Brians you've just explained the "structural-functional" social system theory of society which is so well know to anthropologists and sociologists.  It is currently not held in high repute and other models are favored such as the "social construction of reality" which is a much more realistic model.  This theory is based on the occurence of mass moral density in society which emerges around symbols of morality that are projected upon the society in the prominant mass media or directly displayed in the community by those who are admired (can even be "counterculture type heroes").  It is the elevation of symbols of morality to the masses by the elites in the major media which elicit a mass, social construction of reality around these symbols (whether they be fraudulant or not).  There can also be a direct spontaneous elicitation of this mass, moral density when objects occur in the populace at large and the public jump on them to the degree that a "critical mass" occurs.
This has ocurred with youth symbols of dress, youth culture, surrounding vehicles made into hotrods etc.   If the ruling groups ever decided to project symbols of true morality like snuffing out "national security laws" instead of twepping citizens, feeding the hungry instead of starving them or poisoning them, controling drugs instead of using them in a war against the people>>>>just think how quickly a great and truly moral society based on the golden rule could emerge.

I think when one reaches the top of the pile one will find wildly manic individuals motavated by the understanding of what Cathrine states so well --- if they do not control crime who ever does will take their place.  That is why Shackley would tell you if you asked that it is not possible to control a country without controling narcotics.  The control of the flow of narcotics into the United States became a national policy under Richard Nixon and it has been that way ever since.
