The cygwin gsl package (GNU Scientific Library) has been updated
to 1.6-2. New in the 1.6-2 version compared to the 1.6-1 version is that
this version uses the faster Fortran cblas routines available
from the recently added lapack package instead of gsl's own C implementation of cblas. This should result in improved performance.

NOTE: if you want to use the GSL, your path should contain
/usr/lib/lapack. This directory is added by /etc/profile.d/lapack.sh.
If you use the start-up scripts from the base-files packages this
script is executed automatically.

To update your installation, click on the "Install Cygwin now" link on
the http://cygwin.com/ web page.  This downloads setup.exe to your
system.  Then, run setup and answer all of the questions.
