cygwin apache https fork error - need rebase cmd info

Greetings, When I try to start Apache with the httpd.conf file configured for both http https, I receive the following error after the command: $ ./apachectl start C:\cygwin\usr\sbin\httpd.exe: *** unable to remap C:\cygwin\bin\cygssl.dll to same address as parent(0xB1) != 0xB2
