Fresh install missing a file?

Description: I installed Cygwin today at work onto a network drive. I didn't choose any particular packages - I just took the defaults. Some of the commands I ran failed because cygpcre-0.dll was not found. A search on my home machine for cygp*.dll found 11 different dlls including
