Date: Thu, 12 Aug 1999 20:50:17 -0700 Goodyear, Arizona (near Phoenix) I am paranoid; I know I am paranoid; I have found reason to distrust government far too often to not be paranoid, and I have found that carefully controlled paranoia is a real good way to evaluate circumstances for the "worst-case scenario" -- then you can figure the reality is somewhere in between the worst-case scenario and the happy, well-fed munchkin. I have had reason to believe -- I have laid out the reasons on some lists recently -- that the Internal Revenue Service wouldn't make it past July 1st of this year: Their fiscal year 2000 reportedly started July 1st. A few years ago they threw 4.5 billion dollars down the rathole in an effort to make their 64 different computer systems talk to each other through a central server, and failed miserably (actually, I think someone siphoned the budget off from the top [and the sides and the bottom and the middle], but never mind). The Chief Information Officer for the IRS (a year or so ago) said the IRS had no chance -- zero, zip, nada -- chance of surviving Y2K. He said this in so many words, in public Congressional testimony. In the normal process of shooting the messenger of bad news, the current administration (if you can call it that) fired him and hired this current guy "Rossotti," purportedly a computer expert. Approximately four weeks later Rossotti testified to Congress that the IRS had completed its inventory (which took three or four years the first time they tried it) and that Rossotti BELIEVED that WELL, MAYBE, just POSSIBLY, there was the barest CHANCE, that if Congress left the IRS alone for the rest of the year, and allowed the IRS to devote ALL of its resources to remediating the Y2K problem, that the IRS might be successful by December 31, 1999. Two weeks later (approximately) Congress passed the "IRS Reform and Re-Structuring Act", which changed something like 70% of the tax laws the IRS deals with. I checked the IRS website yesterday, and therein it is said that the IRS "expects" to be Y2K compliant by December 31, 1999. I think "in a pig's eye." But again, never mind. A few days ago I heard from someone who has been hounded by the IRS mercilessly for some time, and he says that suddenly they've gone quiet with respect to him. He also pointed out that a woman appearing on the Lou Epton talk show (out west, Nevada, I think) stated that the IRS had lost all its data. Funny I haven't heard any leaks of such a monumental screw-up. Then, today, I received an answer to one of my requests to the IRS (they hounded me for 12 years; now I am hounding them in court), and my request was denied. There are two or three grounds they might have to deny my request -- fraudulent grounds, but grounds they could use nonetheless -- but they didn't use those grounds. Instead, they said they had "no record" of my returns from 1983 to 1990 (the window of time in dispute) and denied my request for that reason. Interesting. They had "record" of those returns prior to July 1st; I have received copies of their computer files in FOIA requests. And I have date-stamped copies of the originals, so I can prove they were filed. But, apparently, _they_ can't prove it either way. Then, from another contact this afternoon, I learned that a fellow had been fighting the IRS for months, and it had finally come down to a knuckle-dragging contest, and he had caved in -- he promised to make an Offer in Compromise. He got together with his accountant and put together an Offer in Compromise, and sent it in with a check. The IRS returned the check: They said they could find no record of a tax liability. Repeat: THE IRS RETURNED THE CHECK! The IRS has never returned a check from a person listed as a "tax protester" in the history of government robbery! Okay. Now you know what I know. I certainly don't claim that this anecdotal evidence is conclusive, but it is definitely worth investigating. Do you think the IRS has "lost its data" as that woman claimed? Don't answer that; we don't need a long-winded debate or flame war over something that is irrelevant. But we do need intel, and fast. Why is it irrelevant? Because if the IRS has failed, that may be the most wonderful thing that has ever happened to this country, but to this illegal, unconstitutional, monster of a federal government, THAT is a "National Security Issue": If it is true -- or even if it is not true and government wants to pretend that it is true -- we are going to be under Martial Law within the month, possibly within a week, possibly in the next few seconds. And THAT, as you all well know, ties it in to the Right to Keep and Bear Arms. Mitigating against the probability that the IRS computers have dumped their data is the fact that none of my contacts -- none -- have expressed the slightest inkling that maybe something has gone wrong, and I have quite a few contacts who know the inner workings. But then, who would have to know about it? Five people, maybe? Five people who control the remediation effort, who has told everyone else in the agency that "Sorry, the machine will be down for a couple of weeks while we do Y2K work." Or, possibly, the machines are working -- but the data servers for THAT DATA are down, off-line, "undergoing Y2K remediation." What would it take to keep the bloody lot of them in the dark until the administration can put together its Plan? And remember what I said in a previous message a few days ago: If they are going to hit us with Martial Law, or Dissident Round-ups, they aren't going to wait until everything has gone down the tubes and we are all hiding behind hedgerows with rifles in our hands. They are going to hit us while we still think everything is hunky-dory. So. Anyone else out there want to contribute intel to this discussion? -- 73.
