Ship Unloads Plutonium in Japan

TOKYO (AP) - A British vessel carrying a controversial shipment of plutonium
to fuel nuclear reactors unloaded its cargo Monday at a port in northern
Japan.
The Pacific Teal docked at a facility reserved for use by Tokyo Electric
Power Co.'s nuclear plant in Fukushima prefecture, 150 miles, northeast of
Tokyo, said company spokesman Ichiro Kudo. Delivery had been delayed since
last week by storms.
It was the first shipment to Japan of a mix of uranium oxide and plutonium
that is known as MOX, reprocessed from spent nuclear fuel at France's
state-run retreatment plant at La Hague, near Cherbourg, Kudo said.
Tokyo Electric Power, Japan's largest utility company, will use the MOX fuel
pellets in light-water reactors at its Fukushima No. 3 plant starting in
February, Kudo said.
Resource-poor Japan is heavily dependent on nuclear power for energy.
The ship left France in July with a cargo of 315 pounds of plutonium aboard,
Kudo said.
Japanese TV showed several members of the environmental group Greenpeace in
two small boats in the port Monday morning, protesting the shipment.
``This weapons-usable material poses not only a risk of an environmental
disaster in Japan and along the entire 20,000-mile route from Europe, but it
also threatens to spark a major proliferation crisis in the Asia-Pacific
region,'' Kazue Suzuki of Greenpeace Japan said in a statement.
Coast guard vessels escorted the Pacific Teal to the pier, Kudo said.
