Ex-spooks quit to return as consultants

TOP spies trained to root out terrorists are leaving the intelligence
services to become highly paid consultants.

One Canberra-based company, Executive Investigations, is staffed by former
ASIO operatives and specialises in selling Get Smart-style gadgets such as
watches and briefcases fitted with tiny cameras.

The ex-spooks are paid a minimum of $50 an hour by government agencies to do
background checks and surveillance.

A spokeswoman for the company refused to comment on its operations.

Another private contractor, the Australian Security Vetting Service, carries
out background checks for several government agencies.

The Herald Sun believes the company has been allowed access to information
on individuals by the Australian Federal Police, the Department of
Immigration and ASIO.

A spokesman for Attorney-General Philip Ruddock confirmed that vetting of
potential employees was often outsourced to former intelligence operatives.

Intelligence agencies, including ASIO and the Defence Intelligence
Organisation, have come under intense pressure following allegations that
they were incompetent and easily influenced by politicians.

After Prime Minister John Howard rejected claims that there was friction
between some agencies, federal police commissioner Mick Keelty yesterday
admitted some tension between the AFP and ASIO was inevitable.

"To be frank, when any two agencies, or even sometimes within the one
agency, you'll get tension from time to time when you get parts of the
organisation working closely together," he said.

ASIO was slashed from 900 spies to about 600 in the 1990s after the end of
the Cold War. But faced with drastic staff shortages, the intelligence
outfit is now advertising for 150 general intelligence officers.

The Opposition said yesterday staffing shortages were contributing to
intelligence failures.

"Reports that our intelligence agencies are losing highly trained agents to
the private sector is very concerning and Labor will be pursuing the
Government on this matter," homeland security spokesman Robert McClelland
said last night.

Former ONA analyst Dr Carl Ungerer, now a lecturer in international
relations at the University of Queensland, said intelligence agencies
increasingly hired private investigators.

"It's not high intelligence, because you have to be on the inside for that,
but they do use private investigators for minor surveillance," Dr Ungerer
said.

Deakin University information warfare expert Professor Matt Warren said
outsourcing was rife throughout the intelligence community.

"It's the current security trend because it makes more business sense," he
said.

But Professor Warren said the "fractionalising" of the intelligence agency
could compromise accountability when vital information fell through the
cracks.

In addition, he said, the use of private investigators by government
departments could point to growing distrust of the politicisation of public
servants.
