White House Accused of New Cover-Up White House Accused of New Cover-Up By Paul M. Rodriguez Washington was rocked March 10 with a stunning claim by a former White House computer manager who says she was told of a secret White House project to destroy confidential computer records that were hidden from federal or congressional investigators. Moreover, in a secret affidavit unsealed March 10, a second high-level contract employee with the Northrop Grumman Corporation alleges that she and other employees were threatened with loss of their jobs and being sent to jail if they ever revealed the truth about the discovery of nearly 100,000 White House e-mails never before made public and kept hidden from federal authorities. The explosive affidavit by Betty Lambuth, filed under seal in late February before District Court Judge Royce C. Lamberth, not only confirms details of a story that was first reported by Insight magazine in December 1998 and January 1999, but goes on to detail threats by White House lawyers to punish any employee who revealed the existence of the secret e-mails even to White House staff in charge of computer-system operations. Lambuth’s testimony comes on the heels of that from former senior White House computer manager Sheryl Hall who provided the court with a sworn affidavit in which she, too, said that senior White House staff and lawyers knew of the existence of the secret e-mails and threatened to punish any worker who told outsiders about them — including federal agents and congressional investigators who had for years sought such records under subpoenas. It is Hall’s latest affidavit delivered to Judge Lamberth on March 10, however, that contains the rocket sure to send sparks through Congress and the White House concerning a secret operation to destroy confidential computer records. Rep. Dan Burton, Indiana Republican and chairman of the powerful House Government Reform Committee, has threatened the White House with new subpoenas unless it immediately turns over the secret e-mails and computer data. Although the senior staff of the House Government Reform Committee knew of the so-called lost e-mails and the White House’s attempts to conceal the discovery of the priceless data from many investigators, the materials were neither sought nor subpoenaed by the committee. That is, until early March 2000 when the Washington Times picked up the original Insight stories from two years ago (see "news alert!" March 13) and, separately, Dan Burton confirmed that at least five government contract employees had been threatened with loss of jobs and/or jail time if ever they revealed the information. Meanwhile, the White House has backpedaled on its claims that all of the "lost" e-mails already were turned over and/or anything federal and congressional investigators ever asked for was supplied. This is in marked contrast to what President Bill Clinton and White House spokesman Joe Lockhart told reporters in late February after a story appeared in The Washington Times based on the first public interview of Hall. Not only did Hall confirm everything previously reported by Insight, but for the first time she also publicly suggested that other White House and contractor employees also had been pressured to keep silent about the existence of the missing e-mails. At the time of Hall’s first public comments to the press, that prompted new congressional interest in the revelations, White House spokesman Lockhart said it was old news Insight had broken the story two years earlier and everything investigators sought had been turned over. Fast-forward to the week of March 6 when the White House was forced to admit under withering scrutiny of Dan Burton and new press stories that, in fact, thousands of e-mails once "lost" never were turned over to congressional or federal probers and that current and former employees of the White House, as well as a contractor, were indeed threatened with loss of jobs and jail if they ever revealed the existence of the secret messages. Besides the Burton committee, the FBI Campaign Task Force and the Office of Independent Counsel Ray (who succeeded Ken Starr) now are on the trail of the e-mails and long-distance telephone records. Although agents from the Campaign Task Force actually had meetings with White House lawyers shortly after the original Insight stories broke, they reportedly failed to follow up. "I promise you, we’ll get these records now," a high-level federal law-enforcement official said, March 10. But as Sheryl Hall has sworn in yet another affidavit submitted to Judge Lamberth, there could be problems in securing the now-found e-mails – and separately the long-distance telephone records. Hall asserts that she’s had conversations in recent days with former colleagues at the White House who have revealed a plan by the White House Office of Administration to destroy computer records and hard drives of departing and/or departed employees. "As with the Project X e-mail [records]," Hall told the court, "the archived [computer data] has not been searched in response to subpoenas and document requests" because of what amounted to a parallel system of record keeping that kept secret from investigators all relevant data sought. "It reminds me of the old Mafia double-books system of record keeping," said a high-ranking federal law-enforcement official who was read portions of Hall’s affidavit. "If true, you are talking criminal conspiracies," the official said. Hall’s affidavit and that of Lambuth were obtained by Judicial Watch as part of a class-action suit against the Clinton Administration over privacy-right violations related to Filegate and a separate civil suit on behalf of Hall claiming harassment. The latest revelations, plus new ones not yet revealed to the court or Congress, have rattled the White House and angered members of Congress in both political parties. Burton is expected to conduct hearings shortly on the entire matter and, as Insight sources say, work already has begun to depose current and former contract employees who worked at the White House and claim to have been threatened by senior Clinton staff and lawyers. The Justice Department Campaign Finance Task Force, along with Independent Counsel Ray, also are preparing new batches of subpoenas, Insight has learned, based on the latest revelations and, in particular, a review of notes from meetings with White House lawyers who said such records did not exist when, in fact, they did.
