almost nothing actually depends on the ncurses package. the dependency
is probably on the libncurses6 and/or terminfo packages.

Nope, I had put another directory in there, full URL should have
been http://www.stonegard.com/cygwin/tcp_wrappers_7.6/
Sorry, I have added an index page to my cygwin directory now so that
won't happen again ;)

Who, packaging has never been so simple... UCL ans UPX's Makefile already
supports both cygwin target and no-cygwin target =)
It needs STL's vector though and I never installed that in the mingw install
dir.
Shouldn't maybe STL be included in cygwin default includes? (or maybe in a
separated pack
