-Caveat Lector- http://www.spectator.org/prowl/prowl010531.htm The American Spectator May 30, 2001 Online Prowler: Zell Miller's Moment Chafee at the Bit Georgia Democrat Zell Miller continues to talk to Senate Republican leader Trent Lott and White House chief congressional lobbyist Nick Calio about possibly stepping into the political fray and voting with Republicans to block Tom Daschle's Democratic Senate reorganization proposal, which is expected to hit the Senate floor next week. A 50-50 vote with Vice President Cheney breaking the tie on that proposal would mean that Lott and Republicans would continue to control the Senate and committees. "It's still being discussed," says a Republican leadership source. "No one knows if it's doable. It would probably force Miller out of the Democratic Party, although they aren't exactly treating him well as it stands, anyway." But Daschle is making moves that may make any jump by Miller superfluous. Word off the Hill Thursday afternoon was that Rhode Island Republican Lincoln Chafee is informing fundraisers and close advisers back home that he plans to follow friend Jim Jeffords and become an Independent. Chafee's office would have no official comment, but one aide did state that Chafee was looking forward to the coming reorganization vote "as an opportunity to set himself apart from his Republican and Democratic colleagues." A Chafee move would be devastating to the Republicans on two counts: First, it would blunt any recruitment of Miller or Nebraska's Ben Nelson, and second, it would also blunt Republican arguments that a 50-49-1 Senate does not give Democrats a "clear majority" as required under the power-sharing agreement Daschle and Lott negotiated earlier this year. "That's the last strand we're hanging on to," says the Republican leadership aide. "Even if we can't get Miller to become an Independent, we feel the language in the power-sharing agreement is ambiguous enough that Democrats might not be able to fully control the committees the way they plan to. But if Chafee jumps, the game is over. We're dead." Things just seem to be getting worse for the GOP. With Republicans now poised to lose committee and subcommittee chairmanships, some mid-level GOP senators are looking at alternative political jobs. Kansas Sen. Sam Brownback is mulling a run for the governorship back home, where current Gov. Bill Graves is retiring.
