WASHINGTON (Reuters) - Tiny silicon crystals that can line themselves up according to order may be a first step to making "smart dust" that could detect biological or chemical agents or disease-causing microbes, U.S. researchers said on Monday. A team at the University of California, San Diego said they had created microscopic grains of sand that can orient themselves. "This is a key development in what we hope will one day make possible the development of robots the size of a grain of sand," said Michael Sailor, a professor at UCSD's department of chemistry and biochemistry who led the study. "The vision is to build miniature devices that can move with ease through a tiny environment, such as a vein or an artery, to specific targets, then locate and detect chemical or biological compounds and report this information to the outside world," Sailor added in a statement. "Such devices could be used to monitor the purity of drinking or sea water, to detect hazardous chemical or biological agents in the air or even to locate and destroy tumor cells in the body." Writing in the Proceedings of the National Academy of Sciences (news - web sites), Sailor and graduate student Jamie Link said their little grains of smart dust consist of two colored mirrors, green on one side and red on the other. One side was designed to find and stick to water, the other to oil. When lined up correctly, the mirrors shone either red or green. Link and Sailor first used chemicals to etch one side of a silicon chip, making it mirror-like and green. They made it repel water by attaching a water-repellent chemical. They etched the other side of the chip to create a porous red mirror, then exposed it to air so that it became attractive to water. Using vibrations, they broke the chip into tiny pieces, each about the size of the diameter of a human hair. Each piece became, in essence, a tiny sensor with a red surface attracted to water and a green surface attracted to oil. Each one is too small to see individually but when they clump up they are clearly visible. Based on thorough research using Palestinian and Israeli open sources, the study provides a breakdown of those killed by age, gender, and combatant status. The results lead to some surprising conclusions. Combatants, Noncombatants, and Responsibility Almost 1900 Palestinians have been killed since the start of the al-Aqsa Intifada, compared to almost 700 Israelis. Numbers like these are used to create an image of lopsided slaughter, with Israel cast as the villain. But such numbers distort the true picture: They lump combatants in with noncombatants, suicide bombers with innocent civilians, and report Palestinian collaborators murdered by their own compatriots as if they had been killed by Israel. More meaningful figures show that Israel is responsible for some 733 Palestinian noncombatant deaths, while Palestinians have killed 546 Israeli noncombatants. Over 54 percent of the Palestinians killed were actively involved in fighting and this does not include stone-throwers or unknowns. And Palestinians are directly responsible for the deaths of at least 253 of their own number more than one out of every eight Palestinians killed. On the Israeli side, 80 percent of those killed have been noncombatants. While Israelis account for about 27 percent of the total Intifada fatalities, they represent over 43 percent of the noncombatant victims. Breakdown by Gender Women and girls account for 31 percent of all Israelis killed in the conflict, and almost 40 percent of the Israeli noncombatants killed by Palestinians. Palestinian fatalities, in contrast, have been consistently and overwhelmingly (over 95 percent) male; even when combatants (almost all of whom have been male) are removed from consideration, just 8 percent of Palestinians killed by Israel have been female. In absolute terms, even though more Palestinians than Israelis have been killed overall, Israeli female fatalities have far outnumbered Palestinian female fatalities. If we include all reliable reports of women and girls killed in the conflict, the ratio is 219 Israeli females compared to 92 Palestinian females a ratio of almost 2.5 to 1. If we restrict the comparison to noncombatant Israeli females killed by Palestinians and noncombatant Palestinian females killed by Israel, the difference is even more dramatic: 69 Palestinians compared to 214 Israelis, a ratio of three to one. Breakdown by Age Israeli combatant fatalities are concentrated in a narrow age range, as we would expect for soldiers in a uniformed army. Israeli noncombatants, in contrast, display a near-random age distribution. This is equally unsurprising, given that these fatalities are the result of terrorist attacks on accessible civilian targets. Palestinian fatalities present a quite different picture. Palestinian combatant fatalities, like those on the Israeli side, are concentrated in a narrow age range although this concentration is slightly less pronounced. (This is unsurprising, given that Palestinian combatants are mostly members of unofficial terrorist/guerilla organizations.) Palestinian noncombatant fatalities, however, show an age distribution completely unlike that on the Israeli side. Mature and Young Fatalities A more specific focus on older and younger victims of the conflict further highlights the difference between Palestinian and Israeli noncombatant fatalities. When we compare the mature noncombatant Israelis killed by Palestinians to the mature Palestinian noncombatants killed by Israel, we see that the Israeli death toll far exceeds the Palestinian. In fact, Palestinians have killed at least 174 noncombatant Israelis aged 45 and over, while Israelis have killed 65 Palestinian noncombatants in the same age bracket. The ratio is 2.7 to 1. When we look at children and teenaged noncombatants killed in the conflict, we see a rather strange pattern. Title: Message -Caveat Lector- On Hamas "Freedom Fighters": The View From International Law 20 August 2003 Even now, even after repeated Hamas suicide-bomb attacks on Israeli buses, pizza restaurants, ice-cream parlors, kibbutz nurseries and preschools, some still argue passionately that the ends of barbaric Palestinian violence justify the means that an end to the so-called Israeli "occupation" justifies premeditated murder of any and all Israelis. Leaving aside both ordinary ethical standards (by which this argument is manifestly indecent) and the uncontested fact that Israel came into inadvertent control of West Bank and Gaza in 1967 because of undisguised Arab aggression, the ends can never justify the means under authoritative international law. On the contrary, for more than two thousand years, binding legal rules of world politics have stipulated that intentional violence against the innocent is always repugnant and always prohibited. From the standpoint of international law, one man's terrorist can never be another man's freedom-fighter. This empty witticism, although now repeated ritually by various unschooled newspaper reporters and by smooth radio and television pundits seeking to appear clever, is jurisprudentially meaningless. It is true, to be sure, that certain insurgencies can indeed be judged lawful (a judgment without which the United States of America would never have been properly constituted), but even these permissible resorts to force must always conform to the laws of war. Wherever an insurgent group resorts to unjust means, its actions are unambiguously terroristic. The rules of war bind all belligerents,insurgents as well as states. It follows that even if Hamas claims of an Israeli "occupation" were correct rather than concocted, their corresponding claim of entitlement to oppose Israel "by any means necessary" would remain unsupportable. International law has determinable form and content. It cannot be invented and reinvented by terror groups merely to accommodate their own adversarial interests. This is especially the case where terror violence purposely targets infants, children and the elderly, the quintessentially characteristic targeting signature of Hamas and its many Palestinian cousins. There are fixed and precise standards that must be applied in judgment of all insurgent resorts to violence. These standards are known in law as just cause and just means. These standards, and these standards alone, allow us to distinguish lawful insurgency from terrorism. When they are applied to Hamas, the distinction is not difficult to make. According to the explicitly genocidal Charter of Hamas: "The time (salvation) will not come until Muslims will fight the Jews and kill them." This fight is against all Jews: "The Nazism of the Jews," says the Charter, "does not skip women and children" every Jew, therefore, is a proper target. Palestinian terrorists believe that they have just cause because they legally deserve a state; because there is under authoritative international law a general right of "peoples" to "self-determination." But the proposed Palestinian state of the Road Map is openly intended to be built upon the mutilated corpse of an existing state, the Jewish State of Israel. There are no two states in the Palestinian Final Solution. What is currently called Israel or "The Zionist Entity" is merely "occupied Palestine." Returning to the precise words of the Hamas Charter: "Israel will rise and will remain erect until Islam eliminates it as it had eliminated its predecessors." On the very same day that he signed the Declaration of Principles in 1993, Yasser Arafat addressed the Palestinian people on Jordanian television. There he assured his listeners that Oslo I was nothing more than a codified implementation of the 1974 PLO "Plan of Phases," a 10-point scheme for the incremental destruction of Israel. "The first stage," said Arafat, "is the establishment of a national authority on any part of Palestinian soil that is liberated or from which the Israelis withdraw." Exactly the same assertion was repeated by Chairman Arafat after the signing of Oslo II. Let us return to the other legal criterion of permissible armed force. LEE WASHINGTON, Aug. 25 - John J. Rhodes, the former House Republican leader who swayed President Richard M. Nixon to resign in the Watergate scandal, died on Sunday night at his home in Mesa, Ariz. He was 86. The cause was cancer, his former press secretary, Jay Smith, said. Originally a staunch defender of Nixon, Mr. Rhodes became a central figure in the battle over Watergate when, as a prominent Republican, he publicly called for Nixon to consider resigning. Pushing for a thorough investigation of the break-in at the Democratic National Committee headquarters in the Watergate Hotel in Washington, Mr. Rhodes headed off efforts by Nixon's supporters to downgrade the impeachment effort into a vote of censure and to set a time limit on the Congressional inquiry into the role of the White House and the Nixon reelection campaign. After tape recordings came out on Aug. 5, 1974, showing that Nixon had discussed using the Central Intelligence Agency to sidetrack the Federal Bureau of Investigation inquiry on Watergate, Mr. Rhodes announced that he would vote for impeachment. Mr. Rhodes, whose father was a lumber dealer who became the state treasurer in Kansas, was born on Sept. 18, 1916, in Council Grove, Kan., a small farming community. After graduating from Kansas State University and the Harvard Law School, Mr. Rhodes married Mary Elizabeth Harvey, in 1942. Struck by the beauty of Arizona while they were stationed there in World War II, Mr. Rhodes and his wife settled in Mesa after he left the Army Air Corps. -Caveat Lector- Liberty Action of the Week: August 26,2003 The war on civil liberties road show by Mary Lou Seymour The Justice Department says its traveling road show to tout the benefits of the Patriot Act is intended to combat misunderstandings the public has about the sweeping legislation passed almost unanimously by a terrified Congress in the wake of 9-11. Unfortunately for our would be rulers in the dismal swamp of Washington DC, the public wasn't as universally cowed by 9-11 and ready to exchange liberty for security as Congress was. After a slow start, the movement to form Bill of Rights Defense Committees and pass community resolutions condemning the act as an infringement of civil liberties and even, in some cases, setting fines for those who don't promptly notify the city manager if federal law enforcement authorities contact them seeking help in an investigation, interrogation or arrest under the provisions of the act (Communities shun Patriot Act) caught fire and swept through the country. Not only did the civil libertarians and more alert members of the public react strongly to Patriot I, after the initial shock of 9-11 wore off, but when in February 2003 news of the Son of the Patriot Act, the Domestic Security Enhancement Act of 2003, leaked out (War on civil liberties heats up), within days columnists were calling DESA a Total police state takeover and noting that this time, unlike the rush to pass Patriot I, there was a Chilly response to Patriot II. Patriot II then dropped out of the news, presumably in the hope the public would forget all about it in the patriotic fervor surrounding the invasion (whoops, liberation) of Iraq. But throughout America, activists continued quietly lobbying their communities to pass those darn community resolutions, until as of this writing, the ACLU lists more than 150 communities in 28 states, including three state-wide resolutions, representing approximately 17.4 million people who oppose the USA PATRIOT Act. And then the occupation of Iraq started going sour and Congress began chipping away at the more onerous segments of Patriot I such as last month's lopsided U.S. House vote forbidding Justice from spending funds to use the act's controversial 'sneak and peak' provision that authorizes federal agents to conduct secret searches of homes and businesses. (Ashcroft's Campaign to Shore Up the Patriot Act) This wasn't supposed to happen, of course. The public and Congress were supposed to not only meekly go along with Patriot I, but accept even more onerous legislation, such as Patriot II. In July, Ashcroft himself, speaking in Anchorage, Alaska (where the state legislature had just passed resolutions protesting the national anti-terrorism law) told federal and local officials the USA Patriot Act should be expanded, not softened. (Toughen Patriot Act, Ashcroft says) So, in desperation, Ashcroft has set off on a whirlwind tour of 18 cities in 10 days, promoting the USA PATRIOT Act and preparing the public for a sequel. (Highly Watchable) Brother John's traveling patriot salvation show, as Elaine Cassel of Civil Liberties Watch dubs the publicity tour, is designed to convince law enforcement officials that preserving security is essential to preserving freedom, as the Patriot Act campaign web site Preserving Life and Liberty puts it. Oh yeah, they even have a web site. That's for us peons, who won't get to hear what Brother John tells the law enforcement officials in their private meetings. Supposedly,as part of the campaign, all 94 U.S. attorneys around the country are being encouraged to hold town hall-style events to discuss the Patriot Act and its role in preventing terror (Ashcroft begins Patriot Act tour), but so far, Attorney General Ashcroft has chosen to avoid speaking to the American people. Instead he prefers to confine his speaking to hand- picked audiences, thus creating the illusion of agreement and consensus. (Attorney General Ducks Demonstrators on Visit to Iowa's Heartland) Demonstrators have been forced to demonstrate outside the hotel where he spoke in Des Moines, or outside the newly built Constitution Hall in Philadelphia, another city where officials have passed a resolution condemning the anti-terror act. (Ashcroft says Patriot Act Effective) So far, demonstrations have pulled around 100 people. Of course, it's kinda hard to oprganize a demonstration when it isn't even public knowledge which cities are on the tour list, or where in that city the private meeting might be held. In researching this column, I checked numerous sources, and could only find vague references to 18 cities, including Washington, Detroit, Philadelphia, Milwaukee, Des Moines, or Ashcroft's tour began in Philadelphia and continued to Ohio yesterday, then to Michigan and Iowa, with other stops planned in coming weeks. But not only is Ashcroft plugging the Patriot Act, he's also setting the stage for the next step in the war on civil liberties ... the

"Ostrovsky, a Canadian born of an Israeli mother and Canadian Jewish father, spent most of his formative years in Holon, Israel. He was, at age 18, the youngest officer in the Israeli military. A weapons-testing expert, he was recruited by the Mossad and completed their extensive training program, becoming a katsa, or case officer, only to grow disillusioned with the organization's aims and operations and return to Canada." In his own words: "I was elated when I was chosen and granted the privilege to join what I considered to be the elite team of the Mossad. But it was the twisted ideals and self-centered pragmatism that I encountered inside the Mossad, coupled with this so-called team's greed, lust, and total lack of respect for human life, that motivated me to tell this story. It is out of love for Israel as a free and just country that I am laying my life on the line by so doing, facing up to those who took it upon themselves to turn the Zionist dream into the present-day nightmare." Spying on American Citizens First off, we learn that the Mossad often receives information from the CIA, while it has a policy of never giving such information out --even if the lives of Americans are in danger. Also, we discover that a super-secret division of the Mossad (called Al) is active in New York and Washington --engaged in spying on American citizens, recruiting Jewish "helpers", and carrying out covert activities [like the bombing of the TWA flight to Paris]. It employs between 24 and 27 field personnel, and most of their activity is with U.S. borders (primarily New York and Washington). Systemic Utilization of Jewish Abuse of Position We discover also that, thanks to the threat of anti-Semitism, the Mossad can tap the "significant and loyal cadre of the worldwide Jewish community outside Israel." These volunteer Jewish helpers, placed in convenient positions, can, say, help agents secure documents from their employer's office, or money if needed, or keys to a person's room in the hotel where they work (for assassination). Apparently the threat of anti-Semitism, which is exaggerated by orthodox groups to enforce cohesivity, results in a reflexive betrayal of social positions and trusts whenever the specter of anti-Semitism is manifested by Mossad agents. The unfortunate consequence of this policy is that the only way to eliminate the security threat posed by the Mossad, is to eliminate all people of Jewish origin from sensitive positions in the country. The Bombing of an Innocent Libya We are informed, in Victor Ostrovsky's next book "The Other Side of Deception," that the Mossad was the controlling force responsible for the American action against both Libya and Iraq. It is a remarkable story of how American sentiment was manipulated by the subterfuges of a foreign country, the outcome of which could only entail the risking of American lives (Iraq: at least 600 dead) and the enmity of the Arab world --the very people who supply us with oil. The Mossad placed a transmitter on Libyan soil which made it appear that Libya was sending terrorist orders to its various embassies, which the gullible Americans decoded and considered to be real, even though they failed to predict the attack on Le Discotheque in West Germany which --ironically-- was the very "provocation" which was used to justify the strike. Only the French, whose secret service is more astute at recognizing the hand of Mossad, were not fooled.
