It turned out that I was on the right track - it *was* the space in my Windows

I have discovered a bug in Vixie's cron in the bash script
/usr/bin/cron-config. The bug only appears on Windows 10 which has

reboot to be on the safe side
After bootup use cygwin setup to uninstall cron, then run setup again
and install it.
