are also 344 prisoners convicted of petty theft, who are languishing, 
too,
under the 25-years-to-life sentencing device. The Supreme Court heard oral arguments in
two test cases, on November 5, that challenged the constitutionality of the California
statute. The defendants are claiming the law violated the Eighth Amendments 
prohibition
against cruel and unusual punishment. Twenty-six states and the federal government,
also, have comparable three-strike laws on their books.

One of the cases pending before the highest tribunal involves Leandro Andrade. He got 
hit
with a 50-year to life sentence for shoplifting Kmart video tapes like Snow White and
Free Willie, valued at $153, years after his convictions for two home burglary 
offenses.
Another target of the three-strike law is Gary Ewing. He got socked with a 25-year 
to life
sentence for stealing three Callaway golf clubs worth $1,197. This, too, was years 
after his
earlier convictions for robbery and burglary. The prosecutor in Ewings case could have
elected to charge him with a misdemeanor, which would not have triggered the three-
strikes law. Instead, the D.A. decided to charge him with a felony.

The U.S. 9th Circuit agreed with Andrade that his sentence was unconstitutional, but
affirmed Ewings conviction. Unfortunately, for both defendants, the Supreme Court, 
under
strict constructionist Chief Justice William H. Rehnquist, tends to defer to the 
wisdom of
state legislatures, when dealing with the appropriateness of the punishment for crimes
committed under their laws.

One result of the Three-Strikes law is that Californias penal system is overflowing 
with
inmates, mostly African-Americans and Latinos. And, for the first time in history, the
states budget for corrections has just equaled that for education and will soon 
surpass it
(Philip Zimbardo, frictionmagazine.com). Interestedly, if Hollywood actress Winona 
Ryder,
were to get two more shoplifting convictions, she could be added to those statistics.

Law and Order types have a long history of bashing the poor and the working class, 
when it
comes to their violation of the criminal law. That tough penal philosophy, however, 
doesnt
extend to corporate and white collar thugs. The FBI estimates that burglary and robbery
costs the nation $3.8 billion a year. Compare this to the hundreds of billions of 
dollars
stolen from Americans via corporate and white collar fraud, like the massive savings 
and
loan scandal a few years back. That rip off alone cost the taxpayers $300 to $500 
billion.
According to motherjones.com, Health Care fraud, too, cost $100 to $400 billion a year.

Convicted recidivist corporate criminals are usually left off with a slap on the wrist 
and civil
penalties. If its a really notorious case, some flunky is thrown to the lions. He 
usually
serves his sentence at one of the Feds country club-like prisons, where his golf game
generally improves.

Actually, the Top 100 Corporate Criminals of the 1990s are listed online
(motherjones.com). The usual repeated offenders are found there, like: Exxon; Warner
Lambert; United Technologies and General Electric. The crimes of the listed corporate
wrongdoers run the gambit from Antitrust, Environmental, Food  Drug violations; to
workers deaths, campaign financing irregularities, illegal boycotts, political 
bribery and
outright fraud,

Two years ago a project set up by the men who now surround George W Bush said what
America needed was a new Pearl Harbor. Its published aims have, alarmingly, come 
true.

The threat posed by US terrorism to the security of nations and individuals was 
outlined in
prophetic detail in a document written more than two years ago and disclosed only 
recently.
What was needed for America to dominate much of humanity and the world's resources, it
said, was some catastrophic and catalysing event - like a new Pearl Harbor. The 
attacks
of 11 September 2001 provided the new Pearl Harbor, described as the opportunity of
ages. The extremists who have since exploited 11 September come from the era of Ronald
Reagan, when far-right groups and think-tanks were established to avenge the American
defeat in Vietnam. In the 1990s, there was an added agenda: to justify the denial of 
a
peace dividend following the cold war. The Project for the New American Century was
formed, along with the American Enterprise Institute, the Hudson Institute and others 
that
have since merged the ambitions of the Reagan administration with those of the current
Bush regime.

One of George W Bush's thinkers is Richard Perle. I interviewed Perle when he was
advising Reagan; and when he spoke about total war, I mistakenly dismissed him as 
mad.
He recently used the term again in describing America's war on terror. No stages, 
he
said. This is total war. We are fighting a variety of enemies. There are lots of them 
out
there. All this talk about first we are going to do Afghanistan, then we will do 
Iraq... this is
entirely the wrong way to go about it. If we just let our vision of the world go 
forth, and we
embrace it entirely and we don't try to piece together clever diplomacy, but just wage 
a
total war... our children will sing great songs about us years from now.

Perle is one of the founders of the Project for the New American Century, the PNAC. 
Other
founders include Dick Cheney, now vice-president, Donald Rumsfeld, defence secretary,
Paul Wolfowitz, deputy defence secretary, I Lewis Libby, Cheney's chief of staff, 
William J
Bennett, Reagan's education secretary, and Zalmay Khalilzad, Bush's ambassador to
Afghanistan. These are the modern chartists of American terrorism. The PNAC's seminal
report, Rebuilding America's Defences: strategy, forces and resources for a new 
century,
was a blueprint of American aims in all but name. Two years ago it recommended an
increase in arms-spending by $48bn so that Washington could fight and win multiple,
simultaneous major theatre wars. This has happened. It said the United States should
develop bunker-buster nuclear weapons and make star wars a national priority. This 
is
happening. It said that, in the event of Bush taking power, Iraq should be a target. 
And so it
is.

As for Iraq's alleged weapons of mass destruction, these were dismissed, in so many
words, as a convenient excuse, which it is. While the unresolved conflict with Iraq 
provides
the immediate justification, it says, the need for a substantial American force 
presence in
the Gulf transcends the issue of the regime of Saddam Hussein. How has this grand
strategy been implemented? A series of articles in the Washington Post, co-authored by 
Bob
Woodward of Watergate fame and based on long interviews with senior members of the
Bush administration, reveals how 11 September was manipulated.

On the morning of 12 September 2001, without any evidence of who the hijackers were,
Rumsfeld demanded that the US attack Iraq. According to Woodward, Rumsfeld told a
cabinet meeting that Iraq should be a principal target of the first round in the war 
against
terrorism. Iraq was temporarily spared only because Colin Powell, the secretary of 
state,
persuaded Bush that public opinion has to be prepared before a move against Iraq is
possible. Afghanistan was chosen as the softer option. If Jonathan Steele's estimate 
in the
Guardian is correct, some 20,000 people in Afghanistan paid the price of this debate 
with
their lives.

Time and again, 11 September is described as an opportunity. In last April's New 
Yorker,
the investigative reporter Nicholas Lemann wrote that Bush's most senior adviser,
Condoleezza Rice, told him she had called together senior members of the National 
Security
Council and asked them to think about 'how do you capitalise on these opportunities',
which she compared with those of 1945 to 1947: the start of the cold war. Since 11
September, America has established bases at the gateways to all the major sources of
fossil fuels, especially central Asia. The Unocal oil company is to build a pipeline 
across
Afghanistan. Bush has scrapped the Kyoto Protocol on greenhouse gas emissions, the war
crimes provisions of the International Criminal Court and the anti-ballistic missile 
treaty. He
has said he will use nuclear weapons against non-nuclear states

The vast square outside Seoul's city hall is becoming the rallying point for a new, 
middle-class brand of Korean nationalism.

At last summer's football world cup finals, the square was alive with hundreds of 
thousands of fans cheering on their team. At the weekend, the traffic was again 
stopped and huge-screens re-erected for a very different outpouring of pan-Korean 
emotion: one of the biggest protests against the US military for 50 years.

Some 50,000 rallied in protest against the deaths of two schoolgirls in a road 
accident involving a US tank.

Although political protests are two-a-penny in South Korea, this one is attracting 
concern for its scale and the likely impact on Thursday's presidential election and an 
alliance facing a fresh nuclear threat from North Korea.

Past anti-US protests were organised by student radicals and communist unions, but 
last week thousands of middle-class salarymen, mothers and children gathered each 
night at the US embassy to vent their anger, which was further fuelled by a US 
military tribunal's acquittal of the two soldiers of negligent homicide.

President Kim Dae-jung himself asked why no one had been held responsible. Protesters 
have called for an apology from President Bush, a retrial and changes to the rules 
under which the 37,000 US troops in South Korea operate.

For many of the mostly young demonstrators, it is nationalism not pacifism that drives 
them. Brought up in a period of relative peace with the North, they feel less reason 
to be grateful to the US for security and economic growth than their parents who lived 
through the 1950-53 Korean war.

They are also a more confident generation, which has seen its country bounce back from 
the Asian financial crisis of 1997 to become one of the strongest economies in the 
region. After a period of detente, they have warmed towards the North and world cup 
success has left many basking in national pride.

South Korea has grown up and we should have a more balanced relationship with 
America, said Kim Sun-hee, who plans to take her two toddlers to today's rally.

The issue has played a key role in a presidential race in which the main candidates 
have taken strikingly different positions on how to deal with the North and Washington.

The frontrunner, Roh Moo-hyun of the Millennium Democratic party, is a 56-year-old 
former human rights lawyer who pledges engagement with the North. Although he has 
distanced himself from the latest protests, his anti-American credentials have won 
over many young voters.

His rival, Lee Hoi-chang, is a former supreme court judge standing for the presidency 
for the second time with the Grand National party. The 67-year-old is close to 
Washington and favours cutting aid to the North unless it abandons its pursuit of 
weapons of mass destruction.

Although polls show Mr Roh between 3% and 9% ahead, rising security fears over North 
Korea could cut the gap.

Whatever the outcome, analysts warn that the rising tide of frustration towards the US 
is pushing ties towards their worst crisis for half a century.

This is the most critical moment the alliance has faced, said Kim Sung-han, a 
professor at the institute of foreign affairs and national security. We must put all 
our problems on the table and start again.

With the North threatening to go nuclear, foreign observers view this election as 
pivotal.

The next five years will be crucial, said a western diplomat. Korea faces huge 
challenges from the North Korean and the Chinese economy. These candidates are two 
very different people who are likely to handle things in very different ways.

AN unarmed US army lieutenant colonel has been attacked by knife-wielding South Korean
men outside a US army base amid simmering anti-US sentiment.

Three South Koreans in their early 20s attacked the officer late Sunday as he left 
Yongsan,
the main US military base in central Seoul, and was walking to his home.

The officer was treated at a US army hospital for a cut on his left side and minor 
abrasions
and bruises, it said. South Korean police were looking for the Koreans.

The unprovoked attack came amid growing anti-US setiment sparked by the recent 
acquittal
of two US soldiers charged over the deaths of two South Korean girls in a road accident
involving a US military vehicle.

Police held and questioned three US soldiers early Sunday over their skirmish with a 
tax
driver and South Korean passengers near the Yongsan base.








The target of Sunday's
attack was Lieutenant Colonel Steven Boylan, the chief public affairs officer for the 
US
Eighth Army, according to US army source.

The attack began when the Koreans insulted the officer and cursed at him in English as 
they
approached him in an underpass, according to the US military statement.

The officer did not respond to the provocation, attempting to pass the Koreans 
peacefully,
but they attacked him from behind.

One of the Koreans then punched the officer between his shoulders, shoving him 
headfirst
into the underpass wall, while a second man lunged at him, attempting to stab him in 
the
stomach with a five-inch knife, it said.

He was able to twist away, but sustained a minor cut to his left side where the knife
grazed him, it said.

The attack ended when Boylan struck the knife-wielding attacker once in self- defense 
and
left the scene, it said.

Last month two US soldiers were cleared over the deaths of two 14-year-old girls 
crushed
under a 50-tonne track vehicle, fuelling anti-US sentiment in South Korea, which hosts
37,000 US troops under a mutual defense pact dating back to the 1950-53 Korean War.

Some 50,000 Koreans staged a candlelit march near the US embassy Saturday in memory
of the girls, with radicals shredding US flags and demanding the soldiers be tried in a
Korean court.

Saturday's demonstration was the biggest to date, as anti-US sentiment once largely
confined to radical student groups has moved into mainstream politics.

In a telephone conversation with South Korean President Kim Dae-Jung Friday, US 
President
George W. Bush conveyed his deep, personal sadness and regret over the deaths.

But the apology did little ease the growing anti-US sentiment.

South Korean officials and candidates competing in Thursday's presidential election 
have
urged the United Sates to revise the Status of Forces Agreement (SOFA) that governs the
legal status of the US soldiers here.

The anti-US protests coincide with growing concern over North Korea's suspected nuclear
weapons program since Washington said in October Pyongyang had admitted running a
uranium-based nuclear scheme.

The North stepped up nuclear tension last week by saying it was reviving a separate
plutonium-producing nuclear programme that had been frozen under a 1994 US-North
Korean accord.

Universe accelerating outwards

A POWERFUL new telescope instrument at the South Pole has provided fresh evidence that
the universe is accelerating outwards and is dominated by a strange form of matter 
nobody
knows anything about, a new scientific study will reveal.

Cosmologists, working in temperatures plunging below minus 73 degrees Celsius have
detected subtle temperature differences in the cosmic microwave background (CMB)
radiation to produce the most detailed images of the early universe ever recorded.

CMB is the remnant radiation that escaped from the rapidly cooling universe about 
400,000
years after the Big Bang.

The instrument, known as an Arcminute Cosmology Bolometer Array Receiver (ACBAR), is
part of the solar observatory at the US Amundsen-Scott South Pole Station.

In a press statement, the US National Science Foundation (NSF) said this provides data 
to
support the currently favoured model of the universe in which 30 per cent of all 
energy is a
strange form of dark matter that doesn't interact with light and 65 per cent is in an 
even
stranger form of dark energy that appears to be causing the expansion of the universe 
to
accelerate.

Only the remaining five per cent of the energy in the universe takes the form of 
familiar
matter like that which makes up planets and stars.

The new images produced by ACBAR also reveal the seeds that grew to form the largest
structures seen in the universe today.

The South Pole data coincides with data produced by a Cosmic Background Investigator
(CBI) based on a mountaintop in Chile that uses different instruments, observing 
strategies,
analysis techniques, and sources of foreground emission.

It is amazing how precisely our theories can explain the behaviour of the universe 
when
we know so little about the dark matter and dark energy that comprise 95 per cent of 
it,
ACBAR co-principal investigator William Holzapfel of the University of California at 
Berkeley
said in the statement.

The dark energy inferred from the ACBAR observations may be responsible for the
accelerating expansion of the universe.

It is compelling that we find, in the ancient history of the universe, evidence for 
the same
dark energy that supernova observations find more recently, said Jeffrey Peterson of
Carnegie Mellon University.

The devise is an array of 16 detectors that create images of the sky in 
three-millimetre
wavelength bands near the peak in the brightness of the CMB.

ACBAR has just completed its second season of observations at the South Pole.

Amundsen-Scott South Pole Station is ideally suited for astronomy, especially 
observations
of the CMB, due to the lack of water vapour in the thin atmosphere above the station, 
which
is located at an altitude of about 3000 meters atop the Antarctic ice sheet.

Our atmosphere may be essential to life on Earth, said co-investigator John Ruhl, 
but
we'd love to get rid of it. For our observations, the South Pole is as close as you 
can get to
space while having your feet planted firmly on the ground.

The Antarctic Sun newspaper of the US base at McMurdo Sound reports in its latest issue
that a new 16 million dollar telescope to be installed at the South Pole will solve 
the issue of
what the dark matter is made up of.

With that information we can really solve for how the universe evolved, said John
Carlstrom, a leading astrophysicist on both the planned and existing South Pole 
telescopes.

At 8m in diameter, the unique new telescope will dwarf other telescopes and many
structures at Amundsen-Scott South Pole Station.

has to be the betrayal of President George W. Bush by virtually every country in the
Western democratic world. Canada, by the way, is right up there at the top of the list 
with
the likes of France and Germany. Which is why Canadians will, along with other weak-
kneed pacifist nations, likely pay for the lack of moral fiber of our own politicians.

Iraqi President Saddam Hussein and his Islamic terrorist cohorts have told us exactly 
what
they want to do: Destroy us all by any means possible. And they are developing those
means with hurtling production of chemical, biological, and nuclear weapons. Along the
way, they intend to make us quake with hit-and-run attacks of the Sept. 11 variety. 
Bush,
who is far more intelligent and resolute than his critics credit him, has declared 
that the
United States, alone if necessary, is not going to capitulate to this barbarism. 
Britain, with
Tony Blair at the helm, is seemingly alone in standing steadfast with Bush.

Bill Graham, [the Canadian] foreign affairs minister, is weaseling all the way, doing 
an
imitation of British Prime Minister Neville Chamberlain, who basically figured if you 
were
nice to Adolf Hitler, he might start being a loving family man. Startlingly, it is now 
presumed
that the brains of [Prime Minister] Jean Chrétien, Grahams boss, are so addled, the 
prime
minister really doesnt know what is going on from one day to the next. So Graham can
bamboozle Chrétien any day of the week, and the prime minister is no wiser.

Basically, nations such as Canada, France, Germany, and other Western allies are 
playing
the Czechoslovak gambit, which consisted in the 1930s of turning our backs on that 
nation
when Hitler decided to carve it up, pretending we didnt notice. With that, they hoped
against hope Hitler would be satisfied and wouldnt bother them.

Their perfidy resulted in the Second World War. The same cowardly attitude occurred 
after
the war when Soviet dictator Josef Stalin took over Eastern Europe and turned it into 
one
vast prison camp for the next half century. Rather than do the honorable thing and 
force
Stalin out, we just watched our own backs and prayed like the moral paupers we were.

The United Nations is, of course, not only the globes most elegant cocktail party 
lounge of
every diplomatic coward in the world but also the rat hole of terrorist regimes. These 
Third
World bandit states frequently force resolutions condemning Israelaside from the 
United
States, the favorite target of the terrorist mobsas being a nation destined for 
destruction.
Graham pontificates that Canada will only back action against the Iraqi dictator if 
the U.N.
agrees to such actionall the while knowing that, since the world body has been 
hijacked
by anti-Western rogue nations, it has no intention of doing so.

In the National Post on Oct. 4, there was a quite amazing article We must commit now 
to
regime change, contending that unless Canada committed itself to standing by the 
United
States in its hour of need, our future postures would be irrelevant. It was an amazing
article because it was penned by Tom Axworthy, once one of [former Canadian Prime
Minister (1968-84)] Pierre Trudeaus closest and most fawning aides. Yet, Axworthy,
brother of former lib-left and decidedly anti-American Foreign Affairs Minister Lloyd
Axworthy, now declares our country has a moral responsibility to back Bush and Britain 
and
oust Saddam from power. Not to do so, says Axworthy, in a piece that is almost poetic 
in its
rationale, would be to abdicate our responsibility to the victims of past world 
atrocities. He
actually contends the liberal left has a duty to itself to fight terrorism and 
power-mad
regimes. He calls on progressives everywhere to gird their loins for a battle for 
humanity.

One wishes this piece was read and absorbed by the Chrétien Cabinet and, indeed,
members of all of Canadas political parties.

As with Hitler and Stalin, we either deal with Saddam and the ilk of Osama bin Laden 
now,
or they will surely deal with us. For if we dont, when our cities and peoples are 
laid low
from chemical or nuclear attacks, it will be too late for regrets. And too late to 
write our
own history.

others? The answer is a bit of both. When Lyn Savill sits down for a latte at her 
favorite
café, Roasted Addiction, a short hop from her work in Mount Roskill, Auckland, she 
resists a
pang, not of thirst but of conscience. Shes aware of the issue of coffee and price and
fairnessan issue paraded by Oxfam protesters leading donkeys laden with sacks of 
coffee
to the London Stock Exchange on Wednesdaybut as a mere drinker, well, what can she or
anyone do?

Theres no option. If you enjoy coffee you just have to go with it, says Savill, 32, 
who
goes three times a week to cafés. You cant say, Can I have a fair-trade coffee? 
They
dont have it.

Oxfams broadside against the perks of big business in a report titled Mugged: 
Poverty in
Your Coffee Cup is the latest push in its long campaign to get the worlds four huge 
buyers
of coffee beansall multinationals, the biggest of which is Swiss food giant Nestléto 
pay
more. Otherwise the prospect looms of 25 million growers starving and many leaving 
their
land, and so making a shaky industry shakier.

New Zealands burgeoning number of café owners and coffee bean importers will insist 
that
theyre not part of the global squeeze on poor farmers, that theyre paying a high 
price for
top- grade coffee. Trade Aid campaign manager Simon Gerathy insists they are a part of
the problem then again he has reason to, since his organization is in the coffee 
trade. It
has enlisted Kiwi celebrities, including actor Sam Neill and broadcaster Chris 
Laidlaw, to
push its certified fair trade coffee.

Its in the supermarket, though, that the issue really brews down to. Here, the 
shopper not
only has little real choice but, according to the Consumers Institute, is paying too 
much
even for instant coffee. But Consumers Institute chief executive, David Russell, like 
Lyn
Savill, can only shrug about what to do. Were paying far too much for our coffee in
relation to what the grower gets, says Russell.

Its well stitched-up internationally. The only realistic thing that the New Zealand 
consumer
can do is stop drinking coffee.

Fat chance of that. New Zealanders are the new Italians of the south. We love coffee,
plowing through 150,000 big bags of green beans a year in cups of the real stuff, 
not to
mention piles of instant coffee powder (a lot of which is brought in ready-made from
overseas). But Oxfams research suggests were drinking deep from the cup of inequity.

Developing-country coffee farmers, mostly poor smallholders, now sell their coffee 
beans
for much less than they cost to produce, says the report from the British-based aid 
agency.
Farmers sell at a heavy loss while branded coffee sells at a hefty profit. The coffee 
crisis
has become a development disaster.

It says the big four coffee roasters, Nestlé, Kraft, Procter  Gamble, and Sara 
Leewhich
with German giant Tchibo buy almost half the worlds coffee beans each yearare making
big profits on coffee brands, each worth US$1 billion or more in annual sales. It 
estimates
Nestlés instant-coffee profit margin at 26 percent and Sara Lees at 17 percenthigh 
in the
food and drink field.

Oxfam blames primarily a free-market system and poor countries being encouraged by the
World Bank and International Monetary Fund into cash crops like coffee, and away from
traditional agriculture. It is advocating a Coffee Rescue Plan and an international 
rescue
meeting in late Sept- ember. Its plan is that roaster companies pay farmers a decent 
price
and that stocks of coffee are cut partly by destroying at least 5 million bags. And it 
wants
roasters to promise to buy 2 percent of their beans under certified fair trade 
conditions.
Nestlé is suggesting the United States and Europe get rid of massive farm subsidies to
make it worthwhile for poor farmers to switch to other crops.

All in all, its enough to make that short black stick in your throat. But wait. As 
Oxfam notes,
and this countrys biggest supplier of beans to gourmet roasters, John Burton, is 
quick to
reinforce, its instant coffee thats the real problem, not café coffee. You see, a 
farmer
producing good-quality coffee is getting a much, much better return, says Burton, 
whose
company, John Burton Ltd., imports 30,000 bags of green beans a year and supplies 70
mostly tiny coffee roasters nationwide. But its the farmer producing just the 
average, low-
quality grounds that these people

that's me. And there's only one person who hugs the mothers and the widows, the wives
and the kids on the death of their loved ones. Others hug, but having committed the 
troops,
I've got an additional responsibility to hug, and that's me, and I know what it's

This recent statement of our president may be the most outrageous thing he's ever said 
(in
public). Its grammar and its syntax are okay, and yet it is so imbecilic, morally, 
that it could
blow your mind, if not your lunch.

Here Bush, in his current effort to pretend he's undecided on the coming war, was 
trying to
demonstrate compassion -- specifically, to show that he does care about the welfare 
of
our troops. (The Iraqis are another matter.) No, he is not cavalier about the 
consequences,
for Americans, of another war against Iraq. (One could think otherwise, if one might
happen to have learned that all of the protective gear our soldiers will be using in 
Iraq --
the gas masks and body suits, the vaccines and anti-chemical alarms -- is faulty, and 
yet
Bush, just like the major media, has failed even to mention it, much less try to 
rectify it.)

No, as he makes this grave decision to send men and women to their deaths, Bush is not
indifferent to the pain that it will cause their families (the way he was when having 
all those
men and women executed in the state of Texas). No, Bush does take this whole thing 
very,
very seriously. He really does. No kidding.

That half-hearted stab at looking like he cares recalled the many efforts of his dad 
to
come across as agonizing during the long build-up to Operation Desert Storm. Bush I 
was
always very taken with what he might call the Agony Thing --that Christ-like scene of
major presidential angst before the storm. Remember Lincoln, going to his knees in 
times
of trial and the Civil War and all that stuff, as he put it a year after Desert 
Storm. That
heroic ordeal was always on his mind.

A few months before he sent the Army down to kidnap Gen. Noriega, Bush, escorting Diane
Sawyer through the White House for a special tour on ABC, likewise marveled at the
thought of Lincoln agonizing-being tested by fire, as he put it. And all throughout 
the
months of Desert Shield, when his administration was pretending that there might not 
be a
war (and the media went along with it), his propagandists kept insisting that the 
president
was all racked up about this super-tough decision. But every time we caught a glimpse 
of
him, he looked like he was feeling pretty salty. (Toward the end, in fact, Bush's eyes
looked scary, Prince Bandar told Bob Woodward. For months, Bandar had seen both the
public and private anger building, resulting in an eerie accumulation of willfulness.)

While it appealed to that president's colossal vanity, moreover, that tormented pose 
of his
helped strengthen the illusion that the war might not come after all. (Sound 
familiar?) As
Bush was repetitiously depicted, by Marlin Fitzwater, as torn apart and losing sleep, 
so
were we told, over and over, that his team was desperately pursuing every diplomatic
possibility in order to give peace a chance. (As a matter of fact, the White House was 
very
busily subverting every diplomatic overture then being made, in good faith, by other
nations.) The whole charade helped build suspense, so as to keep the audience, both 
here
and in Iraq, completely terrorized, and then to make the final victory seem that much 
more
divine. (The US victory was not as marvelous as advertised, but that's another 
matter.)

There is a trace of the Bush operation's stunning cynicism in a bit from Dan Quayle's 
diary
for Jan. 10, 1991 -- the day of the much-hyped last negotiation between James Baker 
and
Tariq Aziz. Many soldiers in the Gulf, and their families back at home, believed that 
sit-
down was in earnest-but the White House knew it was a sham, as Quayle made clear in
private: Baker- Aziz meeting. Went as planned. Baker failed.

At the time, of course, you had to watch Bush carefully to see that he was really into 
it, so
good a job did Marlin Fitzwater (and the reporters) do at making him seem sort of
Lincolnesque. Bush the First got very good at weeping out in public, right on cue-just 
like
Nixon getting teary-eyed over Checkers-whenever the subject of our dead and wounded
soldiers might come up. This despite his much-belabored WASP reserve, which many
members of the press have dutifully remarked as if it always made crude politicking

Vietnamese farmers who have suffered steady losses over the last five years despite
consecutive bumper crops. Coffee growers faced lean times last year as oversupply on
world markets saw prices plunge, but Vietnams coffee growers say their fate is 
changing,
thanks, in part, to a campaign by Oxfam.

Oxfam is calling for the adoption of a new plan put forward by the International Coffee
Organization to take some lower-grade beans off the market, and for the top four 
coffee-
roasting multinationals to pay a fair price for the beans.

Oxfam says world coffee prices are at a 30-year low because 8 percent more coffee is
being produced than consumed. It says multinational coffee companies are making large
profits by charging consumers in rich countries 1,500 percent more than farmers in poor
countries are paid for their beans. Coffee prices on the world market average US$1.10 a
kilogram, while production cost is around $1.76.

The worst may be over for embattled coffee growers like us, with prices finally 
rising off
record lows, said Nguyen Trong, owner of nearly 20 hectares [49 acres] of coffee
plantation in Daklak province in the countrys central highlands.

The surging prices are due to the increase of coffee prices in the world market and 
the
decrease of the countrys coffee output, said the chairman of the Vietnam Coffee and
Cocoa Association, Doan Trieu Nhan. Nhan added this could be seen as an early sign that
Oxfams campaign is working.

The Oxfam scheme is positive, as it truly reflects the current coffee-market 
situation,
taking into account the livelihoods of farmers and producers, he said, adding that
Vietnamese coffee growers have heartily welcomed the scheme.

For farmers who have made the switch from farming low-grade robusta beans to high-
grade, high- yield arabica, the investment is now beginning to pay off. But for many 
others
who still farm low- grade beans, the pickup in prices has some distance to go before 
they
see their fortunes turn around. Vietnam is today the worlds second-largest coffee 
grower
and the largest grower of robusta.

Farmers in developing countries such as Vietnam are now selling their coffee beans for
much less than they cost to produce, and they deserve more of the industrys profits, 
Nhan
said. The 2001- 02 crops recorded the highest output ever reached in Vietnam, but 
coffee
prices were on average half of those of the 1999-2000 crops.

The Ministry of Agriculture and Rural Development has offered coffee growers extra 
funding
and exemption from paying land-use taxes. But growers in the largest coffee-producing
province, Daklak, say the industrys problems can be solved only if bean prices rise 
above
production costs, which currently stand at $530 to $600 per ton.

Vietnamese companies are exporting coffee at $300 per ton, which means farmers are
getting an even lower price when export companies buy their produce. This has led to
accusations from other big coffee-producing countries that Vietnams cheap coffee is 
one of
the reasons for the downturn in world coffee prices.

Local economists forecast that Vietnams coffee prices will increase only slightly 
this year
because of large stockpiles, but prices are expected to rise quickly after 2003 due to 
a
sharp reduction in coffee output and productivity.

Critics Attack Suspension of 33 Philadelphia Kindergartners

PHILADELPHIA, Dec. 14 - A report this week that 33
kindergartners had been suspended from Philadelphia schools
this year under a tough new discipline policy has brought
strong reactions from parent groups and advocates for
children, who say such suspensions could traumatize young
students.

It's almost like they've given up on the children, said
Wendell A. Harris, chairman of safety and discipline for
the school district's parents' council.

The discipline policy was imposed this fall by Paul G.
Vallas, the new leader of the schools. It calls for
principals to report all serious incidents and to apply
appropriate remedies. The policy is intended to bring
safety and order to schools that have been beset for years
by chaos and violence.

You don't wait until middle school to teach kids to read,
Cecilia Cummings, a spokeswoman for Mr. Vallas, said on
Friday. And you don't wait till middle school to teach
kids that violence isn't appropriate.

The district's reports indicate that the suspended
kindergartners included a student who stabbed a classmate
with a pencil, another who punched a teacher who was seven
and a half months pregnant in the stomach and a boy who
exposed his genitals to classmates. One girl bit her
teacher's hand and kicked her; the girl's parents had been
called in for a conference after the girl had previously
assaulted the same teacher.

The suspensions all involved children who hurt other
children or school employees, school officials said.

Last year only one kindergartner in Philadelphia was
suspended in the first three months of school. District
officials said the increase in suspensions resulted from an
increase in reporting of incidents, not any significant
change in children's behavior. Reports of serious
incidents, which ranged from disruptive conduct to children
harming one another or school staff members, increased by
more than 200 percent, Ms. Cummings said.

She and other officials defended the suspensions, saying
they were meant to help seriously troubled children by
engaging their parents.

Part of what the suspension allows us to do is to get the
attention of the parent, Gwen Morris, who oversees
discipline, said in an interview on Friday. This is a sort
of time out, ratcheted up a bit. It's not about punishing
the kid or hammering the kid.

Ms. Morris added: Clearly, at age 5 or 6 this is a
parent-education issue. How do we bring parents in to
support social school skills?

Students who are suspended cannot return to school unless
their parents come with them.

Anne Wheelock, who has studied suspensions as a senior
research associate on a project of the National Board on
Educational Testing and Public Policy at Boston College,
said Philadelphia had adopted a quick-fix answer. The
suspension policy, she said, undermines efforts toward
developing schools with safe, inclusive climates and
teaching students themselves what it means to be a part of
a learning community.

Mr. Harris, who has four school-age children, said the
suspensions of young children created a hostile school
environment that turns parents into adversaries of the
schools.

Ms. Morris said she intended to study the 33 suspensions of
kindergartners to make sure the schools had acted
appropriately. She said she assumed that the suspensions
had been imposed only after repeated serious infractions.

The suspensions, first reported this week in The
Philadelphia School Notebook, an independent quarterly
newspaper, included 26 out-of-school suspensions. Most of
the suspensions lasted one day, school officials said.

Canadian activist fights deportation from Israel

TEL AVIV-- Canadian peace activist Jaggi Singh won a temporary legal battle in Israel
Sunday, after being denied permission to start what he called a fact- finding mission 
into
allegations of human rights abuses against Palestinians.

Singh was detained by Israeli authorities at the Ben Gurion airport in Tel Aviv 
Saturday
night. He is not under arrest, according to officials in Ottawa. But Israeli 
authorities want
him to leave, Canada's Foreign Affairs Department said.

On Sunday, a lawyer representing Singh went to court and won an interim injunction
against deportation.

A three-member panel of the Israeli supreme court will rule Monday on whether the
Canadian should be allowed into the country.

Meanwhile, a Quebec-based group denounced Israel for stopping Singh from moving freely
into the West Bank or Gaza Strip. The Palestinian group International Solidarity 
Movement
said Israel is trying to silence critics.

Jaggi's current detention highlights an increasing attack waged by the Israeli state 
against
international activists who either travel to or work in the occupied territories, 
said Stefan
Christoff, a spokesperson for the organization, at a news conference in Montreal.

Israeli customs and security officials questioned Singh at the airport for several 
hours
before telling him to fly back to Canada, according to the International Solidarity 
Movement.
He refused.

Singh went to the Middle East to collect information about the treatment of people in 
the
occupied territories, Canadian Palestinian activists said.

Two years ago a project set up by the men who now surround George W Bush said what America needed was "a new Pearl Harbor". Its published aims have, alarmingly, come true. :

The threat posed by US terrorism to the security of nations and individuals was outlined in prophetic detail in a document written more than two years ago and disclosed only recently. What was needed for America to dominate much of humanity and the world's resources, it said, was "some catastrophic and catalysing event - like a new Pearl Harbor". The attacks of 11 September 2001 provided the "new Pearl Harbor", described as "the opportunity of ages". The extremists who have since exploited 11 September come from the era of Ronald Reagan, when far-right groups and "think-tanks" were established to avenge the American "defeat" in Vietnam. In the 1990s, there was an added agenda: to justify the denial of a "peace dividend" following the cold war. The Project for the New American Century was formed, along with the American Enterprise Institute, the Hudson Institute and others that have since merged the ambitions of the Reagan administration with those of the current Bush regime.

One of George W Bush's "thinkers" is Richard Perle. I interviewed Perle when he was advising Reagan; and when he spoke about "total war", I mistakenly dismissed him as mad. He recently used the term again in describing America's "war on terror". "No stages," he said. "This is total war. We are fighting a variety of enemies. There are lots of them out there. All this talk about first we are going to do Afghanistan, then we will do Iraq... this is entirely the wrong way to go about it. If we just let our vision of the world go forth, and we embrace it entirely and we don't try to piece together clever diplomacy, but just wage a total war... our children will sing great songs about us years from now."

Perle is one of the founders of the Project for the New American Century, the PNAC. Other founders include Dick Cheney, now vice-president, Donald Rumsfeld, defence secretary, Paul Wolfowitz, deputy defence secretary, I Lewis Libby, Cheney's chief of staff, William J Bennett, Reagan's education secretary, and Zalmay Khalilzad, Bush's ambassador to Afghanistan. These are the modern chartists of American terrorism. The PNAC's seminal report, Rebuilding America's Defences: strategy, forces and resources for a new century, was a blueprint of American aims in all but name. Two years ago it recommended an increase in arms-spending by $48bn so that Washington could "fight and win multiple, simultaneous major theatre wars". This has happened. It said the United States should develop "bunker-buster" nuclear weapons and make "star wars" a national priority. This is happening. It said that, in the event of Bush taking power, Iraq should be a target. And so it is.

As for Iraq's alleged "weapons of mass destruction", these were dismissed, in so many words, as a convenient excuse, which it is. "While the unresolved conflict with Iraq provides the immediate justification," it says, "the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein." How has this grand strategy been implemented? A series of articles in the Washington Post, co-authored by Bob Woodward of Watergate fame and based on long interviews with senior members of the Bush administration, reveals how 11 September was manipulated.

On the morning of 12 September 2001, without any evidence of who the hijackers were, Rumsfeld demanded that the US attack Iraq. According to Woodward, Rumsfeld told a cabinet meeting that Iraq should be "a principal target of the first round in the war against terrorism". Iraq was temporarily spared only because Colin Powell, the secretary of state, persuaded Bush that "public opinion has to be prepared before a move against Iraq is possible". Afghanistan was chosen as the softer option. If Jonathan Steele's estimate in the Guardian is correct, some 20,000 people in Afghanistan paid the price of this debate with their lives.

Time and again, 11 September is described as an "opportunity". In last April's New Yorker, the investigative reporter Nicholas Lemann wrote that Bush's most senior adviser, Condoleezza Rice, told him she had called together senior members of the National Security Council and asked them "to think about 'how do you capitalise on these opportunities'", which she compared with those of "1945 to 1947": the start of the cold war. Since 11 September, America has established bases at the gateways to all the major sources of fossil fuels, especially central Asia. The Unocal oil company is to build a pipeline across Afghanistan. Bush has scrapped the Kyoto Protocol on greenhouse gas emissions, the war crimes provisions of the International Criminal Court and the anti-ballistic missile treaty. He has said he will use nuclear weapons

On or about,October 26, 2000, an attempt was made to abduct Plaintiff by
three unknown assailants. Because of the actions of these assailants, Sugar
Land police officers were dispatched to the scene. In the end, no report was
taken, the assailants were treated respectfully and allowed to go free while
Plaintiff was repeatedly and aggressively questioned. After filing a
lawsuit, Plaintiff's family and past contacts were questioned and harassed.
As a result, Plaintiff dismissed Plaintiff's lawsuit. Irrespective of
Plaintiff dismissing the lawsuit, the harassment continued. At some point,
Plaintiff contacted the Houston office of the Federal Bureau of
Investigation, filing a raced based harassment complaint, advising that the
Sugar Land Police Department may or may not be harassing Plaintiff on behalf
of her neighbors in Sugar Land or possibly on behalf of the First Colony
Community Services Association. The agent in question advised Plaintiff that
the situation appeared to be highly organized and most likely higher level,
such as a racist organization.

Eventually the harassment increased to the point where Plaintiff took the
step of writing letters directly to the Federal Bureau of Investigation,
Houston Office. Instead of assisting Plaintiff with her concerns, the FBI
took on the same demeanor as the Sugar Land Police Department. Eventually,
Plaintiff learned, via telephone conversations, that both the Sugar Land
Police Department and the Houston Office of the Federal Bureau of
Investigations were acting at the behest of the Defendant, George W. Bush.
As a part of their defense, the Sugar Land Police Department conducted a
background investigation into Plaintiff's past activities. In the end, this
investigation yielded the following information: Plaintiff had seven dates,
(which became seven lovers), had told no lies, committed no crimes, gotten 2
traffic tickets and dated George W. Bush as a minor.

Instead of looking at this information and keeping this information
concealed, both agencies began revealing this information within their own
intranets. In an effort to defend himself, the Defendant and his
representatives began contacting Plaintiff regarding the relationship. While
Plaintiff assured the Defendant and his representatives that she neither
personally revealed this information, nor would she confirm it in any
setting, the Defendant, his family and his representatives continued to
threaten Plaintiff.

I spoke with Premilla yesterday, who is the moving force behind New
York WILPF's branch who is sprearheading the organizing effort for the
initial gathering/conference in New York next month.  She and Kyle are
organizing a meeting in New York City on Thursday, December 19th, to bring
on more endorsers, organizations, and support for the People's
Commission.  I thought that was a great idea and that we should also do the
same thing here on the West Coast.  So, I called Henry Dakin and he will
let us use 3220 Sacramento to show the latest version of Aftermath and hold
an organizing meeting to gather endorsements and support for a People's
Commision on 9-11. (If you can- please come- 7-10 pm, Thursday, December
19th).
I went to an event last night organized by Not In Our Name and began my
outreach efforts.  Kevin Danaher, of Global Exchange said that he would
urge Global Exchange to endorse our effort.  I also spoke with other
groups/organizations/individuals attending the event and invited them to
come.  Today I will also post the meeting on the indymedia site, send out
emails, make phone calls, and send out letters.  I would like a copy of
Premilla's  WILPF statement for the various organizations, but I still
don't have one (which is why I did write that synthesis last week- because
I need something to move forward and organize with).
I'm leaving the country Saturday for two weeks - and can do nothing
while gone.
   My website has already signed on to the Ad-hoc Truth Alliance
statement that we are struggling to complete and get out to all the 9-11
websites/researchers/activists. I do think we need to act and get out some
press release this week- particularly when the government obviously doesn't

Incoming Senate Armed Services Committee Chairman John Warner, R-Va., said in an interview Tuesday that he will ask President Bush to explore the possible deployment of such aircraft, known as unmanned aerial vehicles or drones, by civilian agencies responsible for homeland security.

The drones would be similar to those used in high-profile missions by the CIA and U.S. military to target suspected Taliban and al Qaeda operatives in Afghanistan.

... But unlike many of the UAVs deployed overseas, such as the one that fired a missile at a carload of suspected terrorists in Yemen last month, the drones flown for homeland security operations would not be armed with weapons, only cameras or sensors, several federal officials said.

"I think it would be very important that the president initiate a study on the future use of UAVs by elements of the federal government other than the military," Warner said. Warner said he believes UAVs could be an effective means of watching the home front in the war on terror. But he acknowledged that "they are quite intrusive."

Warner said concerns about individual privacy, such as those raised when the Pentagon offered to do aerial surveillance during the recent hunt for the Washington-area snipers, are "an open issue and should be addressed by the [presidentâs] study." Among the agencies now committed to deploying UAVs are the Coast Guard and Border Patrol, both of which are moving to the Homeland Security Department. Other non-Defense Department agencies, such as the Transportation Department, are in the early stages of exploring possible security roles for drones. Meanwhile, the Energy Department, which set up a UAV program in 1993 to study clouds and climate change, has been developing high-altitude instruments to measure radiation in the atmosphere. Despite an industry rumor that the FBI is looking into UAVs at its Quantico, Va. facilities, an agency spokesman said there is no such activity. Drones, which are controlled remotely on the ground, can hover over an area for hours, sometimes days, to provide accurate and timely information. In the war on terror, the military and CIA have used UAVs for reconnaissance, surveillance, targeting, bomb damage assessment and telecommunication relays over hostile areas, without risking the lives of aircrews. San Diego-based General Atomics Aeronautical Systems Inc. has supplied the Predator, which can operate up to 25,000 feet, compared to the 40,000-foot ceiling of commercial airplanes. Northrop Grumman Corp. of Los Angeles has produced the still-experimental Global Hawk, which can fly up to 66,000 feet and rival the venerable U-2 spy plane in reconnaissance capabilities. Since the Sept. 11, 2001, terrorist attacks, interest in UAVs among federal agencies has swelled, industry sources said. ãThereâs been a lot more activity over the last couple of months,ä said one manufacturing executive who asked not to be named. ãItâs been really intense. In one way, I'm glad it is out in the open. The televised hearings began on October 2nd. The subject was the resolution on the use of military force in Iraq. After a ten-day campaign to bring public opinion to bear the chairman of the International Relations Committee (IR) relented and agreed to have a hearing on the controversial resolution the White House wanted Congress to approve. In committee, I was determined to call a spade a spade. This "resolution to use military force" is a decision on whether or not to go to war. Of course everyone already knew that, but they just didn't want to be on record voting for an unpopular war. the drug business, having contacts with the Opium Warlord Lor Sing Han and 
his followers. Santo Trafficante acted as his buying and transporting

"Far East Trading Company" as a front for his continuation in the drug trade

transportation of arms sales. Jerry Daniels then tookover the drug 
trade from Richard Armitage. For over 10 years, Armitagesupported his

Was Irv Rubin Killed

Did the late Irv Rubin have inside knowledge about the fact that Israeli intelligence operatives were trailing the alleged 9-11 hijackers while they were "on the ground" in California?

When JDL chief Irv Rubin's friends cry that their leader may have been murdered in federal custody, they may not be far off the mark. Rubin may have known too much for his own good and threatened to reveal-- during his scheduled trial-- his Mossad connection.

Undoubtedly, Rubin and his henchman, Earl Krugel, were as surprised as anybody when the Justice Department charged them last year with conspiring to blow up a mosque and the office of Rep. Darrell Issa (R-Calif.). For years Rubin and Krugel and the JDL were almost "untouchable," given free rein to practice their terrorist activities with virtually no sanction whatsoever. As such, there appears to be a lot more to the quite unexpected indictment of Rubin and Krugel than meets the eye.

As a growing body of evidence indicates, much of which has already been reported in AFP, Israeli intelligence operatives were almost certainly monitoring at least some of the Sept. 11 hijackers when the hijackers-to-be were operating in California prior to 9-11. And considering the fact that the JDL is known to have closely cooperated on numerous fronts with Israeli intelligence, it is likely that Rubin --now conveniently dead by "suicide"-- and Krugel may have been aware of this operation.

HISTORY OF THE JEWISH DEFENSE LEAGUE

The history of the JDL and its founder, Brooklyn-born Meir Kahane-best-remembered today as the "militant rabbi" gunned down after being elected to the Israeli parliament-indicates that the JDL has functioned as an arm of Israel's intelligence service, the Mossad. Kahane's biographer, Robert Friedman, revealed that "high-ranking members of Mossad" were directing Kahane and that the "central player" was former Mossad operations chief (and later prime minister) Yitzhak Shamir, an outspoken critic of America.

Kahane himself had been an asset of the FBI and the CIA, including a stint for the CIA in Africa, posing as a "news correspondent." In 1965, under the name "Michael King," Kahane and one Joseph Churba formed a group to mobilize campus support for the Vietnam War, a venture that was part of a CIA operation "working both sides" of the Vietnam War issue, with the CIA funding anti-war groups at the very same time. In 1968 Kahane shed his "Michael King" personage and evolved into the Meir Kahane we remember today.

His colleague Churba (also a rabbi) rose to power as an influential behind-the-scenes asset for Israeli intelligence in U.S. foreign policy-making circles, promoted by the John Birch Society, and funded by the CIA-backed empire of Korean cult leader Sun Myung Moon, now a major figure promoting the interests of Israel in American "conservative" circles. The ultimate trial of JDL figure Krugel-if it ever happens-should be watched closely. If the Justice Department of Israel's strong supporter, Attorney General John Ashcroft, suddenly decides-citing "national security," perhaps-to conceal information in the course of Krugel's prosecution, a lot of "conspiracy theorists" might start thinking that it's all part of the official 9-11 cover-up.

WASHINGTON, Dec. 15 - The Defense Department is considering issuing a
secret directive to the American military to conduct covert operations
aimed at influencing public opinion and policy makers in friendly and
neutral countries, senior Pentagon and administration officials say.

Defense Secretary Donald H. Rumsfeld has not yet decided on the proposal,
which has ignited a fierce battle throughout the Bush administration over
whether the military should carry out secret propaganda missions in
friendly nations like Germany, where many of the Sept. 11 hijackers
congregated, or Pakistan, still considered a haven for Al Qaeda's
militants.

Such a program, for example, could include efforts to discredit and
undermine the influence of mosques and religious schools that have become
breeding grounds for Islamic militancy and anti-Americanism across the
Middle East, Asia and Europe. It might even include setting up schools
with secret American financing to teach a moderate Islamic position laced
with sympathetic depictions of how the religion is practiced in America,
officials said.

Many administration officials agree that the government's broad strategy
to counter terrorism must include vigorous and creative propaganda to
change the negative view of America held in many countries.

The fight, one Pentagon official said, is over the strategic
communications for our nation, the message we want to send for long-term
influence, and how we do it.

As a military officer put it: We have the assets and the capabilities and
the training to go into friendly and neutral nations to influence public
opinion. We could do it and get away with it. That doesn't mean we
should.

It is not the first time that the debate over how the United States should
marshal its forces to win the hearts and minds of the world has raised
difficult and potentially embarrassing questions at the Pentagon. A
nonclandestine parallel effort at the State Department, which refers to
its role as public diplomacy, has not met with so much resistance.

In February, Mr. Rumsfeld had to disband the Pentagon's Office of
Strategic Influence, ending a short-lived plan to provide news items, and
possibly false ones, to foreign journalists to influence public sentiment
abroad. Senior Pentagon officials say Mr. Rumsfeld is deeply frustrated
that the United States government has no coherent plan for molding public
opinion worldwide in favor of America in its global campaign against
terrorism and militancy.

Many administration officials agree that there is a role for the military
in carrying out what it calls information operations against adversaries,
especially before and during war, as well as routine public relations work
in friendly nations like Colombia, the Philippines or Bosnia, whose
governments have welcomed American troops.

In hostile countries like Iraq, such missions are permitted under policy
and typically would include broadcasting from airborne radio stations or
dropping leaflets like those the military has printed to undermine morale
among Iraqi soldiers. In future wars, they might include technical attacks
to disable computer networks, both military and civilian.

But the idea of ordering the military to take psychological aim at allies
has divided the Pentagon - with civilians and uniformed officers on both
sides of the debate.

Some are troubled by suggestions that the military might pay journalists
to write stories favorable to American policies or hire outside
contractors without obvious ties to the Pentagon to organize rallies in
support of American policies.

The current battlefield for these issues involves amendments to a
classified Department of Defense directive, titled 3600.1: Information
Operations, which would enshrine an overarching Pentagon policy for years
to come.

Current policy holds that aggressive information tactics are to affect
adversary decision makers - not those of friendly or even neutral
nations. But proposed revisions to the directive, as quoted by senior
officials, would not make adversaries the only targets for carrying out
military information operations - abbreviated as I.O. in the document,
which is written in the dense jargon typical of military doctrine.

In peacetime, I.O. supports national objectives primarily by influencing
foreign perceptions and decision-making, the proposal states. In crises
short of hostilities, I.O. can be used as a flexible deterrent option to
communicate national interest and demonstrate resolve. In conflict, I.O.
can be applied to achieve physical and psychological results in support of
military objectives.

Although the defense secretary is among those pushing to come up with a
bolder strategy for getting out the American message, he has not yet
decided whether the military should take on those

CHRONICLE 100: ODD DEVICES IN THE DEEP
Deep-water drilling's cast of characters: pigs, crabs, pikes

Before the summer is over, Shell Oil will start remotely launching pigs into a flow line stretching from an oil well to its new Auger platform in the deep waters of the Gulf of Mexico.
Pigs in this case are slugs made out of plastic, with scraper ridges front and rear, that are used to clean out pipelines.

Originally designed for the military as a mine-clearing device, this crablike robot is searching for potential uses in the oil patch. The problem is getting pigs into a flow line in water too deep for divers, without spending a fortune doing it.
The remotely operated, diverless, subsea pig launcher may provide a low-cost solution to a nasty problem -- flow lines in deep water that require pigging because after a while they become clogged, much like an artery filled with cholesterol.
Typically, in water that is several thousand feet deep, the pigs run in a loop with pumps. This circular route brings the pigs from the well and back into the deep waters.
The Shell plan is different because it would use a single flow line, providing savings estimated at $21 million per project.
This savings is just for reduced cost of the installation. It doesn't include the long-term cost of single vs. round-trip pigging, said Jim Hale of Shell's deep water execution group, speaking at the Offshore Technology Conference.
The trick to putting in just one line is getting the pigs down to the wellhead.
Shell's cagelike device, complete with a cartridge full of pigs, is lowered until it sits on the wellhead on the sea floor. The concept came from Houston's Oceaneering International.
Working almost like an automatic gun, it will drop a pig into a chamber and then send it on its way with a puff of natural gas, to be pushed farther along by the flow of oil as it clears out the buildup from a variety of sources.
For instance, Shell's Serrano well has waxy condensates in the natural gas, while its Oregano well nearby is an asphaultic type of crude, which also creates a gunky buildup, Hale said.
The launcher will hold nine pigs, which the designers calculate will be enough to keep this particular line clean for a year. After that, it can be reloaded using an ROV, or remotely operated vehicle, that does tasks where divers don't dare to go.

A robot well-crawler
Drillers have found ways to drill wells that slant, go horizontal and even turn. But the technology for getting tools into those holes hasn't kept pace.
A long, thin robot that can crawl miles into the earth down a borehole, do a job and then crawl back to the surface promises to help solve that problem.
Called the MicroRig, the robot differs from other "downhole tractors" because it doesn't trail electric wires, which too often pull apart.
Furthermore, it can force its way down a well flowing as much as 5,000 barrels per day through a 3 1/2-inch diameter pipe, according to Joe Donovan of Intelligent Inspection Corp., which is working with Halliburton to commercialize Micro-Rig and other robots.
Powered by batteries, it grips the walls of the pipe with what look like rotating bicycle chains. A computer brain tells it what to do and helps it avoid getting stuck.
It sees when it is getting into trouble, he said. For instance, it knows what a spit pipe looks like and can spot it with eyes that are 11 feet ahead of the traction units.
The first tasks will be relatively simple, such as measuring temperatures and pressures in a well, at depths where communication is nearly impossible.
Later, and it may take years to get there, the robot should be able to open and close the downhole valves used in smart-well technology.

Agencies see homeland security role for surveillance drones

An increasing number of federal agencies are pursuing plans to use pilotless surveillance aircraft to help patrol the Mexican and Canadian borders, protect the nations major oil and gas pipelines and aid in other homeland security missions.
Incoming Senate Armed Services Committee Chairman John Warner, R-Va., said in an interview Tuesday that he will ask President Bush to explore the possible deployment of such aircraft, known as unmanned aerial vehicles or drones, by civilian agencies responsible for homeland security.
The drones would be similar to those used in high-profile missions by the CIA and U.S. military to target suspected Taliban and al Qaeda operatives in Afghanistan. But unlike many of the UAVs deployed overseas, such as the one that fired a missile at a carload of suspected terrorists in Yemen last month, the drones flown for homeland security operations would not be armed with weapons, only cameras or sensors, several federal officials said.
I think it would be very important that the president initiate a study on the future use of UAVs by elements of the federal government other than the military, Warner said.
Warner said he believes UAVs could be an effective means of watching the home front in the war on terror. But he acknowledged that theyre quite intrusive. Warner said concerns about individual privacy, such as those raised when the Pentagon offered to do aerial surveillance during the recent hunt for the Washington-area snipers, are an open issue and should be addressed by the [presidents] study.
Among the agencies now committed to deploying UAVs are the Coast Guard and Border Patrol, both of which are moving to the Homeland Security Department. Other non-Defense Department agencies, such as the Transportation Department, are in the early stages of exploring possible security roles for drones. Meanwhile, the Energy Department, which set up a UAV program in 1993 to study clouds and climate change, has been developing high-altitude instruments to measure radiation in the atmosphere.
Despite an industry rumor that the FBI is looking into UAVs at its Quantico, Va. facilities, an agency spokesman said there is no such activity.
Drones, which are controlled remotely on the ground, can hover over an area for hours, sometimes days, to provide accurate and timely information. In the war on terror, the military and CIA have used UAVs for reconnaissance, surveillance, targeting, bomb damage assessment and telecommunication relays over hostile areas, without risking the lives of aircrews. San Diego-based General Atomics Aeronautical Systems Inc. has supplied the Predator, which can operate up to 25,000 feet, compared to the 40,000-foot ceiling of commercial airplanes. Northrop Grumman Corp. of Los Angeles has produced the still-experimental Global Hawk, which can fly up to 66,000 feet and rival the venerable U-2 spy plane in reconnaissance capabilities.
Since the Sept. 11, 2001, terrorist attacks, interest in UAVs among federal agencies has swelled, industry sources said. Theres been a lot more activity over the last couple of months, said one manufacturing executive who asked not to be named. Its been really intense. Were doing things now that we wouldnt have been doing a year ago.
These [UAVs] are hot, said Daryl Davidson, executive director of the Association for Unmanned Aerial Vehicle Systems International. Marketers for Boeing, Northrop Grumman and other top U.S. defense firms have been busy talking to agencies about civilian applications of UAV technology, he said.
Indeed, Boeing, which received a defense contract earlier this year to develop a fuel-cell propulsion system for UAVs, hopes to sell to civilian agencies high-endurance drones that can fly for weeks instead of days, said Chick Ramey, a company spokesman. Lockheed Martin has been shopping around its small Sentry Owl, which the Air Force has used to provide surveillance at air bases, as a tool for property monitoring and pipeline security.
At the Transportation Department, Ellen Engleman, administrator for Research and Special Programs, said she will host a conference on UAVs and transportation security early next year. Her agency began working with NASA nearly four years ago to develop high-altitude sensors, at first to monitor traffic flow and help highway planners but also now to follow trucks carrying hazardous cargo and watch for irregular activity at major pipelines, according to her spokesman, James Mitchell.
UAVs could be very valuable to enhancing security, as long as you can get a real or near-real time look at the pipes with some sensors that can detect irregular activity, Mitchell said. At Englemans direction last April, the agency solicited research proposals for using UAVs to monitor pipelines but so far has

President Bush revealed his plan Friday to vaccinate troops and medical personnel 
against
smallpox, but opposition is building among the civilian health care workers who will be
among the first asked to take the 30- year-old vaccine.

An estimated 500,000 troops will be required to take the vaccine, which carries a 
small risk
of serious complications -- statistically, one of those soldiers can be expected to 
die from
them. Vaccination of a small number of military personnel is already under way.

Bush told reporters at a Washington, D.C., briefing that he felt obliged as commander- 
in-
chief to be vaccinated himself. I do not believe that I can ask others to accept this 
risk
unless I am willing to do the same, he said.

By summer, administration officials said, the vaccine will be available to any healthy 
adult
American who demands it, but because of the its dangerous side effects, they strongly
discouraged average citizens from being inoculated.

Health care workers who would be most likely to treat smallpox victims are being asked 
to
take the vaccine voluntarily. But some doctors, nurses and other hospital workers are
balking.

UNIONS URGE CAUTION

Health care worker union members staged press conferences throughout the nation Friday
-- including one at San Francisco General Hospital -- to voice concerns over the 
safety of
the vaccine and the practical problems of giving it to so many medical staffers at one 
time.

We're going to discourage people from participating until a plan is put forward that
adequately protects both health care workers and their patients, said Lorraine 
Thiebaud, a
San Francisco General Hospital nurse and vice president for Local 790, of the Service
Employees International Union.

We are so stretched here, with budget cuts coming down on us, and now we are asked to
run out and get vaccinated against an imaginary threat, Thiebaud said.

Among her concerns is whether vaccinated health care workers will be permitted to stay
home from work during a period when they could infect their patients with the live 
virus
found in scabs formed by their vaccination.

Smallpox vaccine is made from a live cowpox virus, a weaker germ that is closely 
related to
smallpox but not nearly as dangerous to human beings. But it can be dangerous to people
whose immune systems are weakened by HIV, cancer chemotherapy or
immunosuppressive drugs for organ transplants. The vaccine is not recommended for
pregnant women or people with a history of the skin condition eczema.

RISK OF ACCIDENTAL STICK

Thiebaud also noted that the vaccine would be administered with a nonretractable 
lancet,
resembling a miniature two-pronged fork, designed to scratch the skin at the 
inoculation
site. It is a 50-year-old technology and poses a small risk of nicking a nurse or 
doctor with a
blood-contaminated point.

Thiebaud's local union was instrumental in pushing for laws that banned use of unsafe
needles in hospitals across the nation.

The SEIU, which represents 750,000 health care workers in 22 states, has been
campaigning for a variety of safeguards before the vaccine campaign is rolled out.

Let's slow down and do it right, said Sal Rosselli, president of Local 250, which 
represents
nursing home workers and hospital orderlies in Northern California.

Rosselli said the union has been talking with Northern California hospital operators, 
but he
is concerned the workers' concerns will be ignored in other locales.

NOT ON FEAR ALONE

Robert Golomb of Lafayette, an emergency room doctor, had reservations.

I must assume that the president is aware of clear evidence that smallpox can be used 
as
a bio-weapon and is not making a decision based on fear alone, he told The Chronicle.
Only on this basis can I support his policy and have myself revaccinated.

Anticipating the federal plan to inoculate health care workers, California has ordered 
40,000
doses of smallpox vaccine from the federal Centers for Disease Control and Prevention,
which controls the national supply of it. According to Health and Human Services 
Secretary
Tommy Thompson, the nation now has enough vaccine on hand to protect the entire
country in the event of a terrorist attack.

An international vaccination campaign wiped out naturally occurring smallpox in 1980. 
While
the United States kept cultures of the virus under tight security, there are lingering 
fears
that stocks of the virus were maintained in Russia, and possibly Iraq and North Korea 
-- and
that terrorist organizations have been actively seeking it.

Ibrahim, the Shin Bet wants you to join Qaida

PA unveils Israeli intelligence scheme, denies Gaza links to bin Laden

Early last week, Rashi Abu Sba, head of the preventive security apparatus in Gaza, the
equivalent of the Shin Bet, accused the Israeli security service of tricking young 
Palestinians
into conducting missions in the name of Al-Qaida. Last Tuesday, a young man named
Ibrahim was presented to reporters in Gaza. Ibrahim hid his face behind a mask, and 
told
what happened to him.

He said that a year ago he sent in a personal, with his photo and phone number, to East
Jerusalem's Posta, a cultural-entertainment weekly with a personals section. Three 
months
later, the Gazan received a phone call from an older man, who introduced himself as a
merchant named Ahmed, who told Ibrahim that his photo reminded him of his son. They
spoke on the phone a number of times, with Ahmed asking Ibrahim about the situation -
and if he was a devout Muslim.

During one of the conversations, Ahmed told Ibrahim that he wanted to help Gazans in
economic distress and began sending money - cash in dollars and Jordanian dinars -
through the Nablus branch of the Cairo-Amman bank. Ibrahim told Ahmed that he had
never been arrested nor involved in any political organization. Then, in one of the
conversations, Ahmed said he was working for Osama bin Laden's Al-Qaida organization,
and Ibrahim was meant to be one of its organizers in northern Gaza since the group
already had an infrastructure in the south. Ahmed gave Ibrahim a list of people, mostly
Hamas activists, and was told to collect information about them and follow them so they
could also be drafted for the Al-Qaida cause.

The two never met, but at a certain point during their telephone contact, Ibrahim 
became
suspicious. He contacted a preventive security officer in Gaza and told him the whole 
story.
The officer looked into the matter and told Ibrahim that Ahmed was an Israeli Shin Bet
agent, and Ibrahim should immediately cut off any contacts with him.

Palestinian sources said last week that the case was not unusual, and they reported 
it, as
well as similar cases, during a security meeting with top-level U.S. security 
officials.

The incident was revealed against the background of the terror attacks on Israelis 
three
weeks ago in Mombasa, Kenya - the first Al-Qaida operation aimed specifically against 
an
Israeli target after the group had attacked a Jewish target, the synagogue on Jerba 
Island,
off the Tunisian coast. In the wake of the Mombasa attack, Israeli intelligence 
circles began
revealing information about Al-Qaida operatives in Lebanon trying to recruit Gazan
Palestinians. Prime Minister Ariel Sharon and Chief of Staff Moshe Ya'alon spoke about 
it,
and hinted that bin Laden is tightening his grip in Lebanon and among Palestinians.

Those hints startled PA Chairman Yasser Arafat and his people. From his office in
Ramallah, Arafat told reporters, Israel's accusations tying Palestinians to Al-Qaida 
are
meant to justify the intensification of attacks against our people. An official 
Palestinian
Authority statement added: We vehemently deny the Israeli falsehoods about Al-Qaida
being in Gaza. This was followed by Abu Sba's revelations about the Ibrahim episode,
which, irrespective of the specific case, is common practice among intelligence 
services
worldwide.

The attempt to link Palestinians to Al-Qaida causes real anxiety among Arafat's 
people. So
far, there have only been a few cases of Palestinians involved in international Islamic
terrorism. The list of terrorists published by the Americans after 9/11 included 
Saudis,
Egyptians, Pakistanis, Chechnyans, and a few Lebanese, Yemenites, Sudanese, and some
from the Gulf. Palestinian spokesmen explained that the Palestinians have enough 
troubles
of their own, and they do not need to waste their energies on a world Islamic 
revolution.

But there was at least one Palestinian whose name came up - Sheikh Abdullah Azam. Born
in 1941 in the village of Silat al Hartiye, near Jenin, he left the West Bank in 1966 
to study
Islam in Damascus and Cairo. In the 1970s, he took up residence in Amman and taught
Islam at Jordan University. His specialty was jihad, and some of the books he wrote on 
the
subject are still available in bookstores in the territories. At some stage, Azam 
spent a
lengthy period of time in the United States, and then was among the first to volunteer 
to
fight alongside the mujahideen in Afghanistan.

Bin Laden was impressed by Azam, even going so far as to call him my Palestinian
mentor in a number of interviews he gave to television reporters. In 1989, Azam was 
killed
in Afghanistan - the circumstances are unclear - but was not forgotten. Over the years,
some of the Hamas cells have called themselves the Sheikh Abdullah Azam Shaheed

WASHINGTON - Word got around the department that I was a good Arabic translator who
did a great Saddam imitation, recalls the Harvard grad student. Eventually, someone
phoned me, asking if I wanted to help change the course of Iraq policy.

So twice a week, for US$3,000 a month, the Iraqi student says, under condition of
anonymity, that he took a taxi from his campus apartment to a Boston-area recording 
studio
rented by the Rendon Group, a DC-based public relations firm with close ties to the US
government. His job: translate and dub spoofed Saddam Hussein speeches and tongue-in-
cheek newscasts for broadcast throughout Iraq.

I never got a straight answer on whether the Iraqi resistance, the CIA or policy 
makers on
the Hill were actually the ones calling the shots, says the student, but ultimately 
I realized
that the guys doing spin were very well and completely cut loose. And that's how
Baghdad's best-known opposition radio personality was born six years ago - during the
Clinton administration. It was one of many disinformation schemes cooked up by the
Rendon Group, which has worked for both Democratic and Republican administrations
fighting the psy-op war in the Middle East.

The point was to discredit Saddam, but the stuff was complete slapstick, the student 
says.
We did skits where Saddam would get mixed up in his own lies, or where [Saddam's son]
Qusay would stumble over his own delusions of grandeur. Transmissions were once a
week from stations in northern Iraq and Kuwait. The only thing that was even remotely
funny, says the student, were the mockeries of the royal guard and the government's
clumsy attempts to deceive arms inspectors.

The Saddam impersonator says he left Rendon not long ago out of frustration with what 
he
calls the lack of expertise and oversight in the project. It was doubly frustrating, 
he says,
because he despises Saddam, although he adds that he never has been involved with any
political party or opposition group. No one in-house spoke a word of Arabic, he says.
They thought I was mocking Saddam, but for all they knew I could have been lambasting
the US government. The scripts, he adds, were often ill conceived. Who in Iraq is 
going to
think it's funny to poke fun at Saddam's mustache, the student notes, when the vast
majority of Iraqi men themselves have mustaches?

There were other basic problems, too. Some of the announcers hired for the radio
broadcasts, he says, were Egyptians and Jordanians, whose Arabic accents couldn't be
understood by Iraqis. Friends in Baghdad said that the radio broadcasts were a 
complete
mumble, the student says. One CIA agent familiar with the project calls the project's
problem a lack of due diligence, and adds that the scripts were put together by 
23-year-
olds with connections to the Democratic National Committee.

Despite the fumbling naivete of some of its operations, the Rendon Group is no novice 
in the
field. For decades, when US bombs have dropped or foreign leaders have been felled, the
public relations shop has been on the scene, just far enough to stay out of harm's 
way, but
just close enough to keep the spin cycle going.

As Franklin Foer reported in the New Republic, during the campaign against Panama's
Manuel Noriega in 1989, Rendon's command post sat downtown in a high-rise. In 1991,
during the Gulf War, Rendon operatives hunkered down in Taif, Saudi Arabia, clocking
billable hours on a Kuwaiti emir's dole. In Afghanistan, group founder John Rendon 
joined a
9:30am conference call every morning with top-level Pentagon officials to set the 
day's war
message. Rendon operatives haven't missed a trip yet - Haiti, Kosovo, Zimbabwe,
Colombia.

The firm is tight-lipped, however, about its current projects. A spokesperson refuses 
to say
whether Rendon is doing any work in preparation for the potential upcoming invasion of
Iraq. But a current Rendon Arabic translator commented, All I can say is that nothing 
has
changed - the work is still an expensive waste of time, mostly with taxpayer funds.
However, Rendon may just prove to be one step ahead of the game. If Saddam is toppled,
a Rendon creation is standing by to try to take his place. The Iraqi National Congress 
(INC),
a disparate coalition of Iraqi dissidents touted by the US government as the best hope 
for
an anti-Saddam coup, has gotten the go-ahead from US officials to arm and train a 
military
force for invasion. The INC is one of the few names you'll hear if reporters bother to 
press
government officials on what would come after Saddam.

At the helm of the INC is Ahmed Chalabi, a US-trained mathematician who fled from 
Jordan
in 1989 in the trunk of a car after the collapse of a bank he owned. He was 
subsequently
charged and sentenced in absentia to 22 years in prison for embezzlement. Back home in

When the Masters of Spin Go Silent

With the White House seemingly on an unavoidable collision course with Saddam Hussein,
hawkish policy planners now face a new challenge: how to sell the war to an 
increasingly
unenthusiastic public. All across America  from Long Island to Minneapolis, from 
Boston to
Atlanta, from Sioux Falls to Sacramento to Seattle  antiwar demonstrations have been
springing up, as even citizens normally disinterested in foreign affairs voice concern 
over
the possible negative effects war would have on the economy. In addition, there is a
growing unease that war with Iraq would negatively impact on America's image abroad,
and perhaps incite further al Qaeda terrorism as a form of revenge  although, 
ironically,
bin Laden has no affection for Saddam. The president, of course, is desperately hoping 
he
can find the two in cahoots, somehow.

Keeping in mind that Iraq never attacked the United States, neither in 1990 or now, the
looming war is hard to justify. That is, unless public relations can again save the 
day.

A Paradigm Shift

The Gulf War was the first time America played the humanitarian card to justify 
attacking a
much weaker country. What began with Bush's babies in incubators myth (handled by PR
whiz Hill  Knowlton) was perfected by Clinton, who almost ten years later used the 
all-
too-popular (and all-too-bogus) myth of ethnic cleansing to justify attacking Serbia.
Almost four years on, anti-Serbian biasstill pervades the British and American media 
and
think-tanks. Anti-Iraq coverage goes without saying.

After September 11th, the paradigm has shifted from humanitarian intervention to
terrorism pre-emption. Yet the White House's self-declared right to shoot first and 
ask
questions later portrays the administration negatively, as both cowboy desperado and
confused paranoic. It also begs the question of whether ulterior motivesare at work 
here,
as John Pilger argues in a scathing indictment of US energy goals in Iraq.

Although Americans are much more clever this time around, after witnessing a decade of
PR propaganda in the Yugoslav wars, the White House apparently believes that the 
average
citizen will still support war, if it is only spun the right way. The only question is 
who will do
the spinning.

Enter Rendon?

The last Gulf War was brought to you partially by a little company in Washington known 
as
the Rendon Group. This PR giant has clients around the world, but none quite so grand 
as
the United States government. Rendon was once enlisted to make the case  subtly and
deceptively  for why America should support a war against Saddam. And in the end, it
worked. But the worst thing? The PR blitz that captivated both media and ordinary 
citizens
alike was paid for by the very people it was meant to seduce  the American taxpayers,
whose funds continue to grease the wheels for the government's war machine. However,
the people ate it up  sadly, re-affirming the adage that the voters get the leaders 
they
deserve.

The Unsuccessful Request

I thought, therefore, that an interview with the Rendon Group about their past 
successes
and future aspirations would allow them a chance to give their side of the story  
since
most published reports have been overwhelmingly critical. However, my requests for an
interview met only with silence. Were the nuanced masters of eloquent persuasion 
really at
a loss for words?

Since they apparently are, I have been forced to conduct an interview with a respondent
who is absent, drawing on Rendon's publicly-made statements and independent
investigations. Coming from an aggressively outspoken PR firm, silence would seem
incrimination enough. Yet as we will see, even their own statements give them away.

In the following, the questions I had prepared come at the headings of each section.

How Would You Describe Your Services and Objectives?

The Rendon Group (TRG) is a Global Strategic Communications Consultancy providing
products and services to both public and private sector clients. TRG's expertise 
includes
strategic communications consultation, planning and evaluation; information strategy 
and
operations; public and media relations planning and implementation; crisis management;
news collection and analysis; information mapping; survey research; media production; 
and
tactical communications team deployment. To date, TRG has worked in eighty (80)
countries, frequently on location in a conflict environment, and has considerable 
experience
in establishing field offices to support program objectives.

This description  culled directly from the Rendon Group's website  gives in 
official
language a picture that can basically be boiled down to two words: information war.

Experts blow whistle on 'CSI' forensic fiction

Flora Seff, a Miami-Dade County prosecutor, nearly screamed when she recently heard
about
forensic fiction passed off as science on the top-rated CBS drama CSI: Crime Scene
Investigation.

Criminal analysts injected a victim's fatal stab wound with caulk -- the kind used to 
seal a
bathtub -- to mold a replica of the blade.

In the real world, no such technique exists.

Prosecutors and forensic experts across the country have begun to grumble about CSI
and CSI: Miami. The American Bar Association Journal ran an article on its Web site:
Evidence Piles Up Against 'CSI.' ''

One of critics' biggest fears: The shows leave viewers -- who represent tens of 
millions of
potential jurors -- with expectations for whiz-bang technology that doesn't exist.

''The whole show makes me crazy,'' Seff said.

A Miami-based jury expert who helps defense lawyers agrees.

''These crime shows all play a role in what evidence jurors expect,'' said Sandy 
Marks, who
has worked for defendants such as Oklahoma City bomber Timothy McVeigh and reputed
drug lords Willy Falcon and Sal Magluta.

`HARMFUL'

``These shows do impact jurors. To what degree, I can't say. But it's harmful.''

Elizabeth Devine, co-producer, writer and forensics expert for both CSI shows, 
bristles at
the criticisms. She spent 15 years as a crime scene investigator for the Los Angeles 
County
Sheriff's Department.

''We don't make anything up,'' she insisted.

What about the stab-wound-and-caulk scene?

She paused, then blurted: 'I lost that battle in the writers' room. I pounded the 
table and
said: 'You can't do that.' They went around me.''

Still, she says the carping has more to do with swiping at two popular shows than it 
does
with science. CSI consistently ranks in TV's top three shows and CSI: Miami, in 
its first
season, has been in the top 10.

''This is a moment. We're making forensics and forensic investigators into heroes. I 
think
they should embrace the show,'' Devine said.

Many in forensics say they won't even watch.

To be fair, a lot of their complaints involve niggling details.

Stars David Caruso of CSI: Miami and Marg Helgenberger of CSI play criminalists who
act like detectives. They interrogate suspects and call the shots at crime scenes; real
criminalists don't.

Devine concedes that's dramatic license. Writers tried inserting detectives into the 
stories,
she said. Viewers found the extra characters made the shows convoluted.

OTHER LIBERTIES

Critics cite other examples of scientific liberties.

In one episode, for instance, investigators used an instrument to analyze the 
lingering scent
of cologne worn by a killer to help crack a case.

''That's a Cyranose. That's a real instrument. That's possible,'' Devine said.

''No, no, no,'' said Peter De Forest, director of the graduate forensic programs at 
John Jay
College of Criminal Justice in New York City. ``There's no supporting research for 
that.''

A representative from Cyrano Sciences, the company that makes the device, said the
Cyranose has never been used in quite the way CSI portrayed.

The Cyranose is used in quality control and medicine.

De Forest, who admits he's never watched the show, says whether dramas such as CSI
do more harm than good is a complicated question.

''Forensic science is underfunded and underutilized,'' he said. ``If used to its full 
potential,
we'd have better justice.

You'd like these things to be more realistic, but to the extent the show raises 
awareness, it
might be a good thing.''

The value of forensic evidence has become a frequent public discussion.

Last year in South Florida, DNA cleared one man who had died of cancer after 14 years 
on
Death Row and freed another who had been imprisoned for 22 years.

Earlier this year, DNA disproved the convictions of five teenagers in the 1989 rape and
beating of a Central Park jogger in New York.

In each instance, prosecutors had built cases on confessions and witnesses. The 
credibility
of that type of evidence erodes with each reversal.

And Devine believes CSI contributes to the erosion.

''We're helping to bring forensic evidence into the light,'' she said. ``It's easier 
for
prosecutors to get a confession, put on a few eyewitnesses and get a conviction. I'm 
sure
the show makes their jobs harder. But I think a good prosecutor would embrace the 
show.''

Chuck Morton, a Broward prosecutor for 26 years, isn't embracing -- or watching -- the
show. But he doesn't think it's the worst thing in crime-show history.

''Quincy was running around in the '80s solving cases by doing things a medical 
examiner
never does,'' he said, referring to the TV series starring Jack Klugman.

Because of shows such as CSI, Morton explains to jurors why a case lacks forensic
evidence.

(YellowTimes.org) â Michael Medved is, apparently, a film critic. It appears he also writes books, according to his website, about "the intersection of politics and pop culture," whatever that means. Until today, I had never heard of him. And now I'm sorry I have.

According to his self-aggrandizing website, Mr. Medved is one of God's most special children. Damn near perfect, incredibly intelligent, and extra special cute, to boot. Apparently it is only my own ignorance that I was unfamiliar with his magnificence but as I came across an article he wrote entitled "Carving up 10 anti-war arguments at gatherings," I was readily persuaded that his ignorance far exceeds mine. His article appeared under date of December 9, 2002 on the WorldNetDaily website.

Medved offers a handy primer for rebutting the ranting of those folks who might carelessly mention at family gatherings over the holiday season that they don't think bombing the crap out of Iraq is a real good idea. He makes it very clear that only substandard intellect could make someone conclude that war against Iraq isn't just about the finest thing America can do.

I'm not sure how he concluded that these were the most important concerns raised by the leftist-unintelligent-pinko-unpatriotic bastards who take issue with starting a war against Iraq. But it's the best he could come up with. So as a counterbalance to his thoughtful prose, I offer my rebuttal to his rebuttals.

1. War never solved anything. v Medved points out this isn't true, it solves "many (if not most) of the major problems and dangers in history." Well 'solve' is only the right word if you happen to be on the winning end; it is only the right word if you omit all the horrendous carnage and economic and property damage caused by war; it is only the right word if you ignore the requirements of just about all of the world's great faiths that we not kill one another.

But even if it can be said that war does solve things, so what? Feeling depressed is easily solved by suicide, but that doesn't make it a good thing.

2. We have no right to attack Saddam because our aid made him powerful and he once functioned as our ally.

According to Medved, this is neither true nor relevant. He claims that Iraq's military strength is courtesy of the Soviet Union. Mr. Medved appears to be the only one who isn't aware of the military materiel provided to Saddam by his generous Uncle Sam. He refers to the support of Iraq against Iran as "fleeting cooperation some 20 years ago." Well that fleeting cooperation gave Iraq most of the military tools it has today because despite the accusations being made against them, they haven't succeeded in developing much on their own.

It is nonsense to say the previous American aid to Iraq is irrelevant. If you are planning to attack someone because they possess something that you gave them, you're on pretty shaky moral ground.

3. It's all about oil.

Well, Medved doesn't think so. But even if it is, "so what" he asks. He says that because the whole American economy depends on imported oil, national security does as well. And that apparently gives America the right to go wherever they want and just take what they want. Because if America needs a raw product, well then they should damn well have it and no tinhorn dictator with a big mustache should be allowed to stand in the way of them simply taking what they need.

America's imported oil doesn't come from Iraq, he says. Indeed. That's why this fight is all about oil, sir, to ensure that it does come from Iraq, but under American suzerainty.

4. Instead of planning war we should be developing alternate energy sources to lessen our dependence on oil from the Middle East.

Well, he agrees alternate sources should be sought. Unfortunately, his suggestion is to destroy the Arctic to get at whatever reserves lay under the tundra. Now here's a guy the world needs on its team.

Frankly, I have paid a good deal of attention to the issue of war with Iraq and I don't believe I've heard anyone raise the issue of windmills or solar panels as an alternative to bombing Baghdad. I can't imagine anyone seriously raising alternative energy development as part of the debate over war versus peace.

5. If we make war on Iraq, it will only enrage the Arab world and provoke even more terrifying results by terrorists.

Medved's take on this one is so stupid I'm just going to quote him directly: "The 'don't get the crazy Arabs mad' argument rests upon the premise that their fury arises in reaction to some action or policy of the United States, rather than as an expression of their own self-destructive insanity and suicidal evil."

6. The U.S. is no better than Saddam because we've murdered some 1.5 million Iraqi children with our sanctions.

It's Christmastime, Uncle Santa, which means it's time for you to give us more presents. Like cash.

That was the latest crass demand from Israeli officials as they came to the White House last month and "asked" for an extra $4 billion in military aid to meet the rising costs of dealing with the suicide bombings (They didn't say anything about sticking around for the lighting of the Christmas tree.)

That's not all. With the gift-giving season in full swing, Israel also felt joyous enough to ask for an extra $8 billion in loan guarantees to help their stumbling economy, the bonds of which may never be repaid; meaning Uncle Santa gets hooked for both the principal and interest. Try that at your friendly bank.

All this gratuitous activity just surfaced in a revealing report by David .R Francis, staff writer of the Christian Science Monitor-- a report that got this writer's back get up, and put his teeth into true grit.

This is, indeed, the season for giving, and most of us feel our spirits soar and the mood get merry when we give to those we love. And even some we don't. But this whole Washington give-away scam every time Israeli expands its wish list,--together with its usual "you owe us" attitude-- is not only an insult to the American people, and a drain on our own shaky economy, but is frankly getting disastrous and way out of hand.

Some of the numbers and circumstances of Israeli "gift-getting" from the U.S. that Francis has provided us with are truly shocking. Even for Christmas.

Peeking inside Uncle Santa's sack at some of the Israeli "gifts" from the U.S. since 1975, Thomas Stauffer, a Washington economist, estimates that Israel has cost America about $1.6 trillion--about $5,700 per person., give or take.

But wait, Israel wants more. Talk about looking a gift horse in the mouth. As the largest overall recipient of foreign "gifts", Israel is already slated to get $2.04 billion in military aid, and $720 million in economic aid, in fiscal 2003 What a .jingle-jingle Christmas they will have!

And Uncle Santa's sack of gifts is bottomless where generosity to Israel is concerned. Not content to merely give money directly to Israel, Uncle Santa's spirit of giving also includes $117 billion to Egypt and $22 billion to Jordan in foreign aid-for what reason? Why, for signing peace treaties with Israel, of course After all, peace has a price (even if we have to foot the bill), doesn't it?

To list and categorize all the largesse received by Israel from Uncle Santa through the years, we would need several more pages. But some highlights may give you an idea of how high Uncle Santa's holiday spirit soars when he hears the word Israel.

The U.S. has already guaranteed Israel $10 billion in commercial loans and $660 million in housing loans.

The U.S. has given Israel $2.5 billion to support its Lavi fighter and Arrow missile projects.

Israel buys America's excess military equipment at a discount (I can get it for you wholesale), costing us several billion dollars over recent years.

With U.S. help (read U.S. taxpayers) Israel has become a major weapons supplier; which represents nearly half of Israel's manufactured exports. And turn that around: Israel's blockage of some major U.S. arms sales to other countries has cost America $40 billion over 10 years.

Not requiring Israel to use its U.S. aid-money to buy American goods (a common exchange in foreign aid) has cost 125,000 American jobs. All this makes us not just the loser, but a patsy as well.

Is Stauffer's list of gifts to Israel accurate? Yes, says this economist. Although it may be controversial because to help compile this information he used a number of retired military and diplomatic officials who "do not go public for fear of being labeled anti-Semitic if they criticize U.S. policies toward Israel."

Good thing they don't. Israel and Uncle Santa would rather not have to tell anybody about this. It spoils the surprise.

Oh, by the way, this Christmas we won't be visiting the nativity scene in Bethlehem. We can't find any bullet-proof vests.

proven Bush to be a LIAR. I do not think Bush wants peace. He does not
want the elimination of weapons of mass destruction in Iraq. He wants war,
according to Perle and Bush-puppeteers in Tel Aviv as you reported last
night. And the purpose of that war is The Final Solution to the Muslim
Problem. He will invade Iraq, destablizing the entire region and use Iraq
as a base from which to terrorize and control the rest of the Muslim World
on behalf of his Trotsykite masters. How does Saddam solve his second
problem? Can he appeal to the UN for protection against U-S-A terrorism
and genocide?

It is just over six months since I wrote about Mirikata, the secret base in the far north of South Australia. You can check out the story and photos on Babel # 61 published on June 2, 2002. The actual expedition was nerve-wracking enough, but the events of the ensuing months leave me sorely shaken because I know now that I was right. Whatever is at Mirikata, it sure isn’t an abandoned weather station. You know the story up to the discovery. Now here’s the aftermath.

Having seen with our own eyes the extent of the Mirikata base, we realized that we needed to rethink the way we would handle this news. It was clear that such a massive operation, operating without the knowledge of the mainstream defense industry, would be highly protected. My companion, with twenty years experience in the industry, advised extreme caution. Our first course of action was to hide. Abandoning our previous itinerary, we went to ground for two weeks in a remote part of the Flinders Ranges. Distrustful of fellow travelers, we remained on alert for anyone who snooped too close. We had to get the photos developed before the desert heat damaged the rolls of film. So we made a six-hour drive to Port Augusta before disappearing back into the ranges. The film was the only proof we had.

Finally returning home to Adelaide, we knew then that They were on to us. In an article entitled "Aussie Death Threat" I described previous events relating to our trips into the 30th parallel area. In particular, it mentions our previous arrival home to find our house surrounded by police in the act of arresting our neighbor. I know this stretches credibility, but as we drove home from this Mirikata trip we were followed by a police patrol car for the last kilometre. Arriving in our street, we found two other patrol cars outside our house. Several officers were dealing with an apparent altercation between a neighbor and a tradesman. This is an event which, ordinarily, would rate little more than nosey entertainment value. But given the circumstances, we considered the timing too coincidental. Especially suspicious was the way the police and the tradesman all showed undue interest in us, our truck, its contents, and where we had been. We simply feigned migraines after the long drive, locked up the truck, and retreated inside the house.

Certain that They were on to us, I hastily sent off some of the photos and a quick article to Babel. At this stage we were wondering what it was that They were upset about. On the surface, the Mirikata site appeared to be abandoned. However, we had been unable to reach the buildings that we could see at the far end of the runway. Also, there were the many stories we had heard in Coober Pedy and Glendambo about UFO’s coming up from the ground in that area. We guessed that the abandoned buildings were a smokescreen for the real works, a base beneath the desert.

We showed the complete set of photos to a few trusted friends who work at high enough levels in defense to recognize ‘anomalies’. Skeptical on hearing the story, they were all agog at the photos. The usual response was "That CAN’T be there!" Some strongly urged us to increase our personal security.

Next, we made it known that we planned to lead a convoy to Mirikata in October 2002 to make a thorough investigation of the site. Equipped with heavy duty vehicles, military level instrumentation and communications, we intended to film and document the entire area.

By August I knew that I’d hit the mark. Our plans were put on hold by media reports warning travelers to avoid the Woomera restricted zone. The military had decided to stage munitions tests in the area to the northwest of Woomera. (The restricted military zone covers hundreds of square miles from Woomera to Coober Pedy. Mirikata is generally in the northwestern sector of that zone. ) The news media reported that more than 20,000 tons of explosives would be detonated between early September and mid-October. That was incentive enough for us not to be there.

So, they were going to destroy the evidence and keep us out at the same time, all under the guise of a planned exercise. How very convenient. Still, it could have been a coincidence. Not any more.

On November 23 it was announced that a mining company - PlatSearch NL - has obtained the rights to mine Mirikata. Does anyone know how long it takes to find a mining site, apply for rights; then start mining? When you take into account Court approval for mining Aboriginal native habitat, it takes a minimum of about ten years. According to PlatSearch NL reports, it identified the site in "early June 2002," obtained rights, and commenced mining in mid-July 2002. Oh yeah?

The PlatSearch NL report states that they had located "several discrete anomalies of 3-4 mGals magnitude that are interpreted to e due to large bodies of haematite."

The funeral procession turned into the cemetery on November 3. That was the day Black
ownership of media giant Black Entertainment Television was buried in a graveyard named
Formerly Black- Owned.

BET ownership will be interred next to Pro-Line hair products, U.S. Radio Network,
blackvoices.com, Black savings and loans, nearly half of Essence magazine, and Black-
owned farmland. With the sad passing of BET, the graveyard of Black ownership is 
getting
full.




For BET--in Black hands for 20 years--it did not have to end this way. Another huge 
Black
media firm has resisted White takeover and remains bigger than BET.

What happened with BET? Media conglomerate Viacom, which already owns CBS, MTV,
UPN, and Paramount Pictures, stood at the cemetery gate and was handed the ownership
papers--and all those booty-shaking videos--by BET chairman Robert Johnson.

What does it mean? George Curry, head of the American Society of Magazine Editors and
former editor of Emerge newsmagazine, says, You can have all the well-meaning people
at Viacom that you can collect, yet they do not and cannot have what is a unique 
African-
American perspective . . . BET, as we know it, is dead.

Now that BET is gone, what will Bob Johnson's legacy be? What will historians say, as 
they
review all those videos?

Bob Johnson did not know posterity. He knew posterior.

Why Viacom Bought BET

If you believe Viacom's press releases, they bought BET out of the goodness of their 
hearts,
to improve BET's programming and to pay down BET's debts. They did it so little Black
children can sleep better at night.

Truth is, White companies are eyeing the growing Black economy, but many can't figure 
out
how to take control of it by themselves. So they hunt for Black fronts to do it for 
them.

These large conglomerates are essentially buying access to markets they have long
ignored, says Ken Smikle of Target Market News, a Black market research firm.

Look at what Don Logan, chairman of Time, Inc., had to say about the June 28, 2000,
purchase of one half of Essence Communications by his firm: Time Inc.'s relationship 
with
Essence will facilitate the entry or expansion of other AOL Time Warner divisions in 
the
African-American market.

Of the BET purchase, financial analyst Gordon Hodge of Thomas Weisel Partners says,
Viacom is an advertising and selling machine, and plugging . . . BET into that machine
could presumably generate some attractive revenue opportunities.

Will Other Black Voices Replace BET?

Remember in elementary school, when you had an argument with little Bobby Johnson in
English class, and the two of you agreed to duke it out behind the gym after school? 
But
then, when school let out, Bobby showed up with Lester, the school bully?

A similar uphill fight is now in front of music entrepreneur Quincy Jones. His NU-VUE 
cable
operation was itching to go toe-to-toe with BET. But Bob Johnson turned up with Lester
Viacom.

Viacom can latch an economic vise on the Black community by offering huge discounts to
subscribers and selling ads cheap. Suddenly, competition among Black cable programmers
is no longer a level playing field, and Quincy Jones is probably going to get squeezed 
out of
the market before he even gets started.

Says Tim Jones, reporter for the Chicago Tribune, The future of Black-owned media is
unclear because, analysts say, ever-growing companies like Viacom will make it more
difficult for challengers to effectively compete.

A Lack of Diversity in Voices

As competition shrivels up on the business side, it does so on the journalistic side 
also.

Remember BET talk show host Tavis Smiley's boycott of the computer retail chain
CompUSA? I can't recall Viacom winning any awards recently for diversity, but will 
Smiley
seat a critic of Viacom at that table of his? Will he do a hard-hitting report on 
Viacom's UPN
over its demeaning Black shows?

Smiley's big public voice, which spoke up for us on so many issues, has now been
effectively silenced when it comes to the hiring record or content offerings of all 
the media
firms owned by Viacom, including CBS, UPN, Paramount Pictures, MTV, VH1, and
Nickelodeon.

Now if Black women come to Smiley to complain about the glass ceiling at Viacom, all he
can do is let out one of those big laughs of his and tell them they have to take their
complaints somewhere else.

Says Aidan White, general secretary of the International Federation of Journalists, 
We are
now seeing the dominance of a handful of companies controlling information and how that
information reaches people. Unless action is taken to ensure journalistic 
independence, we
face a dangerous threat to media diversity.

If there is one nation on this planet that deserves to be described and dealt with as a rogue state, armed with weapons of mass destruction and intent on using them, it is Israel, under the terror reign of war criminal Ariel Sharon.

If this was a matter of assertion or conjecture in the past, statements coming out of top Israeli officials in the past days have eliminated any cause for hesitation.

On June 26, the Israeli newspaper of record, Haaretz, cited two top Israeli space scientists, who declared that Israel now has the capacity to fire missiles at targets anywhere on earth.

Prof. Moshe Gelman, head of the Asher Institute at Technion-Israel Institute of Technology, boasted to Haaretz that from the moment the state of Israel has the capability to launch a satellite into orbit around the earth at a height of hundreds of kilometers, it established [its] capability to launch, by means of a missile, a payload to any locapon the international community to immediately make the entire Mideast a denuclearized zone, by forcing Israel to dismantle its nuclear weapons arsenal.

LaRouche characterised the announcement of the Israeli ICBM capability as a phase-change in a global strategic situation, already driven to the brink of war by the onrushing financial collapse and the June 25 speech by President George W. Bush, which gave Sharon a de facto American green light to take any action against the Palestinians, which he deems necessary.

NATO officially warned The Israeli intent to use nuclear weapons was a topic of, at minimum, implicit discussion, at a June 26 Brussels behind-closed-doors meeting of NATOs North Atlantic Council, which was addressed by the current head of the Israeli Mossad, Ephraim Halevy.

According to the June 27 Haaretz, Halevy reported to the NATO officials that Mossad is convinced that Iran is developing intermediate and long range missiles, and weapons-grade nuclear capr the mass transfer, although he wrote of his own personal opposition to the Sharon scheme: First, the countrys three ultra-modern submarines would take up firing positions out at sea.

Borders would be closed, a news blackout imposed, and all foreign journalists rounded up and confined to a hotel as guests of the government. He continued, A force of 12 divisions, 11 of them armoured, plus various territorial units suitable for occupation duties, would be deployed: five against Egypt, three against Syria, and one opposite Lebanon.

This would leave three to face east as well as enough forces to put a tank inside every Arab-Israeli village just in case their populations get any funny ideas.

The expulsion of the Palestinians would require only a few brigades. They would not drag people out of their houses but use heavy artillery to drive them out; the damage caused to Jenin would look like a pinprick in comparison. Van Creveld estimated that none of the Arab states would revast, and has now been qualitatively transformed, by Israels acquisition of three German-made diesel powered submarines, which, according to a recent study by the Carnegie Endowment for International Peace, are armed with nuclear warheads on Cruise missiles.

Carnegie published a report early in June 2002, detailing the Israeli nuclear weapons program.

That book-length report on global nuclear weapons proliferation, Deadly Arsenals-Tracking Weapons of Mass Destruction, included an entire chapter on Israels nuclear, chemical and biological weapons program.

The authors wrote, Probably the most important nuclear-related development in Israel is the formation of its sea-based nuclear arm.

By July 2000 Israel completed taking delivery of all three of the Dolphin-class submarines it had ordered at the Thyssen-Nordseewerke shipyard in Kiel, Germany.

In doing so, it is widely believed, Israel moved significantly toward acquiring a survivable second-strike nuclear capability. fact that Israel has achieved a deployable nuclear triad was advertised in a June 15 report in the Washington Post, under the headline, Israel has submarine-based atomic arms capability.

Some two weeks ago or so much of the 'thinking' world was stunned to hear that President Bush had appointed Henry Kissinger as Chairman of the 'independent' commission of inquiry into the 911 attacks on the US.Â  It is well known in political and academic circles that Kissinger is a past master of secrecy and deception, even if the impression of him held by a sometimes poorly informed general public is commonly an honourable one.

The Bush administration had long delayed agreeing to legislation on the 911 inquiry until it could be sure of finding a chairman whom it could rely upon not to dig too deep. But now Kissinger has himself suddenly resigned, throwing the Bush 911 cover-up strategy into disarray - at least for the moment.

Right from the minute he was appointed to lead the Commission, fierce public pressure built up on Kissinger to declare his conflicts of interest, and in particular to disclose the clients of his private consulting firm 'Kissinger Associates'.Â  

Rather than concede to this Kissinger has now decided to resign his post, despite the major embarrassment this causes to both himself and the White House.Â  Such has been the brazen arrogance of the Bush administration since 911 that clearly neither Kissinger nor the White House had anticipated the intense public pressure that would arise for the disclosure of his business associations.

Given the highly damaging nature of the resignation it is difficult not to conclude that such disclosure must have had the potential to lead to even worse, and therefore immense, embarrassment. And indeed this seems more than likely. In particular disclosure would almost certainly have placed further public attention on Kissinger's role as an adviser to US oil company Unocal and its relationship with the Taliban in Afghanistan (more details below).

But this would not have simply been a personal embarrassment to Kissinger.Â  The Unocal trail leads directly to Enron and then on towards Vice President Dick Cheney.

Former federal war crimes prosecutor John Loftus already claims knowledge of paperwork confirming secret dealings between Enron and the Taliban. According to Loftus an al-Qaeda document on this subject was discovered in 1998 by FBI counter-terrorism chief, John O'Neil, following the US embassy bombings in Africa. 

The real dynamite, however, is that Loftus also claims that Cheney instructed the FBI in January 2001 to back-off investigations of al-Qaeda in order to protect Enron's interest in the development of a gas pipeline through Afghanistan. Â That pipeline was originally due to be built by Unocal, with no less than Henry Kissinger himself hired by them to advise on the project.

O'Neil resigned from the FBI in the summer of 2001 in protest at the attempts by the Bush administration to obstruct him in his pursuit of al-Qaeda - and the rest, as they say, is history. Or not quite. 

Although O'Neil took a job at the World Trade Centre following his resignation and was killed in the attacks on 911, Loftus says that fellow FBI agent Robert Wright has compiled his own findings on the Enron block. Wright has, however, been prevented by his superiors from publishing them.

WASHINGTON, Dec. 16 - Thomas H. Kean, the former governor
of New Jersey and now the president of Drew University in
Madison, N.J., will lead the independent commission to
investigate the Sept. 11 attacks, the White House announced
today.

Tom Kean is a leader respected for integrity, fairness and
good judgment, President Bush said in a statement read by
his press secretary, Ari Fleischer.

I am confident he will work to make the commission's
investigation thorough, Mr. Bush said. It is important
that we uncover every detail and learn every lesson of
Sept. 11.

It is also important for the White House that the
independent commission establish some stability. The panel
was rocked on Friday when former Secretary of State Henry
A. Kissinger decided to step aside as chairman. Only days
before that, former Senator George J. Mitchell declined to
serve as vice chairman.

Mr. Kean, 67, is a moderate Republican who was elected
governor in 1981, defeating the Democrat, James J. Florio,
in one of the closest elections in New Jersey history. He
was re-elected in a landslide in 1985, crushing the
Democratic candidate, Peter Shapiro, the Essex County
executive.

Mr. Kean served on a White House commission on race during
the Clinton administration. His name was mentioned in
Republican circles some months ago as a possible candidate
for the United States Senate to run against the Democratic
incumbent, Robert Torricelli.

Mr. Kean has long had a Mr. Clean image that Republican
strategists thought would allow for a stark contrast with
Mr. Torricelli, who was facing ethics problems that
ultimately drove him from office. In the end, Mr. Kean, who
left the governor's office in 1990, decided not to run.

Mr. Kean, whose father was a congressman from New Jersey,
titled his book on values The Politics of Inclusion,
reflecting an approach to public life that he practiced
with considerable success.

And while Mr. Kissinger was a polarizing figure, both
admired and detested, Mr. Kean is the opposite. He was
relatively popular with labor unions while governor. And
while Mr. Kean comes from an affluent family, he has a
down-to-earth affability that has made it difficult even
for political rivals to dislike him personally.

Mr. Kissinger quit because he said he could not serve if it
meant disclosing the clients of his consulting firm. Mr.
Mitchell, who had been selected by Congressional Democrats
to be the vice chairman, cited time pressures and an
unwillingness to sever ties with his law firm.

Congressional Democrats have named former Representative
Lee H. Hamilton as vice chairman in place of Mr. Mitchell.

With Mr. Kean's appointment as chairman, the commission
now has 9 of its 10 members. Over the weekend, House
Speaker J. Dennis Hastert, an Illinois Republican,
announced that former Gov. Jim Thompson of Illinois and
Fred Fielding, a former White House counsel to President
Ronald Reagan, would join the panel.

Well, well, well. It should come as no surprise to you that Trent Lott has set a new 
record
for conservative idiocy this week. Captain Combover has managed to take up a valuable
eight slots this week, for a variety of different offenses. This doubles the previous 
best
record, held by George W. Bush at four appearances in one week. Not only that, but he's
got his hands all over the 9th slot too, which is occupied by People Who Tried To 
Cover For
Trent Lott. Finally, in tenth place we've got a round-up of all the idiots who got 
pushed
aside by Trent Racist-Foot-In- Mouth Lott, so you won't miss anything this week. One 
final
note: we will be taking a break from publishing during the holiday period, so this 
will be the
last Top Ten Conservative Idiots of 2002. Have a great holiday and a Happy New Year, 
and

In last week's Idiots we noted that Trent Lott had made a pro-segregation comment at
Strom Thurmond's 100th birthday party. And now the Mississippi Hair Helmet may be
wishing that ol' Strom had cashed in his chips before hitting a century. First out of 
the
blocks to bash Lott's if the rest of the country had of followed our lead we wouldn't 
have
had all these problems over all these years comment were the Congressional Black 
Caucus
and Al Gore, who last week called the remark racist and suggested that the dubiously-
touped Republican leader should be censured by the Senate. Next came House Minority
Leader Nancy Pelosi and a host of commentators from both the left and the right.
Somewhat belatedly, Tom Daschle and George W. Bush stepped up to the plate too.

But the poop really hit the fan for Lott when it was revealed last week that his 
comment
was no misstatement or slip-up or throwaway remark. See, it turns out that our 
Trent
has been harboring these feelings for some time. Apparently in 1980, as a Mississippi
congressman, he told a political gathering that if the country had elected 
segregationist
candidate Strom Thurmond to the presidency 30 years ago, we wouldn't be in the mess
we are today,  according to the Washington Post. Sound familiar? The disclosure 
prompted
a fresh round of criticism from all and sundry, and Lott's misstatement defense fell 
flat on
its ass.

But there was more to come from the bigoted once-and-future-maybe Senate Majority
Leader. Hot on the heels of the 1980 revelation came news that back in the 1960s, Trent
Lott helped lead a successful battle to prevent his college fraternity from admitting 
blacks
to any of its chapters, according to Time magazine. Sigma Nu's executive secretary
Richard Fletcher, a legendary figure in the fraternity, pleaded with the Sigma Nus to 
find
some common ground between those who wanted to integrate and those who didn't ... But
the southerners were unbending about permitting no exceptions to the all-white policy.

segregation, lost a lawsuit against the IRS. The IRS had taken away BJU's tax-exempt
status because the school practiced racial discrimination, but BJU thought that 
racists ought
to be tax-exempt too. A judge disagreed. So what's this got to do with the Rugmaster
himself? Well if you take a look at the list of individuals and organizations who 
filed briefs
defending Bob Jones University's position... why, could that be Congressman Trent 
Lott's
name? Surely not. Lott said in the brief that racial discrimination does not always 
violate
public policy. Nice.

After it was established that Trent Lott is and always has been a racist, it was left 
to the
man himself to throw together a pathetic defense of his so-called commitment to civil
rights. This came to a sum total of three pages covering a 40 year period. According 
to the
Washington Post, Lott has consistently taken positions at odds with those of the 
traditional
civil rights community, - for example, voting against establishing Martin Luther King 
Day as
a federal holiday (Lott quote to Southern Partisan magazine: Look at the cost 
involved in
the Martin Luther King holiday and the fact that we have not done it for a lot of 
other people
that were more deserving,) and voting against extending the Voting Rights Act.

Last week brought yet another terrifying headline from an American newspaper: "US suspects al-Qaida got nerve agent from Iraqis". The 1,800-word story in the Washington Post last Thursday got off to a reasonably promising start by saying: "The Bush administration has received a credible report that Islamic extremists affiliated with al-Qaida took possession of a chemical weapon in Iraq last month or late in October, according to two officials with firsthand knowledge of the report and its source."

Less promisingly, the second paragraph begins: "If the report proves true ... " The remaining 28 paragraphs offer little to suggest that it actually is true, and several reasons for thinking it may not be. Paragraph six tells us: "Like most intelligence, the reported chemical weapon transfer is not backed by definitive evidence."

Paragraph eight says: "Even authorised spokesmen, with one exception, addressed the report on the condition of anonymity. They said the principal source on the chemical transfer was uncorroborated, and that indications it involved a nerve agent were open to interpretation."

In paragraph 12, we are told that the report may be connected to a warning message circulated to American forces overseas and an unnamed official is cited as saying that the message resulted only from an analyst's hypothetical concern.

As one would expect from the Washington Post, the story is carefully written and meticulously researched. But it's basically worthless.

The reporter had clearly spoken to a lot of different people but he failed - not for want of effort - to substantiate the claim that Iraq provided al-Qaida with nerve gas. Although some officials were happy to describe the claim as "credible", none appeared willing to stand up and say that they, personally, believed it.

The sensible course of action at that stage would have been to abandon the story, or at least file it away in the hope of more evidence coming to light. That might have happened with any other story, but in the case of Iraq at present the temptation to publish is hard to resist.

This particular story was more tempting than many because it carried, as the American military would say, a multiple warhead. It not only suggested that Iraq - contrary to its recent declaration - does possess chemical weapons but, additionally, that it has close links with al-Qaida.

The effect, if not the intention, of publishing the story was to give currency to both these ideas. Stories in the Washington Post are instantly regurgitated by other news organisations around the world, usually at much shorter length and without all the cautionary nuances of the original.

Iraq itself helped the story along by issuing a denial which - since it could produce no evidence by way of rebuttal - simply sounded unconvincing.

The Post's story is also discussed on the BBC website. Under the headline "Wanted: an Iraqi link to al-Qaida ", Paul Reynolds, the website's world affairs correspondent, views it as part of a long and unsuccessful effort to link Iraq with al-Qaida.

"One of the most intriguing questions in the 'war on terrorism'," he writes, "is whether there are contacts between Iraqi leader Saddam Hussein and Osama Bin Laden's al-Qaida network. Intelligence agencies are constantly looking for the 'missing link'."

The quotation marks around "missing link" distance the BBC from the idea that such a link exists, though the definite article preceding it suggests otherwise. Why are intelligence agencies looking for "the" missing link and not "a" missing link?

Journalistically, it's more interesting to talk about a "missing" link than a "possible" link but even when the tone of discussion is sceptical - as it was in the BBC's case - there's still a drip effect. The more we mention missing links, the more people will assume they are out there somewhere, waiting to be found.

The risk of giving currency to false or questionable claims is now a daily problem for those of us who try to write about Iraq without turning into other people's weapons of mass deception.

Even a simple reference to Iraq's weaponry can be problematic. Some readers object that "weapons of mass destruction" is a tendentious phrase. "Chemical, biological and nuclear" is accurately descriptive, though it becomes too much of a mouthful when used repeatedly in a story. Reuters news agency and others increasingly - and rather emotively - talk about "doomsday weapons". In practice, "doomsday" is beginning to mean anything nasty possessed by Iraq, though not by the United States.

BRIT HUME, HOST: It has been more than 16 years since a civilian working for the Navy was charged with passing secrets to Israel. Jonathan Pollard pled guilty to conspiracy to commit espionage and is serving a life sentence. At first, Israeli leaders claimed Pollard was part of a rogue operation, but later took responsibility for his work.

Now Fox News has learned some U.S. investigators believe that there are Israelis again very much engaged in spying in and on the U.S., who may have known things they didn't tell us before Sept. 11. Fox News correspondent Carl Cameron has details in the first of a four-part series.

CARL CAMERON, FOX NEWS CORRESPONDENT: Since Sept. 11, more than 60 Israelis have been arrested or detained, either under the new patriot anti-terrorism law, or for immigration violations. A handful of active Israeli military were among those detained, according to investigators, who say some of the detainees also failed polygraph questions when asked about alleged surveillance activities against and in the United States.

There is no indication that the Israelis were involved in the 9/11 attacks, but investigators suspect that they Israelis may have gathered intelligence about the attacks in advance, and not shared it. A highly placed investigator said there are "tie-ins." But when asked for details, he flatly refused to describe them, saying, "evidence linking these Israelis to 9/11 is classified. I cannot tell you about evidence that has been gathered. It's classified information."

Fox News has learned that one group of Israelis, spotted in North Carolina recently, is suspected of keeping an apartment in California to spy on a group of Arabs who the United States is also investigating for links to terrorism. Numerous classified documents obtained by Fox News indicate that even prior to Sept. 11, as many as 140 other Israelis had been detained or arrested in a secretive and sprawling investigation into suspected espionage by Israelis in the United States.

Investigators from numerous government agencies are part of a working group that's been compiling evidence since the mid '90s. These documents detail hundreds of incidents in cities and towns across the country that investigators say, "may well be an organized intelligence gathering activity."

The first part of the investigation focuses on Israelis who say they are art students from the University of Jerusalem and Bazala Academy. They repeatedly made contact with U.S. government personnel, the report says, by saying they wanted to sell cheap art or handiwork.

Documents say they, "targeted and penetrated military bases." The DEA, FBI and dozens of government facilities, and even secret offices and unlisted private homes of law enforcement and intelligence personnel. The majority of those questioned, "stated they served in military intelligence, electronic surveillance intercept and or explosive ordinance units."

Another part of the investigation has resulted in the detention and arrests of dozens of Israelis at American mall kiosks, where they've been selling toys called Puzzle Car and Zoom Copter. Investigators suspect a front.

Shortly after The New York Times and Washington Post reported the Israeli detentions last months, the carts began vanishing. Zoom Copter's Web page says, "We are aware of the situation caused by thousands of mall carts being closed at the last minute. This in no way reflects the quality of the toy or its salability. The problem lies in the operators' business policies."

Why would Israelis spy in and on the U.S.? A general accounting office investigation referred to Israel as country A and said, "According to a U.S. intelligence agency, the government of country A conducts the most aggressive espionage operations against the U.S. of any U.S. ally."

A defense intelligence report said Israel has a voracious appetite for information and said, "the Israelis are motivated by strong survival instincts which dictate every possible facet of their political and economical policies. It aggressively collects military and industrial technology and the U.S. is a high priority target."

The document concludes: "Israel possesses the resources and technical capability to achieve its collection objectives."

A spokesman for the Israeli embassy here in Washington issued a denial saying that any suggestion that Israelis are spying in or on the U.S. is "simply not true." There are other things to consider. Check out this article in Ha'aretz online.  Here's the first paragraph: 

"Prime Minister Ariel Sharon believes that a successful American attack against Iraq could create 'new momentum' for the diplomatic process in the region. In his view, the Arabs will be disposed to negotiate and compromise when they are convinced that they lack a military option." 

Earth to Sharon: Hellooo!!  Is anybody home??? 

Of course, we should not be surprised.  This is the same Ariel Sharon who is trying the exact same strategy, on only a slightly smaller scale, in the occupied Palestinian territories.  It could be summed up, "Keep killing more of them till they stop killing us."  And how's it working for you, Ariel?  I haven't yet heard of a suicide bombing in Israel today, but that could be because the day is still young. 

Rhetorical question: who is more clueless, Sharon or Bush?   All right, it's a stupid question, since no instrument could ever be expected to measure a difference that small.  Both of these half-wits have their fingers on nuclear arsenals.  Where, I wonder, in the world could anyone go and feel reasonably safe from them?  Are there any jobs in Antarctica? 

I know I'm wasting my breath, guys, but let's try one more time: When you drive a people into hopelessness and desperation, you not only make them angry, you make them feel they have nothing to lose.  When you will not listen to their grievances, you convince them that killing people on your side, anyone at all that they can get their hands on, is the only way to make you listen. 

Israel is acting this way toward the Palestinians.  The U.S. is acting this way toward Iraq.  Studies report that child mortality there has tripled since the first Gulf War.  The United States deliberately targeted water treatment plants during that slaughter, and to this day our bombs and embargoes block Iraq's attempts to bring clean water back to the nation.  Why?  What legitimate military purpose does this serve?  And, more importantly for those who don't give a damn about Iraqi civilians but presumably do give a damn about their own hides, what can we expect the reaction of young hotheads in Iraq and elsewhere to be? 

More terror directed against Americans.  No end in sight to an ongoing escalation of terror.  Try to guess all the imaginative ways that will be employed!  Forget apocalyptic science fiction novels; Bush and his cronies are setting up our real-life future (or should that be real-death future?) to beat anything anybody's dreamed up to date.  And of course, even more horrible than the acts of terror themselves will be the Total Information Police State, now just in its infancy, but soon to come into full maturity (if such a word can be used to describe anything so infantile). 

Seriously, if George W. Bush were secretly in league with Osama bin Laden, is there anything more helpful he could do than start a war anywhere in the Middle East right now?  Isn't this, you know, self-evident?  If bin Laden is alive today, he must be praying, "PLEASE start a war with Iraq!"  Why does Shrub the Idiot want to play into this guy's hands?  What am I missing here? 

Oh right, I almost forgot.  Like Sharon, Bush is absolutely clueless.  Like Sharon, he's in love with killing (see this interesting analysis, that Bush becomes articulate only when he talks about "punishment and death").  And like Sharon, he will lead this nation to destruction if we allow him to.  

I don't want to be pushy or anything, but this might be a good time to protest, while there's still something left to lose. 

Does anybody know the price of a one-way ticket, in cash, to Antarctica?  Oops, heh heh, sorry, I meant to say round-trip, on my Visa.  Oh God, is that Poindexter at the door?

Justices Let Wetlands Case Stand

WASHINGTON, Dec. 16 - A 4-to-4 tie at the Supreme Court
today resulted in a victory, although quite likely only a
temporary one, for federal regulators and environmental
groups seeking to preserve the Clean Water Act as a tool
against an increasingly common method of filling wetlands.

The case was an appeal by a California developer who used
a plowing method known as deep ripping to turn wetlands
on his property from grazing land to development parcels
suitable for sale as vineyards and orchards. Soil
preparation for grape vines and fruit trees, which have
deep roots, requires piercing the underlying layer of clay
that enables wetlands to retain water.

The developer, Angelo K. Tsakopoulos, did not obtain the
permit that the Environmental Protection Agency and the
United States Army Corps of Engineers said was required. He
argued that deep ripping, which uses a bulldozer to pull a
seven-foot metal shank, does not require a Clean Water Act
permit because while it moves soil from place to place, it
does not result in the discharge of pollutants, central
terms in the law that this case held the promise of
defining.

The federal appeals court in San Francisco ruled that the
Clean Water Act did apply to deep ripping, upholding a
$500,000 fine and an order to restore four acres of former
wetlands that Mr. Tsakopoulos had plowed for his project.

Justice Anthony M. Kennedy, a long-time acquaintance of Mr.
Tsakopoulos, did not participate in the court's decision
last June to hear the appeal and did not attend the
argument last Tuesday. Under the court's rules, a tie vote
affirms the lower court's decision in the particular case,
but is not binding as a precedent for other cases. In
effect, it is as if the case was never brought to the
Supreme Court in the first place.

The court does not identify the justices on either side of
a tie vote. Presumably, the positions were so entrenched
when the justices took a straw vote at their closed-door
conference after the argument last week that there was no
point in further discussion.

Timothy S. Bishop, the lawyer who argued the case for Mr.
Tsakopoulos and his Borden Ranch Partnership, said today
that we'll all be looking for a case to get up there and
see if we can get five justices together. By we, Mr.
Bishop said, he meant the regulated community of
developers, home builders, the forestry industry, farmers,
and other commercial interests opposed to the government's
view of the Clean Water Act's regulatory reach. There is
nothing that happens on the land that doesn't implicate
the questions raised by the case, Mr. Bishop said.

Environmental advocates said they had dodged a bullet, at
least for now, in a case they considered highly
significant. Timothy D. Searchinger, senior attorney for
Environmental Defense, said it was disturbing that the
court had agreed to hear the appeal, considering that not
only the United States Court of Appeals for the Ninth
Circuit but five other federal appeals courts had
previously agreed with the government that the Clean Water
Act applied to deep ripping. You only need one loophole
in order to destroy wetlands, Mr. Searchinger said.

Howard Fox, a lawyer for Earthjustice, said that while the
attack by industry on the Clean Water Act was for the time
being, deflected, other regulatory and legal battles over
the scope of the law were imminent. The case was Borden
Ranch Partnership v. United States Army Corps of Engineers,
No. 01-1243.

There were these other developments today as the court
began its winter recess.

Anti-Abortion Site

The court asked Solicitor General Theodore B. Olson to file
a brief expressing the government's views in a closely
watched case on whether a group of anti-abortion activists
were properly found liable for using a Web site and
wanted and guilty posters to threaten injury and death
to doctors who perform abortions.

The group, the American Coalition of Life Activists, is
appealing a $120 million verdict that was upheld earlier
this year by a 6 to 5 vote of the Ninth Circuit. The
Supreme Court has not yet decided whether to hear the case,
American Coalition of Life Activists v. Planned Parenthood,
No. 02-563. It raises not only First Amendment issues
similar to those posed by the Virginia cross-burning case
the Supreme Court heard last week, but also a definitional
question under a 1994 federal law intended to protect
abortion providers against violent protests.

That law, the Freedom of Access to Clinic Entrances Act,
known as FACE, authorizes private suits for damages against
anyone who by threat of force intentionally intimidates a
person who provides reproductive health services. The
question on which the Supreme Court wants the government's
views is most likely the definition of threat of force,
which the court has not had occasion to

Corruption, Crime, Chicanery: Business Through the Ages

THE accounting scandals involving Enron, Arthur Andersen,
WorldCom, Qwest Communications, Tyco and other once highly
regarded companies have caused a crisis of confidence among
many Americans. Some ask whether the problems are so severe
as to represent an irreparable fault in the economic
system.

From a historical perspective, the answer is that economies
are capable of recovering and making progress, even after
near devastation - not only from war, as in the case of
Germany and Japan after World War II, but also from
economic chicanery, which is scarcely new.

After bubbles collapse and interfere with economic growth,
the resulting loss of income stimulates efforts to maintain
and increase income, both honestly and in corrupt ways.

Starting in 1600 with the establishment of the British East
India Company, followed by its Dutch counterpart two years
later, Europeans learned how to extract great wealth from
the Far East. Warren Hastings, the first governor-general
of India, and Robert Clive, a civil servant with the East
India Company who became known as the conqueror of India,
were perhaps the earliest private malefactors of great
wealth. Hastings accumulated £200,000 in India and
transferred it to England in the 18th century; in the same
period Clive transferred £280,000.

Edmund Burke, the 18th-century statesman, argued that Clive
ought to be removed. At the same time Lord North, who
served as Britain's prime minister from 1770 to 1782,
contended that Hastings's £200,000 was not excessive.

A few hundred lesser employees of the company also did
well. On nominal salaries, clerks (known then as writers),
cadets, assistant surgeons, ship captains and ship
husbands, who handled charters, all found opportunities to
acquire wealth.

Human nature has not changed. Andrew S. Fastow - who, while
serving as Enron's chief financial officer, was also
running partnerships, particularly LJM2, set up by Enron to
keep debt off the books - has been indicted on 78 counts of
fraud, money laundering, conspiracy and obstruction of
justice. The East India employees smuggled goods to Europe
and dealt in opium with China. The role of ship commander
was bought and sold, typically for £2,000 to £5,000, but
sometimes for up to £10,000 and once for double that.

So egregious were their activities that British historians
were not the only ones to single out Hastings and Clive. A
German economic historian, Jacob van Klaveren, writing in
the 1950's on the origins of corruption between the state
and private business, asserted that corruption in business
had begun with the East India Companies.

By the 19th century, business corruption was so much a fact
of life that it became a prominent theme for European

And like many European fashions, swindling found its place
in America by the 19th century, where Mark Twain and
Theodore Dreiser included it in the plots of their books,
while Boston produced Charles Ponzi, a swindler so
prominent that his name became synonymous with one type of
chicanery. He borrowed money for 45 days at 50 percent
interest and paid early investors with cash from later
suckers whose money he kept.

The writers had abundant examples to inspire them,
including Eugene Bontoux, founder and director of Union
Générale, a French bank that collapsed in 1882, and in the
United States, Daniel Drew, James Fisk Jr. and Jay Gould,
who manipulated the stock of the Erie Railroad.

Financial scandals abounded on both sides of the Atlantic
in the 20th century, as well. Among the perpetrators were
the cabinet members involved in the Teapot Dome scandal
during the administration of President Warren G. Harding;
Ivar Kreuger, the Swedish Match King, who put together an
empire of companies and became a private lender to
governments before the empire collapsed, fraudulent
accounting was exposed and he committed suicide in Paris in
1932; Robert L. Vesco, who looted Investors Overseas
Services, the Swiss-based mutual fund empire founded by
Bernard Cornfeld; Michele Sindona, the financier behind the
Franklin National Bank in New York and Banca Ambrosia in
Milan; and Nicholas Leeson, the rogue trader who brought
down Barings Bank.

Two famous 18th-century swindlers - Sir John Blunt,
chairman of the South Sea Trading Company, and John Law, a
Scot, who persuaded the French government in 1716 to let
him open a bank that could issue paper currency in
Louisiana, which France owned - might be said to have a
modern counterpart. Sir John's stock manipulation led to
