cabextract is free software to extract Microsoft Cabinet files.
I am the author of cabextract, and I thought Cygwin could do with the
latest version, as it fixes several security bugs. The version
currently in Cygwin is about 4 years out of date.

It looks like the maintainer for cabextract is still active. I assume he
won't mind relinquishing maintainership to the person who actually wrote
the program. But I'd like to get his ok before going further.
