-Caveat Lector- Thursday, 13 September 2001 13:36 (ET) Bush Sr.: Free up spy bodies By KATHY GAMBRELL, UPI Washington Reporter WASHINGTON, Sept. 13 (UPI) -- Former President George H.W. Bush said Thursday that U.S. intelligence agencies need fewer restrictions in the wake of the terrorist attacks that leveled the World Trade Center in New York and heavily damaged the Pentagon. "It is far more difficult to fight an enemy that won't show his face," Bush said from Boston. The senior Bush, who served as the nation's 41st president and as CIA director from 1976 to 1980, made his comments two days after the terrorist attacks that left thousands dead. "The enemy is unpredictability and instability," Bush said. He said new dangers had emerged to take the place of the "Soviet bear" and superpower confrontation. "All of this and more should reinforce the need for Americans to have the best possible intelligence in the world," Bush said. "Human intelligence is kind of a dirty business and in it you have to deal with a lot of unsavory people," Bush said. He went on to say: "If you are going to infiltrate some cell somewhere or a terrorist cell, you have to deal with people who are willing to betray their country, people who are willing to betray their friends, people who want money or other things. And it's not pleasant." The intelligence community, he said, must be freed up from some of its restraints to provide the president with the best information possible. He said lawmakers will have to "take a hard look" at whether the United States has gone too far in denying the people who run the intelligence community access to informants. He expressed confidence in his son President Bush's abilities to reach out to international leaders and members of Congress, saying he was doing "the right thing." He said several people have called him to apologize for their premature judgments on the president's decision to land Air Force One at a military installation in Louisiana and then at a second military base in Nebraska, en route from Sarasota, Fla. He said: "I have to confess to being a little annoyed at the attacks on him for following security procedures, not rushing right back to Washington. But as you've seen in today's (Thursday's) paper, there were some credible threats against the president and indeed on the White House itself." Bush also urged Americans not to unjustly blame Arab Americans and Muslims living in the United States for the attacks.
