"Rapid progress in biotechnology could lead to a new class of biological 
warfare agents that will be engineered to target specific human biological 
systems," the Stockholm International Peace Research Institute said on 
Wednesday. 

Aimed at the cardiovascular, immunological, neurological and gastrointestinal 
systems, for example, such weapons "open new possibilities for potential future 
military or terrorist misuse," SIPRI said in its 2004 Yearbook. 

But such developments are hard to monitor as 
biotechnology which might be useful in medicine could also have applications in 
warfare, said SIPRI investigator Richard Guthrie. 

He gave the example of bioregulators which could be used as a compound to put 
enemy soldiers on a battlefield to sleep, meaning in theory "you could have a 
battle without killing anybody, with the soldiers all asleep in their foxholes." 


"What seems like innocent and beneficial scientific data can pose a very 
serious threat," said SIPRI director Alyson Bailes, saying scientists must 
decide if human genetic sequence data should be treated as a common resource, 
sold to private firms or kept secret because of the security implications. 

SIPRI researcher Roger Roffey gave examples of scientists using publicly 
available DNA sequences for research that could have devastating applications -- 
for example developing more lethal forms of mousepox and cowpox virus with the 
stated aim of developing "countermeasures against it and to deter terrorists." 

But while there is hard evidence that groups like al Qaeda have been 
"sniffing around trying to find out" whether there are any biological weapons 
that would be within their technological grasp, it is more difficult to 
ascertain whether they have begun any "active acquisition program," said 
Guthrie.

  19-year-old son Arik by the terrorist group Hamas, Yitzhak Frankenthal 
  founded the Bereaved Families Forum -- an organization of 190 bereaved 
  Israeli parents, Palestinian and Jews, who lost their children during army 
  service or in an act of terrorism. The organization, also referred to as 
  Parent's Circle, promotes peace and coexistence through educating for 
  tolerance and compromise. The group recently set up a free service to 
  encourage Israelis and Palestinians to talk on the telephone. 
  
  AlterNet: What motivated you to found the Bereaved Families Forum? 
  What do you hope to achieve through this organization and its efforts? 
  
  
  Frankenthal: After I lost my son, Arik, I came to understand that he 
  was not murdered because the murderers knew him. He was killed because 
  there is no peace between the Israelis and the Palestinians. This is why 
  we are ready to make reconciliation and not ready to go for revenge. And 
  if we can do it -- when we have lost members of our families -- 
  everyone can and needs to do it. 
  
  Many people respond to grief and loss by seeking vengeance. Why have 
  you chosen reconciliation instead? 
  
  I am also looking for revenge. Revenge for me is making peace. The 
  murderers killed my son because there is no peace. And I am angry. 
  I am very angry that we are in this terrible situation and people are not 
  ready to listen. People have a lot of hatred, a lot of fear. What they 
  need is to talk to each other. For example, recently we set up a telephone 
  program, where Israelis and Palestinians can call each other. Now, 22,851 
  people have talked one with the other because of this. That would be 
  600,000 people in the United States in terms of the percentage of the 
  population here. That is really unbelievable -- the need for Israelis and 
  Palestinians to talk to each other. 
  
  But how do you address that fear you mention? How do you respond to 
  people on both sides who are afraid -- and for very good reasons? 
  
  How many more people are we going to lose on both sides before we 
  realize this is not the right way? Palestinians recently lost 25-26 
  people. The Israeli army says it does not have any choice. The 
  Palestinians say they do not have any other choice but to kill. But the 
  real way to stop it [the killing] is to understand the motivation of those 
  who are doing the killing. 
  
  Is it harder to make this argument -- that the solution to terrorism 
  is to understand the root causes -- since the 9/11 attacks? 
  
  What is harder since 9/11 is that there is no differentiation between 
  two types of terrorism. What happened in 9/11 is a kind of ideological 
  terrorism. Bin Laden was against the free world, America, and capitalism. 
  What is going on in the Middle East is because the people are in despair. 
  I can't justify it, but I want to understand the roots of it. What 9/11 
  did was give a great fig leaf to Sharon -- let him say what you are going 
  through in the United States is the same as what we are facing here. It's 
  a complete bluff. This is about the Occupation. Finish the Occupation, you 
  will finish the killing. 
  
  How have other Israelis reacted to what you are doing? 
  
  Some welcome it, some are very angry. But no one does not care. But 
  many people understand what we are doing is because we care. We are 
  Israeli patriots. We have lost members of our family to terrorism. I am an 
  orthodox Jew. No one is doing this for the Palestinians. 
  
  Patriotism has become a very loaded word these days. You call 
  yourself an Israeli patriot. How do you define your patriotism? 
  
  This is my notion of patriotism. I have served in the army. My children 
  are serving in the army. You understand? I also believe we need to have a 
  strong IDF (Israeli Defense Forces) in order to maintain the peace. I do 
  not believe in European leaders or even U.S. leaders. It is we who have to 
  defend ourselves. But because I love my people, my community, it doesn't 
  mean I need to do terrible things to the Palestinian people. It is because 
  we are doing terrible things to the Palestinian people that we are in this 
  situation. 
  
  What about the Palestinians? How have they responded to your 
  organization? 
  
  With a lot of respect. They are ready to listen, ready to walk

JERUSALEM (CNN) -- The military arm of Palestinian leader Yasser Arafat's Fatah movement claimed responsibility for a shooting in central Jerusalem Tuesday that injured more than 40 people. 

Forty-six people were taken to hospitals, at least six of them suffering from serious wounds, ambulance workers said. The wounds of two people were said to be moderate while another 38 were called lightly hurt. 

The gunman was killed by police, Jerusalem Police Chief Mikki Levy said. 

The Al Aqsa Martyrs Brigades identified the gunman as Saeed Ibrihim Ramadan, 24, from a village near Nablus. The brigades said Ramadan's attack was in revenge for the killing of Fatah leader Raed al-Karmi on January 14 and for the deaths of four Hamas activists who were killed in an Israeli raid in the West Bank town of Nablus earlier Tuesday. 

Karmi gained a spot on Israel's most-wanted list after taking responsibility for the deaths last year of two Tel Aviv restaurant owners who were killed in Tulkarem. Israeli authorities have also accused him of being involved in the deaths of eight other Israelis. 

The Israel Defense Forces said the Nablus raid targeted an explosives laboratory, and said the people killed were terrorists. The raid prompted a vow by the Islamic fundamentalist group Hamas that it would wage an all out war against Israel. 

Meanwhile, the IDF said its troops began withdrawing from the West Bank town of Tulkarem; Palestinians disputed that assertion. 

In Ramallah Tuesday, a Palestinian Authority spokesman blamed the Jerusalem shooting on Israeli Prime Minister Ariel Sharon. 

Sharon is responsible for what's happening, said Nabil Abu Redeneh, a spokesman for Arafat. He is responsible for the cycle of killings and escalations. Until the United States is convinced that there should be a political resolution to this conflict, there will be no end to the cycle of violence. 

But Ra'anan Gissin, a spokesman for Sharon, blamed Arafat. He said it is now clear that the attack today is part of deliberate campaign of Mr. Arafat and PLO to escalate the situation. 

Tuesday's shooting in Jerusalem and raid in Nablus were the latest developments in a recent upsurge of violence that has seen increased attacks by Palestinian militants against Israeli soldiers and civilians followed by retaliatory strikes by Israel. Political relations between the two sides were further strained by the discovery of a shipload of missiles and other arms that Israel says was destined for the Palestinians. 

In Nablus, nine people were arrested on top of what the IDF reported as four dead, during what the IDF said was an exchange of fire. The IDF said during its raid that troops found an explosives lab and a large amount of explosives. 

Palestinian sources disputed the assertion there was a gun battle. The Palestinians called the raid an assassination, saying four people were shot at close range, three as they lay in their beds and one who was taking a shower. 

Palestinian sources said four of those killed were members of Hamas, an organization known among Palestinians on the West Bank and Gaza Strip for actions such as building schools, hospitals and helping the community in social and religious ways. Its military wing, Izzedine al Quassam, has carried out suicide bombings and other attacks on Israeli civilians. 

A short time after the raid, Hamas sent a message to several news agencies saying it would wage an all out war against Israel. 

According to Palestinian security sources the four killed in the Nablus raid were Youssef Surabgi, Nassim Abu al Russ, Jasser Samaro and Karim Mafarjeh. 

Israeli security sources said two of the dead men -- Jasser Samaro and Nassim Abu al Russ -- were involved in building bombs used in terror attacks in Haifa, at the Sbarro pizzeria in Jerusalem and at the Dolphinarium in Tel Aviv.

No matter who comes to power in Afghanistan if the anti-Taliban operation succeeds, the first goal of a new government would be to restore the ruined economy. One of the ways of doing so is the construction of the Central Asian gas pipeline, a promising project that has been in works for almost ten years.

The idea to construct a trans-Afghani gas pipeline was born in Ashkhabad in the early 1990s. After the collapse of the Soviet Union, newly independent Turkmenia dreamt of becoming a "gas Kuwait": the country has approximately 2 trillion cubic meters of gas (30% of world deposits). The only problem was the fact that all the existing pipelines ran through Russia's territory. Obviously, Gazprom, the largest exporter of gas in the CIS, was not going to allow Turkmenian gas to be transported to Europe. Therefore, the idea to build a new pipeline emerged.

The Argentinean company, Bridas, developed the plan for the pipeline in 1994. The pipeline was to lead to the Pakistani port of Chaman. Islamabad became very interested in the project. The 1300-kilometer pipeline was to transport 1 billion cubic meters of gas a day. There was also a project for building a pipeline to India. China also expressed an interest in the $2 billion project.

Afghanistan was at relative peace when the project was being discussed. Turkmenian President Saparmurat Niyazov felt that the U.S. could help to guarantee the construction of the pipeline. He was able to find an American company that became interested in the project: Texan Unocal bought 54% of the consortium, while Bridas was simply dismissed.

However, the situation in Afghanistan has changed a great deal. In 1996, the Taliban captured Kabul. Members of the consortium had to negotiate with a new and unpredictable partner. According to Mike Thatcher, a PR director at Unocal, "we have been negotiating with the Taliban and the Northern Alliance. We simply wanted to know when the war in Afghanistan would end and who would finance the project. There was no reply. When the Taliban gave refuge to Osama Bin Laden after he had organized the terrorist acts in Tanzania and Kenya in 1998, we decided to quit the project."

There is, however, a different opinion. According to our diplomatic source, "Unocal was not really trying to push the project. The company was simply lying to Ashkhabad. The U.S. is not interested in the Central Asian pipeline. If it is built, Washington will be unable to control the gas market in the region. Unocal was simply an effective tool for preventing this project from being realized."

When there is peace in Afghanistan, the idea of the Central Asian gas pipeline is likely to surface again. In a recent interview, the Pakistani ambassador in Moscow, Iftihar Murshed, stated that "the key to solving the Afghani crisis is in economics. The construction of this pipeline could solve some of the economic problems in the region."

The only question is whether anyone will be willing to take part in such a risky project. Unocal refuses to do so. According to Thatcher, "we have left the consortium. Our company is a small one; we do not have many resources. As of now, we have a number of projects in Indonesia and China and we would not be able to begin any new ones within the next five years or so."

It is also quite unlikely that Bridas will return to the idea. No other company has expressed an interest in the project: the political risks are too high. The Central Asian pipeline that is destined to "pacify" Afghanistan will probably remain a paper project.

This is an appeal to the leaders of our country to  let sanity prevail.

We are all grief-stricken by the appalling, inhuman  events of
September 11.  However, in the terrible aftermath of  these events, we
must  plead with our leaders to remain calm and not rashly  attempt to exact
swift revenge. This email is intended to serve as a  petition to our
president and  members of Congress.  We wish them to
know that not all  Americans desire swift  retribution in the absence
of clear evidence of  the  identities of those responsible for this tragedy.

Please copy this email, sign it, and send it on. If  you are the 50th
person (or multiple of 50) to receive this email,  please send a copy of
the message to President Bush:  [EMAIL PROTECTED]  And please
contact your Congressional legislators by telephone, letter, and email.

We must promptly alert our leaders of this urgent  matter.

darkens the doorstep of the CTRL with such trash?

NO WAY I would sign 
this. I am more concerned with "no" assignment of responsibility, as the 
NWO crowd would like to see, than with a "hasty"such assignment, 
particularysince they appear to haveample proofit was Bin 
Laden's group.

Name a leader who is 
not "remaining calm".
Name a leader who is 
"rashly attempting to exact swift revenge". What rhetoric, make it sound 
like our leaders are manic depressives and/or schizos. It shows no faith 
in them, and I have to wonder why that is. America, love it or leave 
it.

Also, this writer 
seems fearful of America standing up and exercising teh courage of her 
convictions (eg, we will not let over 5,000 innocent civilians be murdered, 
etc.) - fearful that doing so will bring upon us some bad vibes or spirits from 
other countries. That isCOWARDICE if not lack of 
integrity.

I ask: what 
more does one need as "clear evidence of the identities of those 
responsible"? Isn'tAfghanistan's recalcitrance and Pakistan's 
trembling enough?

Alll 
thoseinterested in"peace", in the Middle East or elsewhere, at most

Dear Newswatch Magazine Listeners/Readers:

The United Nations is meeting July 9-13, 2001 in New York to discuss the
final program to disarm private citizens in ALL nations - INCLUDING THE
UNITED STATES!!! Of course, this will NOT affect any Communist country
because they have been disarmed since they were overthrown. THIS PROGRAM IS
DESIGNED FOR THE UNITED STATES AND BRITISH COMMONWEALTH OF NATIONS. We are
the enemy of International Communism - Luciferianism - Satanism. This is
the final attempt to disarm America, so the Marxist United Nations can send
in her peacekeeping forces to occupy us.

President John F. Kennedy signed Freedom From War in September 1961 which
was State Department Publication 7277. This document called for turning all
of our military armaments over to the United Nations in three stages. He
also signed Blueprint for the Peace Race in April 1962 which called for
foreign troops to patrol the streets of America - specifically Russia in
the South, China in the West and Venezuela in the North along with one
other country.

The United Nations is trying to eliminate the veto power of the Big 5, so
the General Assembly can vote on proposals and they become law. If this
were to happen and the United States remained inside the UN, we would be
outvoted by Communist countries, Muslim countries, and all third and fourth
world countries. They would have the firepower and the shear NUMBERS in its
army to force America to become openly Socialist/Communist. Every
Constitutional Right that we were given in 1789 would be GONE.

Venezuela, during the week of May 17, 2001, SIGNED agreements with both
Russia and China which included military technical support. WHY? Venezuela
must be prepared for the time of their military patrols in the Northern
sections of America when the UN occupies us. But that's not all! This
anti-American coalition includes India and Iran also. Russia wants to make
sure their ally has the capability of cutting off the oil to America when
the right time has arrived. Russian Defense Minister Sergei Ivanov signed a
military cooperation agreement with Venezuela's Defense Minister, Jose
Vicente Rangel. We will begin to see Russian and Chinese military advisors
pouring into the country,

V.I. Lenin in 1921 laid out the world program to conquer America and the
West for world government. He said they would first take Eastern Europe,
then the masses of Asia, then surround the United States which would be the
last bastion of capitalism. It would fall into their hands. HOW? They have
Cuba, Nicaragua, now Venezuela and working on Columbia and Mexico. China
now has control of both ends of the Panama Canal. China has nuclear
missiles - at least 18 with 10 multiple warheads that could strike 180 U.S.
cities. Combine this with Russian nuclear submarines that also carry a
payload of warheads off of our East and West coast, and we have the very
scenario they wrote about in 1921.

Russia and the world Communist leaders have left no stone unturned. They
also laid down the Plan in case America did not fall and resistance did
occur. They actually started their 1930 Plan that was written down by
Dimity Manuilski in 1985-1989. The would PRETEND that Communism had
collapsed and was no longer a threat to the West. The treaties that they
had agreed to with the U.S. to disarm would be broken while the U.S. DID
observe them. They would have electrifying overtures of PEACE that would
lull the West to sleep - thinking Communism was NO longer a threat to our
security. WHEN WE HAD DISARMED, THEY WOULD SMASH US WITH THEIR CLENCHED FIST!!!

When former President/Communist Bill Clinton gave away our secrets to the
Communist Chinese, it helped the process of surrounding the U.S. with more
advanced nuclear missiles than they had in their supplies. Now President
George W. Bush is doing his part in the dismantling of our military as
called for in those Kennedy documents from 1961 and 1962.

The American people have NO concept as to what is happening to them. The
mass news media has filled their minds with PEACE AND SAFETY. That sleepy
time will come to a screeching halt before long. We don't know the exact
moment, but it will come. WHY DOES IT HAVE TO HAPPEN? God sifted ancient
Israel through the nations because of their violation of the Everlasting
Covenant that He and Israel entered into. He told king David that He would
use foreign nations to punishment for disobedience: If his [king David 
Israel] children FORSAKE my law, and walk not after my judgments; If they

When the old United Nations donkey comes stumbling into town, you know things
are bad. And when Kofi Annan is riding the elderly beast, you know that the
world is spinning out of control, that the Americans have thrown up their hands
and that even their allies are feeling the ground shaking beneath their feet.
Back in 1998, Annan was dispatched to Baghdad to save the peace when American
threats against Saddam no longer produced results. When Nato's bombing of
Serbia failed to produce a swift surrender last year, the much-maligned UN was
asked to pass resolutions that would give Milosevic a face-saving defeat. And
now – a devastating symbol, if ever there was one, of America's political
defeat in the Middle East – that ancient quadruped, the UN donkey, is clip-
clopping through the very streets of Jerusalem.

The symbolism of Mr Annan's arrival in the Middle East yesterday cannot be
exaggerated. Remember that it was the United States that was supposed to be
running the so-called "peace process", with the Europeans paying for it
(providing they didn't interfere in the details), while the Palestinians were
supposed to make the necessary "concessions" (ie capitulation) for the "two
sides" – Israel and "Palestine" – to sign their "peace of the brave". Note
those quotation marks. For the whole sorry story of the Oslo agreement –
perhaps the most flawed treaty ever negotiated for the Middle East – has to be
put in parenthesis, its lies and clichés carefully defined to remind one of
reality. For Oslo is dead. That is what this latest Middle East crisis is
about. The killings are not endangering the "peace process" – as the Americans
would have us believe – but proof that the "peace process" is already dead.

Mr Annan's visit thus symbolises not just the failure of the 1993 Oslo accord.
It also reminds the Middle East that the original peace process – the one that
doesn't need quotation marks – was a UN affair: UN Security Council resolution
242 of 1967 to be precise, the very foundation – according to then President
George Bush and his secretary of state, James Baker – of the post-Gulf War
Middle East peace. Baker specifically cited 242 when he invited Arab and
Israeli leaders to the Madrid summit in 1991. Since then, we – with the help of
the State Department, Israel and a very large number of journalists – have been
encouraged to forget what 242 actually said.

Its contents are simple. It emphasised "the inadmissability of the acquisition
of territory by war and the need to work for a just and lasting peace in which
every State in the area can live in security" and demanded the "withdrawal of
Israel's armed forces from territories occupied in the recent conflict". It
insisted upon the termination of war and "respect for the sovereignty,
territorial integrity and political independence of every State in the area".

Now this is pretty strong stuff. Israel, like the Arab states, will be secure
within its frontiers, although its forces must withdraw from the land occupied
in the 1967 Middle East war: the occupied West Bank, the Gaza strip, Golan and
Arab east Jerusalem. Only, of course, that didn't happen. Instead, we got the
secretly negotiated Oslo agreement of 1993, which allowed Israel to renegotiate
242: henceforth, Israel would decide from which "territories occupied in the
(1967) conflict" it would withdraw and from which occupied territories it would
choose not to withdraw. The massive Jewish settlements, built illegally on Arab
land, would not be abandoned. The frontiers of occupied Palestinian land would
remain in Israeli hands. And so would Arab east Jerusalem, with its Islamic
holy sites. Jerusalem would be the "eternal and unified capital" of Israel.

The Americans, preposterously claiming to be "honest brokers" in the
negotiations between their closest Middle East ally and the forgiven
"terrorist" Arafat, went along with Israel's ambitions. And when at last, after
the predictable collapse of the Camp David talks in July, Arafat baulked at the
"sort of sovereignty" (this imperishable phrase courtesy of US Secretary of
State, Madeleine Albright) he might be allowed in Jerusalem, President Clinton
appeared on Israeli television to threaten him into submission, warning that
the US embassy might be moved from Tel Aviv to Jerusalem if he didn't fall into
line, adding that Arafat was to blame for the Camp David débâcle.

And now, so great is the sense of political collapse and danger, so impotent
the United States, so hopeless the Oslo agreement, that the UN – derided by
Israel, humiliated and almost bankrupted by the United States' failure to pay
its dues, distrusted by almost all the western powers – is called

MIDDLE EAST/U.S. | Because of ongoing peace talks between Israeli Prime
Minister Ehud Barak and Palestinian leader Yasser Arafat, follow-on testing
of the Army's new Tactical High Energy Laser [THEL], which is being built for
Israel, have been delayed, Defensenews.com reported Friday.

A spokeswoman for the Space and Missile Defense Command, Huntsville, Ala.,
the agency overseeing the joint U.S.-Israeli THEL program, told the news
service that "political considerations in the Middle East peace process
delayed the THEL tests until further notice."

As long as negotiations continue between both leaders, meeting at Camp David,
Md., the presidential retreat outside Washington, DC, the Space and Missile
Defense Command has determined diplomacy required a delay in testing.

The THEL, a ground-based high energy laser system, is designed to help defend
Israel's northern border from guerilla attacks with Katyusha rockets. The
system costs $250 million.

The Army scheduled THEL tests for July 14 and 17, planning to pit the laser
weapon against multiple Katyusha rocket launches, Defensenews.com said. The
system successfully was tested at White Sands June 6, shooting down a single
Katyusha rocket. Reports said THEL is the first operational laser defense
weapon.

Currently TRW, Inc. is teamed with Boeing and other defense contractors to
develop an airborne laser designed to shoot down ICBM's in flight. That
system will fit a guidable laser weapon under the nose of a 747-400
cargo-type jet, and will be capable of being aimed at incoming missiles.

Also, TRW Space  Electronics Group, Redondo Beach, Calif., is the prime U.S.
contractor in the THEL program, which began in 1996.

White House officials said the tests could be resumed upon completion of the
Israeli-Palestinian talks, but other sources say those tests may also be
dependent upon what type of peace deal -- if any -- is reached.

On Saturday 8 July, people gathered near the Central Station in Utrecht, to
oppose the military propaganda at the "Megafestatie". The "Megafestatie" is
a trade fair/exhibition in the Jaarbeurs hall, aimed at young people. Main
exhibitors, besides, eg, MTV, are the Dutch military, aiming to get
teenagers into the Dutch army, military police, and Marines. Not many young
people want to join the Dutch [professional] armed forces; they have
trouble with finding people for vacancies. To counter that, lots of tax
money go to expensive propaganda. The slogan of the armed forces is:
"[Like] a nanny; but differently." People killed or wounded by Dutch or
other NATO armed forces in the Balkans and elsewhere might differ. So,
during the whole Megafestatie, until 16 July, visitors will get counter
information to the official propaganda. Starting every day at 12 o'clock.

In the night of Friday 7 to Saturday 8 July, two activists wanted to tie a
banner to a big building crane near the entrance of the Jaarbeurs. The
banner challenged the army's claim of being a "peace army." However, police
arrested them.

Later on Saturday, the demonstrators gathered at Smakkelaarsveld [Central
Station side, opposite to Jaarbeurs] for a street rave/march. The leaflet
of the organizers, "Onkruit vergaat niet", said the army propaganda
stimulated violence, also in foreign countries. "Violence there [by Dutch
and coalition armed forces] also does not bring communication between
parties in conflicts, but impedes it. We have seen this during the war in
Kosovo and elsewhere." Other leaflets passed around told what demonstrators
could do if arrested; and on the "humanitarian" 1999 Balkans war, including
many deaths like of the fifteen years old Yugoslav schoolgirl and
mathematics champion, Sanja Milenkovic.

Behind a big banner, opposing militarist propaganda, gathered drummers;
people with signs of Crass and other punk rock bands on their clothes;
people with T shirts of Rood [Red], youth branch of the Socialist Party,
and against the witch hunt against "illegal" immigrants; people with
anarchist symbols on. Average age not much over twenty, though there were
also some elderly people.

The marchers passed the army recruiting center in the inner city of Utrecht
[closed for the weekend]. With chalk, people drew slogans on the pavement
close to it, like "Stop recruiting child soldiers", and "Stop NATO."

The demonstration continued to the police station, where the arrested
activists were still being held. The demonstrators made very much noise to
enable the people in the cells to hear that outside, there were people in
solidarity with them.

Standing in front of a worker's house, a mother rocked her toddler to the
rhythm of the music of the sound system in the demonstrators' van, as her
husband waved to the demonstrators.

During the whole march, new people joined, so that at the Jaarbeurs, the
end, there were many more people then at the beginning. At the
"Megafestatie" entrance, many leaflets were passed to the visitors.
Demonstrators juggled with balls, to show a fun alternative to going abroad
to shoot people.

Next day, Sunday 9 July,  demonstrators gathered at the eastern entrance of
the Jaarbeurs.
Three banners were taped to the Jaarbeurs entrance: "Onkruit vergaat niet"
[the organizers]; "Stop military violence"; and "NATO out of the Balkans"
[thanks, Utrecht friend, for improving the banner's letters!]

Repeatedly, there was street theater: a 'die in' with people being
'killed', falling to the ground, splattered with red 'blood' [paint]. A
more realist approximation of real war then the armed forces propaganda
inside the hall.

As the 'die in'  went on, Yvonne shouted through her megaphone: "The Dutch
army is not a peace army. The Netherlands is a member of NATO. NATO does
not bring peace. NATO kills innocent people!"

Some reactions from the audience were reserved. One boy asked: "You say the
Dutch army is bad. But how about national defence?" However, he had to
concur that the practice of the Dutch army was *not* 'national defence.' In
1945-1949, the Dutch army attacked Indonesia. Indonesians wanted
independence from colonialism; they did *not* invade The Netherlands.
Later, Dutch Marines ended a strike, broken by deaths, by workers in
Curacao [Antilles]. Defense? In 1999, the Dutch Air Force helped bomb
Yugoslavia. Defense? Dutch Prime Minister Kok was not even notified by NATO
that the war begun, let alone the people in The Netherlands. "No" the
questioner had to concede,"that was not really democracy ... or defence."

Dear Mr President:

We urge you not to make the decision to deploy an
anti-ballistic missile system during the remaining
months of
your administration.

The system would offer little protection and would do
grave harm to this nation's core security interests.

We and other independent scientists have long argued
that anti-ballistic missile systems, particularly
those
attempting to intercept re-entry vehicles in space,
will inevitably lose in an arms race of improvements
to offensive missiles.

North Korea has taken dramatic steps toward
reconciliation with South Korea. Other dangerous
states will arise. But what would such a state gain by
attacking the United States except its own
destruction?

While the benefits of the proposed anti-ballistic
missile system are dubious, the dangers created by a
decision to deploy are clear.

Arms race

It would be difficult to persuade Russia or China that
the United States is wasting tens of billions of
dollars on an ineffective missile system against small
states that are unlikely to launch a missile attack on
the US.

The Russians and Chinese must therefore conclude that
the presently planned system is a stage in developing
a
bigger system directed against them.

They may respond by restarting an arms race in
ballistic missiles and having missiles in a dangerous
"launch-on-warning" mode.

Even if the next planned test of the proposed
anti-ballistic missile system works as planned, any
movement toward deployment would be premature,
wasteful and dangerous.

 -Caveat Lector-

 A fuller explanation of the terms for "peace" in Kosovo, as detailed on
MS-NBC today, revealed that NATO (US/Britain) now requires that the Serbian
uniformed army,  Serbian "para-military," Serbian police (and technically
even Serbian security guards), and Serbian CIVILIANS that are pro-Milosevic,
give up their guns or be classified as combatants, i.e., violating the
"peace" agreement.  Anyone, military OR civilian, is therefore automatically
subject to the rules of war if he or she possesses a firearm.

 From what I heard, however, the same terms do NOT apply equally to the
KLA or to Kosovar civilians supporting the KLA.

 "Peace" between the Serbs and Kosovars therefore means that the Serbs
are being deprived of their right to self-defense, while the Kosovars (by now
pretty pissed off and chanting "Death to all Serbs!") are being allowed, if
not encouraged, to be fully armed.
And the only others fully armed are the anti-Serb US/British "peacekeepers."

 How many of our "hawks" are supporters of "gun control," just ELSEWHERE?

 The thought --possibly paranoid-- crossed my mind that these "little
wars" abroad
are only "practice" for a bigger, more dangerous war someday -- the "peace"
that the UN, NATO or other global agency expects to wage in AMERICA, as the
US is more fully "reintegrated" within the global-market framework of the
projected North American Union and finally Western Hemispheric Union, broken
down ("devolved") into smaller territories defined LIKEWISE primarily by
ETHNIC ("cultural") common denominators -- which would make southern
California, parts of the Southwest and Texas MEXICAN territory, and meld the
northern US with Canada (except for the French in Quebec).
(That would explain why the Clinton Administration looked the other way while
the Red Chinese delivered assault weapons to the Zapatistas and to Latino
gangs in East LA.)

 So, perhaps the "urban warrior" military exercises that have been
occurring more frequently in this country are NOT "practice" for wars abroad,
as the official story goes (despite years of "practice," the strategies and
technology specific to "urban warfare" are NOT being used in Belgrade, at
least thus far) but actually the reverse -- "little" wars abroad are practice
for the far GREATER challenge of urban warfare HERE AT HOME.

 How did that NATO general, "by coincidence" on the scene during the
Columbine High School massacre, feel about "gun control"?

Abstract

The power and policy of the U.S.A. seem directed toward moving the peoples
and nations of the world into an American Union, a European Union, and an
Asian Union, and merging these into a World Union of central authority with
military power.  Yet specific limitation of central power, and retention of
optimal power by an informed electorate, were part of the concept of the
Founders of the U.S.A., as was the principle of benign neutrality and
non-interference in the affairs of other states.  Ethno-national cultures
can
evolve and conflict reduced by boundaries that allow for common mobilization

for defense of interests.  National boundaries and self-rule are checks upon

exploitative trans-national agencies or corporations.  Regional
confederations with minimal explicit powers should deal with regional
concerns, all subject to the ballot of individual voters.

Prospects are future probabilities based on present indications.  With Peace

and Liberty, the probability of making the best choice among possible
systems

Centralization of Power-Imperium

The world is under a growing imperium (definition: command not subject to
definition or limitation of function; absolute command) with unassailable
American military power.  From Japan and Okinawa, and the Northern Marianas
in the western Pacific, through the Indian Ocean, the Middle East, Europe,
to
the Americas and Alaska, its armed forces with fleets of warships and
warplanes patrol seas and skies, and its spy satellites look everywhere.
Every day of the year its Pentagon spends $67.4 million ($24,600,000,000 for

1997) to prepare to fight a nuclear war.  The U.S.A. is armed-and dangerous.

"We don't want to engage in a fair fight, a contemporary war of attrition,"
said Defense Secretary William S. Cohen.  "We want to dominate across the
full spectrum of conflict, so that if ever we have to fight, we will win on
our terms" (Ap. 28, 1997).

The direction in which we are being moved for the 21st century, is toward
centralization of power.  Peace, Democracy, and free enterprise are slogans
used to sell acceptance of a loss of liberty to control our futures.  NATO
and the European Union, and their extension eastward, represent European
aggregation of power under American patronage.  European military dependence

is assured through NATO command and American weapons requiring U.S. spare
parts.  Political and economic control may be maintained through the banking

system.  Ignoring the object of lesson of the Federal Reserve Bank in New
York, that-by credit control can influence elections, the European Union is
moved by the United States example and German war-guilt syndrome, towards
central banking and a single currency which, ironically, might have
eventually occurred had that war ended with a German victory!  Planned
interdependence equals loss of independence.

Headquartered in Brussels, the European Union bureaucrats draw large
salaries
for fixing the size of labels on wine bottles or the identity of a
Euro-sausage, but the centralization of power is the real issue.  And that
centralization, in sequence, facilitates the move toward global
centralization of power.  American political pressures push the European
Union to include Turkey, and then to be extended by 2010 with a free trade
zone to include the states of North Africa and the eastern Mediterranean,
with future union.

In the western hemisphere, the process is the incremental extension of free
trade zones to the whole continent, to be followed by the dissolution of
frontiers and the setting up on an American Union.  In Asia, there is the
strengthening of SEAC, and similar objectives, to form a Pacific Union.  All

these are being designed to include United States participation, including a

military element.  The economic elements (e.g. World Trade Organization) and

military forces of former states and areas, seem directed toward a master
scheme pushed by a power oligarchy, that sets "fast tracks" for enabling
legislation.  It is not a global convergence of national economic interests
or electorates demanding 'interdependence' that are the driving force, but a

power oligarchy  or imperium.  Such a "fast-track" nearly had the European
Maastricht Treaty ratified before the European electorate became aware of
its
implications.

  The long internal struggle in the island country
  of Cortina has resulted in two new republics,

  been called in to establish peace.

  That's the made up scenario for a massive
  military training exercise now taking place
  over a 200 mile radius of Fort Polk, Louisiana.
  It will conclude Feb. 17, according to a public
  affairs spokesman.

  Over 5,000 strong, forces from the Army, Navy,
  Marines, and foreign military united to take
  part in the training exercise which began on
  Feb. 6.

  The peace enforcement training is being
  conducted by the Joint Readiness Training
  Center. The scenario involves troops acting as
  hostile forces who will not give up the fight
  that has been waged in the fictitious nation.

  The troops will be involved in separating the
  remaining factions, ending the fighting, and
  creating a "zone of separation" between the
  warring parties. They will also be involved in
  negotiations with non-governmental and
  international organizations to bring peace to
  the region.

  Challenges will be thrown at the trainees by
  hundreds of role players who will depict
  refugees, prisoners of war, local citizens, and a
  variety of civilians who need to be handled
  properly. The role players include actual
  representatives from many international and
  non-governmental organizations who will
  participate.

  Participants in the exercise will be located at
  various positions within a 200-mile radius of
  Fort Polk, according to an official release.
  Warnings to hunters in the area have been
  issued, and a special complaint phone line has
  been set up to deal with civilian concerns.

  The "warring factions" will be made up of the
  1st Battalion, 509th Parachute Infantry
  Regiment, opposing troops from the 2nd
  Armored Cavalry Regiment.

  The primary forces being trained come from
  the 3rd Brigade, 25th Infantry Division from
  Hawaii. They will receive support from
  Company C, 1st Battalion, 8th Infantry from Ft.
  Carson, Colorado; 3rd Battalion, 1st Special
  Forces Group, Ft. Lewis, Washington; the 159th
  Corps Support Group, a reserve unit from
  Helena, Montana; along with Air Force units
  from North Carolina, Texas, Washington,
  Massachusetts, and California.

  The exercises are said to be a general purpose
  training exercise with no particular purpose or
  future mission in mind. Much of Fort Polk has
  been closed to the public during the exercise,
  primarily for safety concerns because live
  ammunition will be in use.

  The Joint Readiness Training Center has not
  conducted an exercise of this scale since
  August 1994, when a similar peace training
  exercise was held.

  Military spokesmen claim this exercise is not
  connected to the Operation Last Dance exercise
  currently taking place in parts of nearby Texas.

  "I live about 15 miles away from Fort Polk,"

Council on Foreign Relations member William Clinton and his fellow CFR
members  planned and carried out the Iraq attack to coincide with the
Holiday season. America's Council on Foreign Relations, Britain's Royal
Institute of International Affairs, and their branch organizations in other
nations don't want Peace  on Earth, they want a state of perpetual warfare
to maximize profits from media, medicine, munition, energy, and food
industries directed by members of the Council on Foreign Relations and
their branch organizations in other nations.

We are told  that "our" government is taking into consideration Iraq's
religious observance. Why isn't "our" government taking into consideration
America's religious observance? Why are we sending American troops to kill
and be killed at a time when they should be home with their families

"national security interests." Isn't the threat to our "national security
interests" much greater than just Iraq? Aren't China, Pakistan, and North
Korea, a part of the same threat? If  President Clinton is so concerned
about the development of weapons of mass destruction why did he sell
Communist China key military technology?

Shouldn't the "threat" be debated in Congress, and clearly defined?
Shouldn't alternate solutions to the "threat" be discussed and placed
before the American people, so they understand exactly what the "threat" is
and what options are available? If military action is necessary, shouldn't
such action be debated and voted on by congress?

Has Iraq attacked America? What  National Emergency allowed Clinton to
Declare War on Iraq without the consent of congress? The war powers clause
of the United States Constitution, Article I, Section 8, expressly
requires authorization by Congress before the President can engage in acts
of war, unless there is a direct attack upon the United States. Clinton
violated the War Powers  Resolution of 1973 that was enacted by Congress
over President Nixon's veto to prevent a repetition of the Vietnam War
scenario, where Americans were misled by repeated  presidential lies,
misrepresentations, deceits and falsehoods.

If the House really wanted to support American Troops they would vote to
bring them home and  add  an Amendment  to the Articles of Impeachment to
the effect that Clinton should be  impeached for violating the War Powers
Clause of the Constitution and  the  War Powers Resolution of 1973 and is
therefore in violation of  his constitutional oath required by Article II,
Section 1 to faithfully  execute the Office of President of the United
States and, to the best  of his ability, preserve, protect, and defend the
Constitution of the United States.

If the House really wanted to support American Troops it would add an
Article of Impeachment, that the role of other Council on Foreign Relations
members in President Clinton's administration  in aiding and abetting the
President in violating his constitutional oath to  preserve, protect, and
defend the Constitution of the United States, be investigated.
