Huh... this is interesting.
Turns out that Cygwin's tar doesn't work the same as the tar version
that is in the XFree86 souce tree in the utils module. I built their
gnu-tar and used it to build the packages and it did include the
/usr/X11R6/lib/X11/config directory in the prog
The XFree86-prog-4.3.0-2 package has been updated in the Cygwin
distribution.
Changes:
1) Files in /usr/X11R6/lib/X11/config were not being included in the
Xprog.tgz file that is the precursor to the XFree86-prog-4.3.0-*.tar.bz2
package. This problem was due to using Cygwin's tar to create

that fixed the problem. However, I am now getting this:

You can just do this:
touch /usr/X11R6/lib/X11/config/host.def
Our host.def doesn't really have anything in it, so this should work
just fine. I will try to release another fix to XFree86-progs tomorrow
if an empty host.def takes care of your problem.
