No. 408-03 FOR RELEASE AT (703)697-5131(media) 5 p.m. ET June 11, 2003 (703)428-0711(public/industry) CONTRACTS AIR FORCE General Dynamics, Government Systems Corp., Needham, Mass., is being awarded a $1,950,000,000 indefinite-delivery/indefinite-quantity (ID/IQ) contract to provide for intelligence information, command and control equipment and enhancement (ICE2). This contract will provide worldwide information technology sustainment and technical support. The contractor shall provide computer equipment support consisting of preventive and remedial maintenance of hardware and inventory management. The total length of this ID/IQ contract, including all options, is 10 years. The equipment supported by this contract consists of commercial, modified-commercial and specially designed equipment items. The equipment is used through the Department of Defense Intelligence Information System and command and control (C2) communities to support worldwide intelligence and C2 operations. The equipment also provides intelligence data to the National Command Authorities and various civilian agencies and departments. A typical ICE2 site may include commercial-off-the-shelf national security systems, intelligence data handling equipment, C2 equipment, local area networks, wide area networks, secure and non-secure video systems, communication devices and/or exploitation equipment. Equipment may process information of varying security classifications and many of the sites are sensitive compartmented information facilities. Departments and agencies supported by this multi-service contract include, but are not limited to, the Army, Navy, Air Force, Defense Intelligence Agency, National Imagery and Mapping Agency, National Reconnaissance Office and Departments of State, Energy and Treasury. The Air Force can issue delivery orders totaling up to the maximum amount indicated above. At this time, no funds have been obligated. Funds will be obligated as individual delivery orders are issued. This work will be completed in November 2007. Solicitation began in June 2002, and negotiations were completed in March 2003. Warner Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (F09603-03-D-0095). Vinnell-Kellogg Brown and Root, Fairfax, Va., is being awarded a $22,873,929 cost-plus-award-fee contract to provide base operation and maintenance services at Incirlik, Izmir and Ankara, Turkey. Included functions are program management, civil engineering, transportation (vehicle operations and maintenance, Traffic Management Office), U.S. Customs, food services, golf course maintenance, reservation assistance, local national payroll services, occupational health and industrial hygiene, Ankara services (library, mail distribution, supply support, administration support, LAN system administration support, Pass and Registration) and Ankara operations (vehicle/equipment coordination and ammunition/weapon coordination) at the Office of Defense Cooperation, Turkey. In addition to day-to-day base operation and maintenance services, the contractor is also required to provide contingency and exercise support. The contractor will perform the majority of work in government-furnished facilities located at Incirlik Air Base and Izmir and Ankara, Turkey. At this time, $259,549 of the funds has been obligated. This work will be complete September 2009. Solicitation began November 2002. The U.S. Air Forces in Europe Contracting Squadron, Ramstein Air Base, Germany, is the contracting activity (61521-03-C-5400). MISSILE DEFENSE AGENCY SPARTA Inc., Laguna Hills, Calif., is being awarded a sole-source cost-plus-fixed-fee contract to develop advanced enemy threat discrimination and tracking algorithms and a state-of-the art decision theory concept known as Decision Architecture, a tool providing sensor fusion and sensors and weapons resource management capabilities to the Ballistic Missile Defense System in Block 06. These functions require SPARTA to act in unique roles as the technical director and integrator of the Decision Architecture, software developer for the Decision Architecture elements planned for Block 06 delivery and software developer for a variety of tracking and discrimination algorithms. This effort is intended to enhance the overall capability of the Ballistic Missile Defense System. The contract has a 3-year and 6-month period of performance with a contract value of $44,426,715.
