-Caveat Lector- Yea. It could read "community and individual" vs the state. I used a shorthand "the individual" ( which in aggregate comprise community) to emphasise individuality and for simplicity. I am gradually forming the idea that VOLUNTARY communities may be the way out of our dilemma.. Whether the individual can be a threat to the state is debatable.
