If disabled, or made into a mental vegetable: a case of assault with intent to maim. The electro-technological attacks deliberately create physical conditions that mimic common ailments, including those of tissue destruction, targetting vascular, digestive, and respiratory systems and internal vital organs. Assault is a criminal offense. Murder is murder, whether the murder weapon is identified or not and whether the murderer is identified or not. I have already reported the attacks to law-enforcement agencies. Much as I have worked to obtain public awareness of what is going on, and sought help and support from those mandated by legislation and policy to provide it, none has been received. My chosen viewpoint is that if the resources of intelligence, government and law-enforcement organizations are being used in attacks against civilians, it is by criminal infiltration, not as part of their standard operations, and we pay with our taxes the high costs of these assaults, both in their operational funding and in the health care received by targetted individuals. I may lose this battle, but it will not be in silent submission. My life is still at risk, as is my health. Only a fool wouldn't care about staying alive. I also care that it be stopped. Ernest Hemingway PRELIMINARY REPORT AND UPDATES Subject: Biotech Suppression (Updated Feb 1, 2000 changes are in italics.) ----------------------- A. General Information. ----------------------- The 'who': specifics unknown at this time. The 'what': electronic technologies used broadly to suppress general population within the geographical distance capabilities of the equipment, (about 500 mile radius), and used specifically to suppress 'rebellious' individuals within it, by amplifying and using what are apparently 'natural' and 'normal' life conditions and situations. The 'how': suppression through increased electrical charge; pain and injury and the resultant use of drugs; damage and destruction of materiel, tying up resources and funds; interference and disturbance on actions; damage and destruction to objects and loved-ones, friends and family; analytical suppression, (introversion, dispersal, wrong why's, wrong who's, doubt of own perceptions of reality, etc.), through the mechanically increased charge, by image and voice/sound projections using modern electronics technologies. -------------- B. Electronics. -------------- I don't have the technical knowledge to precisely identify all of the equipment and technologies used; so, I'm describing the effects created and observed. Also, some of these may be created by the same device by varying the settings and flows. 1). That lasers are used is a certainty following the confirmation by Dr. (name erased for privacy reasons), specialist in lasers and optics, and by Dr. (name erased for privacy reasons), specialist in radiation, both of the Radiation Protection Bureau, Health Canada, of the appearance of a point of light on surfaces, the colour of the light varying depending on the type of laser being used. I have observed red and whitish-blue points on metallic and reflective surfaces, of varying sizes and intensities from a small speck to a very bright amplified radiation. And, I have observed the amplification of light from the point of intersection of an existing beam, or ray, of light, both light emitted from a light source and light reflected off objects and surfaces. 2). That laser scanners are used is highly probable based on the behaviour of the energy flow on wet ground and on aluminum foil. On skin, I have experienced external flows from a very light feathery touch to an on-off pulsing touch, to intense pain from a strong directed and uninterrupted flow. Some of the points of pain had a burn similar to a cigarette burn, some had red welts, some had persistent swelling and inflammation. At the receiving end, it's difficult to differentiate between the effects of a laser scanner, an ELF (extremely low frequency) scanner, and an acoustic scanner such as used in the construction industry to detect faults and moisture in piping systems. Aluminum foil "pings" with it, and cool, wet soil has a brief "sizzle". 3). Tracking device using circular rotating antenna at short range as observed roof-mounted on a van driven close to my mother's house, where I was visiting, then, brought to within 800 feet of my body when it was electrically grounded on very wet soil in a wooded area where I was trying to 'lose' the tracker. Dr. V from the Radiation Protection Bureau suggested the antenna may be a radar-type. 4). Heat-producing radiation amplifying the radiation emitted by objects and surfaces in the red and orange band of the light spectrum. Tests with deep green materials block much of the radiation. 5). Flow or device that creates and alters electrical charge, capable of reversing polarities on charged particles and objects, including charging up the house electrical grounding systems. Charge transferred by direct contact keeps the same charge; charge transferred by induction takes on the opposite charge. Electrical charge is increased through the house wiring. Consumption bills increase too. 6). Device capable of creating directed and controlled flows on, in, between and around objects and bodies, both human and animal, as experienced being close to metallic objects used as points from which to direct flows, by the manufactured differences in electrical potential automatically starting electromagnetic flows. 7). Device capable of directed and altered nerve impulse in human and animal bodies, affecting motor controls. Nerve impulses are altered by increased electromagnetic charge. (Reference: "Biomagnetic Man", Dr. Michrowski, President, Planetary Association for Clean Energy (PACE). Laser pulsing can be used to affect nerve impulse on specific nerve channels. 8). Device capable of creating a pressor effect, from a narrow beam to a wide field, used to direct the motion of bodies, both animal and human. Sonic weapons can create a shock wave, as can construction industry ultrasound scanning devices. 9). Device that produces a sound on beam impact on objects, the sound qualities varying with the qualities of the object used. Those I have observed in and near houses were on objects containing electrically conductive metals, with electronic equipment such as tv's, radios, computers etc being most often used. Also used were various metal objects such as nails, screws, window screens, tubs, taps, appliances, etc. Outside, water bearing objects are used such as plants and soil. The point of sound then appears to become an anchor-point from which scanner, tracking, or, charging -type flows are directed. Different devices create different sounds: a deep and loud "crack" or "boom" precedes hot radiation that feels like microwave; three to five "pings" precede pulsings and tracking actions. 10). Device that creates a dark point of condensed energy on, or near, surfaces such as described above and used as an anchor point from which flows that affect electrical charge are directed. This dark point is preceded by a "spark" of light near the head. The dark point that follows the spark travels in a wobbly (gyroscopic?) line to contact with the skin giving a warm, tickling feeling. Tracking to specific target areas follows, usually the ears or the bones and glands behind the ears. 11). Device projecting images and forms, such as that used in holograms and kodalithic processes, unto reflective surfaces and translucent objects. Those I have observed do not contain or alter colour. The colours in the images are from the receiving object or surface. These images can be quite clear and sharp, depending on the qualities of the surface used. I have also observed hologramic forms projected to open areas but these lack precision, definition and colour and seem to need reduced light levels to become a credible form. 12). Device projecting sound and voice, either directly or bouncing it off objects and surfaces. Side-note: there are advertisements in various media selling edible items in which sound is encapsulated so that as the person swallows, he hears what has been encoded into the items. ("Make him eat his words!"). Words are communicated as sonorous voice and seem more like an echo than a sound. 13). Device capable of using electrical wiring to create an electrical flow thereby increasing the charge in a space by increasing the charge in nearby electrically conductive objects (metals, resins, acids etc.) I have observed: -ground fault circuit interrupt outlets get hot and trip to the 'off' position, both with something plugged into the outlet and with nothing plugged into the outlet; -electrical plugs pushed partially out of the outlet with the partially exposed prongs giving off heat and, in darkness, a blueish white glow; reset plugs get pushed out again, following a 'ping' on the outlet; -appliances and other running electrical stuff such as fans, blenders, etc. have surges in operation from increased electrical flow; -controlled-start equipment such as a thermostat controlled refrigerator, be started and made to operate excessively. These all follow a 'click' heard on the object and became evident when heard on dis-conected appliances: eg on the electrical components of the refrigerator and coffeemaker when they weren't plugged in. Also, the kitchen range outlet mount was broken in such a way that the prongs couldn't be pushed in fully; so, I un-plugged it and it stayed unplugged for 5 or 6 weeks, with the breaker off at the electrical panel. During that time, there were many 'clicks' on the outlet, often 'co-incident' with the passage of a small aircraft over the house. Also, flows aimed at the electrical ground from the electrical panel to the point that the grounding pipe and surrounding cement got hot and a bluish white glow emanated from the area. 14). Device producing a hot radiation, even at night in a darkened room. I have experienced this varying from a slight increase in temperature to an extremely hot, and painful, radiation on the body. I have come out of these with skin very red, hot and becoming 'tanned' as if I had sat in the sun. This type of radiation is partially blocked by the dense blue foam pads sold as camping bed gear, which I have used to protect my head and heart areas. MASER technologies could be used for this as could lasers used to produce HPMW (high powered micro-waves). 15). Device producing a narrow-beam, deeply penetrating and incredibly painful, rapid, repetitive wave, aimed at my wrist bones, and above my stomach area, which seemed to be used as a carrier beam for an implant. Likely sonic weapons. 16). Device or flows used to raise the electrical charge at ground level. This is felt on the legs as an external electro-magnetic 'tingle' which has varied from the low part of the feet to the height of the hips. There already is a strong electromagnetic field around power lines, even more so since old power lines are being replaced by bare-wire cables. (1). the increase of the body's electro-magnetic charge seems to be a key element for the usage of the biotech equipment and technologies. Anyone with technical information confirming this, please write me. Reducing the level of charge reduces the severity of the effects of the attacks and is followed by almost frantic efforts on their part to raise the charge level again to 'victim' levels. Also, the high electrical charge in the environment and personal spaces helps break resin bonds so that even more resins can stick to the body, thereby raising its electrical charge level. (2). Attacks follow a time pattern that coincides with satellite passes in the area, with strongest attacks coming during normal sleep times, following a "stun" radiation, or wave frequency, that makes sleep seem more like unconsciousness than like normal sleep. (Electrical anesthesia is produced with a 700 hertz flow.) This seems to cover a general geographical area, not just specific targets within it. ----------------- C. Charging up the body. -------------------------- Several methods are used concurrently, creating and using differences in electrical potential to create flows. 1). Directly: -areas of recent, or high past injury, such as surgery scars, bumps, bruises, cuts, burns etc are hit with a pulsing surface flow that is of low enough intensity to go mostly unnoticed in times of activity or when asleep. This is of long duration on the same area, building up charged ridges. It feels like your flesh is 'pulsing'. -motor controls are hit to create fresh injury to these and other areas: little 'accidents', and mis-estimations of effort. These are then 'pulsed' again, injured again, and radiated. -I have also experienced injuries from animals whose motor controls were hit. -I have also had the dental amalgams in my mouth get charged up to being burning hot and needing ice and flowing cold water to prevent serious burns. 2). In the objects around the person being charged up as described in B. Electronics. 3). In the amplification and use of environmental factors. The high electrical charge breaks chemical bonds freeing many substances that are then inhaled, swallowed, or deposited on the skin, increasing the body's electromagnetic charge and blocking the respiratory system. These various substances are also deposited as fine particles on objects and surfaces, including windows. (i) The basic situation: pollution from vehicle exhaust and various petroleum distillates causes an acid deposit both directly, as particles, and as acid rain. Particles in the air are precipitated by the engine heat and turbulence of passage of aircraft. At ground level, electrical charge is increased by the acidity. The petroleum distillates break resin bonds, freeing resins from many sources: evergreens, plastics, vinyls, flooring, paints, varnishes etc. These natural and synthetic resin particles are attracted to the body by difference in electrical potential. They increase charge on the body. They penetrate deep into the skin pores, the sinuses, respiratory and digestive systems. They radiate heat when touched by sunlight or other radiation, which also bakes them unto the skin. They do not come off with soap and water. Baked on resins, when scraped off, take the skin with it. In the 25 or so people I have checked in this area, none were free of resinous deposits on their skin. Those with the most resins lived in the country, used unchlorinated water, (chlorine seems to soften the resins and help clear it from skin surface), and spent a lot of time outdoors. (ii) Amplification in the environment: -an apparently intentional passage of light aircraft, 8 to 10 times a day, over a selected area, respecting a grid pattern, for about three months over each sector, causing particle precipitation, visible in bands of 5 to 6 inches wide with half to one inch intervals between the bands. -an increase in petroleum distillates at ground level by hitting fuel reservoirs with a flow I haven't yet identified. The 'click' on my stove fuel tank was followed by petrol vapours which not only released resins but also made me quite ill, of themselves. From early July to third week of August, over thirty gallons of fuel were evaporated out of the tank, (main valve closed in April), through the pressure release valve. Also, fuel reservoir in car hit, as well as increases in engine speed when it was running. Again, after an audible 'click' on the metals. -the resulting increase of freed resin particles that stick to the skin. I got a super generous amount from over 200 oil paintings in the house and from linseed oil finish on kitchen walls and cabinets, and varnished hardwood floors. All of these, as well as the floor tiles and any exposed plastics, have lost their surface shine and the house reeks of petrol, which has soaked into the furniture, bedding, rugs, underpads etc. etc. (iii) Amplification and use on the body. -increased resin deposits increase electrical charge which is then 'pulsed' and radiated to charge it up even more; -there seems to be a reversal of polarity occuring at some point, perhaps after the resin has been 'baked' on, which attracts more resinous particles; -the sinuses and the space between the cheek sinuses and the ear are pierced, probably by laser, leaving a painful spot roughly one third of the way up from the mouth to the eye. Air flow to the sinuses above the eyebrow is diverted and heat builds up to a 'hot spot' slightly above and forward of the temple area. When radiated, either directly or by sunlight, this area becomes painfully hot and swollen, putting the person at risk for ruptured blood vessels. These sinuses normally supply the natural broncho-dilators at inhalation, which they can no longer do, putting the person at risk for asthmatic problems. The piercing creates an inner-ear imbalance of fluids creating equilibrium problems and a form of nausea and motion-sickness. I have had sinus infection needing antibiotics, the repeated piercings opening pathways for bacterial penetration. These areas are repeatedly hit with flows to charge them up and to heat them up. The increase in petroleum distillates causes petroleum poisoning. Charging up the dental amalgams causes their surface disintegration and possible subsequent metallosis and metallic taste in mouth. -the increased electrical charge in the body causes many body problems, especially central nervous system problems affecting impulses on nerve channels, motor-controls, and a mechanically induced drop in well-being with all that goes with it. 4). Additional actions. I have experienced an external pulsing flow to the genitals as a deliberate stimulus, both when alone and with others, of either gender. This also occurred during an assist (Sept 4, 99; auditor J------, who was informed of what was happening), after the usual prior 'click' on a nearby television. I have also experienced a deeper, stronger pulsing to those areas of my body most susceptible to cancer: cervix, (prior surgical scar); right breast, (prior surgical scar); and thyroid gland, (nodule on right side). An MRI (magnetic resonance imaging) scan of this nodule in 1993 showed it to be non-malignant. The pulsings and high electrical charge have destroyed most of the ligaments and tendons in my jaw, making speech difficult and eating problematic. The nape of the neck is a frequent target, especially the area of the vagus nerve pair, cranial nerves acting upon the larynx, lungs, heart, esophagus, and most of the abdominal organs. There is also “instant blackout” where you go from aware then come back to being aware, realizing in retrospect that you blacked out for a bit. This one is very hard to fight off. The last few times they tried it, I was able to remain somewhat aware enough to perceive the picture and the words just at the moment of blackout. It is a strong command to give them information. There is also the “don’t tell” command, as in hypnosis. Also, sleep seems abnormally deep and it’s hard to wake up. There is a strong feeling of being drugged. Either by street drug or by medical drug. The beams in the eyes are sometimes accompanied by a “lens” type thing in front of the eye, and a glassy shimmer in the space you're looking at. I presume the purpose is to ‘see’, and to make you ‘see’, both to get information and to give visual perceptics as in the morphing and changing in my paintings. You start feeling like you are surrounded by ‘people’. Invitation to a psychotic break. The pressure around the head can get very intense, to the point of what a friend called “a migraine from hell”. ------------------ D. Medical Professionals' Responses. -------------------------------------------- 1). Personal experiences: -Buckingham hospital emergency room response, (end of June, 99), was to send me for first-time 'psychiatric evaluation' by hospital psych, Dr. N-----(since deceased), who, after a ten minute 'evaluation', announced the great progress made in medicine which allowed him to prescribe a drug that would, "Protect me from lasers and energies of all kinds." (Risperdal -which I refused to take). The red marks and burns on my body from the laser scanner were misdiagnosed as poison ivy. All marks but the burns were gone within two days. My family doctor, D---, considered the whole thing an incident of delirium, although he did locate and get a response to, the painful point described earlier, on the cheek, from the piercing of the sinuses. Serious infections needing antibiotic treatment followed. X-rays show a cyst has formed on the point on the right side. A 'hole' drilled from the floor of the right nostril, through the palate and that point, lines up with the last upper molar on that side. The tooth had to be removed. It was chipped UNDER the roots, creating a 'pocket' impossible to clean with normal dental hygiene. -Ottawa General Hospital emergency room response (Aug 99), was to refuse to do tests unless requested by the hospital psychs. A one-hour examination, in the presence of my mother, by psych interne Dr. S.-------, included detailed questionning on seeing things others don't see, hearing voices and being given orders, having strange body sensations and dreams, etc. A physical examination locating specific points of pain, testing reflexes, with attention to head and visual tracking, and points on instep of right foot was followed by detailed questionning on my nutrition and any supplements I was taking. Her senior, Dr. D------, then suggested various 'treatments', all of them drugs, which I refused. All blood and skin tests I requested were refused. -Consultation with office of Environmental Health specialist, Dr. J------, resulted in a catch-22: no help until the substance(s) on my skin and/or in my body were identified, which I couldn't get without tests. -Pressure from my family and Dr. L------, Public Health Quebec, led to tests being ordered. Some blood tests and chest x-ray were done Sept 2, 99. I still have no date for the scan of my head. The results aren't back yet and none of the tests involved the skin, which is the only test I have personally and repeatedly requested. All skin tests have been refused. The explanations given: too expensive; there would be dead skin cells in it anyways; unless you look for a specific substance, you won't find it and we don't know what substance to test for. Other tests came back with results within "normal" acceptability ranges and levels. 2). Responses to others I have observed has been treating of the symptoms (nausea, vertigo, burns, ruptured blood vessels etc.), without identifying the cause, or, assuming a cause, such as 'virus', without doing the labwork to identify the specific microorganisms. Some have had ruptured blood vessel, one ending in disability, (age 32), another in death (age 54). Note: I helped a neighbour clear large amounts of resins from her skin and that of her four children. She and her two eldest had temple area 'hot-spots'. She prefers alternative and natural medicine and only sees doctors in emergencies. I used ice to cool my temple area hot spots; the kids used bags of frozen peas. 3). My thought on the medical profession's responses is that family doctors and emergency room personnel have been instructed to send those reporting such things to the psychs, who then handle the 'toughies' with strong psychotropic drugs, disabling them from doing self-protective actions. -------------- E. Social Organism responses. ------------------------------ 1) Provincial police, Surete du Quebec, officers said they would file the report I gave them June 24, 1999, in Buckingham. 2). Federal police, RCMP (Royal Canadian Mounted Police), officers drove me in police car from RCMP Headquarters in Ottawa to the Buckingham hospital as a 'psych case'. (July 99). 3). Hydro Quebec 'detected' transformer post ground fault (allowing 1450 ohms of resistance comparing to acceptable levels of zero to 25 ohms of resistance), which they 'fixed', and, house wiring faults, which the landlord 'fixed' by replacing the outlets with ground fault circuit interrupt outlets. Neither of these are protection against external electrical increases resulting in high electrical charge in the house. 4). Environment and Fauna, Quebec, sent an inspector Aug 16, 99, who noted the petrol smell and took soil and rainwater samples. Test results could be back by mid to late September. Tests concentrated on petroleum distillates. Results were within "acceptable" levels. 5). Local newspaper sent a reporter and printed a half-page report on the environmental problems and possible atmospheric pollution from the copy I had sent them of my report to Environment and Fauna, Quebec. 6). Central Mortgage and Housing Corporation (CMHC), Environment Directorate, supplied copies of their reports on environmental hypersensitivity. 7). Radiation Protection Bureau, Health Canada, helpfully tested some objects for radioactivity and supplied data on lasers and on radiation. The personnel there have higher awareness levels and expertise but they are not normally a resource for public individuals. Tests and consultations were provided as a special favour. ----------------- F. Present Scene. ---------------- The attacks continue, here at my mother's house where I am temporarily housed, since 17 Aug, as my home is not inhabitable. The resin, radiation, and electrical charge actions are the same and have increased since I've been here. Milder forms of attack are done also on my mother and other family members both here and in their own homes. The increases in electromagnetic charge in living spaces continued even after all the "repairs". I was forced to leave my home. Where I am now, the same activies occur, affecting the health of those I am staying with, as well as my own health. Attacks have increased in intensity for everyone in this house. I haven't yet found a solvent that removes the electro-sensitive substances baked-on my whole body, deeply into the skin pores. The surface particles come off with a repeated yogourt treatment.
