Bush's agenda, including deployment of a national missile defence system and oil drilling in an Alaska wildlife preserve. Mr Daschle, who assumes the top spot in the Senate next week following Republican Senator James Jeffords' announcement that he was quitting the party, hinted that the Democrats could also try to roll back portions of the sweeping tax cut that cleared Congress on Saturday. He also said his party would move against Mr Bush's efforts to spur development of nuclear plants, a centrepiece of the president's recently unveiled national energy policy. "Until we deal with how we're going to confront nuclear waste, I think it'd be impossible for us to expand nuclear power," Mr Daschle said on the NBC programme Meet the Press. Senator Trent Lott, the Republican leader, vowed to press ahead with the president's agenda, but admitted it would be more difficult with Democrats in charge of the Senate. He said that the Republicans "will use the same tools of the minority" to block any Democratic initiatives "if they try to ram their agenda" through the chamber. As majority leader, Mr Daschle will have wide powers to block administration initiatives from coming to the Senate floor for consideration. In the interview on Sunday, he said the president's plan to allow drilling in Alaska's Arctic National Wildlife Refuge was "finished", and that he would not support deployment of Mr Bush's much sought-after National Missile Defence system, saying it would violate the Antiballistic Missile Treaty (ABM) with Russia and anger US allies. Mr Daschle refused to say the programme was dead, however, noting that the Clinton administration funded research into the system and that Democrats backed continuation of such efforts. But he said he would block any move to make the programme operational. He also said Democrats may seek to curtail portions of the tax cut plan - which Mr Bush is expected to sign next week - but such a move would be difficult since Republicans still hold sway in the House of Representatives. Mr Lott and Mr Daschle said that they hoped to pass an education reform plan as the next order of Senate business, but Mr Daschle repeated his vow to make a Patients' Bill of Rights the subsequent agenda item. The legislation, which would allow patients to sue their health insurance providers, is not a White House priority. Mr Lott also sought to deflect speculation that he may face a leadership contest.
