As suggested, i tried asking ActiveState guys but that didn't work. :(
So i planned to ditch the ActiveState Perl :) and go with Cygwin's Perl.
Again encountered a similar error as present in my first post so i thought
of using 'perlrebase' as suggested by Reini. Still i am getting the

perlrebase works only for cygwin perls, not for strawberry or
activestate perls.
That's what I was thinking. I was sure that I am doing something wrong, and
it must have something to do with Perl
