It indicates that the agency was snubbing the Washington Post and the New York Times. Both papers had been actively involved in the cherry picking operations of the Office of Special Plans (OSP). Judith Miller of the Times and Charles Krauthammer of the Post were for all practical matters OSP operatives who participated in the dumbing down of pre-war intelligence assessments. Moreover, the outing of Plame by Novak was done on the pages of the Washington Post. In an effort to avoid another intelligence failure, the CIA recently leaked an assessment of the Iraqi insurgency to the Philadelphia Inquirer. They also leaked the motive behind the leak. Apparently, they had taken note that POTUS, the president of the United States, does not watch TV or read newspapers. The worldview of POTUS is determined by what he gets second hand from his neocon advisers. In an effort to avoid a watering down of CIA findings by these Likudnik operatives, the agency was in effect leaking their assessment to Bush. This has to be one of the more bizarre developments surrounding the myth of intelligence failures. It is a clear sign that the intelligence community wants to reach the president over the heads of his closest advisers. The agency wanted to avoid the usual filtering process by the Office of Special Plans; a rogue intelligence operation set up by Paul Wolfowitz and Douglas Feith. One way or the other, the mainstream intelligence community wanted to be certain that Bush was fully exposed to the reports of the CIA station in Baghdad. Next thing you know, Bremer was hastily summoned to the White House for a series of meetings with Bush. Americas paramount leader in Baghdad had already endorsed the CIA assessment. Bremers endorsement was also leaked to the Philadelphia Inquirer. The essence of the leaked intelligence report was that the situation in Iraq was hardly as rosy as the pronouncements from the White House. The insurgency was growing and the Iraqi resistance was becoming more popular among the average Iraqi citizen. The Iraqi Governing Council had very little public support and some of its members were not even bothering to show up for scheduled meetings. In all, the picture painted was nothing like Rummys finite dead enders who would be taken care of in mop up operations. As if to endorse the Agencys findings, even as Bremer was meeting POTUS, the Iraqis launched a devastating attack against the Italian troops in Nasseryah, deep in the supposedly secure southern zone occupied by the British. After a few days of consultation, Bremer was back in Baghdad implementing a new policy of handing over sovereignty to Iraqis at an accelerated pace. The previously scorned ideas of European allies like France and Germany were now official American policy. -Caveat Lector- Since what is in the skies these days manifests entirely different physical properties they must be different sets of compounds and with this statement I hope to make clear the line between contrail and chemtrail: contrails, according to a meteorologist at the National Oceanic and Atmospheric Adminstration (NOAA), are formed at minus seventy-six degrees fahrenheit. This ought to be a good guage when you are watching a plane spray. If the plane is not more than five thousand feet off the ground (i.e. you can still see it) and your ground temperature is above twenty, ANYTHING in the skies cannot be a contrail. What is this substance with observably different physical properties than contrails? If you search the net for these items - SkyNet, Global Hawk, SIGINT, weather modification, climate engineering, ROTH - you invariably end up sorting through discussions, some rather obscure yet revealing, involving electrostatics and barium and whenever the local biggies are out at play (NOAA, NCAR, LASP) here in the Boulder, CO area, computer connections are extremely unpredictable, making this a static weapon if generally un- aimable. Barium has been found in air samples taken in areas that are heavily sprayed. Barium is said to be light AND extremely conductive. There is a reason there is an USAF term called artificial ionospheric mirror. A whistle-blower from Ptech, Inc., told the Boston FBI in October 2001 that the company was being financially backed by Yasin al-Qadi, a Saudi businessman whose US assets were frozen after the Sept. 11 attacks amid allegations that he has funded terrorist groups, including al-Qaida and Hamas, a Bush administration official and a former Clinton administration official involved in the case said yesterday. WBZ-TV reported Friday night that a second whistle-blower went to the Boston FBI office this past June with allegations that the company had financial ties to the suspected terrorist financier. A spokeswoman from the FBI's Boston office denied that it had failed to follow up on leads about Ptech's financial backing. ''That is not accurate,'' spokeswoman Gail Marcinkiewicz said. ''This investigation has been going on for quite some time, and it was jointly decided by the FBI and Customs that Customs would take the lead.'' WBZ reported that a former Ptech consultant named Indira Singh came forward this past June. Singh said Friday night in an interview on WBZ that she told the FBI ''in no uncertain terms'' about the connection between Ptech and Qadi. She said that weeks after talking to the Boston FBI, she was ''shocked'' and ''frustrated'' to learn that the FBI still had not alerted any of the government agencies using Ptech software that there were questions about the company's ties to suspected terrorist fund-raisers. Ptech has sold information management software to a range of government agencies, including the Army, Air Force, Congress, the White House, the Federal Aviation Administration, and the FBI. The FBI, the officials said, didn't aggressively pursue the initial October 2001 tip, prompting that whistle-blower to go to other government officials this past summer. The US Customs Service ended up leading the investigation, and the search Thursday night and yesterday of Ptech's headquarters. News that the FBI may have ignored the tips comes after a recent scathing memo from top FBI officials to the bureau's field offices complaining that not enough is being done to combat terrorism. The New York Times reported last month that Bruce Gebhardt, the FBI's deputy director, sent a memo to the FBI's 56 field offices, saying he was ''amazed and astounded'' that field supervisors were not committing essential resources to fighting terrorism. The allegation is the latest in a series of embarrassments for the Boston FBI office, including a failure to follow up on bank robber Gary Sampson's offer to surrender before he went on a killing spree, and the scandal over the agency's coddling of murderous organized crime informants. Documents provided to the Boston Globe by The Investigative Project, a Washington, DC-based terrorism research organization, show that two of Ptech's founding directors were former employees of BMI, a now-defunct collection of Islamic finance companies that was targeted in an investigation by the FBI's Chicago office. ''BMI was an Islamic financial institution that would loan money in an Islamically permissible manner,'' said Matthew Epstein, director of research for The Investigative Project.' 'According to the FBI, they were involved in Hamas financing activities and potentially involved in the 1998 US Embassy bombings in Africa,'' he said. BMI was targeted by the FBI's Chicago office in a probe of alleged money laundering and funneling of funds to terrorist groups like Hamas. BMI also shared office space in Secaucus, NJ, with Qadi International, an organization controlled by Qadi. According to state records, two of Ptech's founding directors were former officials with BMI. One of the directors, Soliman Biheiri, was quoted in Management Review magazine as the ''president of BMI Leasing'' in an article about financial institutions that adhered to Islamic law. Another director, Hussein Ibrahim, is currently listed as Ptech's vice president and chief scientist. Ibrahim's resume, filed with the US General Services Administration as part of the company's application to do business with the US government, lists his prior employment from 1989 to 1995 as a vice president of BMI. ALTMAN he influenza vaccine now being given was not developed to protect against a strain of the virus that has surfaced in this country this fall, but the government is optimistic that this year's vaccine will stave off outbreaks, a top federal health official said yesterday. The reason is that animal studies suggest that the strains of virus included in the vaccine are close enough to the new one that the vaccine will still protect, said the official, Dr. Julie L. Gerberding, the director of the Centers for Disease Control and Prevention in Atlanta. Still, she warned, the United States could face a severe epidemic this year, given that the flu season began unusually early and has hit Texas and Colorado particularly hard. "It's a little too early to say whether or not this portends the worst flu season we have had in a long time," Dr. Gerberding said in a telephone news conference. Her agency is responsible for tracking and controlling influenza and other infectious diseases. She said she was "sounding the alarm" to urge more people to get flu shots to "nip this problem in the bud." The center does not know how many people have received flu shots this season. "People have the impression we are doing better this year than last year, but we do not have the data to back that up at this point in time," she said. The flu vaccine includes three strains of influenza virus, but was not designed to protect against a new one that has appeared in a number of countries over the last year. It is known as the Fujian strain, a variant of the Panama strain that is included in the current vaccine. Both are categorized as H3N2 strains that have been linked to higher rates of serious illness requiring admission to a hospital and to death, Dr. Gerberding said. Each year, influenza causes 114,000 hospital admissions and 36,000 deaths. The influenza virus mutates frequently. Health officials change the strains of virus put in the flu vaccine each year as they try to keep up with mutations. But matching strains in the vaccine with those circulating among humans during a flu season is a notoriously unpredictable exercise. The World Health Organization committee that makes the recommendations for the flu vaccine knew about the Fujian strain in February, said Dr. Klaus Stöhr, an influenza expert at the organization. But Dr. Stöhr said in a recent interview that the committee decided not to include the Fujian strain because scientists could not make it pure enough in time for a human vaccine. The flu vaccine is prepared in eggs. Decisions about the components of the vaccine have to be made months in advance in part because manufacturers and farmers need to know how many eggs to prepare in anticipation of demand. Influenza typically occurs during the winter in each hemisphere, and the vaccines are prepared at different times. The vaccine being prepared for use in the Southern Hemisphere will include the Fujian strain, Dr. Stöhr said. "There may be less than optimal protection against H3N2" in the Northern Hemisphere, "but no vaccine failure has been reported" there, he said. "So there is no reason to discourage people from getting vaccinated." Dr. Gerberding said it was common for the circulating influenza to gradually change genetically known as "drift" as it spread to infect more people. Tests at the center found that 84 percent of the 55 strains of influenza virus isolated this fall are the Fujian strain, Dr. Gerberding said. But she emphasized that protection could still occur even without a perfect match. Dr. Gerberding said that an earlier than usual onset of the flu had occurred in some European countries but that "this is not a pandemic." Decisions along these lines will be made in the "coming days", Mr Solana told The Independent. The comments, signalling a major policy shift by the US, precede President George Bush's state visit this week to London, during which he and Tony Blair will discuss an exit strategy for forces in Iraq. Mr Solana underlined the change of mood in Washington, saying: "Everybody has moved, including the United States, because the United States has a real problem and when you have a real problem you need help." There is a "growing consensus" that the transfer of power has to be accelerated, he said. "How fast can it be done? I would say the faster the better." He added: "The more the international community is incorporated under the international organisations [the better]. That is the lesson I think everyone is learning. Our American friends are learning that. We will see in the coming days decisions along these lines." The Bush administration spelt out over the weekend its new plans for the faster transfer of power from Americans to the Iraqis, with a transitional government now scheduled to take over from the end of June. Before, US officials had said that Iraqi leaders should write a constitution first, then hold elections. As the EU's foreign policy representative, Mr Solana has been playing a significant, behind-the-scenes role. Until now, the US had resisted putting the allied forces under international auspices, although there is growing support in Washington for a Nato role. Colin Powell, the US Secretary of State, arrives in Brussels tonight for talks with EU ministers, which he will combine with a meeting with the retiring Nato secretary general, Lord Robertson of Port Ellen. Diplomats say that Mr Powell is expected to "test the water" about the involvement of the transatlantic alliance in Iraq. The litany of setbacks, growing US casualties and the recent killing of 18 Italian servicemen has brought intense domestic and international pressure on the Bush administration to give the occupying force more legitimacy. Eager to counter this domestic unease, the American military sought to advertise their latest crack-down. They declared that they had fired a satellite-guided missile at what they said was an insurgents' training camp west of Kirkuk. But there was more grim news on Saturday with the collision of two Black Hawk helicopters after one was hit by a rocket-propelled grenade. Seventeen American soldiers died, the worst single loss of life in one incident since President Bush ordered the US-led invasion. He insisted yesterday that the US would not "cut and run". In an interview with Breakfast with Frost on BBC1, the President said the United States would not spend "years and years" in Iraq. But he rejected as "not a fair comment" claims that the US was unprepared for winning peace. Mounting violence in Iraq was "nothing more than a power grab". He added: "There are some foreign fighters, mujahedin types or al-Qa'ida, or al-Qa'ida affiliates involved, as well." America's chief post-war administrator in Iraq, Paul Bremer, also suggested that US-led forces would remain on a different basis. "Our presence here will change from an occupation to an invited presence," he said. "I'm sure the Iraqi government is going to want to have coalition forces here for its own security for some time. There have been no specifics yet about how the international community would control the mainly American and British forces in Iraq. Nato remains the only strong possibility because it would provide international credibility while leaving control with a military organisation which Washington dominates. Nato has already proved its willingness to act outside its traditional sphere of operations by taking a role in Afghanistan. But to allow it to deploy in Iraq would mean getting the approval of all 19 Nato allies including France, Germany and Belgium, all staunch opponents of the war.
