What does it tell ?
SSH Server is running - but it does not offer login or user name to enter.
Why?
Did you read '/usr/share/doc/Cygwin/openssh.readme'? Did you run
ssh-user-config?

It still does not work: namely used ssh-user-config
it created 3 keys:
