Add Download Manager to Cygwin Setup

Hello Cygwin Developers, When I am trying to install various things via Cygwin setup.exe, it stops downloading stuff for some reason. This maybe due to my internet connection or router. I have DSL. I was wondering if the setup.exe could be modified to automatically re-start downloading the
