Since it seems the only news fit to print (or air) these days has to do
with Hurricane Katrina and its aftermath, finding a related angle to call
needed public and leadership attention to something else requires a little
ingenuity.

But since the stakes associated with another, largely unremarked story --
involving a drama that will reach its denouement at United Nations
headquarters this week -- may be nothing less than the future sovereignty
and character of the United States, a way must be found.

As it happens, the answer lies in the toxic liquid now being pumped out of
New Orleans into waterways that will, inexorably, contaminate the
international reaches of Gulf of Mexico, and perhaps beyond. The United
States unilaterally determined this potentially huge environmental damage
is justified by the need to recover and restore a major American city, its
population and economy.

Interestingly, shortly before Katrina precipitated this crisis, a gaggle
of former senior government officials wrote Senate Majority Leader Bill
Frist demanding he swiftly effect ratification of the controversial Law of
the Sea Treaty (or LOST) accord. The authors dismissed concerns of
conservatives that LOST would impinge upon U.S. sovereignty and vital
interests.

If the United States were a party to the Law of the Sea Treaty today
though, it is very likely America would be enjoined from dumping New
Orleans' toxic stew into Lake Pontchartrain and the Mississippi River. For
one thing, this would violate the Treaty's environmental obligations to
protect marine life and its habitats, obligations whose sweep makes those
of the Kyoto Treaty seem modest by comparison.

Jailed Pedophile Guilty in 1998 Murder of Boy, 12 By Barbara Whitaker 9/29/05 "A man described as a classic sexual predator who is already serving time for sexually abusing a dozen teenage boys was found guilty yesterday of the kidnapping and murder of a 12-year-old Yonkers boy found buried in a shallow grave in Dobbs Ferry more than six years ago. The murder of the boy, Orlandito Rosario-Maldonado, which shocked Westchester, went unsolved for years before investigators compiled enough evidence to arrest Robert D. DeRosario, a suspect from the beginning.The boy was last seen on Nov. 2, 1998, in Mr. DeRosario's apartment building after getting a haircut. The investigation into his death led authorities to a world of child sexual exploitation, and nine men, including Mr. DeRosario, were ultimately arrested on charges that they sexually abused boys in Westchester County. Among them were public officials and corporate executives. Mr. DeRosario admitted to sexually attacking 12 boys, ranging in age from 13 to 19, and pleaded guilty to 12 counts of sodomy, sex abuse and endangering a child. In July 2000 he was sentenced to 10 years in prison. "This case opened up a world of pedophiles we were able to identify," Ms. Pirro said. Interstate Oil and Gas Commission Pushes ANWR Development

Today the Interstate Oil and Gas Compact Commission (IOGCC) passed a
resolution today supporting responsible development of the Coastal Plain
of ANWR. The IOGCC represents the Governors of all the oil and gas
producing states in America (30 full members and 7 associate state
members). The IOGCC noted the education of the American people as to the
importance of oil and gas to the nation is critically important to America
solving its energy crisis.

A statement released by the IOGCC reads below.

IOGCC RESOLUTIONS URGE CONGRESS TO ACT ON VITAL ENERGY ISSUES

OKLAHOMA CITY  The Interstate Oil and Gas Compact Commission passed five
resolutions at its recent Annual Meeting that focus the organizations
efforts on issues that are vital to the nations energy future.

One resolution passed by IOGCC officials calls on government leaders to
adequately fund and recognize the importance of oil and gas research
initiatives.

Major U.S. oil and gas companies no longer make their comprehensive oil
and gas research available, and independent companies generally lack the
capability and capacity to conduct their own research, thereby impacting
the nations ability to effectively and efficiently develop domestic oil
and gas resources, said Christine Hansen, IOGCC executive director.

In a resolution to open the Coastal Plain of the Arctic National Wildlife
Refuge to hydrocarbon exploration and development, IOGCC officials will
advocate to the President and Congress the importance of increased
domestic energy production to reduce dependence on foreign oil supplies.

The IOGCC supports conservation and the use of alternative fuels, but
recognizes that for the foreseeable future increased oil production is
needed to fuel the nations transportation system, said Hansen. Advanced
technology has greatly reduced the footprint needed for development. If
Prudhoe Bay were developed today, the footprint would be 64 percent
smaller, she noted.

The organization also agreed to support the development of a program that
includes a voluntary, industry-funded education program to increase
awareness and educate the public about the importance of oil and natural
gas as an energy source. In addition, IOGCC resolved to continue to
identify petroleum manpower and research needs, and will recommend that
Congress encourage institutions of higher learning to increase both the
number of students in programs and scholarships available for
petroleum-specific degrees.

Lastly, the organization passed a resolution that requests the U.S.
Environmental Protection Agency reconsider implementation of stormwater
Phase II requirements for construction sites. Under the Clean Water Act, a
permit is not required for discharges of uncontaminated stormwater runoff.
The IOGCC will urge EPA to review its pending internal policy and guidance
on regulation of stormwater discharge during construction associated with
oil and gas activities; provide states and other stakeholders the
opportunity to comment on future proposed requirements; and complete an
analysis of potential positive or negative impacts on the environment. The
IOGCC also is seeking an analysis of potential costs and benefits to the
states, the oil and gas industry, and the citizens before any further
stormwater regulations are implemented.

Representing the governors of 30 member and seven associate states, the
IOGCC champions the conservation and efficient recovery of the nations oil
and natural gas resources while protecting health, safety and the
environment. Established by the charter member states governors in 1935,
it is the oldest, largest and most effective interstate compact in the
nation.

The talks on international digital issues, called the World Summit on the Information Society and organized by the United Nations, were scheduled to conclude in November at a meeting in Tunisia. Instead, the talks have deadlocked, with the United States fighting a solitary battle against countries that want to see a global body take over supervision of the Internet.   The United States lost its only ally late Wednesday when the EU made a surprise proposal to create an intergovernmental body that would set principles for running the Internet. Currently, the U.S. Commerce Department approves changes to the Internet's "root zone files," which are administered by the Internet Corporation for Assigned Names and Numbers, or Icann, a nonprofit organization based in Marina del Rey, California.   Political unease with the U.S. approach, symbolized by opposition to the war in Iraq, has spilled over into these technical discussions, delegates said. The EU and developing nations, they added, wanted to send a signal to America that it could not run things alone. Opposition to Washington's continued dominance of the Internet was illustrated by a statement released last week by the Brazilian delegation to the talks. "On Internet governance, three words tend to come to mind: lack of legitimacy. In our digital world, only one nation decides for all of us." "The role of governments in the new cooperation model should be mainly focused on principle issues of public policy, excluding any involvement in the day-to-day operations," the proposal said. "No intergovernmental body should control the Internet," he said, "whether it's the UN or any other." WHITE HOUSE UNDER SIEGE AFTER DELAY'S DOWNFALL

Tom DeLay's indictment and resignation as House majority leader has  
sent tremors through the White House and the Republican  
establishment here, raising fears that the Party's 11-year grip on  
the House could be ended by the congressional mid-term elections in  
November 2006.


Mr DeLay's departure deprives the party of arguably its most  
powerful figure on Capitol Hill, an unmatched political organiser  
and enforcer who has done more than anyone to drive President  
George Bush's agenda through a bitterly divided and partisan Congress.


But not only on Capitol Hill has he ruled the Republican flock with  
a rod of iron. The 58-year old Texas congressman has also been a  
prime architect of his party's so-called K Street Project, using  
a combination of carrots and sticks to place Republicans at the  
head of the lobbying firms and business interest groups which play  
a central role in shaping legislation here.


Even Democratic opponents who detest him grudgingly admit there has  
been no more effective majority leader from either party in the  
past 20 years.


But for Republicans the affair of Mr Delay - charged with criminal  
conspiracy over alleged illegal campaign fundraising for the 2002  
elections to the Texas state legislature - is only the latest in a  
series of ethics controversies involving major party figures,  
stretching from Capitol Hill and the lobbying industry into the  
White House itself.


Known as the Hammer for his ruthless style, Mr DeLay helped to  
create the current Republican golden age in Washington. He was a  
close lieutenant of the former speaker Newt Gingrich, who led the  
party to victory in the 1994 mid-term elections, by seizing on  
public discontent with an entrenched, corrupt and complacent  
Democratic majority. The wheel may now be turning full circle. The  
host of scandals now threatens to tar the Republicans in exactly  
the same fashion.


Just like Republicans 11 years ago, Democrats scent blood. The  
DeLay affair, said the House minority leader Nancy Pelosi, is the  
latest example that Republicans in Congress are plagued by a  
culture of corruption.


The pile of supporting evidence for that claim is growing almost by  
the day.


From a Republican perspective, the best hope is that Mr DeLay  
himself will be sidelined for only a few weeks. At worst, however,  
he could find himself being handcuffed and photographed as an  
alleged felon.


Meanwhile Bill Frist, his counterpart in the Senate, is under  
separate federal investigation for suspected insider trading, in  
connection with the sale of shares in his family hospital company  
shortly before the stock price fell sharply. Like Mr DeLay, Mr  
Frist denies any wrongdoing, but the very fact of an investigation  
is embarrassment enough.


Related trouble is brewing on the lobbying front. Jack Abramoff, a  
disgraced Republican lobbyist who once had close ties to Mr DeLay,  
has been charged with fraud, and may be tempted to incriminate  
leading party figures as part of a plea bargain with FBI  
investigators.


The same goes for David Safavian, a former White House budget aide  
who resigned earlier this month,days before he was indicted for  
perjury and obstructing the Abramoff inquiry.


That case has only escaped wider coverage because it has been  
overshadowed by greater disasters for Mr Bush in the most troubled  
spell of his presidency. They include the seemingly intractable  
insurgency in Iraq, his inept response to Hurricane Katrina, and  
public disgruntlement at soaring petrol and fuel prices, always an  
especially sensitive issue for a US leader.


Meanwhile the White House is bracing for the conclusion of the  
investigation by an independent prosecutor into the leak of the  
name of the CIA operative Valerie Plame, which has already seen  
Karl Rove and other senior administration officials testifying  
before a federal grand jury.


Congressional Republican leaders have replaced Mr DeLay with the  
Missouri congressman Roy Blunt on a temporary basis - on the  
assumption that the Texan's protestations of innocence are true and  
that he will be speedily exonerated.


But Mr Blunt is under a small ethics shadow of his own. According  
to the Associated Press, records on file with the Federal Election  
Commission show that Mr Blunt's political action committee has paid  
some $88,000 (£50,000) in fees since 2003 to a consultant facing  
indictment in Texas in the DeLay case.


Tom DeLay's indictment and resignation as House majority leader has  
sent tremors through the White House and the Republican  
establishment here, raising fears that the party's 11-year grip on  
the House could be ended by the congressional mid-term elections in

"The statistics I received from Minister Cullen showthat 
already this year he has given permission for 964over-flights. This is 
almost the same as last year'stotal of 973," he said.

"In addition to these appalling facts, I have alsolearned 
that neither the Customs  Excise Department,the Gardaí nor the Defence 
Forces have examined orintend to examine a single aircraft landing at 
ourairports or at Casement Aerodrome to ensure that thedeclarations 
regarding weapons and passengers arecorrect.

"This is extraordinary considering the evidence thatexists 
indicating that people have been illegallykidnapped and transported through 
Ireland todestinations unknown for torture."

Mr Quinn said it was a disgrace that Taoiseach 
Bertie Ahern was not only ignoring Ireland's 
complicity in this illegal war, but increasing it on 

a regular basis.

"Already, we are about to pass the total for 2004, andwe 
are only three-quarters through the year," he said.

"Either Ireland is declaring war on Iraq, or Irelandis not 
declaring war on Iraq. The Taoiseach must makeup his mind, and present the 
case to the Oireachtas ifhe wants to continue facilitating the progress 
ofmachines of war through our country.

"There have been international reports which statethat 
prisoners have been illegally transported to theGuantanamo Bay base. Many 
may have passed 
through Shannon or Baldonnell, making Ireland a 
party to a breach of International Law."

Israeli ship suspected of ramming Japanese fishing boat, killing seven

SAPPORO, Japan - An Israeli ship is the main suspect in a hit-and-run 
accident with a Japanese fishing boat, in which seven fishermen were killed, 
Japanese media reported yesterday.

The accident took place four days ago near Hokkaido, Japan's northern 
island.

The Israeli ship, Zim Asia, allegedly sped away from the scene of the 
accident without reporting the collision or trying to assist the fishermen.

Fishing radars showed a ship passed through the accident site early 
Wednesday, and suddenly changed direction, according to Japanese coast guard 
spokesman Osamu Kon. Coast guard planes later sighted the Israeli container 
vessel in nearby waters.

The South Koreans told Japan, which investigated the whereabouts of several 
ships seen in the area, that an Israeli ship showing signs of a collision 
had docked in the southern South Korean port of Busan on Friday, coast guard 
spokesman Osamu Kon said.

The ship's Israeli crew members were questioned by Korean police and 
reportedly refused to cooperate and only agreed to give up their travel log 
after a long argument. The South Korean authorities suspected the ship had 
been involved in an accident, but the ship's captain Moshe Ben David 
insisted he didn't feel any collision, according to an official at South 
Korea's Busan Coast Guard.

When asked if his ship traveled near Hokkaido, Ben David replied, I don't 
know a place called Hokkaido.

Yesterday the ship left Korea for an unknown destination. The Korean 
official said it was not detained because the accident did not occur in 
Korea's territorial waters and Korea had no authority to detain it or to 
conduct investigations.

Zim Asia has collision marks along 30 meters with white paint marks 
identical with the color of the Japanese fishing boat. South Korea police 
have sent Japanese police a paint sample, a copy of the boat's travel log 
and its GPS records.

A Zim spokesman said yesterday that Zim Asia was now on its way from South 
Korea to Shanghai. The boat's captain has informed the Zim headquarters in 
Haifa that his ship was not involved in the fishing boat accident. The boat 
started its trip in mid-September in Seattle and is scheduled to return 
there after reaching Shanghai.

Israel's ambassador to Japan, Eli Cohen, confirmed that the embassy has been 
briefed on the matter, which is currently being handled from Israel. Cohen 
added that Japanese officials have yet to contact the embassy regarding the 
incident.

Foreign Ministry officials say they are checking on the incident in 
conjunction with Japanese authorities as well as Zim.

The seven Japanese crew members of No. 3 Shinseimaru, which overturned about 
40 kilometers off Hokkaido's cape of Nosappu before dawn last Wednesday, 
were all residents of Hokkaido.

The only survivor, Kanama Fujisato, 53, said that he was asleep when the 
collision took place and awoke from a hard bump in the board. Immediately 
after the bump the boat capsized. It happened in two to three minutes. I was 
in water up to my shoulders but managed to grasp a life vest that floated in 
my direction. For hours I beat on the sides of the boat with a board. When I 
heard a similar noise outside the boat I thought I might survive after all, 
he said.

We are acting on suspicions that the Israeli ship was involved, but we've 
reached no definite conclusions yet, said Kon.
