The September 15 chart DOES nevertheless indicate that strength of HAARP's magnetic output WAS shifting widely and rapidly at this time; which IS as we noted previously one of the hallmarks of mood and mind-altering transmissions being broadcast. Also it's not possible to tell from the September 15 graph shown just exactly HOW WIDE the fluctuations actually were, as the scale does not extend as far as the scale in the other graph.
