Om K ----- The following only partially summarizes how I personally came to be concerned about CIA covert operations and drug trafficking. It includes many informative links and concludes with a press release. Crack the CIA, NAFTA & the African American Community In late 1991, Jerry Brown visited Marilyn Ferguson's home in Los Angeles. I was told that a mutual friend handed Jerry an early pre-published copy of our national database of progressive organizations and periodicals. That database is now online for public use and networking. Several Brown staff people seem to believe that this database was very instrumental in his 1992 four-state wins. I worked as a volunteer with Brown's staff to design his travel itinerary. During that same period, after the LA riots, I also got wrapped-up in a campaign to save the California Conservation Corps from and enormous 50% cut from Governor Wilson. This postponed our handbook publication by about six months -- but I believed in Brown and the CCC that much. During his campaign, news concerning Mena, Arkansas surfaced. "During the 1992 campaign, outside advisers and aides urged former California governor Jerry Brown to raise the Mena issue against Clinton - at least to ask why the Arkansas governor had not done more about such serious international crime so close to home. But Brown, too, backed away from the subject. 'I'll raise it if the major media break it first,' he told aides. 'The media will do it, Governor,' one of them replied in frustration, 'if only you'll raise it.' " -- THE CRIMES OF MENA, by Sally Denton & Roger Morris, Penthouse, July 1995 Few know that Alexander Cockburn as early as February 1992 explored Clinton's past in an article called Chapters in the Recent History of Arkansas. It inspired many newsgroup discussions that year, this one called: The way to shield a criminal is to run his accomplice against him. One very brief news item appeared on CNN that Spring. A group (now known to be a university group) had been monitoring the Mena operations and gave reporters a tour of their findings. Many of us within the progressive community have been seriously burdened by the knowledge of Clinton's dubious past, connections, and complicity during the years of Reagan and Bush. One such person is Sam Smith of Progressive Review who is also long time Jerry Brown supporter. When Jerry suggested that the "Soul of the Democratic Party" was at stake, we did not believe that it was just a gimmick phrase. "Mine will be the most ethical administration in the history of the republic!" President-Elect Bill Clinton, November 1992. Now there is substantial press information concerning Mena and CIA drug operations -- as well as accusations of deliberate governmental and media censorship -- yet no effective investigations or hearings have materialised as of yet (Bill Clinton's Skeleton Closet claims direct Whitehouse attempt to censor its link from Netizen and successful censorship of Hotwired). The Government has continued to stand by its claims that NO government officials were EVER involved with drug trafficking. This claim of no complicity in the Iran-Contra scandal currently recieved disreputability with the release of the Inspector General's Volume II of declassified CIA documents and the release of Gary Webb's book Dark Alliance. Robert Parry responds to Volume I of the Inspector General's report June 1998 -- which was realeased many month before Volume II. We cannot completely verify Clinton's involvement in Mena. We can, though, due to the enormity of the operation and the dozens of suspecious deaths, question why his administration has done nothing to stop these operations and why has drug policies not changed substantially. Some journalists have suggested that these operations have moved further north to more obscure places in Montana and that since NAFTA that the northern cartels are just driving drugs across the border in tanker trucks where U.S. Customs waves through with CIA assistance. According to Michael Ruppert, John Carman, a former CIA Senior Inspector in San Diego, has a lot on this but he has no web site yet. Other documents indicate that our involvement in Afghanistan (one of the largest producers of opium in the world) stem from control of its opium trade. Historically, writers such as Alexander Cockburn suggest that the struggle for global control of the drug trade is at least as old as the Opium Wars. Others conclude drugs were a major reason for our Vietnam War -- in Southeast Asia -- and the main impediment to resolving the POW-MIA predicament. School of the Americas Watch links Noriega and D'Aubuisson (Central and South American dictators, assassins, and Reagan/Bush allies) as graduates of SOA. Michael Levine, former DEA narcotics officer, adds his outrage to the mainstream media's reception of Gary Webb's current book Dark Alliance. The fruits of our Cold War Third World policies are now cynically termed "cocaine democracies." Our leaders want us to beleive that the "ends justify the means." More than ten years after the Cold War, not surprisingly, we discover that the Soviet Union has been even more ineffectual at military economic conversion than the United States. The recent New York Times article -- Clinton to Propose Spending More to Curb Russian Nuclear Threat -- leads us to believe that somehow by supporting their nuclear and wartime industries that the US can control and transform the former Soviet Union. Given that the US itself is unwilling to make the smallest reforms and conversions, our confidence in the United States to successfully inspire and fulfill such a mammoth project could be ill-spent. In other words, the United States has no language or experience in this area of vast economic conversion. Given our history, who do you think that the US will authorize to conduct such an ambitious operation in the former Soviet Union? Could this area of the globe become another puppet for our corrupt Third World foreign policy? "The CIA is not now nor has ever been a central intelligence agency. It is the covert action arm of the president's foreign policy advisers. In that capacity it overthrows or supports foreign governments while reporting "Intelligence" justifying those activities. It shapes its intelligence, even in such critical areas as soviet nuclear weapon capability, to support presidential policy. Disinformation is a large part of its covert action responsibility, and the American people are the primary target audience of its lies. ... Essentially the CIA stopped all accurate info on Vietnam while conducting a propaganda campaign to keep us in this war that was unwinnable. If we are to avoid further 'Vietnams' we need a good, reliable, trustworthy intelligence service." -- former CIA analyst, Ralph McGehee, author of ">CIABASE The continued bombings and the unchanged drug policies support the claims that the CIA is still functioning and operating under the same Cold War propaganda criteria. "There is one crime against humanity in this last decade of the millennium that exceeds all others in its magnitude, cruelty and portent. It is the U.S.-forced sanctions against the twenty million people of Iraq...If the U.N. participates in such genocidal sanctions backed by the threat of military violence...and if people of the world fail to prevent such conduct - the violence, terror and human misery of the new millennium will exceed anything we have known." - Ramsey Clark, former U.S. Attorney General Pax Christi USA NATIONAL CATHOLIC PEACE MOVEMENT Listen to what Scott Ritter, Former UN Weapons Inspector, has to say about US attacks on Iraq. He was the last scheduled speaker at the Martin Luther King, Jr. Annual Commemorative Service aired on C-SPAN. Philip Agee, former CIA agent, speculates on the domestic implications and future of covert operations: "Los Angeles [riots] was the result of the U.S. system working exactly as it is supposed to - the failure being not the existence of poverty, rage, and despair, but the momentary inability of the dominant class and culture to dissuade or distract the 'underclass' from taking mass action. The Rodney King beating verdict simply lifted the lid... [M]ilitarism and world domination continue to be the main national priority, with covert operations playing an integral role. Everyone knows that as long as this continues, there will be no solutions to domestic troubles, and the U.S. will continue to decline while growing more separate and unequal. Can anyone doubt that the events of Los Angeles will recur? Those struggling in the 1990s for change would do well to remember the repression visited on progressive movements following both World Wars and during the Vietnam War. The government has no more Red Menace to whip up hysteria, but the 'war on drugs' seems to be quite adequate for justifying law enforcement practices that have political applications as well. The hunt for aliens and their deportation, and the use of sophisticated methods of repression following the Los Angeles uprising, reveal what has been quietly continuing below the surface for years. We should be on notice that in the current political climate, with clamor for change everywhere, the guardians of traditional power will not give up without a fight. They will find their 'threats' and 'enemies' in Black youths, undocumented immigrants, environmentalists, feminists, gays and lesbians, and go on to more 'mainstream' opponents in attempts, including domestic covert operations, to divide and discredit the larger movement for reform." -- CovertAction Quarterly, Tracking Covert Actions into the Future by Philip Agee Maxine Waters, in her own words, supports many past research investigations and allegations. According to Arizona Weekly, "Gary Webb's 'Dark Alliance' series in the San Jose Mercury News so alarmed this congresswoman [Maxine Waters] that she launched her own investigation." Thoughout these years a compendium of other investigative reports concerned with other CIA-related Narcotics Trafficking Covert Operations have greatly multiplied. Currently the Crack the CIA Coalition has formed with a very long list of supporters. Perhaps recently on the news you have seen leaders from the African American community of South Central Los Angeles speaking out about drug issues in their community. The Guns for Jobs Campaign was one of their proposals. It is with this group of black leaders that Michael Ruppert is working in order to organize a march on April 29th, the 7th anniversary of the LA riots, in a valiant effort to draw attention to the drug problems that plague their inner city and confront the flagrant hypocricy of the "War on Drugs." Criticism of these government policies have been further accentuated by the current release of declassified CIA confessions. It is this effort for which the Global Peace Walk (email: [EMAIL PROTECTED]) has generously offered a platform during their February 26th event. It is The Global Peace Walk's earnest desire that Mayor Jerry Brown join others like Mayor Willie Brown in accepting the peace proclamation described below regardless of his position on the declassified CIA documents. So far Jerry Brown has not committed to meeting us that morning on the steps of Oakland City Hall though we are still communicating with his office on this issue (please write: [EMAIL PROTECTED]). Whether it be the stigma attached to conspiracy theories, The Global Peace Walk, or simply that his initial mayorial demands be too great is yet to be discerned. As well, we ask that supporters contact media channels ASAP with this information and insist that more investigative journalism be pursued concerning these CIA declassified documents. The following is our tentative PRESS RELEASE that will continue to reflect the hope that Jerry Brown will sign the Global Peace Walk peace proclamation. We believe that Oakland has much in common with South Central Los Angeles. Regardless, Brown is not obliged to address this issue, but we encourage him to accept and endorse the Global Peace Walk's peace proclamation on February 26th at the steps of Oakland City Hall. While tough-talking politicians give the illusion of making our streets safe for our children by going after the "big time pusher" (See movie TRUE BELIEVER), in reality the system is strategically setup ONLY to get the small dealers and petty drug offenders (even innocent bystanders and family members) while the larger dealers go free -- plus, as well, add the CIA's intricate involvement with larger drug cartels importing drugs to the United States (and ask why snitching has NOT worked where it would count -- is there a criteria for political immunity?). The "War on Drugs" is a hoax and only a further cover-up concerning how drugs played a key international role for CIA arms deals which ultimately promoted transnational corporate interests. (See info from former DEA 25 year veteran undercover officer Michael Levine at http://www.radio4all.org/expert/) Though the drug crisis should be categorized a "public health" issue, it has been criminalized to the furthest extent of the law. Drug addiction and gangs run rampant while social programs or possible antidotes remain unexplored. (See DRCNET and The Drug Library). Due historically to corporate manipulation, drugs that have medicinal and other practical applications like marijuana have been classed disreputably and criminalized harshly. (See Jack Herer and Chris Conrad). Currently the DEA has engaged in a raid on commercial hemp crops in Nicaragua, further adding suspicions to DEA's real policies. After the 1992 LA riots Governor Pete Wilson cut and disempowered one of the most effective urban youth programs in history, the California Conservation Corp. A visionary program modeled after the Conservation Corps of the 30's, Governor Jerry Brown set it up in the 70's. The anti-gang campaign called Guns for Jobs is demanding more such opportunities be offered the youth of South Central Los Angeles. (See Gunfree for similar programs and A Job is a Right Campaign.) One of the speakers scheduled at the press conference and the rally is former Los Angeles Police Department narcotics officer Michael C. Ruppert who has, for twenty years, been trying to bring to public attention his first-hand knowledge of CIA complicity in the hard drug trade into the United States. He is helping residents organize a street march on the upcoming 7th anniversary of the Los Angeles riots April 29th to redress this grievance. Mr. Ruppert intends to testify in Washington, DC if he is called as a witness at congressional hearings about the CIA's confessions of complicity in drug operations that was revealed in the CIA Inspector General's report volume 2. These declassified documents were introduced to Congress one hour after impeachment hearings started in October (after a one year hold ordered on their release) so as to obscure them from public attention, claims Ruppert. Furthermore, "my last twenty years have been spent trying to focus attention to CIA bringing drugs into the WHOLE COUNTRY, including South Central Los Angeles and Oakland, since my first discoveries concerning Hawaii and New Orleans. The hearings most likely are going to occur at the height of the impeachment trial. The purpose is to obscure them. No date is set yet but I have received word from witnesses that investigators are out interviewing witnesses now. They had said that they were going to have the hearings in January. I am not on the witness list for testimony yet, but I was already interviewed two years ago. The hearings might even be going on February 26th. Congress won't tell anyone until the last minute." The Global Peace Walk started four years ago today, on January 15, 1995. The first route from New York to San Francisco was in commemoration of the United Nations 50th anniversary. The initiator of the walk, Reverend Yusen Yamato, a Buddhist monk and Zen shiatsu meditation practitioner, carried the message from Mahatma Gandhi's revered teacher (Guruji Nichidatsu Fujii) that empowered the successful spiritual revolution in India. Over the last several years, in support of the Global Peace Walk, city mayors across the country have begun issuing proclamations for Global Peace Walk Days in their communities. Several, including San Francisco Mayor Willie Brown, have also proclaimed their cities as Global Peace Zones.
