I know of no sane reason to use the Cygwin version of cmake to configure 
a native VisualStudio build of your project.  Surely the Windows native 
version of cmake would be the better choice in that case.

This is clearly Windows native syntax in a cmake script.  That's either

I have uploaded mintty 3.4.2 with the following changes:

Terminal features
  * Progress bar control sequences CSI %q or OSC 9;4 (experimental).
  * Optional automatic progress detection (mintty/wsltty#202).
  * Media Copy sequence CSI 12 i to dump screen as image (#1051).
  * HTML screen dumps do not visualize Space and TAB.
  * New DECSCUSR (CSI SP q) values 7, 8 to set cursor style box 
(mintty/wsltty#204).

  * Fixed horizontal position of emojis in double-width lines.

Window handling / Tabbar (thanks to K. Takata)
  * Bring other tab to top when closing (#1054).

Character encoding
  * Fixed locale setup in case of empty locale (#1050, thanks to K. 
Takata).

  * Always set LANG if option Locale is used (#1050).

Configuration
  * New option ProgressBar (mintty/wsltty#202).
  * New option value CursorType=box (config file/command line only, 
mintty/wsltty#204).

At least the failing permissions tests are a result of the test not
expecting ACL to be present.  You should be able to copy the relevant
part of my cygport file for RCS, which has the same problem:

Whether you also need to drop the admin privileges you need to try out.

WHen you push again to the playground branch you should now be able to
download an archive of the build directory.  That should enable you to
look at the full test logs to see if there is anything that requires
more attention.  For instance the rubydoc test fail looks like a missing
(test) dependency to me.  You don't necessarily need to fix these up
when you can be sure the package otherwise works (which it looks like it
does).

but fails on test.

I am facing Cygwin issue while downloading the code.

Note : We suspected the issue may come due to I installed 'Git Bash' 
(collaboration). So I uninstalled 'Git Bash' and tried to install Cygwin 
freshly but it did not worked. Also I tried to install some ways from the 
internet but nothing worked for me.

I need this Cygwin tool urgently for the current project release. Kindly
