is it possible to run remote XDMCP session tunneled over ssh with cygwins' xfree implementation. As far as i know, ssh only forwards tcp and XDMCP uses udp so this will not work. But why would you need XDMCP if you already have a ssh connection to your remote computer?

CDE is not supported, is it ? ;-). I need access to some legacy workstations. That is why. Just checked cde. Does work. At least with HP-UX 11 here.
