It is installed in C:\Programs\Cygwin, which in turn located on the different

that was a reference to C:/bin being a pointer to /usr/bin instead of
/bin
In normal installation it is that way plus /usr/bin as symlink to /bin
Not the other way around. (sh is in /bin, with your structure, no way it could
be reached through C:/bin )

I discovered where I work was blocking port 25. This was removed for me

The path you're looking for is HKEY_CURRENT_USER\Environment
That, however, provided your user profiles are persistent.

The API can handle / as the path separator, but cmd.exe can't.

Same named account on PC1 has SID y-1002
Not just sequential numbers is different - whole SID's different, as they
belong to different systems.
