You can type setxkbmap fr , or put this in your .bashrc off your remote
host. It's not the best solution but I don't find where is the default
parameter

I install xfig (with wfig-323d-cygwin-11-bintargz) now When I
execute xfig,
the message error is cygjpeg6bdll is missing
Must I install something else ?

I had the same problem When I installed Xfree, the
installer asked me if I wish update term (or terminfo,
I don't remember), if I answered yes, the installer
didn't update terminfo file because tic doesn't work,(
but I don't know why) and the updating of fonts was
not done, as well
