Benjamin Netanyahu, Israel's prime minister, yesterday urged the Russian government to become more active in the Middle East peace process while expressing alarm about the threat of nuclear proliferation in the region. Mr Netanyahu said he was concerned that Iran, which "could not be characterised as a peace-loving" country, was developing dangerous nuclear and missile technology. "This ought to concern the Russian leadership as well," he said. But Yevgeny Primakov, Russia's prime minister, who has long had close ties with the Arab world, assured Mr Netanyahu that Moscow's plans to build a nuclear power station in Iran were purely for civilian purposes. "I can state quite clearly and unequivocally that Russia observes all international norms relating to export controls and does everything necessary to exclude any leaks that would help proliferation of weapons of mass destruction. It has been and remains our policy," Mr Primakov said. Following their meeting, the two prime ministers said they would take unspecified measures to increase international confidence about this issue. The dangers posed by nuclear proliferation in the Middle East are also likely to be raised by the US administration when Mr Primakov visits Washington today. Mr Netanyahu, who is campaigning for elections in May, was in Moscow yesterday on the second leg of a three-country tour of the former Soviet Union. The Israeli prime minister appears keen to woo the electoral support of his country's large Russian minority. Tens of thousands of Russia's Jews fled the country in Soviet times to escape religious persecution. Relations between Russia and Israel, which were extremely strained in the Soviet period, have rapidly improved since the two countries restored diplomatic relations in 1991. Mr Netanyahu said Israel now had "excellent" ties with Russia which were flourishing across many fields. He said great opportunities now existed to promote closer commercial links between the two countries, marrying Israeli technical expertise with Russia's manufacturing capacity. But after visiting a Jewish school in Moscow, Mr Netnyahu condemned the recent rise of antisemitism in Russia, saying it disfigured the whole of society. Intolerance of Jews would lead to persecution of other minorities which would eventually destroy the very concept of a society, he warned. Earlier this year, General Albert Makashov, a Communist MP, provoked outrage by blaming Russia's current economic problems on the Jews. Several synagogues have been attacked recently. Mr Primakov said the Russian government would step up its efforts to combat extremism. In talks with US Jewish groups in Moscow yesterday, Mr Primakov reiterated his pledge to stamp out attempts to inflame religious and national hatred. If you believe Juanita Broaddrick's story about Bill Clinton, then the president is a monster. If you don't believe it or can pretend it's not on the table, then life goes on almost as before. What's so amazing about the Broaddrick story is that most everyone in Washington believes it. Right-wingers have always believed the worst about Clinton. Left-wingers have long suspected the worst about Clinton. Everyone else has been hoping against hope that "it" would go away. But "it" never goes away and "it" always comes back. Now, the political life support system that has enabled him for so long is coming apart. Loyalists are abandoning ship. They're starting to tell the truth or take action based on what they know of him. Their words and actions indicate that they believe that he should not be entrusted with the high office he now holds. George Stephanopoulos, who joined the Clinton campaign in 1991 and rose to become one of his closest counselors, says that even he is no longer sure about Clinton. "He's too fit to be removed," said Stephanopoulos, "but knowing what we know now, I don't think he'd be fit enough to be elected." Betsy Wright, who served as Clinton's principal political operative throughout his years as governor of Arkansas, told the Arkansas Democrat-Gazette in late January that she believed her former boss was sick. "I feel personally betrayed," said Wright. "I feel personally lied to. I feel that he was so stupid, to be such a smart man. And I think he's got a sickness. I'm serious about that." Mike McCurry, Clinton's press secretary for three years, has long let it be known (privately) that he harbored the gravest doubts about Clinton's character. Asked about Clinton's fitness by the BBC in late December, McCurry replied, "I have enormous doubts because of the recklessness of his behavior." These people are not members of some right-wing conspiracy. They span 20 years across the spectrum of Clinton's political life. And the woman who spans his entire adult life in politics, Hillary Rodham Clinton, is reliably reported to be so unnerved that she may soon take leave of her marriage rather than continue its charade. The Broaddrick allegations are changing the terrain. Prior to their publication in The Wall Street Journal and broadcast on NBC television, Vice President Gore trailed Texas Governor George W. Bush (my first cousin) in year 2000 trial heats by 5 to 10 points. In recent Gallup and NBC/Wall Street Journal polling, Bush's lead has doubled. After the Senate acquitted the president of impeachment charges, the press was filled with "analysis" of Republican "demise." There were reports the GOP would lose control of the House in the next election and, perhaps, the Senate as well. You won't read that now. Democratic strategists fear a loss of two to three seats in the year 2000 Senate contests. If the China scandal story is even half as bad as many suspect, some GOP strategists believe the party might run the table, winning the presidency and maintaining control of the Senate and the House. The most startling impact of Broaddrick's allegations has been that they have rendered Democrats speechless. Senators and representatives avoid all mention of the subject. Members of Clinton's Cabinet have been struck dumb. The only one who has hazarded a response, Health and Human Services Secretary Donna Shalala, said only that she took the charges "seriously." The charges cannot be dismissed out of hand. They fit the Clinton modus operandi. His denial is almost as telling as the charges themselves. He lies about everything. Why would anyone think he's not lying about this? Clinton may serve out his term, amid a swirl of mixed emotions. But the consequences of his acquittal are just beginning to be felt. The charge of rape has changed the moral arithmetic. It will get worse before it gets better, because the truth is it will never get better until Bill Clinton is gone. Amid accusations that China has been stealing US nuclear secrets since the 1980s, this fresh allegation is certain to add fuel to the fire as President Bill Clinton defends his policy of rapprochement with China. The cruise missiles were allegedly obtained by China following US air strikes against Afghani sites linked to wanted terrorist Ossama bin Laden in August 1998, the weekly said. The US raids were launched in retaliation for the bombings of US embassies in Kenya and Tanzania. US intelligence agencies are now worried that China may try to copy the weapons' sophisticated guidance and avionics technology, Newsweek said. The news follow recent reports that a Chinese-American scientist may have leaked classified information on US weapons technology from the Los Alamos National Laboratory in New Mexico. President Bill Clinton has come under fire from members of Congress who accuse him of sweeping the problem under the rug to avoid criticism of his China policy. But the Clinton administration has denied dragging its feet in response to the spying threat and the president ordered a broad review of security measures at all US nuclear labs on Thursday. Newsweek quoted an unnamed official close to the investigation as saying that "the Chinese penetration" into US nuclear labs "is total." "They are deep, deep into the labs' black programs," he told the weekly. Energy Secretary Bill Richardson downplayed the Newsweek report in a television interview on Sunday, calling it "an over-exaggeration." "There's a lot of hysteria out there and that is unfounded," he told NBC's "Meet the Press." "We have taken aggressive measures" such as security checks on visitors to the labs and a doubling of the counter-intelligence budget, he added.
