In the options of protection of WinXP there is the option that limits the
access to the console to the users without password.

What's your ~ftp structure look like? Here's what I have (and it works
for me):
$ cd ~ftp
$ ls -ld bin etc; ls -l bin etc
dr-xr-xr-x+ 2 SYSTEM SYSTEM 0 Mar 4 11:07 bin/
dr-xr-xr-x+ 2 SYSTEM SYSTEM 0 Mar 23 2002 etc/
