U.N., World Bank Discuss Assistance WASHINGTON (AP) -- The heads of several U.N. agencies and the World Bank chief met Friday to explore how they can bridge the gap between the time humanitarian emergency aid runs out and longer term development aid arrives. ``War doesn't end with a neat peace process,'' said Sadako Ogata, the U.N. High Commissioner for Refugees, which provides immediate care and shelter for refugees. ``When the war subsides, our work supposedly subsides and ... then the development agencies arrive much later,'' she added. ``This in-between period is very important because if this is addressed properly perhaps we can prevent the recurrence of conflict.'' The meeting at the Brookings Institution, a Washington think tank, also included World Bank president James Wolfensohn and the heads of the U.N. Development Program, the World Food Program and UNICEF, the U.N. children's fund.
